N E W S NO CHANGE FOR NOW TO HAWKESBURY’S STAFF HIRING POLICY
GREGG CHAMBERLAIN gregg.chamberlain@eap.on.ca
Mayor Assaly confirmed later that the policy will remain as is. Several vacancies The town has at least four vacancies on its municipal employees right now. Three layoffs were confirmed during the June 16 committee of the whole council session though no names were mentioned during the public portion of the session. The names of two of the people laid off were later confirmed. One is Kim Maurice, aquatics supervisor at the Robert Hartley Sports Complex, while another is Martin Desrosiers, a member of the municipal infrastructure department. The name of the third person has not been made public. The directive dealing with those layoffs has become a point of controversy as it involved public discussion and approval of layoff notices before the people affected even received written notice. The municipality is getting a legal opinion on its action. Two weeks after the June 16 committee of the whole session, Christine Groulx tendered her resignation as town clerk. Dominique Dussault, acting chief administrator for the town, confirmed the resignation during a phone interview. No reason has been given for Groulx’s resignation. Sonia Girard was confirmed during the July 9 committee of the whole session as acting clerk for the town. Dussault was also confirmed as acting-CAO while Daniel Gatien, the current CAO, is on medical leave until mid-August.
The hiring policy for the Town of Hawkesbury will remain unchanged for now. “We are leaving the policy as it is for now,” said Mayor Paula Assaly during a July 17 phone interview. The municipal hiring policy was discussed during Hawkesbury council’s July 9 special teleconference session. Mayor Assaly had asked council members via email about whe- ther the mayor could sit in when a designated selection committee sat to hold applicant interviews. Councillor Robert Lefebvre asked Human Resources Director Dominique Dus- sault what the municipal hiring policy is. Dussault told council that the hiring policy process depends on whether the head of a department’s position is involved or a middle management or other position. For a department head, the selection review committee includes the chief administrative officer (CA0), designated council members, and a Human Resources (HR) official. For a middle management or other position, the review committee includes the CAO, the department director, and an HR official. If the mayor wanted to sit in on the selec- tion review process, Dussault said, council would need to approve a change in the hiring process policy.
The Town of Hawkesbury has four open positions among its municipal employees list, including the position of town clerk and aquatics supervisor at the Robert Hartley Sports Complex. During its July 9 committee of the whole session council considered a suggestion from Mayor Paula Assaly for revisions to the hiring policy process that would allow the mayor to sit, if needed, on the selection review committees that deal with applicants for senior municipal positions. Council could not agree on a decision and the policy will remain as is. —archives
Mayor Assaly asked what happens if the CAO and/or a department head is not available for any reason to sit on a selection review committee. She indicated that a policy is needed to deal with that kind of situation. During a later phone interview, the mayor noted that she already sits as an ad hoc
member on all of the council’s advisory com- mittees. If either the CAO or the department head is unavailable, she noted, then the mayor should be able to sit as an ad hoc member of the selection review committee when it concerns hiring someone for a senior municipal position. Council continued discussion of the hiring policy during the closed session of its July 9 meeting without coming to any decision.
ROAD SCANS FOR PAVEMENT CONDITION
INVESTIR LOCAL On ne peut pas ÊTRE PLUS GÉOCIBLÉ!

GREGG CHAMBERLAIN gregg.chamberlain@eap.on.ca
The scanning project is part of the muni- cipal infrastructure assessment. The electro- nic scan pictures of the various paved roads and sidewalks will indicate their condition and help township staff plan and budget for future improvement work. The township has a conditional agreement with StreetScan Inc., a company that specia- lizes in electronic scanning and analysis of roads, sidewalks and other infrastructure. Cost of the contract is about $30,000. If the township can get the FCM grant then the municipality will just have to pay between $6000 and $7000 as its share of the contract.
East Hawkesbury staff want to know what the underside looks like for the paved roads and sidewalks around the municipality. Township council approved a recommen- dation from administration to apply to the Federation of Canadian Municipalities (FCM) for a grant from the agency’s municipal asset management program to help with the cost for an electronic scanning examination of East Hawkesbury’s paved roads and sidewalks.

