Thank you for taking the time to find out more about the appointment of Schools and Buildings Surveyor with the Clifton Diocese. As part of an established Property Services team, the Schools and Buildings Surveyor is appointed as the lead Surveyor to schools. The Surveyor will work with schools on the bidding process for grant funding and advise on the appropriate distribution of funds to school projects. You will also undertake any other surveying work at school sites including boundary issues, rights of way, 3rd party use. The Surveyor will also work with the schools in order to facilitate the Diocesan Academisation Strategy. Additional work will also be undertaken on the property portfolio which consists of mainly churches, church halls and Presbyteries. This type of work will vary from condition surveys, refurbishment projects and scoping/overseeing of repairs. The successful candidate will possess relevant experience in a building or estates surveying role with responsibility for the maintenance, repair and improvement schemes ideally within the education sector. You will have strong commercial and technical skills, and contract management together with a comprehensive technical understanding of buildings, their services and lifecycle planning. The post is offered on a part time basis (3 days per week) on a 2-year Fixed Term Contract. CLIFTON DIOCESE

The Diocese of Clifton is the Roman Catholic diocese covering the West of England and includes the City and County of Bristol, covering 4,215 square miles, stretching from Stow in the Wold in the north to Minehead and Watchet in the South. The most north-westerly parishes are in the Forest of Dean, while Marlborough near Swindon is one of the most easterly. Other cities and towns include Bath, Wells, Cheltenham, Gloucester, Salisbury, Taunton and Weston-Super-Mare.

Purpose of the job Working collaboratively across the Property Services, Schools & Colleges and Finance Departments, the role will provide a surveying & property management service to Diocesan schools which includes assisting in the management of consultants and the coordination of the administrative, organisational, professional and technical services necessary to meet the legal and pastoral obligations of the Diocese in its management of Voluntary Aided schools, and where necessary, Academy schools.

Key Accountabilities

Key aspects of the role are to: • Work collaboratively with Diocesan colleagues to ensure a high-quality service delivery • Provide professional property and surveying advice to schools • Manage and coordinate the work of external consultants (For example Surveyors and Project Managers) • Produce detailed inspection reports and oversee maintenance, repair and improvement schemes, as necessary • Build up and communicate a thorough knowledge of all legislation and guidelines affecting Diocesan schools, with particular attention to grant funding • Assisting schools and monitoring compliance across the schools • Work with consultants and the Diocese SCA (School Condition Allocation) Committee members, to bid for grant funding and advise on appropriate distribution of funds to school projects • Attend meetings and conferences and cascade as appropriate to ensure the Diocese are following best practice with regards to property and SCA funding • Facilitate occasional training for governors, head teachers, and school building committees on property matters • General professional and surveying work as required Inspection, Surveying and Works • Building inspections and survey of property and premises, recording findings and advising Line Manager and other Heads of Departments of findings and required actions as appropriate

• Reviewing and reporting on feasibility studies and development plans • Investigation of building related problems and issues including the provision of advice upon testing and more detailed investigative works • Provide professional advice, assistance and specification for suitable forms of building repair, maintenance, refurbishment and other building related works suitable to the type and status of the property (Prefab, Scholar, Listed) ensuring regulatory and compliance • Building surveys, reporting and advice to Schools, Colleges and others as required • Project delivery including budgetary and financial control, ensuring good value is attained • Acting as client’s representative in the management of larger project work and overseeing of feasibility studies and development plans Advisors and contractors • Advise Schools and Colleges on the selection and appointment of contractors and professional advisors which typically include: Architects, Building Surveyors and structural engineers • Approval of advisors and contractor’s appointment’s and ensuring that all appointments are robust • Vetting and review of advisors and contractors to provide a pool of competent organisations that may be drawn upon, from time to time • Oversee the terms and conditions of engagement of professional consultants on projects and closely monitor consultants’ performance • Liaise with consultants and schools to ensure that the Diocese policy is adhered to and that the best interests of the school are protected • Managing disputes and negotiations over works Compliance • Liaise with the School Health and Safety advisors and assist the Diocesan Health and Safety Coordinator as required • Keep under review all relevant legislative developments which impact on Diocesan school properties and liaise with consultants to ensure compliance with such new regulations as well as existing regulations and legislation

• Advise and undertake duties in respect of compliance with • Statutory requirements (including but not exclusively: Planning consent, Listed Building Consent, licensing requirements, Building Regulation requirements, accessible environments and statutory compliance such as the management of asbestos, legionella, Fire etc) • Ensure CDM Regulations and all other Health and Safety Regulations and DfE requirements are complied with on capital projects • Ensure adherence to Diocesan policy, consents and requirements for works and projects • Ensure that Insurer’s requirements are met and assist schools with claims and/or loss adjusters Property and Land Management • Ensure that all Diocesan School Property is managed in accordance with Diocesan policy and requirements • Advise and support the Schools with land and boundary matters • Assist the Property Services team with acquisition or disposal of school property Funding • Obtain a good understanding of School and Academy legislation and policy to provide support and appropriate and compliant advice to Schools and Diocesan colleagues

Knowledge, Skills and Experience

Experience of: • Appointing and managing consultants and design teams • Working as project manager/ Client’s representative for large repair or development projects • Developing specifications, managing works and managing budgets Understanding and knowledge of: • Health and Safety requirements, statutory compliance requirements, CDM and the control of asbestos • Current building regulations and their implications • Good understanding of the different procurement contracts The ability to: • Work within a team and to develop effective working relationships but also to work alone and on own initiative • Liaise effectively and positively with other property professionals and the regulatory and statutory authorities Possess good: • Time management skills • Interpersonal skills with the ability to communicate effectively with people at all levels and from a variety of backgrounds and experience • Report writing and presentation skills • Negotiating skills

Property Portfolio Management Have a good understanding of legal and procedural framework including: • The Health & Safety at Work Act 1974 • The Residential Tenancies Act 2010 • Building Regulations and • Charity or Voluntary Sector • Experience of working in the charity or voluntary sector is desirable • JCT contracts planning applications and listed building consents
