Hello! As we collectively continue to deal with the aftermath of Hurricane Harvey, I want to share a big thank you. Thanks to all of the community members who came together and helped one another in big and small ways, public gestures and private acts of kindness. I also want to share again a huge thanks to my City of Pearland colleagues. There were many City of Pearland staff members, selfelessly prepared and responded around town without regard for their

own homes or property. Road access into the City was cut off and resources and people who train and plan were indispensable lifesavers. City staff performed high water rescues in teams and opened/ maintained emergency transitional shelters. I really cannot say enough about everybody here. The great US Marines came days later to Friendswood and other hard hit areas. For the first 72 hours or so, it was on us locally to ensure the safety of our residents. I think that Pearland performed thanks to years of good engineering and design while we added thousands of rooftops and parking lots in our high-growth city. There was good planning and public investments, partnerships with Brazoria Drainage District #4 which was also exceptional. We coordinated well with and are grateful for the Pearland Independent School District which assisted in many ways, such as opening a transitional shelter at Pearland High School. There were churches and social service agencies which formed a tight net to help thousands. I was deeply impressed with all of that in the times I was able to get out and see the action and the impact first-hand. Pearland had houses badly damaged, particularly those near Clear Creek. More can and will be done to look at those drainage basins and what can be done, looking at options for many houses built before the City incorporated or before the current design standards. The City has added tens of thousands of houses and the majority stayed above those incredible Harvey water levels. We will have to remember and continue to share and support everybody, even as much of the community has reverted to “normal.” Part of the normal is continuing with our traditions and gatherings such as we host in December with the Hometown Christmas Parade and our Annual Tree Lighting Ceremony. Then in January, we have Winterfest. It’s a great time of year in the Gulf part of Texas and I look forward to enjoying it with you. PARKS & RECREATION MAINTAINS “GOLD STANDARD”

In terms of programming and service, the Parks & Recreation Department has worked to increase programming for special needs by hosting the Regional Adaptive Recreation Marathon. The department also increased Non-Sports Programming for youth by implementing science based summer programs for pre-school to teenage. The Parks & Recreation Department even connected with the community ‘where they are’ through the completion of a curriculum and implementation of Pop - Up Play: a program bringing family-style games to parks to engage communities and visitors alike in recreation. Lastly, the department kicked- off an Outdoor Recreation Initiative to address at-risk youth by capturing the audience and exposing them to alternative means of recreation though the Natural Resource Division. Looking toward the future, the department endeavored sports field demands by more than doubling the number of available athletic fields and became more Community Park Oriented by allocating capital plans and funds to all Community/Regional sized park amenities. The Parks & Recreation Department will continue to use this living, thematic plan, which has become a driving force in defining objectives, to ensure Pearland Parks & Recreation continues to be the leader in providing quality services that connect the community through people, parks, and programs.

The Parks & Recreation Department continues to maintain the gold standard of operation as determined by the National Recreation and Parks Association, evident by our national accreditation conferred by the Commission for Accrediting Parks and Recreation Agencies. The Parks & Recreation Master Plan is intended to help meet the needs of current and future residents by positioning Pearland to build on the community’s parks and recreation assets and identify new opportunities. The citizen-driven plan establishes a clear direction to guide city staff, advisory committees, and elected officials in their efforts to enhance the community’s parks and recreation services and facilities. As part of the Master Plan, the Parks & Recreation Department compiled a list of areas to improve upon, in order to provide better service to the quality of life for residents of our community. As a result, opportunities for growth were found in several key areas. To date, the department has accomplished the following: The City of Pearland has ensured social equity by contracting with a nationally credited Diversity and Inclusion facilitator to develop an intentionally inclusive plan to address diversity. Additionally, in order to promote public health, the department partnered with “It’s Time Texas” and the “Texas AgriLife Extension Office” to offer wellness clinics focusing on preventative medicine.

City of Pearland Water Department Customers: The City of Pearland begins a new fiscal year on Oct. 1 which continues through Sept. 30. for visitors while providing a refuge for plant and animal life. Work has recently begun to bring back the natural Coastal Tallgrass Prairie ecosystem that once dominated the Pearland landscape.

