Champlain Township council is helping the local historical society with a grant application to the Ontario Trillium Foundation. Council reviewed a request during its May 26 session from the Vankleek Hill and District Historical Society for speeding up the approval process for renewal of the society’s lease on the Main Street building that houses the Vankleek Hill Museum. The society is applying to the Ontario Trillium Foundation for a support grant to help with costs for repairs and improve- ments to the building. A brief to council noted that repair work is needed for some of the building’s windows and doors, and to the eavestrough. Improvements to the basement are also planned. The society can apply for the grant on its own, without any official approval or support from the township because it is an independent non-profit group. But the society needs proof that its lease agreement on the building is still valid beyond 2023 if it wants to meet the application deadline for the grant. The current lease expires the end of October this year. Council agreed to fast-track approval of a new five-year extension on the lease that XPVMETUBSU/PWFNCFSUIJTZFBSBOEFOE October 2028. The township will provide
the historical society with a letter of intent about the lease renewal that it can include with its grant request in time for the June application deadline. Administration will present council during its June session with the bylaw for approval to make everything official. 2018 as a county-wide transit service that connected communities across the UCPR with fixed routes. Low ridership prompted the UCPR to transition the service to an on-demand model in June 2021, but the number of riders didn’t increase. The service was suspended on December 23, 2022 with plans to return on February 12 of this year. The return was delayed until June, but now it’s been suspended indefinitely. It was originally planned to last until 2025, and the Ontario Ministry of Transportation dedicated $2,975,534.90 in funding to it, with the UCPR providing $140,000 over the seven-year period.
The suspension of the PR Transpo sys- tem has been extended a third time, this time indefinitely. On May 31, the United Counties of Pres- cott and Russell (UCPR) announced that its PR Transpo service will remain suspended indefinitely. Service was originally supposed to resume on June 5, but according to a statement issued by the UCPR, the service continues to be plagued with “operational challenges”. ANOTHER HURDLE CLEARED FOR OLD PPG LAND REDEVELOPMENT

Redevelopment of the old PPG industrial property in Hawkesbury is almost ready to begin. Council approved a recommendation in a planning department report presented during Monday’s session that will allow changes to the Official Plan for the municipality and allow a redevelopment project to go ahead on the former industrial land. The numbered company, 8362505 Canada Inc. has secured approval from the .JOJTUSZPG&OWJSPONFOUGPSJUTEPDVNFOUB - tion that shows the site has undergone an environmental examination and cleansing to remove any trace of soil contaminants left behind from its past use as industrial property. The company has also completed noise and traffic studies, and included details in its development plan for dealing with those issues. The PPG site is located at 545 Industriel Boulevard, between County Road 17 and the intersection of Cartier Boulevard and Spence Avenue. The company plans to redevelop the land for a major residential area and a small commercial section. The residential portion will comprise 740 units, with a mixture of single-family, townhouse, and apartment building dwellings. The second phase of the Vankleek Hill Community Centre project continues with a small revision to the budget for the whole project. Chief Administrator Kevin Tessier pres- ented Champlain Township council with an update on the community centre rehabilita- tion project during its May 26 session, along with a recommendation for a $100,000 increase to the overall budget. Council Paul Émile Duval asked about scheduling a site visit of the project for council. “I get a lot of questions about the arena,” he said, adding that he is not planning to “nickle-and-dime” the contractor about the project cost. Most of the cost for Phase 2 of project is covered through a senior government grant. The township’s share of the budget for Phase 2 is $761,072. It is included in the 2023
Tessier reminded council that the com- munity centre building, which also includes the arena, is more than 40 years old. Some parts of the existing structure had to be demolished and rebuilt and adapting those new additions to the existing structure involves some extra cost. Some of that extra cost involved redoing electrical and plumbing services for some parts of the building, new heaters for the washroom and vestibule areas, architectural design changes, new flooring for the second- level stairs and landing areas, and other expenses. Council approved the $100,000 increase to the township’s share of the project cost and also directed Tessier to arrange for on-site visit at a later date for interested council members.

The UCDSB has unanimously approved its budget for the next school year. The Upper Canada District School Board (UCDSB) trustees reviewed the proposed budget for the 2022-2023 school year, presented by Executive Superintendent of Business Services Jeremy Hobbs. The total budget sits at $403.5 million, with $200,000 marked as a surplus and the rest going towards expenses. Some highlights from the budget meeting include $50 million for special education, $1.3 million for mental health and wellness supports, $5.2 million in Indigenous educa- tion supports, $600,000 for remote digital learning, and $1.6 million for student tech- nology, including $500,000 in broadband network operations funding. The budget also notes $65 million for investments in school and child care capital construction. The budget was forwarded for final appro- val to the Ministry of Education.

