Royal Botanic Gardens, Kew is a global resource for plant and fungal knowledge and the world’s leading botanic garden. We are a major visitor attraction and a UNESCO World Heritage Site. We are about to embark on a period of significant capital investment aimed at improving our existing capability, a mix of renovation and new build. These investments are a first step to addressing a long period of under-investment in our estate. Alongside this programme of capital investment we need to significantly improve our approach to maintenance. This will require more investment in planned maintenance and building robust log-term relationships with our Facilities management providers.

To deliver RBG Kew’s mission by: The Engineering Manager(Electrical) is responsible for delivery and implementation of the estates maintenance strategy under the instruction of the Estates Manager at RBG Kew and Wakehurst. The maintenance strategy underpins the standards required and constant availability of the built facilities. These standards and service levels being commensurate with a World Heritage Site of major significance and a centre of excellence for botanical science also responsible for all aspects of the delivery of building maintenance, services maintenance, facilities management, cleaning, porterage, and office services for both the Kew sites. These services are delivered through contracted services with an operating budget of circa £3.5M per annum. This role will function as the deputy for the Estates Manager. Job Context To manage the in-house Estates maintenance team (or Hard FM Service provider) in the delivery and implementation of the planned preventative maintenance and emergency and reactive maintenance within RBG Kew’s and Wakehurst Estate in accordance with the maintenance programme and best practice. Deploying and managing the financial and physical resources available to the section in the most cost-effective manner. This includes care and protection for the collections and making sure buildings are fit for purpose. Prioritisation of allocated resources and management of contracted services to ensure the business can operate without loss of functions. There is a need to ensure effective consultation and communicate changes with key stakeholders to address prioritisation and resolve conflicting objectives/demands where they exist.

Key Priorities

• To ensure the efficient, cost effective and responsive level of service processing requests for repairs and maintenance from occupiers of RBG Kew and Wakehurst Estate

• To prioritise workloads and meet timescales for all functions

• To verify recorded information and provide statistics

• To ensure that all data is recorded within the CAFM system and that the appropriate records are maintained within plant rooms or alongside relevant equipment • To review and develop the team’s working practices to meet the challenges from Best Value/Value for Money, new legislation, client’s expectations. • To support the Estates Manager in delivery of operational estates and participate in the department’s emergency on-call system as required • To develop and manage the estates operation team to be customer focused by developing a positive image and reputation for delivery of the services provided • To have responsibility for the Health, Safety and Welfare of self and others and to comply at all times with the requirement of the Health and Safety Regulations. • Attend and initiate meetings with clients to agree programmes of work, give advice on design and maintenance matters, and resolve contractual difficulties. Attend meetings with managers within RBG Kew and Wakehurst and other external agencies concerning estates maintenance requirements. • Maintain good communication and co-operation with colleagues within RBG Kew and Wakehurst in the provision of services that are managed by the Estates & Capital Development Directorate. • Undertake approved training opportunities/professional seminars, including those required to achieve ‘authorised person’ status across a range of engineering services.

Job Description

• Demonstrate a commitment to continuous development to maximise potential. Maintain a sound working knowledge of all relevant legislation, keeps abreast of new technical developments to ensure the efficient and effective delivery of the section’s services. • In conjunction with the Head of Estates and Facilities and Estates Managers, identify and submit competitive tenders for additional works as and when appropriate to secure adequate work load to meet performance targets and maintain viability of section. • Undertake disciplinary investigations and presents reports relating to contravention of staff sickness codes as necessary, attending hearings and industrial tribunals as required. • Ensure that all staff comply with agreed policies and objectives through induction, development, staff development PDR and performance management. This will include the selection, motivation, development and mentoring of staff to maximise their potential for development for the organisation to continue to demonstrate Best Value and as appropriate bid competitively for work. • Liaises with and supports the work of the Capital Development Team as required in connection with works to provide connection to the main building engineering services. Facilitates these connections including arranging shutdowns of services and means of isolation. • Liaises with and supports the work of the Capital Development Team as required in connection with technical information, standardisation of equipment and parts regarding their compatibility with existing services and equipment. • To act as the Authorised/Responsible Person (subject to correct training and certification) in relation to: • Low Voltage Electricity • Ventilation Systems • Pressure Systems Regulations • Legionella and L8 • Lifts and hoists • Gas Safe • Confined Spaces Accountabilities: 1. Support the Estates Manager in delivery of the estates services and ensure that performance levels are in line with agreed KPI’s and standards (30%). 2. Ensure the Hard FM contract is managed, including the monitoring, reporting and follow up actions taken, minimising risk and maximising opportunities for savings and improved services (20%).

3. Undertake regular inspections/audits of the Estate, identifying maintenance issues and areas for improvements (5%). 4. Monitoring of all KPI’s and SLA’s and any other performance parameters relating to the quality of service performance and commercial performance, and reporting these to senior management (5%). 5. Monitoring of non-compliance KPI’s, recommend Actions Plans required and report to senior management (5%). 6. Manage the weekly service review meetings with the contractor and attend monthly review meetings and any other ad-hoc review meetings as required (5%). 7. Development of Hard FM policies and procedures in line with Kew’s needs (5%). 8. Manage and develop the Hard FM budgets, ensure contractor invoices are verified, prior to submission for payment (5%). 9. Support of Health & Safety to ensure H&S issues are reported and resolved (5%). 10. Ensure the contractor carries out all reactive maintenance, planned maintenance and other works to the correct schedule and standard, including M&E and fabric works (2.5%). 11. Monitor all works completed by the contractor, ensuring any additional cost related work is within the contract structure (2.5%). 12. Ensure the contractor is carrying out statutory testing and inspections and that these are reported and filed (2.5%). 13. Ensure processes are in place to manage the PPM schedule (2.5%).

14. Management procurement of any additional works and advice on projects (2.5%). 15. Undertake any other reasonable duties as required by the Line Manager (2.5%).

• Demonstration of relevant electrical engineering, construction and / or engineering training/ building services training and education to degree level, or ability to demonstrate an equivalent level of knowledge, skills and experience. • Significant senior level management experience plus specific training in an electrical engineering/building specialty i.e. HV, LV electrical supplies • Trained and working knowledge of H&S legislation (H&S Certificate/NEBOSH) and management in the application of FM Services • Proven budget and financial management in the delivery for FM services. • Significant experience with statutory compliance including water, fire, asbestos, HV/LV • Significant experience of managing in-house and outsourced estates management service delivery ensuring deadlines and targets are adhered to • Proven competency in Microsoft Office, Word, Excel and Outlook.
