The Estates and Facilities Directorate is responsible for planning, creating and operating a world- class Estate, Facilities and Commercial Services.

The Queen Mary Estate currently provides over 230,000M2 of academic and residential accom- modation on three main campuses at Mile End, Whitechapel and Charterhouse Square, with fur- ther property holdings at West Smithfield, Lincoln’s Inn Fields and Dept W. As part of the QMUL’s ambitious Strategy 2030, extensive focus will be placed on enhancing, growing and better utilis- ing the Queen Mary estate portfolio to create a physical environment that supports our position as an inclusive, world-class university. The Queen Mary 2030 Strategy sets out an ambitious growth vision for the next 10 years. The strategy is underpinned by a suite of enabling plans. The Infrastructure enabling plan combines the direction of travel for both the Physical and Digital Estate. The joint investment programme is in excess of £1Bn.

Job context

The Estates and Facilities Directorate is respon- sible for planning, creating and operating the University’s Estate, Facilities, Capital Develop- ment and Commercial Services. The Queen Mary University of London Estate currently pro- vides over 230,000M2 of academic and resi- dential accommodation on three main campus- es at Mile End, Whitechapel and Charterhouse Square, with further property holdings at West Smithfield, Lincoln’s Inn Fields, Departmental W, Ilford Medical School and Sports Grounds in Chislehurst. The Estate needs to support the University’s standing as an ambitious and re- search-intensive Russell Group institution and contains a wide range of research, teaching and learning facilities in addition to student residences and recreational space. The Queen Mary 2030 Strategy sets out an ambitious growth vision for the next 10 years. The strategy is underpinned by a suite of en- abling plans. The Infrastructure enabling plan combines the direction of travel for both the Physical and Digital Estate. The joint investment programme (endorsed by the Senior Executive Team and the Finance & Investment Commit- tee) is in excess of £800m. Queen Mary University of London ambition is to establish itself as a globally significant “Re- search Goliath” by 2030. To this end, the total number of global students will double over this period. London campus-based students will in- crease to over 30,000 students from the cur- rent level of 26,000. Research income is set to triple over the same period.

Job purpose

The Assistant Director – Engineering and Es- tates Maintenance is a key leadership position in the development, upkeep and servicing of the University Estate. The fundamental purpose of the role is to manage and service the University Estate and ensure it is safe, compliant, resilient, efficient, well maintained and presents as an attractive campus environment for the benefit of our stu- dents, staff colleagues and visitors. The post holder will be responsible for defining, executing and monitoring a number of busi- ness- critical enabling strategies including: • Campus Infrastructure Master-planning • University wide Technical Leadership/ co-ordination • Long-term Maintenance Programme. • Energy reduction • De-carbonisation of the London campuses • Fire safety Management • Campus Hard Services & Maintenance The role holder will be accountable for the op- erational leadership of Hard Services including the delivery of physical Environmental Sustain- ability solutions. The role holder will be able to demonstrate continual improvement across their service lines through structured reporting of progress against Key Performance Indica- tors. The role holder will evidence a passion for achieving results through harnessing talent. It is important to develop the internal technical capability of the operations team.

Main Duties and Responsibilities

• Ensure the Joint Physical and Digital enabling plans (circa £800m over next 10 years) harness and integrate the Operational strategies and resources alongside the capital developments. Role holder will be a key stakeholder sign off for all Estates developments. • Participate in technical and stakeholder meetings for the delivery of projects to ensure that all projects fully consider the health and safety, maintenance and FM implications during both delivery and occupation thereafter. • Contribute to the development of customer-focused services, promoting the Estates and Facilities Directorate by establishing and maintaining excellent working relationships through- out the University. • Develop clear Service Level Standards for each service line and engage in regular stakeholder review. • Within the area of delegated responsibility and operation, ensure all activities are carried out in accordance with the requirements of the University and all relevant legislation. • Contribute to the overall development of the University Estate and represent the University at both internal and external committees and meetings. • Develop and maintain an open and collaborative culture within the EAF Engineering and Estates Maintenance. Be a positive and visible role model. Be comfortable to Manage by Walking the Services. Identify and recognise service excellence. Identify and address areas of poor performance.

• Lead the Engineering Services and Campus Maintenance (Hard FM) teams within the Estates and Facilities Directorate (EAF). The role operates across all of the University London campuses and properties. The EAF Engineering and Estates Management team also provide technical support to our overseas campus in Malta (Gozo). • Ensure that the University infrastructure is developed in a strategic manner and that there is a long-term infrastructure development and maintenance plan in place. • Ensure that the University Estate is maintained to a high standard. All planned preventative, cyclical and reactive maintenance operations will be delivered in accordance with defined performance measurement criteria and be aligned to the resilience and reliability needs of the building users. • Ensure that all elements of building infrastructure and systems relating to Fire Safety and Health and Safety are maintained in accordance with legislation, good industry practice and agreed standard operating procedures. All systems, policy, supporting procedure, protocols and recording to be developed and implemented across all University campuses and buildings and where appropriate buildings where we are the tenant rather than owner occupier (e.g. embedded QM space in Barts Health Trust). • Ensure that there is effective communication with the Environmental Sustainability team and those responsible for the day to day management of energy consumption across all QMUL properties. This includes working in collaboration for the development and implementation of energy and carbon reduction projects. • Support to Environmental Sustainability team in the development of the University Environmental Sustainability strategy and the underpinning action plans. • Support the Directorate Health and Safety team in achieving ISO45001 accreditation. • Ensure that the estate is maintained and serviced in a manner to achieve full statutory compliance in all areas. • Ensure risk assessments are being carried out and that all staff and contractors are fully aware of the Health and Safety requirements and their obligations. • Document and publish Key Operations Performance Indicators. (including 6 facet annual reporting). • Ensure that size and shape of EAF Engineering and Estates Maintenanace team has the capacity and capability to both maintain and service the needs of the ongoing business as well as positively contribute to and influence future development plans. • Work closely with procurement colleagues to maintain effective contractor and contract management in order to demonstrate continuous service improvement and best value. • Make recommendations in terms of Strategic partnering opportunities and negotiate contracts to ensure delivery to agreed targets. • Ensure timely approval and delivery of the prioritised Long Term Maintenance programme (circa £10m/annum). • Lead on the development and control of the significant EAF Engineering and Maintenance pay and none pay annual budget preparations. Provide regular reporting into the EAF performance board. • Lead the transition to Strategic Asset Management and Holistic Life Cycle Management of the University Physical Estate. • Support the Intelligent Campus vision for the University Campus environment and lead on the development of future Systems Architecture for Campus Operations.
