We have a new vendor that has leased our Convenience Store and is being occupied by A-1 Golf Cars. I know we are happy to have them all here so let’s demonstrate that by giving them our support! Lastly, I would like to thank the Oracle team for continuing their excellent and much valued work as we transition from a print medium to digital only.
Another summer has flown by and for those of us that were here, it proved to be one of the hottest on record with multiple weeks over 115 degrees and one day hitting 126 degrees (that’s 46 degrees and

52 degrees Celsius for our Canadian resi- dents). Despite that, the staff continued working hard to keep the grounds and fa- cilities in top shape. In addition to our normal maintenance and landscaping, there were several reserve projects that were done: the largest being the replacement of two 30+ year old lake liners in the Horseshoe lake as well as the Irrigation Lake on the back nine golf course. Not only were the liners replaced, but some pockets of rocks and some landscaping were added to Horseshoe and the decomposing wooden rail road ties were replaced with boulders at the “Irrigation” lake. I am happy to report that we did not experience any of the problematic issues we faced with the Starter Shack lake last summer and both lakes this summer came in at the contracted price and significantly under what we had budgeted for in our reserves. The rest of the projects were a bit smaller in scale but included: repainting of the exterior of ES, new freezers/refrigerator and a dishwasher for the ES kitchen, two new exercise bikes for the Fitness Center, small remodel of the laundry room, recoating some decks at satellite pools, sealing asphalt cracks throughout the resort, resurfacing of some tennis courts and the addition of seven new pickleball courts. It should be noted that the PB club paid for the conversion to make these seven pickleball courts from our two exist- ing tennis courts over at ES so the monies did not come from the ORPS reserve account. In other aspects of the resort, we have some returning vendors and something new. Papa Dan’s is back for another season, as is Margie’s Espresso Bar and Lupe’s Hair Salon.

17th Annual Turkey Collection!
While most everyone was away during the summer, your Manager and his capable team were hard at work doing routine off season maintenance, scheduled reserve projects and new work creating Pickleball courts. By the time you arrive, all will be complete and ready for your use and enjoyment. All projects came in on or under budget. Our annual audit was positive and no issues were raised. The 2015/2016 year end financial statements indicated a positive bottom line and, as expected, our current year budget is on track with projections. Thank you Clint, Brenda and staff. The ORPS Finance Committee under the leadership of Dave Mueller has done a terrific job and will be active again this season working on various topics. If you are interested in joining this committee please attend their meetings and make your wishes known. Reflection.... Some fourteen years ago I first joined the ORPS Board serving as CFO, VP and multiple times as President and will be completing my eleventh and final year this season. Particularly in the areas of accounting and finance we have advanced and improved our processes, reporting and account funding. ORPS's management, accounting, own- er services and Board office services have become very very professional today as compared to earlier times. Our checks and balances are sound and adhered to well. I am pleased to see this growth and maturity and hope that you feel the same. Onward and Upward!

to the Salvation Army for their Thanksgiving Outreach to needy families in the Coachella Valley. They serve hundreds of dinners to shut-ins in our community and donate just the turkey to many many more. Give your $$$ to Donna or Madeline at their lots by Sunday November 20th. Volunteers are needed from each Phase to canvas their neighbors to contribute to this worthy cause.

