AF&PA Outlines 2021 Advocacy Goals by Greg Kishbaugh T he American Forest & Paper Association (AF&PA) has released its advocacy priorities that it plans to pursue to ensure the pulp, paper, packaging, tissue and wood products industry can grow in 2021.
Republic Services Awards 11 Grants The Republic Services Charitable Foun- dation has unveiled its 11 National Neigh- bourhood Promise grants for 2021, fund- ing neighborhood revitalization projects across the country in communities where Republic Services customers and employ- ees live and work. The majority of this year’s projects support neighborhoods that have experienced disinvestment, and many of them address food insecurity and sustainability efforts. “After a year of unprecedented chal- lenges, our diverse neighborhoods need support more than ever, and we’re proud of our continued commitment to creat- ing spaces where people can thrive,” said DonaldW. Slager, Chief Executive Officer. The Republic Services Charitable Foun- dation launched the National Neighbor- hood Promise program in 2018, part- nering with select nonprofits to fund neighborhood revitalization efforts. The Foundation provides these projects with grants, donated products and services, and, when it is safe, volunteer opportuni- ties for Republic employees. Since 2018, the Foundation has funded close to 60 National Neighborhood Promise projects. In 2021, the Foundation is awarding grants ranging from $100,000 to $200,000 to 11 community partners:

AF&PA reported that it plans to soon launch 2030 goals that will build on its sustainability successes in the past to advance the paper and wood products industry into the coming decade. Promoting sustainable manufacturing to advance the circular economy : AF&PA stated that the paper and wood products industry is a contributor to the circular economy. AF&PA is advocating for policies that promote continued progress in meeting the challenge of the chang- ing climate, air quality,water stewardship, product steward- ship, and health and safety.“These policies should recognize that our industry is based on a renewable and recyclable re- source and our bio-based products are manufactured with bioenergy, improved efficiency and recycled at a rate far higher than other commodities,”AF&PA said. Advancing success for paper recycling :AF&PA reported that the paper industry has a demonstrated, measurable re- cord of success in making products more sustainable through market-based approaches. In 2019, the paper recycling rate was 66.2 percent, and the recycling rate for old corrugated containers (OCC) was 92 percent. The three-year average recycling rate for OCC is 92.3 percent. According to AF&PA, paper and paper-based packaging are the most recycled ma- terials by weight from the municipal recycling stream in the United States today. U.S. packaging and pulp producers have invested in about $4.1 billion in manufacturing infrastructure from 2019 to 2023 to continue the best use of recovered fi- ber in manufacturing products. Additionally, AF&PA believes that efforts to ban, tax or restrict access to paper products are “counterproductive”to advancing paper recycling.AF&PA said it supports efforts that recognize educating consumers on the right ways to recycle as one of the best ways to increase the quantity and quality of paper in the recycling stream. Keeping forests as forests : According to AF&PA, the United States grows more wood than it harvests currently. U.S. forest products manufacturers take steps to promote sustainable forestry and procure wood fiber from certified forestlands and through certified sourcing programs.The as- sociation says members procuring fiber must adhere to Sus- tainable Procurement Principles that promote sustainable forest management practices.AF&PA said it has advocated for science-based policies that acknowledge renewable biomass and provide regulatory certainty to level the playing field for global competition and the protection of rural American jobs.The association said these sustainable practices ensure the industry’s fiber supply is protected while also helping mitigate a major factor of wildfire risk. Additionally strong markets for paper and wood products gives private forest owners confidence to continue planting trees. Transportation infrastructure improvements : The industry faces a nationwide shortage of transportation ca- pacity, an aging infrastructure and inefficient surface trans- portation policies. AF&PA said connecting products, raw materials and consumers is difficult.AF&PA is encouraging necessary infrastructure enhancements, such as policies to enhance trucking efficiency, including safely increasing weight limits on federal interstate highways.

AISI Offers Support For ‘Buy America’ Provisions President Biden signed an executive order (EO) January 25 designed to ensure that when the federal government spends taxpayer dollars they are spent on American-made goods with American-made components, closing loopholes that allow companies to offshore production and jobs while still qualifying for domestic preferences, according to the administration. In comments the day of the signing, Biden said that in 2018, the Defense Department alone spent $3 billion on foreign construction contracts,“leaving American steel and iron out in the cold.” Of the EO, he said, “Today we are getting to work to re- build the backbone of America: manufacturing, unions and the middle class. It is based on the simple premise that will reward work, not wealth, in this country.The key plank of ensuring the future will be Made-in-America.” The American Iron and Steel Institute (AISI),Washington, has voiced its support for the EO. The association’s President and CEO Kevin Dempsey said, “Strong domestic procurement preferences for federally funded infrastructure projects, known as Buy America, are essential to ensure that taxpayer dollars are used to procure American steel and other made-in-America products—and have helped create manufacturing jobs. We applaud Presi- dent Biden for affirming his commitment to ‘Build Back Better’ by enforcing and improving programs to ensure tax- payer dollars are used for products made in America—most significantly, the use of American steel.”