WEST NILE VIRUS SEASON WARNING FOR THE SUMMER SEASON EAP NEWSROOM news@eap.on.ca
has begun its annual monitoring program for the presence of West Nile virus in certain species of mosquito that can carry the virus and pass it on to humans or animals through their bite. «West Nile virus is a concern in our area,» stated Dr. Paul Roumeliotis, EOHU chief

medical health officer, «and people should be aware and take the necessary precautions to protect themselves and their families from mosquito bites when they spend time outdoors.» Homeowners can reduce the spread of West Nile virus by removing all possible sources of standing water around their grounds that can serve as mosquito-breeding sites. That includes regularly changing the water in bird baths and animal water bowls, and in children’s wading pools.
Empty out tires that may contain rainwater and check eavestroughs and flat roofs of buildings for any standing water. Apply a bacterial insecticide to water in drainage ditches to deal with any possible mosquito larvae. Regular yard work like short-cut lawns and trimming of dense shrubbery will help eliminate resting areas for mosquitoes. If the garden has a compost pile, make sure it is turned over on a regular basis.
Anyone with an outdoor pool should make sure the pool water circulation pump is working and the water receives chlorine treatment to make it unsuitable for mosquito habitat. Any wading pools not in use should be emptied out and turned upside down. Anyone who is outdoors for extended periods should wear light-coloured long-slee- ved shirts and pants, along with shoes and socks, and a cap or hat. Use insect repellent. If sleeping outdoors, use mosquito netting. More information is at www.eohu.ca. CONSECRATION OF NEW SAINT-ISIDORE CHURCH

B U S I N E S S CALYPSO WATER PARK IS STILL CLOSED FOR THE SUMMER
GREGG CHAMBERLAIN gregg.chamberlain@eap.on.ca
delays to Calypso’s reopening means more revenue for an even shorter season. “They have a right to be upset.” The mayor also noted the spinoff effects of Calypso’s closure means no summer jobs for local college and university students who need to earn money for tuition and other expenses for next term. It also affects the local economy with less summer tourism sales of gasoline, groceries, and other items. The Nation council has made its plea to the EOHU recommendation to the provincial government to let Calypso Park reopen soon. “I know the message has been getting through to Queen’s Park,” said Mayor St- Amour. “Dr. Paul (Roumeliotis) says they have a good plan, and I trust him.” As of press time, the Calypso website still stated that the water park is closed.
Mid-July has come and gone, it’s hot, but the parking lot at Calypso Park remains empty. Officials for the popular water theme park in Limoges were hoping Calypso would be part of the Stage 3 reopening of more busi- nesses in Eastern Ontario that takes effect midnight Friday, July 17, but the provincial government has decided that amusement parks and water parks will remain closed to prevent the spread of COVID-19. “We are ready to welcome employees and guests with all safety measures in place to help keep everyone safe,” states a notice on the homepage of the Calypso website. “We continue to follow Ontario’s reopening guidelines and hoping Calypso will be allowed to open soon.” Park staff for Groupe Calypso Valcartier, the Québec-based company that owns Calypso, had prepared a plan for reopening the water park, with a reduced limit to the number of people allowed inside the park during operating hours, social distancing gui- delines for patrons and staff, and increased sanitization of park facilities. The plan also called for shutting down certain popular rides because they presented problems with social-distancing enforcement. Dr. Paul Roumeliotis, chief medical officer for the Eastern Ontario Health Unit (EOHU), and his staff reviewed the Calypso public health safety plan and gave it their approval and support. Dr. Roumeliotis noted during his July 16 media teleconference that EOHU staff did a site walk-through of Calypso to determine how feasible the plan would be. He also added there is a need to have a facility like Calypso open because of the heatwave situation in Eastern Ontario, which is expected to resume after the recent thunderstorms. “We’re hoping that there can be an exemp- tion soon,” said Dr. Roumeliotis. “We believe it is possible to have a safe balance here.” Mayor François St-Amour of The Nation Municipality, where Calypso is located, also hopes that the provincial government will soon approve an exemption and let the water park open before the summer season is over. “This business has 90-some days to do their business and make their money,” St-Amour said during a phone interview. “Even now it might be too late for them in the season.” The mayor noted that other water parks in Québec are reaping the benefit of Calypso’s closure as Eastern Ontario residents head across the Ottawa River for weekend trips. “At least 60 per cent of the licence plates in the parking lots over there are from Onta- rio,” St-Amour said, adding that any further LOW WATER NOTICE The South Nation Conservation Authority issued a Level 2 low water notice for July. Water levels throughout the South Nation River watershed are below normal due to a dry spring and continuing hot weather during the past weeks. The SNC ask residents to avoid unnecessary water use to reduce local demands on streams until weather
More businesses continue to reopen as part of the provincial economic restart plan for recovering from the COVID-19 pandemic. All except for amusement parks and water theme parks like Calypso in Limoges. Park officials have a reopening plan to meet public health safety guidelines against COVID-19 and received approval for the plan from regional health officials but so far the provincial government is not allowing Calypso an exemption to reopen this summer. —supplied photo