HEALTH AND FITNESS COMMITTEE Welcome to the 2016 – 2017 season!!!! Please come visit our Fitness Center and make it one of the many activities you participate in this season. We sold two more bricks for our Pathway to Fitness the end of March and the back nine golf course benches were installed the middle of April. To ensure we met the required needs of all impacted by these benches, the General Manager, the Golf Committee, and Vintage Landscaping selected the locations. The Reserves Study identified two recumbent bikes (Vision Fitness) to be replaced this season so our committee requested quotes from several suppliers and selected the Life Fitness Activate recumbent bikes as our replacement bikes. They were delivered and installed October 10. Note – we have decided to continue to use the two VF bikes until we can no longer repair them (parts are unavailable). We have invited Dr. Joseph E. Scherger to come speak at our resort on Tuesday, January 17 from 4:00 to 5:30 pm in the La Palma Clubhouse. Dr Scherger is a leader in transforming office practice and has special interests in nutrition and wellness. More information to follow. We are co-sponsoring a Health & Wellness Fair on Saturday, February 11 from 9:00 am to 12pm in the La Palma Clubhouse. We are still in the planning stages but hope to have approximately thirty vendors. Look for more information as we get closer to this event. Our Charter states we should have a membership range of five to nine members and we currently only have three (Celeste Reynolds, Dennis Dittmer, and myself). Please consider joining our committee to support our Fitness Center and other health & wellness activities.
FINANCE COMMITTEE Welcome back to all and we’re happy to see folks we haven’t had the chance to socialize with over the summer. And to those of you who aren’t here yet or that for some reason may not make it down this year, greetings and hope to see you soon. Good news - the summer financial report completing the previous fiscal year 2015-2016 showed Outdoor Resort to be in the black by $68,113, before depreciation. This was better than planned. Note that 87% of revenues are from dues; the remainder is scattered among 10 accounts, where variances tended to offset to the positive. Largest revenue variance of $25K was from Late Fees & Miscellaneous. The recent September 2016 report for the fiscal 2016-17 year showed: September revenues were over by $4,020, or 1.1%. Expenses were under by $1,421, or 0.4%, leading to a monthly surplus of revenues over expenses of $3,132. YTD Revenues and Expenses for the month of September were projected to be just over $1M each. Our revenues were off, but only by $4K, or 0.4%. YTD expenses were under by $72K, led by less spending on Maintenance and Admin., leading to an overall excess of revenues over expenses of $17,658, which is $76,123 better than expected Our Reserve total was $1,877,583. Our Committee’s plan for this fiscal year is to follow our charter to: Ensure integrity of financial reports Provide oversight and recommendations regarding risks, cash management, IT, and internal controls Review General Manager’s plans against Reserve funds Conduct post-implementation analyses Review Facilities Planning prioritizations There will be a POS (Point-of-Sale, or credit cards and cash system, for the bar) demonstration by Gary Marshall, Activities Director, and Finance Committee members in the near future. VIETNAM WAR 50 YEAR COMMEMORATION
ORPS EMERGENCY AMATEUR RADIO OPERATORS
The ORPS Emergency Preparedness Committee is operating an amateur radio system to communicate with the Cathedral City Fire Department and the Riverside County Emergency Operation Center through the local Radio Amateur Civil Emergency Services (RACES) during a major disaster. RACES is the volunteer amateur radio operator organization activated by Riverside County to provide communications between county, municipal, gated communities and other Command Centers during a major incident when telephone services are not available. The ORPS RACES Communication Center’s function is to relay information, status and requests for aid to the Cathedral City and the Riverside County Emergency Operations Centers. This will most likely be the primary communications means for ORPS if a severe earthquake occurs and the telephone system is either out of service or saturated with non-essential traffic. If you are a licensed ham radio operator, join our group and learn about the many local ham activities. If you would like information on how to get a license, we can help. In 2008, the Secretary of Defense was authorized to conduct a program to commemorate the 50th Anniversary of the Vietnam War. It has asked cities, towns and organizations across the nation to become commemorative partners to honor the Vietnam Veterans and give them the thanks they never received when they returned home 50 years ago. One of the organizations that is a Commemorative Partner is the Daughters of the American Revolution, (DAR.) I am an associate member of the Cahuilla Chapter here in the valley. They would like to put together a program next year to honor the Vietnam Veterans here in ORPS and other Vietnam Veterans in the Valley. If you served in Vietnam, or were on active duty any time from November 1, 1955 to May 15, 1975, please contact me by the end of April with your name, branch of service, rank, phone number, lot number and email address. LET THERE BE LIGHT ASSIST SECURITY WITH LIGHT- ING ON YOUR LOT
Lighted lot numbers (an HOA requirement) , spotlights on palm trees, and rope lights on tree trunks and paths, provide a reasonable amount of light around the Resort. They are as much for security as for decoration.
Leaving these items on when you leave the Resort (even for the summer), is cheap insurance against theft, and is a real asset to our security officers.

