The PSSD requires that all of these groups “disclose annually the names, positions, salaries, and total taxable beneifts of employees paid $100,000 or more in a calendar year.” The online version of the list at onta- riosunshinelist.com was created in 2013. Alberta and Nova Scotia have their versions of Sunshine Lists. Criticisms of the Sunshine List are that it is not indexed to inflation and does not include information about cost-of-living raises to salaries required in employee contracts, does not provide details of how long a per- son has held their position or worked for the municipality, school district, or other agency that is covered by the PSSD, does not provide information about promotions or other changes in a person’s employment history that contributed to increases in their annual salary, amount of time involved in work for their occupation or any background on formal and supplemental training they received to qualify for their position and salary. Critics also note that Sunshine lists

The overall time for the project is estimated at 11 years. The County Road 17 expansion plan is now included in the UCPR’s current asset management plan. The UCPR has alloca- ted about $750,000 towards costs for early-stage design and planning work for the proposed upgrade. An environmental assessment of the proposed four-lane expansion proposal was done in 2016 and will expire this year.

The head of the Eastern Ontario Health Unit is the highest-paid person in the healthcare services sector for this region. The provincial government made the annual Ontario Sunshine List available to the public March 27. The Sunshine List began in 1996 with approval of the Public Sector Salary Disclosure Act (PSSD) by the Mike Harris Progressive Conservative government. The goal of the PSSD was to provide “public disclosure of the salary and benefits paid in respect of employment in the public sector to employees who are paid a salary of $100,000 or more in a year.” The annual list covers all public sector workers for municipalities, county govern- ments, school districts, hospital and other health facilities, regional health units, and other agencies and organizations that receive public funding from the province.

CONSULTING FIRM ARGUES FOR COUNTY ROAD 17 UPGRADE

He noted that Ontario’s overall housing market is strong but neither the UCPR nor the City of Clarence-Rockland will benefit as much from the provincial housing market because County Road 17 hinders growth. Grove-White noted that the present Carney Liberal federal government seems more open than the previous Trudeau Liberal government was to infrastructure development, including expansion of roads. StrategyCorp’s analysis indicates there more opportunities available now for potential funding support for expansion of County Road 17. The UCPR’s asset management plan now includes expansion of County Road 17 as essential. Grove-White noted that shows the UCPR “is serious” about seeing the link between Rockland and Orléans upgraded. He told council that his firm, on behalf of its client, wants to work with UCPR officials to help move the project forward for the future benefit of all. “It’s economy and its housing,” said Grove-White. “This road enables both of them, but only if it is upgraded.” UCPR council thanked Grove-White for his presentation. A strategic planning consultant firm described County Road 17 as a handi- cap to Prescott-Russell’s future growth if it remains in its present state. “County Road 17, in its present form, restricts growth,” said Aidan Grove-White, one of the principals of StrategyCorp, a stratetgic planning consultant company. Grove-White met with United Counties of Prescott-Russell council (UCPR) during its March 27 session. He represented one of his company’s clients, an unnamed regio- nal development group with an interest in Prescott-Russell. “They (client) have asked my support, and my team’s support, on advancing upgrades for County Road 17,” said Grove-White. StrategyCorp, founded in 1995, with its main offices in Toronto and Ottawa, is a management or business consulting firm that specializes in government relations, strategic communications, and business management. The company’s website noted that “maintains a strong presence” in “key political hubs” to serve both its clients in Canada and abroad in the United States, the Middle East, Europe, Latin America, and the Caribbean region.