The Coastal Tallgrass Prairie system has seen an incredible loss in acreage due to agriculture, urbanization, invasive plants

and improper land management. The diminishing habitat has also caused a large decrease in several species of wildlife populations that depend on this ecosystem. The uplands of the nature trail have become overgrown by unwanted invasive plants including Chinese Tallow, Eastern Baccharis, Macartney Rose and King Ranch Bluestem. The City of Pearland’s Natural Resources Division of the Parks & Recreation Department initiated the removal of the invasive plants in the summer of 2017 as the first step in the restoration process. The restoration process includes removing unwanted plants, reintroducing local prairie plants and follow up maintenance. Removal and control of the invasive species are key to allowing the native plant communities to grow and establish. Seeding and follow-up plantings with locally native prairie plants will initiate the prairies establishment and help combat the non- native plant invasion. Once the prairie has begun to take hold, maintenance will begin. The Natural Resources Division will

The new logo includes a Texas tagline, a pair of pears and a two-color approach to emphasize the pronunciation of “pear” appended to the world “land”. In addition to the logo change, Visit Pearland branding and messaging have been revamped to include a more, simplified look with strong imagery and concise copy. Moving into its fifth season of promoting Pearland as a business and leisure destination, the Pearland Convention & Visitors Bureau is a department of the City of Pearland whose primary purpose is to expand Pearland’s economy by attracting visitors to the City. Each year millions of dollars from visitor spending generate increased business and the enhancement of Pearland’s image. Since inception in 2013, a three-person team under Sinistore’s direction operates from the Visitor Center location at the Pearland Town Center, 11200 Broadway Street, Suite 1390. The Visitor Center, which doubles as an art gallery showcasing local art, is open Monday through Friday from 8 a.m. to 5 p.m. and provides guides to assist visitors and residents with event planning services. IMPORTANT STORMWATER INFORMATION FOR RESIDENTS The Municipal Storm Sewer System permit (MS4) by the Texas Commission on Environment Quality (TCEQ) allows the City of Pearland to discharge into surface water of the state. The City’s second five-year plan for Stormwater Management Plan was approved by TCEQ in 2015 which is available to the public through the City’s Stormwater Management webpage. The Stormwater Management Plan basically deals with the ways to improve the surface water quality using various Best Management Practices (BMPs). There are a number of ways that a home/business owner can help to reduce the chemical, biological, and physical pollutants off the ground and out of the storm sewer system. Some BMPs include: • Limit the use of fertilizers and pesticides. • Keep sewage from being disposed of in storm drains. • Pick up after your pets.

Flood insurance protects you financially If your home or business is in the floodplain or an area where stormwater collects, flood insurance is recommended. Flood damage is not covered by your standard property insurance policy or your renter’s policy. Some mortgages require you to buy flood insurance, but you can buy a policy even if your lender doesn’t require it. Most insurance agents can sell you a policy. This important financial protection can pay for cleanup costs and to repair damage to your building. Be sure to ask about coverage to help replace your personal belongings or building contents. Note! There is a 30-day waiting period before coverage takes effect – don’t wait for the next storm to protect your family. Just because you haven’t had flood damage in the past doesn’t mean you will be safe the next time the water rises. Don’t make a big mistake and think that disaster assistance or federal loans will be your best solution. After a flood If your home or business is damaged, you may be required to get a permit to make repairs. If repairs cost more than 50 percent of the market value of your building, FEMA regulations require you to bring the building “into compliance” with the floodplain regulations. This could mean elevating the building on a higher foundation or other measures to satisfy the rules. If you experience increased cost of compliance (ICC) and are covered by flood insurance, in addition to the regular insurance payment you may be eligible for up to $30,000 more. This money is to pay for property protection and compliance. In addition, please remember to save all documents such as receipts and photos associated with flood damage repair which will be helpful for your flood damage claim and flood mitigation insurance. • Clean vehicles at a wash station or in the grass. • Never dispose toxic chemicals down the storm drain. • Do not throw trash into the storm drain. • Properly dispose of trash/yard waste. • Never dispose of fats, oils, and grease down the drain. Pearland’s floodplains You can learn more about the flood risk at your property by reviewing flood maps. Stop by the Pearland Branch of Brazoria County Library or visit the Engineering Division at 3519 Liberty Drive. Everyone who wants to look at the flood maps will be helped. The floodplain map was prepared by the Federal Emergency Management Agency (FEMA). However, these are not the only areas that may flood. Some of our flood-prone areas are not shown on the flood map because they are due to local storm drainage problems. During heavy rain storms, drainage problems may cause flooded roads, local ponding, and/or overflowing ditches. Our worst and most frequent flooding occurs along Clear Creek, but other waterways also rise out of their banks and can flood homes.

