Chichester Cathedral

Chichester Cathedral is a living church and working estate which has been at the centre of life in Chichester for nearly 1000 years. Worship- pers and visitors to the Cathedral encounter majestic architecture span- ning the centuries. The Cathedral is known for its ancient and modern character, ranging from unique Romanesque stone carvings to world famous contemporary works of art. Chichester Cathedral is the Mother Church of the Chichester Diocese and is a vibrant centre for worship, heritage, community, education, music and the arts. This beautiful Cathedral is a flagship tourist attraction for the Chichester District and wider South East region. Each year the Cathedral receives over 200,000 visitors who can alongside the Cathedral also enjoy the historic Cathedral Close and the beautiful Bishop’s Palace Gardens and City Wall (both managed by Chichester District Council).

The Estate

As well as the Norman and Gothic style of the building, the wider estate includes the Cathedral Precinct and Close, and a number of additional properties across the City of Chichester, many of them listed including the properties and the estate of St Mary’s Hospital Almshouses in the heart of Chichester. http://www.chichestercathe- dral.org.uk/about-us/st-marys/ buildings.shtml

The upkeep and maintenance of the Cathedral, a Grade I Listed building, and its estate is an ongoing process which requires passion, dedication and a significant budget. The Surveyor of the Fabric, a retained consultant architect, is responsible for identifying necessary work on the Cathedral itself and engaging and project managing external contractors, working in close conjunction with the Head of Estates.

Simultaneously, there is an ongoing need to maintain and manage the other properties in the estate which represent an extremely important asset, but also an ongoing financial liability if not well managed. This task will be led by the Head of Estates. Larger projects require external contractors, while smaller tasks, ongoing maintenance requirements and grounds maintenance are undertaken by an in-house team.

The Role

Department Structure

The role will oversee the effective management, maintenance, repair and

development of the Chichester Cathedral and St Mary’s Hospital Almshouses property portfolios, as well as providing site management for significant projects on the Cathedral and other heritage properties. Reporting to the Executive Director, known within the organisation as the Communar, and acting as a key member of the management team, the post holder will also provide specialist support and leadership to help the Cathedral further its mission.

Job Description

Key Tasks

Estate Management

• Develop, plan and programme a property maintenance strategy for the portfolios owned by Chichester Cathedral and St Mary’s Almshouses; • Instigate and carry out appropriate site surveys and investigations, including Quinquennial Inspections of Cathedral properties (excluding the Cathedral building) and St Mary’s Hospital Almshouses properties; • Take ownership of the maintenance and works budgets, providing effective forecasting information to support budget setting then ensuring that allocated budgets are monitored and adhered to, both for ongoing work and major projects; • Report to Chapter, Fabric Advisory Committee, Executive Board and other committees, as required, in particular taking responsibility for supporting the Fabric Advisory Committee (FAC); • Implement and monitor an ongoing schedule of regular checks, maintenance and grounds maintenance for the Cathedral, St Mary’s and their respective estates, working with the Cathedral and St Mary’s Maintenance Managers and Works Team; • Lead and manage the maintenance staff, in conjunction with the Maintenance Managers, to support key objectives and deliver a high standard of work within budget; • Instigate a system or CAFM to efficiently monitor and manage all maintenance activity and work requests; • Develop and maintain an accessible system of building records, including the extensive existing documentation; • Responsible for Health and Safety, Fire Safety and other compliance for the Cathedral and St Mary’s (e.g. fire alarms, firefighting equipment, legionnaires, gas safety, PAC tests etc), including the chairing of regular health and safety meetings and the maintenance of appropriate records; • Liaise closely with Chapter, the Surveyor of the Fabric and regulatory or statutory bodies, including the Chichester Cathedral Fabric Advisory Committee (FAC), Cathedrals Fabric Commission for England (CFCE), Chichester District Council, Chichester Conservation Area Advisory Committee, amenity societies; • Liaise with the Property Manager in support of property rentals as required; • Provide estate management support and advice to the Prebendal School, a neighbouring organisation with which the Cathedral enjoys a close partnership.

Job Description

Project and Site Management

• Run tender processes and manage major contracts around the estate as well as ongoing service agreements. Follow the procurement guidance and reflect the values of Chichester Cathedral and St. Mary’s Hospital Almshouses, ensuring high quality work delivered to time and best value; • Support Chichester Cathedral’s Surveyor to the Fabric, acting as his/her on-site representative in monitoring and overseeing contractors and sub-contractors working on the Cathedral building, and implementing the agreed programme of works; • Ensuring that relevant consents are obtained for all projects, including listed building and conservation applications.

Wider Responsibilities

• Act as an active member of the Executive Board, the Cathedral’s senior management team, contributing to the Cathedral’s strategic direction. • Take an active role in the development of the Cathedral’s masterplan, in support of its long term objectives; • Support the implementation of new Environmental Policy and develop and implement an Energy Management Policy; • Overall responsibility for resolving emergency maintenance issues outside of working hours; • Respond to emergency situations at any time, and where necessary act as on-site liaison with emergency services; • Provide professional guidance, advice and support to the Cathedral’s fundraising, liturgical, marketing and education functions;

Person Specification

Qualifications

• Relevant technical qualification. • Membership of relevant professional organisation e.g. MCIOB, MRICS • A H&S qualification e.g. NEBOSH (Desirable)

Experience

• Knowledge and experience of preventative maintenance programmes, refurbishment projects and managing budgets, preferably in a conservation setting; • Knowledge and experience of managing contracts or works programmes, preferably in a conservation setting; • Experience of Computer Aided Facilities Management (CAFM) system(s) • Knowledge and experience of managing processes for reactive maintenance; • Experience of leading and managing staff; • Knowledge of Health and Safety and an understanding of risk within an estates environment; • Experience of assessing and prioritising work and presenting information in report form to management; • Budget management; • Experience of current conservation practice and repair methods; (Desirable ) • Knowledge of secular / Ecclesiastical planning process e.g. Listed Building Scheduled Planning consent, CFCE, SPAB, Heritage England, Cathedral FAC; (Desirable) • Drawing skills (Desirable)
