RUN FOR FUN Photo: Gregg Chamberlain The early morning was cloudy but that did not stop 125 runners and walkers from turning up Sunday for the first Rockland Sports Charity 5K Fun Run to help out a Plantagenet family with a three-year-old child diagnosed with cancer. The run-for-a-cure event organized by store owners Nancy and Patrick Beaulieu raised more than $1500. They hope to make the charity fun run an annual event.

Mayor and voter argue over police probe issue
the way of details of an ongoing investiga- tion. “This one (case) is particularly sensitive,” Det.-Const. Tennant said. During Monday’s committee of the whole session Mayor Guibord said that he and councillors Guy Félio and Diane Choinière cannot comment on the matter either be- cause it remains under police investigation. “If you do have any questions, please di- rect them to John Tennant,” the mayor said. The emails, in French and dating back to November 2010, are an alleged exchange between the mayor, the two councillors, and Stéphane J. Lalonde, a lawyer and local developer. The focus of several of the emails concerns ways to remove Daniel Gatien, then city chief administrator from his post. At the time of the alleged emails, Lalonde was the subject of an ongoing lawsuit by Gatien who claimed that Lalonde had slan- dered him in his position as the city’s chief administrator. Lalonde is also a former busi- ness partner of Guibord, related to owner- ship of a parcel of land prior to the current mayor’s election. Soon after he was elected the mayor announced that he had sold his interest in the property to Lalonde and an- other shareholder. The Ottawa Citizen states that OPP de- tectives were in town May 22 to interview the mayor, the two councillors and Lalonde. The article states that the detectives were not able to speak with the mayor or either councillor though they did talk to Lalonde. During past media interviews Lalonde has
claimed solicitor-client privilege confidenti- ality regarding the emails and stated they were just advice to incoming new council- lors. Mayor Guibord has since suggested that the alleged emails may be fakes but has not explained why he would file a theft com- plaint about them with police. The Citizen reported that Coun. Félio has confirmed po- lice spoke with him but he declined to an- swer questions on the advice of his lawyer. Coun. Choinère is also declining comment on the case. Det.-Const. Tennant did not confirm or deny whether the OPP have questioned Lalonde or tried to talk to the mayor and two councillors because of the ongoing in- vestigation. He also could not state wheth- er or not police computer forensic experts have determined if the emails are real or not. He noted that the Citizen reporter did not speak with him or any of his colleagues prior to writing the article. “He must have other sources,” Det.-Const. Tennant said. Meanwhile city hall issued a brief press re- lease, in both French and English, on Mon- day about the article and the ongoing OPP investigation. Mayor Guibord read out the press release prior to the start of question period during the committee of the whole council session. The press release acknowledges the Ot- tawa Citizen article but states the article was written “following an anonymous com- plaint to the Ontario Provincial Police” and
that the OPP are required by law to inves- tigate all complaints regardless of merit. The press release also directed anyone with questions about the matter to Det.-Const. Tennant at 613-591-7032. The detective could not say if the OPP had received any anonymous complaint but he did note that the current investigation con- tinues from the original complaint from the mayor. “This is all a continuation of that,” Det.- Const. Tennant said, adding that he and other members of the rackets branch have been working on the investigation, in be- tween other cases, for the past year and a half. “It’s been an extremely high-priority for us.” During question period Gadoua said the situation has “created a lot of embarrass- ment for the city” and suggested the mayor and two councillors should recuse them- selves from their seats until the OPP inves- tigation is finished. There followed about a five-minute-long exchange between Gadoua and the mayor, both interrupting each other, with the mayor stating the OPP investigation is ongoing and he and the councillors cannot comment while Gadoua demanded the mayor respond rather than hide behind a no-comment position. “I’m not hiding behind anything,” Mayor Guibord said. “I have nothing to say.” Neither Félio nor Choinière spoke on the matter during the exchange between the mayor and Gadoua or afterwards.