Portez un masque
Lavez vos mains
Gardez vos distances

5 common campingmistakes to avoid
If you’re going camping this summer, make sure to plan ahead. It’s all too easy to forget a key detail and then suffer the consequences. To ensure you have a terri- fic time, here are some common mistakes to avoid. 1. CHOOSINGTHEWRONGCAMPGROUND Do your research to find a campground that checks all your boxes. In particular, consider the amenities you want. This may include laundry facilities, a pool, a tennis court or lake access. You should also consi- der what type of camping spot you’d like, whether it’s a secluded area in the forest or a shared campsite with a community feel.
It should have all the items you need to handle cuts, abrasions, injuries and aches. Additionally, it’s a good idea to bring things you can use to repair your tent if need be such as tape, rope and a needle and thread. 5. TAKINGLOCALWILDLIFEFORGRANTED Determine what types of animals inhabit the area where your campground is located and learn how to react if you encounter them (bears, coyotes, moose and others). Also, you should find out how to avoid at- tracting local wildlife to your campsite. Additionally, be sure to arrive while the sun’s still up. It can be difficult to find your campsite, put up your tent and locate the bathroom in the dark.
2. BRINGING GEAR THAT DOESN’T WORK Inspect all your equipment to make sure it’s in good condition. If you have any new gear, familiarize yourself with it in advance. For example, run through setting up a new tent in your backyard. 3. BEING ILL-PREPARED FOR THE WEA- THER Check the weather forecast and prepare for all eventualities. Even if there’s only a small chance of rain, play it safe and bring rain gear such as a poncho, rainboots and a tarp. Keep in mind that the temperature can dip at night.
4. LEAVING YOUR FIRST AID KIT AT HOME You should always take along a first aid kit.

A guide to cleaning your rod and reel
230847
To keep your fishing rod in optimal condi- tion and extend its lifespan, rod and reel maintenance is a must. Here’s how to clean and lubricate your fishing rod. CLEAN YOUR ROD AFTER FISHING A simple rinse is generally enough to clean your rod and protect it against corrosion from saltwater. However, a more thorough cleaning with a cloth, lukewarm water and vinegar or a mild detergent should be done after every few uses. If there’s dirt on the rod, remove it with a soft-bristled brush or toothbrush. Always allow your rod to dry completely before putting it away. CLEAN AND LUBRICATE THE REEL After each use, clean your reel with warm, soapy water and a sponge, then lightly rinse it and dry it with a cloth. Never immerse the reel in water or spray it under high pressure,
as this could force water into the gears and damage the reel.
Additionally, lubricate the various compo- nents of your reel using a reel lubricant. To do this, remove the spool so you can clean the inner compartment and lightly lubri- cate the shaft. Reattach the spool, then lightly lubricate the handle knob, line roller, bail arm, reel handle and spool. Every year or so you should give your reel a complete tune-up. This involves dismant- ling it, checking the bearings and gears for damaged components that need to be re- placed and lubricating the moving parts. If you aren’t confident about dismantling the reel yourself, drop it off at a nearby tackle shop and entrust this task to a local pro.

