Les maires et le personnel des Comtés unis de Prescott et Russell recommen- ceront à se rencontrer en personne en octobre. «Ce sera notre dernière réunion virtuelle», a déclaré Stéphane Parisien, administrateur en chef des Comtés unis de Prescott et Russell (CUPR), lors de la séance du conseil du 22 septembre. Le conseil et le personnel des CUCPR ont tenu des réunions virtuelles, par le biais de liens vidéo livestream, depuis le début de la pandémie, en mars 2020. Ces réunions virtuelles étaient nécessaires pour permettre aux maires et au personnel des CUPR de traiter les questions commerciales, tout en respectant les directives de sécurité en matière de santé publique contre la contagion par la COVID-19. Le succès du programme de vaccination de cette année contre la COVID-19 signifie que le conseil et le personnel des CUPR peuvent désormais reprendre les réunions en personne. Mais la distanciation sociale sera toujours de mise entre les huit maires et le personnel des CUPR pendant ces réunions. &OSBJTPOEFMBUBJMMFMJNJUÊFEFMBTBMMF du conseil des CUPR et de la nécessité de maintenir une distance sociale, les médias et le grand public ne pourront, pendant un certain temps encore, suivre les réunions du conseil et des comités des CUPR que par le biais du lien vidéo en direct existant.

Tsourounakis had all agreed prior to the meeting to vote for dismissal. The other three councillors were surprised by the call for a dismissal vote though they opposed it. M’Garry noted that hiring and firing of municipal staff “is simply not the responsibi- lity of members of council or any member of council.” That, she said, is one of the duties of either the town’s chief administrator or its human resources director. During her investigation M’Garry became “quite concerned” about some of incidents and details discovered concerning mayor and council dealings and interaction with municipal staff and overall management of the town. She warned that the Ministry of Municipal Affairs has dismissed elected councils before for poor management and taken over governorship of a municipa- lity until a new council was elected. She recommended council undergo professional management training to prevent that from happening. “If you don’t want that (intervention) to happen,” she said, “I think that you should, even though there may not be much time left in your term, retain a professional manage- ment team and notify the ministry that you are trying to ‘get your act together’.” Council also got a warning from Chief Administrator Dominique Dussault to do something to guarantee the protection of municipal staff from harassment by indivi- dual council members or council as a whole. “I am asking council to find a solution,” Dussault said, “or else I am going to go to the Ministry of Labour. This is not acceptable, neither to me nor to any of the employees.” Council voted 5-1 to accept the M’Garry report. Separate votes were held on the recommended sanctions. Three sanctions “died on the table” be- cause no member of council would propose
Both the mayor and council of Hawkesbury endured criticism in the latest integrity commission report about a closed-door meeting last year that resulted in the firing of three senior staff. Valerie M’Garry was called in as the inte- grity commissioner for an investigation of a complaint filed September 4 2020 against both Mayor Paula Assaly and Hawkesbury council for actions and events surrounding the results of an in-camera session June 16 2020 during which three municipal staff were dismissed following a four-three vote. The incident has been the subject of a pre- vious integrity commission report by John Saywell and also an Ontario Ombudsman investigation and M’Garry used the two previous reports as part of the background information for her own investigation. M’Garry made an official presentation of her findings and recommendations during the September 27 council session. She noted one complaint was that the mayor had been “acting in bad faith, engaging in acts of political vengeance, and waging a personal vendetta against the complainant, and putting her own needs and desires and wellbeing ahead of the town and its citizens.” The other complaint, M’Garry said, was that “council, as a whole, failed to act as the guardian of the Municipal Act and the Code of Conduct of Hawkesbury, allowing these problems to persist through its time in office so far.” Case history M’Garry summarized the events surroun- ding the June 16 2020 in-camera session. The Vankleek Hill Cougars set the pace of play and won their first home game of the season against a struggling Morrisburg Lions team. Despite flashes of intense activity by the Lions in the Cougars’ defensive zone around the halfway point of the first period and a solid shot by Lions’ forward Reilly Tessier that hit the crossbar near the end of the first period, the Cougars seemed to be in control of the game in the early goings, getting the majority of the better scoring chances. The home team’s offensive efforts paid off when Justin Chaumont scored the Cou- gars’ first goal with 4:47 remaining in the first period, assisted by Nathan Sauvé and Maxim Rozon. The Cougars kept applying pressure on the visiting team throughout the game, for- cing multiple icing calls against the Lions before the momentum switched sides for a brief time around the halfway point of the second period. As the home team struggled to clear the puck out of its defensive zone, Vankleek Hill goaltender Charles Paré had to make a fast save on a point shot taken by Lions’ defenseman Landen Sinfield, but his teammate Jonah Bennis was able to snatch the rebound and tie the game with 9:22 remaining in the second period. The Lions’ celebration was short-lived as Sauvé scored Vankleek Hill’s second goal, taking the lead back with 8:54 left to play in the

were effective in killing the penalty, even getting a couple of scoring chances while being down a man. The Cougars’ work ethic was rewarded when Levac scored Vankleek Hill’s third goal as he found his way to the front of the net and took an uncontested shot, doubling the home team’s lead in the
process with 9:26 remaining in the third period. Then, a mere 50 seconds later, taking advantage of the chaos in the Lions’ zone, Chaumont’s floating shot somehow found its way to the back of the net, increasing the home team’s lead to 4-1 and securing the Cougars’ first win of the season.