COMMUNICATIONS MMI I want to welcome everyone back and wish you a happy, healthful season. The communications goal is to present clear, concise information in a timely way. While we provide information, it is our resort owners and guests’ responsibility to access it. The mandate of the Communications Committee is to develop and encourage more effective ways of communication methods for all resort residents. We act as an ADVISORY committee to the board. Essentially we support the Board with Internal Communication. We meet monthly the first Monday in each month from Nov. though April. Our membership is made up of: phase representative - you will see a green sign, posted in the front of the RV lot, identifying phase representatives for each area representative from The Oracle Ambassador Coordinator at-large individuals not included in the preceding categories who have interest in supporting the Communications Committee activities We have two bulletin boards where information is posted - one in La Palma and the other in El Saguaro. Our meeting minutes are posted on our internal website. We will be posting an up-to-date list of phase representatives in mid-November. If you are a new owner, you can expect a visit from one of your phase reps. At this time you will receive an information package. We hope it answers questions you might have about activities and some of the many resources that are available in Outdoor Resort. If you need additional information please contact your phase representative. If we don’t know the answer, we will find it! Communication Tip #1 As an ORPS owner when I see or hear something that I do not understand, what should I do? Go straight to a Board member and ask the question. We essentially live in a small town where rumors can become our downfall. As owners we need to be cognizant of the fact that owners are able to submit ideas to the Board. The Board will read each submission, and then consider many factors, the most important is, what’s best for our ORPS community. Ideas are welcome. There is a process, and usually it takes a long time, before anything is formally passed by the Board. Before you react to any idea you hear, go to a Board member and ask. Many times it is only an idea. When tough decisions are made, ORPS owners must remember that these decisions are made with ALL owners best interests in mind. They wish they could please everyone. The reality is they cannot.
FACILITIES PLANNING A BIG WELCOME back to our lovely Resort! The FP Committee hopes you have all enjoyed a happy and healthy summer and are looking forward to enjoying our beautiful facilities here in the desert. It’s exciting to see the lake projects, pickle ball court renovations and painting of the ES Clubhouse exterior and interior now complete. The grounds look stunning with green grass, trimmed trees, sparkling ponds and grand welcoming scenery. A few changes have taken place on our committee this past year. Dick Tomlin, who has served as the Facilities Planning Chair for the past four years, retired at the end of last season. Dick put in a tremendous amount of time and effort during his tenure with the successful renovation of the Owners’ Lounge 2014. It was Dick’s vision that gave us the outdoor patio, indoor bar, multi-purpose room with kitchen and turned this beautiful renovated lounge into a high use and much appreciated facility in our resort. Dick has always been willing to share many of his ideas for a vibrant resort. A big thank you, Dick! You definitely improved our resort! Our other committee members Marsha Nielson, Denny Bloom, Alice Heuple, Michael Murray, Judy Jurache and Charles Stinson have all worked tirelessly on a number of projects last season and even over the summer. I so appreciate their contributions and expertise. We have some outstanding talent on our committee this upcoming season with the best interests of our resort facilities in mind. The FPC follows a process of evaluating, conceptualizing, screening and prioritization of various projects or improvements relating to our infrastructure, buildings, recreational facilities, equipment and systems that we believe are needed to keep our resort looking exquisite and up-to-date with current trends and markets. Some of these projects take time and are phased over a period of 1-8 years. This season some of the projects that we will be continuing to work on include the ES kitchen phase II - III, dog facilities, easement land potential uses - to name a few. Also, some of our committee member terms will be expiring soon and we invite interested owners to assist us on our committee in the upcoming seasons. If you feel that you have administrative, engineering, contractor or facilities expertise, please express your interest in volunteering to Ava Felt or one of our FPC members. Our next scheduled FPC meetings will be held Thursdays: November 10, November 17, & December 1, at 2 PM in the East Room. All owners are welcome to any of our FPC committee meetings and we invite you to bring your ideas for improving our facilities.