CITY AWARDED HIGHEST HONOR IN FINANCIAL REPORTING

The City of Pearland has again been awarded the

Government Finance Officer’s Association’s (GFOA) Certificate of Achievement for Excellence in Financial Reporting for its

Comprehensive Annual Financial Report (CAFR) for Fiscal Year 2016. The award is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. Each year, the City of Pearland Finance Department produces a Comprehensive Annual Financial Report for the fiscal year ending Sept. 30. This year, just as in the past 38 years, the City’s CAFR has received annual recognition from the Government Finance Officers Association (GFOA) of the United States and Canada. To receive recognition, the City must comply with the highest standards for disclosure and provide pertinent trend information beyond that which is required by the Governmental Accounting Standards Board. The CAFR is judged by an impartial panel to meet the high standards of the program including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users and user groups to read the CAFR. The award was presented to the Finance Department as the department responsible for preparing the award-wining CAFR and the Award of Financial Reporting Achievement. The GFOA is a nonprofit professional association serving approximately 17,500 government finance professionals throughout North America. The CAFR is judged by an impartial panel to meet the high standards of the program including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story. The CAFR is submitted and feedback provided each year for continuous improvement, in addition to the Certificate consideration. The project complies with the Council Strategic Priorities of Fiscally Responsible Government, insuring accountability and transparency into a system of decision-making. FINANCE RECEIVES STATE RECOGNITION City achieves transparency goals set by State Comptroller’s Transparency Stars Program. The City of Pearland has earned state recognition for achieving transparency goals set by the Comptroller’s Transparency Stars Program. The City was awarded two stars for its work reporting and maintaining financial data related to contracts and procurements as well as public pensions. The awards mark the third and fourth stars that the City of Pearland has received from the Texas Comptroller. Pearland was awarded Transparency Stars earlier this year in recognition of its work in the areas of Traditional Finance and Debt. Now, the City has earned four out of five Transparency Stars from the program. The accolades mark significant success in keeping up with the Pearland City Council’s Strategic Priorities; specifically making sure Pearland is a Fiscally Responsible Government. “The City of Pearland should be congratulated for its ongoing commitment to greater public trust. This effort achieves the goals set by our Transparency Stars program,” State Comptroller Glenn Hegar said. “By embracing this effort, the City of Pearland has taken an important step toward improving taxpayer access to essential information,” he continued. The Comptroller’s office launched the Transparency Stars program in 2016 to recognize cities, counties, school districts and special purpose districts making important strides toward greater government transparency. Local entities can be rewarded for their work for up to five stars in the categories of Traditional Finances, Contracts and Procurement, Economic Development, Public Pensions and Debt Obligations. REGISTER TODAY Registration begins on Dec. 4 for members and Dec. 11 for the public . City of Pearland Parks & Recreation has made it easy for you to get registered for the class of your choice. A participant may not register more than seven days after a class has started. Classes will not be prorated for an individual registering after a class has begun. There are two ways for you to submit your registration: 1. ONLINE You must have a Pearland Parks & Recreation Department account in our database in order to register online. Visa, MasterCard, American Express and Discover are accepted. Online service is available 24 - hours a day and is the preferred method of registration for the majority of program participants. 2. WALK - IN Walk – in registrations are accepted at the Parks & Recreation Office (4141 Bailey Rd.) from 7:30 a.m. - 5:30 p.m., Monday through Friday. Registration is also available at the Westside Event Center (2150 Countryplace Pkwy.) Mon. / Wed., 9 a.m. - 4 p.m. and Tues. / Thur., 9 a.m. - 8 p.m. For more information call 281.412.8900 .

Due to the recent effects of Hurricane Harvey, the 2017 Kid Fish Fest event has been cancelled. Kid Fish Fest will resume in 2018 on the first weekend of November.

Aquatics

WATER BABIES Cost: $50 resident / $62.50 non - resident Age: 9 months - 4 years Location: RCN