Keurig Dr Pepper Joins Circular Economy Initiatives Keurig Dr Pepper has become a signatory in two regional initiatives of the Ellen MacArthur Foundation’s global Plas- tics Pact network – the U.S. Plastic Pact and the Canada Plas- tics Pact. Both Pacts bring together players from across the local plastic value chain behind a common vision and clear, actionable targets to create a path forward toward a circular economy for plastics. In addition, the Company also recently joined Ocean Con- servancy’s Trash Free Seas Alliance, which brings together thought leaders from the private sector, conservation and academia actively working toward solutions that will miti- gate plastic waste entering the ocean. As an Activator of the U.S. Plastics Pact and Canada Plas- tics Pact, Keurig Dr Pepper has agreed to collectively make efforts toward these four country-level goals espoused by the Pacts: • Define a list of packaging to be designated as problem- atic or unnecessary by 2021 and take measures to eliminate them by 2025; • By 2025, all plastic packaging is 100 percent reusable, recyclable, or compostable; • By 2025, undertake ambitious actions to effectively recy- cle or compost 50 percent of plastic packaging; and • By 2025, the average recycled content or responsibly sourced bio-based content in plastic packaging will be 30 percent. Covanta Plymouth Renewable Energy LLC has agreed to pay a $218,393 civil penalty over air quality violations that occurred at its Conshohocken, Pennsylvania, waste-to-ener- gy incineration facility in 2019 and 2020, according to an agreement reached with the Pennsylvania Department of Environmental Protection (DEP). The agreement refers to violations that occurred on eight separate days between June 2019 and September 2020, as well as emissions monitoring violations and late fee pay- ments. Covanta has also agreed to take corrective actions at the facility,which processes 400,000 tons of waste annually that would have ended up in landfills. The DEP said that between June 2019 and June 2020, Co- vanta had three unplanned shutdowns due to power loss that released excessive emissions, some of which were vis- ible and odorous.That resulting air pollution, and failure to properly use control devices, violated the state’s Air Pollu- tion Control Act and the facility’s operating permit. During one event in June 2019, the plant lost power from an electrical malfunction that caused turbines and emission control equipment to go offline. As a result, air emissions were not controlled by various systems.During a restart, op- erators deviated from regular procedures in an attempt to control nitrogen oxide emissions. Covanta has agreed to revise procedures, upgrade electri- cal systems, refurbish rooftop vents for better filter emis- sion, reduce noise, and use foam more quickly to extinguish smoldering refuse during any unplanned shutdowns. Former 5R Leader Receives 5-Month Prison Sentence Another former executive of now-defunct e-scrap compa- ny 5R Processors has been sentenced to prison for a CRT-re- lated crime. Bonnie Dennee, 66, of Phillips,Wisconsin, was sentenced to five months in federal prison, followed by three years of supervised release. In October, Dennee plead- ed guilty to conspiracy to store and transport hazardous waste without required permits and manifests. Prosecutors said 5R Processors,which had seven locations in Wisconsin and one in Tennessee, stockpiled millions of pounds of lead-bearing CRT materials it had been paid to recycle, hiding the storage from regulators and certification auditors. Federal prosecutors have also proven tax crimes occured in connection with the business. In November, a former company president, James Moss, was sentenced to 18 months in prison after pleading guilty to conspiracy to store and transport hazardous waste with- out required permits and manifests and federal tax crimes. Alter Corp., Toyota Tsusho America Form partnership Scrap processing and trading company Alter Trading Corp., headquartered in St. Louis, Missouri, has partnered with Toyota Tsusho America Inc. (TAI) to form Altech Recy- cling LLC, which is constructing a metals separation plant in Arkansas to produce aluminum products from shredded scrap.The new company’s output will supplement demand at TAI production facilities as well as supply other business partners in North America. Toyota Tsusho Corp. operates in more than 120 countries with approximately 66,000 employees. Founded in 1898, Alter is a privately owned, fifth-gener- ation company that is ISO 9001 and 14001 certified. The company employs 1,325 people and operates 70 metal re- cycling facilities and seven trading offices in eight states, along with its representative sales office in Hong Kong. CMI, The Recycling Partnership Offer Grants The Can Manufacturers Institute (CMI) andThe Recycling Partnership have announced requests for proposals (RFPs) for aluminum beverage can capture grants. The grants, sponsored by can manufacturers Ardagh Group and Crown Holdings, will fund eddy currents, robots and other equip- ment or process improvements to capture used beverage cans (UBCs) at material recovery facilities (MRFs). The Recycling Partnership is a strategic partner that will fulfill several roles in the grant program, including evaluat- ing and assessing the proposals submitted and executing the grant program overall. CMI said the program will begin as a pilot effort in the Southeast United States, enabling grant partners to evaluate the effectiveness of the grants and apply learnings. Republic Services, Romeo Power Partner Romeo Power Inc., Los Angeles, California, and Phoenix, Arizona-based Republic Services Inc. have entered into a strategic alliance agreement to collaborate on the develop- ment of Romeo Power’s battery technology for use in Re- public’s electric garbage trucks. Romeo Power’s core prod- uct offering is focused on the battery electric medium-duty short-haul and heavy-duty long-haul trucking markets. As part of the agreement, senior leaders from each com- pany will sit on a steering committee that will monitor and guide the alliance.According to the two parties, the compa- nies will work closely to determine the key performance metrics of Romeo Power’s battery packs that will suit Re- public’s refuse-specific needs. As part of the agreement, the two parties also have agreed to a retrofit test program in which the diesel engines and related components will be removed from two of Repub- lic’s vehicles and replaced with electric motors and Romeo Power battery packs, with a goal of delivering the retrofit- ted trucks by the end of 2021.
