Counterfeit cash cropping up this summer

“Counterfeit deterrence requires a team approach from all partners, including law enforcement agencies, the Bank of Canada, retailers, and the public working together,” stated Chief Superintendent John Tod, OPP Investigation and Support Bureau. “If you come across phony money, contact your local police service.” Business owners are advised to have their staff be extra careful during “rush hour” periods, because that is when most coun- terfeiters will try to pass off their bogus bills. Staff should be alert also when a customer tries to use amuch larger denomination bill than is necessary to pay for an itemor order. If a counterfeit bill is suspected, contact police right away. Get a receipt for the bill for later return if it proves to be genuine. Contact police or a local bank branch or go online to the Bank of Canada website for information on how to spot counterfeitS. Canadian currency securitymeasures make it almost impossible to create a fake that can pass a close physical examination.
Virus du Nil occidental détecté ALEXIA MARSILLO alexia.marsillo@eap.on.ca Dans l’est de l’Ontario, des moustiques pourraient être porteurs du virus du Nil occidental. Heureusement, jusqu’à maintenant, aucun cas n’a été détecté chez les humains. Le virus est transmis par la piqûre d’un moustique infecté. Le Bureau de santé de l’est de l’Onta- rio (BSEO), qui surveille activement les moustiques dans la région pour le virus du Nil, a déterminé que le virus est en fait une préoccupation dans la région. Bien que le risque de maladie du virus de Nil occidental soit relativement faible pour la majorité des gens, il peut entraîner une maladie grave chez certaines personnes. Chaque année, des compagnies spécia- lisées font des dépistages routiniers pour tester des moustiques, dans différentes régions de Prescott-Russell, pour le virus du Nil occidental. Plusieurs mesures peuvent être prises pour réduire le risque du virus. tides, l’administration du centre n’a pas été en mesure d’assurer la viabilité financière, notamment attribuable à la vétusté du bâ- timent qui est à l’origine de nombreuses pressions financières. « Puisque nous ne serons plus enmesure de poursuivre nos services encore bien long- temps, nous en sommes malheureusement arrivés à la conclusion que nous devons diri- ger nos usagers vers d’autres ressources afin d’assurer la continuité de leurs services en thérapie » a déclaré par voie de communiqué le président du conseil d’administration du centre, le commandant Robert Piché. Il ajoute également que la décision n’a pas été facile à prendre, mais qu’elle est la meilleure dans les circonstances. Rappelons que le centre de désintoxica- tion Mélaric avait dû fermer ses portes une
première fois en janvier 2016 après 32 ans de services. La raison de la fermeture était due au manque de liquidités permettant de conti- nuer d’offrir des services aux résidents. À cette époque, l’administration du centre mettait le blâme sur l’inaction du gouver- nement Couillard lors de ses tentatives de sauvetage et de la réforme de l’aide sociale faisant réduire le chèque de prestation de ses bénéficiaires. Lors de cette fermeture subite en 2016, les 75 résidents toxicomanes ou alcooliques avaient dû être déplacés. Parmi ceux-ci, 43 étaient sur les lieux par ordre judiciaire et avaient dû retourner dans leur centre de détention respectif, quant aux 32 autres, ils ont été transféré vers un autre centre ou ont retourné à la maison.