TIME WARNER CABLE : Basic cable TV through Time Warner (now Spectrum) is included in our HOA assessments. With the conversion to an all-digital signal, an HD Box is required. Our new contract provides for one HD Box per owner at no charge. You may purchase additional boxes at a cost of approximately $11.75 each. If you upgrade your service beyond the basic cable channel line-up, or add internet service, these costs are outside of our bulk agreement and established by Spectrum. OWNER DIRECTORY : The Owners’ Directory will be updated and reprinted mid-December and available for purchase by owners only at a cost of $5.00 each. CONVENIENCE STORE: We are happy to announce that a convenience store will continue to operate at ORPS under the management of A1 Custom Golf Cars. The A1 Convenience Store will offer much of the same merchandise as in the past, along with golf car parts, batteries and installation services, golf cart rentals, summer golf cart storage, and a special order program for RV and golf part items not carried in the store. To serve your needs this season, the store will be open from 7 AM to 5 PM, Monday thru Friday, and from 7 AM to12 Noon on weekends. LA PALMA RESTAURANT : The La Palma Restaurant (Papa Dan’s) is now open for business. However, note that, through the end of the year, the store will be open for breakfast, lunch and dinner, Thursday through Sunday and will be closed Monday, Tuesday and Wednesday. Starting in the New Year, they will operate seven days a week. PHOTO ID PROX CARDS : If you have not been issued a Photo ID prox card yet, please contact Sandra Yescas at 760-328-3834 ext. 240 as soon as possible for an appointment. The cost is $10 for each card. Old prox cards will be obsolete soon. TRANSPONDERS : In order to access the resort through the automatic gate, you must purchase a new transponder. They are available for $20 each at the front desk or from Sandra. Transponders must be attached to your vehicle by staff, so bring your vehicle with you! Without a transponder, you can enter with your prox card, or by identifying yourself to the security staff at the gate.

Lot 274 Cell: 847 445-0077 Life in God’s Waiting Room Waiting rooms are not generally pleasant or enjoyable, often crowded with other impatient people you don’t know and seldom do you talk to anyone. Hospital waiting rooms are often places of anxiety, nervousness for a loved one, and yes, even a place of praying for a positive report or outcome. Airport waiting rooms are generally places of joy as you anticipate a trip and fabulous reunion with friends and family, unless marked by flight delays. I don’t like waiting rooms at car dealers, waiting to complete closing details, it often takes longer than making a deal, I want to drive the car! Life can seem like one large waiting room; anticipating some expected event or dream to be realized. I am writing this sitting in my home in Illinois where it is getting cold, looking forward to a great season at ORPS and warmth. Thanksgiving decorations have been out for a few days which remind us of the wait for Christmas. Receiving 2017 calendars also reminds us that Christmas is fast upon us. Life's waiting room is universal to all of us. Longed for events remind us that life is short. Never thought I would be longing to see 80 but life keeps moving and I hope to be alive for that celebration; only four years of waiting. Psalm 90 says we have 70 years of life, or, if due to strength, 80, then we fly away. The Psalmist says, because that is true, be careful to number your days gaining a heart of understanding and wisdom. There is a great waiting room to helps us deal with truth and understanding; you can find it every Sunday at 8:50 in La Palma. Surprise it’s Chapel. Join us as we wait and learn. Need proof of a waiting room being real in each of our lives? The Bible predicts times of war, famine, drought, wicked people ruling, earthquakes and floods, Matthew 24:6..These are signs that the end is near and Christ will return to earth to reign and conquer. Don’t miss the message that the wait is soon over. Hard to believe things could get much worse. The stage is set for the end to be fast reality.. Read the signs and be sure you are ready for Jesus return. Psalm 27:4 states: “wait on the Lord, be of good courage, and He will strengthen your heart; wait I say on the Lord. God is sovereign and nothing happening in the world today takes Him by surprise. Waiting is not a time of passivity but activity. Be active discerning the signs He is giving us. Happy Thanksgiving, Merry Christmas and Happy New Year. Make this time in your waiting room where you act on the truth of John 3:16.
Bible study will be having a prayer time on November 9 and then again December 7, 14 and 21. All are welcome at 9AM in the East Room. Bible Study … Armor of God … Begins January 11th, 9AM also in the East room. Books are $15 but not necessary. If you have always wanted a sister but never had one, PLEASE join us!! You will be blessed with 30 to 35 sisters in Christ.