BOURGET | A collection of controversial emails posted onto Facebook continue as the “ghost in the machine” haunting May- or Marcel Guibord and two other mem- bers of Clarence-Rockland city council along with a local developer. Question period at the end of the June 3 committee of the whole session at the Bourget Community Centre began with a statement from Mayor Guibord about a re- cent Ottawa Citizen article and continued with an argument between the mayor and Bob Gadoua over the mayor’s statement, the contents of the Citizen article, and the controversial emails. “I have a lot of problems with what you just said,” said Gadoua. “I think you owe it to us to respond. We deserve that.” The May 30 Citizen article reported that the OPP anti-rackets branch continues its investigation of an original complaint from Guibord in 2011 that a series of emails post- ed onto the Citoyens de Clarence-Rockland/ Citizens of Clarence-Rockland Facebook page by a person under the pseudonym of Sergio Netaliano were stolen from munici- pal computers. OPP Detective-Constable John Tennant is the present lead represen- tative for the branch on the case but he told the Vision during a Monday phone inter- view June 3 that he cannot divulge much in

Les courriels controversés reviennent hanter le conseil
L’article mentionne les communications par courriels entre les trois élus ainsi que l’avocat Stéphane Lalonde. Les courriels, qui n’ont toujours pas été authentifiés, remontent à novembre 2010. Ils font état d’échanges entre le maire Marcel Guibord, les conseillers Diane Choinière, Guy Félio, l’avocat Stéphane Lalonde. Le thème qui revient souvent concernait des méthodes pour évincer le directeur général de l’époque, Daniel Gatien. Au moment des échanges par courriel, Stéphane Lalonde était poursuivi en justice par Daniel Gatien pour diffamation à la suite d’articles publiés dans le journal Les Mousquetaires . La cause est toujours devant
relatives à cette plainte devaient être dirigées vers le détective John Tennant. Ce dernier est chargé du dossier. Il a cependant confié au Vision qu’il ne pouvait pas donner de détails sur une enquête en cours. «Celle-là (enquête) est très délicate», a confié le détective. Il n’a pas confirmé ou infirmé si la PPO a questionné M. Lalonde ou les trois élus en raisonde l’enquête qui est en cours. L’agent John Tennant n’a également pas dit si des experts en crimes informatiques ont déterminé l’authenticité des courriels. L’article précise entre autres que des membres de l’unité de lutte contre l’escroquerie de la Police provinciale de l’Ontario (PPO) auraient tenté d’entrer en contact avec les élus pour les questionner. des courriels

Celui-ci évoque l’article et précise qu’il fait suite à une plainte anonyme reçue par la police. Les questions

Gadoua a tout de même demandé des explications. «Les allégations faites dans l’article sur des membres du conseil ont causé un embarras important et jeté le discrédit sur la ville, a mentionné M. Gadoua. Je crois que vous devez des explications au public. Nous méritons bien ça. Ce n’est pas un problème de tous les jours. C’est un sérieux problème.» Pour sa part, Marcel Guibord a affirmé

Special Olympics Torch Run burns through valley
get their man, woman, and every child who deserves and needs their help. The Ontario Law Enforcement Torch Run for Special Olympics races into the Ottawa Valley this month starting with Ottawa on June 3. Other Torch Runs for the Valley re-
gion are scheduled for the first two weeks of the month in Carleton Place, Kemptville, Rockland, Hawkesbury, Alexandria, Corn- wall, Morrisburg andWinchester. The police Torch Run is a community- based province-wide event to support Ontario’s Special Olympics program. Police and other law enforcement agencies take turns carrying the “Flame of Hope” through communities, collecting donations for Spe- cial Olympics, and raising public awareness about the program. Police departments in other provinces, the RCMP, and other police forces around
the world conduct their own Torch Run campaigns. The Law Enforcement Torch Run raised more than $40 million world- wide for Special Olympics program around the globe. The Ontario the Torch Run moved into the eastern region this month starting in Otta- wa on June 3. It continues through both eastern and southern Ontario. In the Glengarry- Prescott-Russell region, Torch Runs are scheduled for June 11, 9 a.m. in Rockland, 11:30 in Hawkesbury, and finishing with 2 p.m. in Alexandria.