INFANTS & WATER Aquatic programs for infants are available at the Recreation Center & Natatorium by two independent contractors. This is not a learn-to-swim program, but the cause focuses on survival skills. The objective of these programs is to provide infants with skills to remain safe in aquatic environments. The minimum age for this class is 6 months. For those interested in registering with Infant Aquatics email ashleygoolsby@gmail.com. For those interested in registering with Infant Swimming Resource with its Self-Rescue™ program contact m.kerlegan@infantswim.com . BAY AREA STARS DIVING TEAM Introduces fundamental diving skills participants. These include forward and backward take off, in entries and dive positions. An effort is made to inform all divers about participation in various Amateur Athletic Union meets. We strive to have fun, get in shape and be safe. Prerequisite: all participants must become a member of AAU, display an excellent attitude and be able to swim down to the bottom of 12.5-foot pool and swim to the side of pool. The Water Babies program allows parents to participate with their child for an individual introduction to water exploration and water safety. A parent or trusted adult per child is required in each class. Classes consist of eight (8) 25 minute lessons. Familiarizes young children with the water and prepares them for American Red Cross Preschool Aquatics or Learn to swim courses. Course is not intended to teach children to become good swimmers or to survive in the water on their own. SWIM TEST Cost: $10 Age: 4 years and up Location: RCN Need to know what swim lesson level to enroll your child? Need a specific swim card to go to camp? Each participant will be evaluated based on the American Red Cross Learn-to-Swim exit skills assessments for the level being tested. The highest-level certificate will be awarded upon successful completion. After this test, participants will be grouped and tested for specific swim skills required by various camps.

This level continues laying the foundation for water competency and further skill development. Preschool Aquatics Level 2 marks the beginning of independent aquatic locomotion skills. Children continue to explore using simultaneous and alternating arm and leg actions on the front and back to gain greater proficiency in preparation for performing strokes. Classes consist of eight 25 minute lessons. Preschool Aquatics Level 3 In Preschool Aquatics Level 3, our instructors follow a plan to introduce new swimming and water safety skills that are developmentally - appropriate for young children and help further your child’s development of water competency. Preschool Aquatics puts the fun in fundamentals. Each class is loaded with enjoyable, engaging and challenging activities that motivate children to want to perform and learn to swim. All Preschool Level 3 skills are performed independently. Classes consist of eight 25 minute lessons.

Level 4 Stroke Improvement Develops participant’s confidence in the strokes learned in Level 3 and improves other aquatic skills. Students should be able to demonstrate the following: headfirst entries from the side in the compact and stride position, swim underwater, feet-first surface dives, survival swimming, front crawl and backstroke open turns, to tread water using two different kicks. The class will focus on improvement in the basic swim strokes. Classes consist of eight 45-minute lessons. (Prerequisite: Completion of American Red Cross Swimming Level 3) Level 5 Stroke Refinement Students should be able to demonstrate the following: shallow angle dives from the side and then glide and then begin a stroke on the front, tuck and pike surface dives (submerging completely), front flip and backstroke flip turns, proper sculling techniques, and to coordinate and refine the front and back crawl, elementary backstroke, breaststroke, sidestroke and butterfly. Classes consist of eight 45-minute lessons. (Prerequisite: Completion of American Red Cross Swimming Level 4) Level 6 Fitness Swimming Teaches students how to prevent aquatic emergencies in various aquatic environments introduces and practices self-rescue. Increase endurance while swimming, the HELP and huddle position, a survival float in deep water, a back float in deep water, and survival swimming. Classes consist of eight 45-minute lessons. ( Prerequisite: Completion of American Red Cross Level 5)

For first time and non-adjusted swimmers. Develops positive attitudes towards swimming and emphasizes the importance of good habits and safe practices in and around the water. Classes consist of eight 45-minute lessons. Level 2 Fundamental Aquatic Skills Students learn to float without support and recover to a vertical position. This level marks the beginning of true locomotion skills and adds to the self-help and basic rescue skills began in Level I. Classes consist of eight 45-minute lessons. (Prerequisite: Completion of American Builds on the skills in Level 2 by providing additional guided practice. This course teaches students how to coordinate the front crawl and back crawl, the elementary backstroke and fundamentals of treading water. Students will also learn safe diving rules and begin to dive from the side of the pool in deep water. Classes consist of eight 45-minute lessons. (Prerequisite: Completion of American Red Cross Swimming Level 2) Red Cross Swimming Level 1) Level 3 Stroke Development

Designed to develop confidence in the adult swimmer and is geared toward the needs of the class. Comfort and flotation in the water, basic survival, front crawl, back crawl, treading water and basic water safety are just a few of the skills taught. Classes consist of eight 45 minute lessons.

Private swim lessons are great for participants 3 years to adults who want more individual instruction. This one on one instruction is designed to give the participant specific training on what they are wanting to accomplish. Skills anywhere from basic water safety, technical help with strokes, or preparation for swim teams can be covered. Classes and times are scheduled at the specific times specified. Make-ups or refunds will only be given for cancellations due to weather, facility closing or instructor availability.