Cyclist has sacred mission to save the world
Three years ago Abhishek Kumar Sharma was an ecologist working for a company in his native India. Now he is a man on a mission, a holy crusade to help save the world and he hopes that others will join him on this sacred quest. “I’m feeling that the world is very beau- tiful, the world is very unique,” Sharma said following his Wednesdaymorning arrival in Hawkesbury, “and I am happy to be doing this in one of my lives.” Sharma is on a six-year journey around the world, by bicycle, to help promote public awareness of the issue of climate change, and also to help with current lobbying efforts to develop an international solution to the problem. “This is not a one-country problem,” he said. “It’s a global one. We all have to do something. We all have to care about this one beautiful planet.” Climate change has become a hot-button topic among many politicians, with those who deny it, becoming louder and ruder in their comments about the scientific research and evidence in support. Sharma limited his observations about the critics of climate change research, both the politicians and the corporate executives, to a single comment without naming any names. “They don’t want to contribute themoney or the technology or the time,” he said, ad- ding that his goal is to reach out to ordinary people around the world to unite and press for action to slow down and stop radical climate change. “I humbly request everyone to do so- mething,” he said. “The world is very, very
beautiful and I am sure that 95 per cent of people are very good.” Sharma’s goal, when he began his global journey, was to bicycle across six continents and tour through 90 countries within a six- year period. As the 2020 deadline for his worldwide wanderings meets the halfway point on his tour calendar, he has completed his travels across three continents and begins his fourth continental odyssey with Canada. He has the government of India smoo- thing his way through the visa clearance at every country, but there are no big corpo- rations providing Sharma with sponsorship support. A Lithuanian bike company provi- ded him with a replacement bicycle at one point during his travels, but for themost part he relies on the generosity of the people he meets along the roads for both a place to sleep and a few coins in the donation box on his handlebars for the food he eats. Wherever he goes, Sharma has the same message for everyone. “There’s only one planet to live on for us,” he said. “We need to do something right now, because this is a beautiful planet. of money as Option 1. The first option suggests some retrofitting of the existing building with a couple more additions to the premises. The second also involves retrofits but would require acqui- ring an extra acre of space from adjacent farm property to accommodate the sug- gested additions to the building. The third option calls for relocating the municipal office across the road to where the municipal works garage is now and building a whole new combinedmunicipal office/works garage premises with a three- bay vehicle setup. The old municipal office might be demolished to allow another use for the site or make the land available for later resale. For now, township council has received the report for later study. Chief Administra- tive Officer Paula Knudsen told the Tribune- Express, during a recent phone interview, that there are no plans for now for including a rehab of themunicipal office in the capital works budget, either for next year or the im- mediate future. Council and administration want to gather more information first and other priority work needs aremore pressing.
The current municipal office has an old school house as its core, which served as the township’s original village office. The exact age of the original building is unknown.The north office addition to the premises is 18 years old, while the most recent addition are the council chambers and the mayor’s office, both built in 1999. The consultant’s report noted that the east office addition has problems with roof leaks, including water sometimes dripping down out of the ceiling pot lights. The report also noted that several of the offices in the existing building are too small and are shared by two staff members. The gas furnace heating system in the basement is old and also the primary file storage is in the basement with portable dehumidifiers trying to protect the paper documents from dampness. The design of the council chamber is awkward in some respects with only council members able to view the wall-mounted projection screen for any overhead power point presentations during publicmeetings. The building’s reception entrance does not meet provincial accessibility standards for being barrier-free and also the large public entrance point to council chambers is often mistaken as themain entrance to the admi- nistration section of the building. All of the options listed in the consultants’ report propose either building additions or redesigns which provide more and better meeting space for council and staff, proper file storage and other retrofits tomake day- to-day office work more efficient, making the premises fully-accessible to people with mobility issues, and also expanding the public parking space area. Cost estimates provided in the report are about $2.5 million for Option 1, about $2.8 million for Option 2, and about $4.8 for Option 3. For now township council has received the consultant’s report for further study. Du- ring a recent phone interview, Chief Admi- nistrative Officer Paula Knudsen said there are no plans at present to include renovation of the municipal office in the capital works budget for either next year or the immediate future. Other capital project needs for the township have higher priority.
Champlain Township’s municipal office is getting old and starting to show its age, despite a few facelift additions to the pre- mises over the years. Township council has a consultant’s report in hand to review for a later time about whether another nip- and-tuck can work or if it may be time to consider rebuilding the entire body. Before their summer break, township council members received a report and pres- entation from Architecture 49, an Ottawa- based design consultant firm, on results of a functional planning study on themunicipal office on Pleasant Corner Road in Vankleek Hill. The office sits across the road from the municipal works garage and both premises became part of one of the options listed in the report concerning any possible future rehabilitation plans for the office. “Each option has costs and benefits,” the report stated, noting that Option 1 has the lowest cost, Option 2 would involve a bit more expense, while Option 3, the most expensive, would demand twice the amount

Honoring Tradition and Heritage RAS will be hosting its annual Riceville Fair from August 25 th to 27 th , 2017. Activi- ties include adrenaline inducing ATV Stunt Shows, crowd pleasing ATV and Antique Tractor Pulls, new this year Redneck Rodeo Games, Turkey Supper and Sunday Brunch, Children’s Area, Live Music, Competitions, and Horse and Beef Shows! Antique lovers can also show off their truck in the annual Show and Shine or even compete in the 8 th annual Truck Pull! “I have never missed a Riceville Fair, de- clared the RAS president, Corina Shane. It was always an end-of-summer tradition, a place for neighbors, friends, and families to gather, to catch up, and say goodbye to summer. It is also a place that has taught me to give back to my community.