Pour sa part, la conseillère Diane Choinière se questionne sur le besoin d’un tel centre. «On parle de combler un besoin de construire des petits motels et des restaurants.Onn’amêmepas l’infrastructure nécessaire pour soutenir cette croissance- là. C’est un très beau projet, mais on n’a pas la structure actuellement». Quoi qu’il en retourne, déjà plusieurs organismes ont manifesté leur intention de se joindre à ce projet. Un incendie a ravagé unpont piétonnier appartenant au Sentier récréatif de Prescott- Russell, le 27 mai à Plantagenet. Cinq parcours de la Grande randonnée passant par ce pont reliant le chemin de comté 9 et le chemin Pitch Off ont dû être redirigés. Circle of Care comes round for mental health
tal health care and addiction programs for Eastern Ontario got the green light. The Champlain Local Health Integration Network (LHIN) will launch a three-year pro- gram called Connecting the Circle of Care. The LHIN board approved the plan during
its May 29 meeting. The goal of the plan is to improve health and substance abuse addiction services for people throughout the Champlain LHIN. That includes the City of Ottawa, the Five Counties region, Renfrew and Lanark coun- ties, and part of Leeds-Grenville. The Circle of Care project is part of the LHIN’s strategic plan for the next three years. The plan includes increasing the capacity of
present mental health and addiction care and treatment services along with provid- ing more education and self-help training for clients, support programs for them and their families and their social worker sup- port network. Part of the goal of the plan is to reduce repeat visits to emergency centres and hos- pital readmission cases for clients dealing with mental health and addiction issues.

OTTAWA | A fast-track system for priority care cases may be part of the health ser- vice map for the Prescott-Russell region. The Champlain Local Health Integration Network (LHIN) is looking at Prescott-Rus- sell for one of the first projects in its pro- posed Health Links program for integrating primary, home and community care. The intent of Health Links is to organize health services for people identified as hav- ing the most complex needs. The program involves coordinating care plans for these individuals through a combination of con- sultations with primary, home, and commu-
nity care outlets, any needed specialists and hospital connections. The Champlain LHIN has presented the Ministry of Health and Long-Term Care with a readiness assessment for a Health Links program in Prescott-Russell. The LHIN also has another proposal for Health Link pro- gram that focuses on children with complex care needs in the Champlain region. Both assessment submissions are the first step to getting ministry approval for Health Links programs. The LHIN continues prepa- rations for Health Links readiness assess- ments for other areas within the region.

ORLÉANS | Les automobilistes en provenance de l’Est d’Ottawa pourraient devoir débourser pour se rendre dans la capitale nationale. Le conseiller du secteur de Cumberland, Stephen Blais, entend proposer un poste de péage pour l’emprunt de la route 174 à la hauteur du chemin Canaan. Ainsi, en se basant sur un exemple d’un système de péage américain, un automobiliste non- résident devrait payer cinq dollars par jour pour se rendre à Ottawa. «Chaque année, la ville d’Ottawa doit prévoir un budget important pour l’entretien, la réparation et la reconstruction de cette route empruntée par plusieurs navetteurs quotidiennement. Ça représente plusieurs millions de dollars», a affirmé Stephen Blais.
Le conseiller a notamment évoqué l’incident du trou béant qui s’était formé sur la 174 récemment. Les coûts de réparation s’étaient alors élevés à près de cinq millions de dollars. «Ce n’est pas seulement une question de
réparer la route, mais également l’entretien régulier comme l’enlèvement de la neige et autres», a affirmé le conseiller. Le système qui pourrait être étudié serait similaire à celui actuellement employé à Toronto. Une caméra capterait les plaques

D’entrée de jeu, le maire a déploré des commentaires négatifs à ce sujet. «La ville d’Ottawa c’est notre gros voisin. Il faut respecter les gros voisins. Je crois que les communications c’est important qu’on ne le fasse pas de façon négative. » Le maire toutefois ne semble pas appuyer l’idée du conseiller Stephen Blais. «C’est une solution qui a été présenté. Cependant, c’est une parmis plusieurs. J’ai invité M. C’est pour ça que les résidents de Prescott-Russell et de Clarence- Rockland, qui utilisent la 174, doivent payer leur propre part des coûts pour maintenir cette autoroute.» Stephen Blais doit apporter sa résolution lors de la prochaine réunion du conseil de la ville d’Ottawa, le 12 juin.