BEGINNER PICKLEBALL LESSONS Beginner pickleball lessons are scheduled for every Monday, Wednesday and Thursday, from 3:00 pm-4:00 pm. Each lesson will include: Strategies for moving safely around the court Basic pickleball strokes How to make a successful underhand serve The important two bounce rule Why it is important to stay at the line during play! PICKLEBALL SEASON 2016-2017 Our pickleball courts are open for play! Our General Manager has worked hard to get our courts up and running for the beginning of the season and we are there! We are pleased to announce that the court costs have come in slightly under the $25,000 that was committed by the pickleball community and we now stand at 7 designated, permanent pickleball courts, with a large shaded structure for all those waiting to play

Texas Hold’em has become a very big part of Outdoor Resort
Monday and Thursday evenings. With a limit of 50 players we often sell out so it is important to be a little early. The winners of these weekly events are invited to play in the Championship Tournament that was held March 24, 2016. We had thirty six participants along with their rooting sections show up a social hour before the big game began. This was our tenth annual championship event and we were happy to have most of the previous winners in attendance along with a lot of new faces. Steve Rough was the eventual winner taking home the Championship Bracelet ( very comparable to the one you see on TV), winner’s certificate suitable for framing along with his name on the Champions Plaque that is permanently installed in the billiard room. Putting on an event like this twice a week requires lots of volunteer help and Chairman Jerry Knobf would like to thank everyone that pitches in each night, especially Janet and Rich Jensen, Julie and Greg Farmer and Tony Terlaak. Bob and Ursula Woskoski are generous enough to supply the Winner’s Bracelet each year.

ORPS QUILTERS We meet in the West Room Wednesday, Thursday and Friday 9AM to 4:30PM Our group of quilters is always busy with a quilting project of some sort, we will tackle almost anything quilting related! Each person is
working on their own unique projects, we gather and share ideas, advice, knowledge and even a few jokes! Everyone is welcome! As usual, we have a fabulous quilt ready for raffle this year! Our group paper pieced blocks last spring, one of our ladies took it home and quilted it on her longarm, while another finished the binding. A very special quilt and it is drop dead gorgeous! Watch for our quilt to be displayed and tickets available at random functions around the park!

Welcome Back!! These are the most used words in the month of November. Everyone returning for the season and seeing old friends and neighbors, greet in this manner. The staff here at the resort have been preparing for the season to begin and the Activities department is no exception. We have been working on the schedule and it looks like there should be something for everyone. Some of our old favorites will be returning, such as the potato bakes, with some new and fresh events we are sure you will enjoy. There will be more con- certs and non-dinner events this year such as a Jazz Jam session with many of the Coachella Val- ley entertainers and “Summer 63’” which is a tribute to the Four Seasons, “Gone But Not Forgotten”, impersonators of entertainers we have lost such as Patsy Cline, Roy Orbison, Ricky Nelson and the Everly Brothers. Of course, let’s not forget about our Big Star Night which will return again this season. Bus trips available and Happy Hours with food are also being been planned.