How to get rid of your golf slice
Bonnes vacances! Merci à tous de respecter les normes sanitaire Have a great vacation! Thank you all for respecting the sanitary norms.
Among amateur and intermediate golfers, slicing the ball is a common problem. Typi- cally, it’s caused by an outside-to-inside swing path that leaves the club face open at the moment of impact. This sends the ball careening off to the right if the golfer is right-handed. Here are some tips to help you eliminate your slice and send the ball straight down the fairway. ADJUST YOUR SETUP Many golfers line up with the ball too far forward in their stance. This leaves the club face open at the moment of impact and pre- vents the golfer from properly releasing the club. To help get rid of your slice, experi- ment with moving the ball a bit further back in your stance.
FIX YOUR GRIP A good golf swing starts with a good grip. It’s common for players who slice the ball to have their top hand too far underneath the club, which results in an open club face. As a rule, you want to be able to see three knuckles on your left hand. TUCK IN YOUR ELBOW If your grip and setup are fine, then the is- sue is likely with your swing. One of the most common swing mistakes among players who slice is flaring out their right elbow during the backswing. This pulls the club away from the body, resulting in an outside-to-inside swing. To ensure your club follows a straight path, keep your right elbow as close to your body as possible du- ring your back swing.

Our merchants wish you a great vacation. Be careful. Nos marchands vous souhaitent de bonnes vacances. Soyez prudents! 4ways golfers can improve their mental game
Golf is one of the most mentally challenging sports. Here are four tips to help you stay in the zone while you’re on the links. 1. DON’T DWELL ON BAD SHOTS No one wants to hook the ball into the trees or pencil in a triple-bogey. However, you need to be able to move on from a bad shot to focus on the next one. Strategies for dea- ling with a disappointing hole include chat- ting with your playing partners and plan- ning your next shot. 2. HAVE A PRE-SHOT RITUAL Following the same procedure before every shot can help you relax and get into the right head space. Many golfers like to be consistent down to the number of practice swings and waggles they do.
3. VISUALIZE SUCCESS Confidence canmake a big difference. If you visualize yourself attaining the desired re- sult before each shot, you may find you per- form better. Moreover, this can help you work out a strategy for approaching a hole. 4. STAY HEALTHY Taking care of your body will help ensure you remain mentally sharp. Drink plenty of water, eat a nutritious meal and warm up before you hit the links. You’ll feel looser and more alert. By mastering your mental game, you’ll be able to shave a few strokes off your score- card and make this challenging sport more enjoyable.

5 kinds of fishing lures
Lures are designed to simulate live bait and have several other advantages. In addition to being less messy, they can help you cast further and target species more directly. Here are five kinds of commonly used lures. 1. PLUGS These hard-plastic lures are shaped and painted to resemble bait fish and other prey. They have a thin sheet of metal on one end, called a lip or bill, which makes the lure wobble. Types of plugs include cran- kbaits, minnows, wobblers, shallow-divers and deep-divers. 2. SPOONS These metal lures resemble a spoon wit- hout a handle. The concave shape causes them to wobble and reflect light, thereby resembling an injured bait fish, which is so- mething no game fish can resist.
of lures are designed to resemble worms, crawfish, lizards, frogs and other prey.
4. SPINNERBAITS These lures have one or more oval-shaped blades that spin rapidly and reflect light when pulled through the water. They imi- tate swimming bait fish like minnows and shiners, and they’re ideal for catching pre- datory species like bass, pike and perch. 5. BUZZBAITS There are different styles of buzzbait, but the defining feature of this type of lure is its ability to vibrate as it moves through the water. Buzzbaits are used primarily to tar- get bass in shallow water. Are you still wondering which type of lure to use? If so, the staff at your local tackle shop can help you pick out the best option for the fishing you’re doing.