Chaque année, la Semaine de la préven- tion des incendies vise à sensibiliser la population sur les comportements à adopter et sur ceux à éviter pour réduire au minimum les risques qu’un feu se dé- clare. C’est donc dans cet ordre d’idées que l’évènement, qui se déroule du 3 au 9 octobre 2021, conserve pour une troi- sième année consécutive son thème « Le premier responsable, c’est toi! ». Nombre d’incendies sont causés par un instant d’inattention, et une importante quantité d’entre eux prennent forme en cuisine. Afin de limiter le risque de deve- nir le responsable d’un feu, voici quelques conseils pour éviter les dis- tractions dans cette pièce! • Exécutez une seule chose à la fois : il est important de toujours surveiller vos aliments en train de cuire. Ainsi, si vous devez utiliser plusieurs appareils (cuisinière, barbecue, etc.) en même temps, faites-le plutôt tour à tour ou déléguez certaines tâches.

Comment faire un exercice d’évacuation efficace?
INSPECTEZ VOS CONTENANTS Vérifiez que ceux-ci sont correctement fermés et qu’ils ne présentent pas de fuite. Nettoyez immédiatement tout dégât et aérez la pièce. Si la fuite est importante, informez-en votre service municipal de sécurité incendie.
DÉBARRASSEZ-VOUS CORRECTEMENT DU MATÉRIEL Placez le matériel imbibé du produit dans un récipient à l’épreuve du feu, et faites de même avec un linge jetable. Si vos vêtements sont mouillés, suspendez-les dehors pour en retirer les vapeurs, puis lavez-les à lamain avant d’utiliser la laveuse. Enfin, séchez-les à l’extérieur. Recyclez ou jetez le contenant vide à l’endroit approprié et veillez à ne jamais le couper ni à lemettre dans un feu! RANGEZ-LES DANS UN ENDROIT SÉCURITAIRE Respectez les recommandations inscrites sur l’emballage quant à l’entreposage. Dans tous les cas, rangez vos contenants loin de toute chaleur, d’une porte ou d’une fenêtre, privilégiez un endroit sec et propre (garage, cabanon, etc.) et conformez-vous aux limitations de quantité permises.

Ceux-ci doivent être situés loin du danger et libérer l’accès au bâtiment pour les véhicules d’urgence. En- fin, assurez-vous que tous prennent l’exer- cice au sérieux. RÉPARTISSEZ LES RÔLES Idéalement, et c’est tout particulièrement vrai en milieu de travail, une première per- sonne devrait être désignée pour guider les autres vers la sortie, tandis qu’une se- conde devrait fermer les lieux après s’être assuré que ces derniers sont vides. Ces deux personnes doivent connaître leur mission bien avant qu’un incendie ne se déclare. ÉTABLISSEZ UN SCÉNARIO Décidez d’un moment pour réaliser votre exercice et préparez un scénario. Dans une maison, le feu pourrait prendre forme dans la cuisine, par exemple, et il conviendrait donc d’éviter cette pièce lors de l’évacua- tion. Vous pouvez aussi complexifier un peu les choses en prétendant qu’une sor- tie est inaccessible ou qu’une personne manque à l’appel. N’oubliez pas d’informer la centrale de surveillance de l’exercice à venir si les avertisseurs y sont reliés. ÉVALUEZ VOTRE EXPÉRIENCE Chronométrez l’évacuation pour vérifier qu’elle s’est déroulée suffisamment rapi- dement (visez moins de trois minutes) et consultez chaque participant afin de rele- ver les changements qui pourraient être apportés pour maximiser la sécurité de chacun. Dans ce dernier cas, communi- quez-les à tous une fois la procédure réajustée.

Mère bien- aimé de Guy, Diane Legault (François) et Roch (Carole) ; la chère grand-mère de Jonathan (Marianne), Maryse (Mathieu), Pascal (Dominique), Jean Simon et Amélie; aussi, arrière-grand-mère d’Olivier, Gabriel, Samuel et Thomas. Prédécédée par ses frères et sœur : Maurice (Huguette), Françoise (Yvon) Marcel (Claire) et Gaston. Elle laisse également dans le deuil de nombreux neveux et nièces, cousins et cousines. Les obsèques pour Aline et Rolland auront lieu en l’église Saint-Grégoire-de- Nazianze, 137, rue Higginson, Vankleek Hill, le vendredi 29 octobre 2021, à 11 h.