A PROFITABLE BOTTLE DRIVE
The first weekend of June saw members of the 58th Fournier Scout Troop criss-crossing the Village of Vankleek Hill on a spring bottle drive. The efforts of the scouts and their leaders proved very profitable with an estimated $350 worth of recyclable bottles and cans collected and brought to the local bottle depot. We were missing four key players who helped greatly last year. “We started off strong against a less-ex- perienced team from L’Academie, defeating them 8-1. Then, we lost 8-1 agaomst L’Escale 1. We did not play very well defensively and ultimately that cost us a lot of points. “We needed to win our last match of the round-robin against L’Escale 2 to play in the finals. We won that match 4-2 and got great contributions from everyone. That win set up the rematch of VCI versus L’Escale 1. “We played extremely well defensively, and we were a lot more patient on offense. We were able to let our handler, Cody Horner, make long passes by running nice routes. Our girls matched up a lot better with their girls and played almost flawlessly on the defensive side of the disc. We had a 4-3 lead but L’Escale managed to score with about two minutes left in the regular time to tie it up at 4-4. “A costly turnover by L’Escale with 30 seconds left in the contest allowed Horner to pick up the disc quicker than his defender could get in front of him that allowed him to flick a beautiful half-field pass to a streaking Owen Kerr in the scoring area for a game- winning score. “Our players demonstrated a great atti- tude all day long and went in the final game with nothing to lose. Most of our boys were coming off four soccer games at EOSSAA on the Tuesday and Wednesday that week. Most of them were sore and sunburnt and tired but persevered throughout the day. The result was extremely gratifying for everyone and put a great end to an outstanding season.”
Vankleek Collegiate’s seniors proved they have the best moves when it comes to playing Ultiimate Frisbee. “I am happy to say that we surprised ourselves in the finals with a win over a team from l’Escale,” said Dan Tremblay, coach and organizer of the Vankleek Collegiate Institute’s (VCI) Ultimate Frisbee Challenge. “VCI won 5-4 on a last second catch by Owen Kerr from a mid-field pass from Cody Horner.” The spring challenge tournament saw VCI and Rockland’s L’Escale and l’Académie de la Seigneurie from Casselman take turns against each in an opening round-robin session. L’Escale brought two teams to this year’s spring tournament while VCI and La Seigneurie had one team each. The round-robin matches saw L’Escale 1 8-2 over L’Escale 2, VCI 8-1 against La Seigneurie, then VCI lost 8-1 to L’Escale 1. L’Escale 2 beat La Seigneurie 8-2, VCI went 4-2 over L’Escale 2, and L’Escale 1 slammed La Seigneurie 8-1. The round-robin finished with L’Escale 1 at three wins, VCI and L’Escale 2 both with two wins and one loss, and La Seigneurie with three losses. The finals match was between VCI and L’Escale 1 with the home team getting the last win. “The spring tournament is meant to be development tournament,” stated Tremblay, “where the junior and senior players develop their skills for next year’s Fall tournament which is typically a ‘bring your best team’ with a mix of juniors and seniors to see who will participate at EOSSAA in early spring. Notice of Public Open House 2 for the Mayer Waste Facility Expansion Mayer Waste Management (781998 Ontario Inc.), is initiating a study under the Environmental Assessment Act (EAA) 1990 to increase the total approved capacity at the Mayer Waste Disposal Site in Hawkesbury, Ontario by 650,000 m 3 . The proposed increase would not change the type or annual approved volume of solid, non-hazardous industrial and domestic waste currently accepted at the site. It will enable Mayer Waste Management to continue to provide cost effective and environmentally sound waste disposal to local customers. You are invited to attend a second public open house, being held on Tuesday, June 20 th from 6:00 p.m. – 8:00 p.m. at the Robert Hartley Sport Complex in Hawkesbury. The format of this meeting will be a bilingual presentation followed by a question and answer session . The Environmental Assessment Process This assessment will be undertaken in accordance with
the requirements of the EAA. The first step of the process is the preparation of a Terms of Reference (ToR). The ToR will set out the P roponent’s (Mayer Waste Managements) framework and work plan for addressing the EAA requirements when preparing the Environmental Assessment, including such things as the expansion options that will be considered and the public consultation activities that will be carried out. If approved by the Minister, the ToR will include the type of work and studies to be performed as part of the Environmental Assessment. Consultation Opportunities Members of the public, agencies, Indigenous communities and other interested persons are encouraged to actively participate in the planning process by attending consultation opportunities or contacting staff directly with comments or questions. Consultation opportunities are planned throughout the planning process and will be advertised on the project website, through local newspapers and direct mail.
