Record electrical waste recycled but targets must change – WEEE Ireland report

Deadline for new wiring regulations starts this month

Irish consumers recycled a record number of electrical items last year, but the country’s largest e-waste scheme has warned that its unsustainable targets need to change to reflect a more circular economy. Despite ever-rising public awareness and participation, targets do not count circular strategies already undertaken by businesses and consumers to prevent

The National Standards Authority of Ireland’s new National Rules for Electrical Installations kick in this August, and all electrical installations must be certified to the new standard in 28 months. The IS 10101:2020 addresses changes and updates in important areas in line with recent technical developments and best practices in Europe, including a greater emphasis on safety, new technologies such as electric cars and adaptation for IT connections, and guidance on energy efficiency. One of the main changes in domestic installations is that all lighting circuits now must be RCD protected. While it is a positive safety feature, it means extra cost, and they may also require a larger distribution board. Safe Electric have developed a series of short informative videos to help the industry learn more about the changes, and discuss enhanced cable specifications, surge protection, and insulation and resistance, among other issues. WEEE Ireland CEO, Leo Donovan said: “As a nation, we are consuming more electrical goods than ever. The annual tonnage on the market rose by 50% in six years to 22kg a head last year, with 69 million units placed on the market in 2021.” WEEE Ireland is one of the best performing recycling

schemes in Europe, with a record 18.7 million waste electrical items collected in 2021, the organisation’s annual report has revealed. WEEE Ireland accounts for over two thirds of all national waste electrical and electronics collection activity on behalf of 1,296 producer members.

Ansell Lighting has launched a new campaign to recognise and reward the work of amazing community projects across the UK and Northern Ireland. Whether it is a grassroots sports club that needs pitch-side lighting, a foodbank that needs better lighting, or a community village hall that needs smart lighting to suit everything from a toddler

group to a counselling session – the “Shine a Light” campaign is

BECOME ESSENTIAL… Tackling hyperinflation head-on

I n May 2022, the Bank of England announced that inflation had surged to 7% – its highest level in thirty years. The Bank raised interest rates, with a warning that we should expect 10% inflation before the end of the year. Meanwhile, British Land also announced in May that it expects tender price inflation to reach 10%. At the same time, Landsec highlighted that its tier one contractors were raising their tender margins by up to 9% on project bids. However, there are many in the electrical and construction sectors who feel that these figures don’t reflect the reality of costing products for construction projects. The latest figures put the inflation rate in the construction industry nearer to 25%, which is tending towards ‘hyperinflation’. Figures from the latest survey of members of the Electrical Distributors’ Association (EDA) point to rising

product costs as one of their top concerns, with price increases compounded by continued shipping delays. The latter has recently become a more severe issue as lockdowns in China continue on top of the squeeze, caused by the invasion of Ukraine by Russia, on the global movement of goods. Competent staffing is also another area of concern for the electrical contracting sector. Although the JIB National Collective Agreement is in place to help stabilise pay rates, this does not reduce the cost-inflation of hiring agency or self- employed electricians. This is something that more projects are doing as the number of qualified personnel in our field is still tightly squeezed. However, even without increasing pay rates, employers are facing added NI and professional indemnity insurance (PII) costs as well as reverse charge VAT which impacts cash flow. For owners

of all sizes of business, this is a time of unparalleled challenge. Because many of our industry’s problems are being felt across the whole economy this, at least, has high level government attention. At a recent meeting of the Confederation of British Industry (CBI), former Chancellor of the Exchequer Rishi Sunak admitted, “The economic situation is extremely serious. A perfect storm of global supply shocks is rolling through our economy simultaneously.” Many ECA Members will be considering what they can do to ride out this wave of hyperinflation. The most important step is to focus on reducing risk. This should begin early, at the bidding stage. If manufacturers and wholesalers are re-fixing prices on a weekly basis, and a contract may be over a period of two-years, then a contractor fixing their rates at or even near today’s prices is

taking a significant gamble. The best approach is to talk openly to your clients. It can be an awkward conversation, but it’s better to say, “We can’t sustain prices fixed today for nine to 18 months,” than to take a considerable loss in a year’s time. Sharing the risk with clients when this level of inflation has not been seen for decades is better for both parties, and this is what smart contractors are looking to do already. There are already options for setting up this form of agreement in the JCT contract, for example. Prices can be index-linked to the Building Costs Information Service from RICS (Royal Institute of Chartered Surveyors). The contract can then account for fluctuations in the cost of products and

labour (or even changes in legislation). Index-linking contracts is normal in the facilities management world, where business relationships tend to be over many years and more strategic than in most mainstream construction. However, there is no outstanding reason why we cannot revive this 1970s and 1980s practice in our sector. The most important message for contractors is not to be tempted to buy into problems for the future. The construction industry is currently experiencing a high level of work, with many industry economists saying that we are above pre-pandemic levels of activity. This means that it’s relatively easy to turn down work for clients who are not prepared to engage with the risks of higher prices.

However, when the level of activity slows, it may be tempting to price projects at today’s costs to keep work in the business pipeline. However, hyperinflation will quickly wipe out any profit margin, or worse. The governments of Northern Ireland and the Republic of Ireland have recognised the problem of rapidly rising costs. As large clients of the construction sector, they have already issued ‘Share the Risk’ guidance for working with the construction sector.

TIMEGUARD OFFERS A RANGE OF WEATHER-SAFE SOCKETS AND ENCLOSURES SO HOMEOWNERS CAN MAKE THE MOST OF THEIR TIME IN THE FRESH AIR… Meeting the demand for outdoor power

I t starts with an outdoor socket but usually turns out that the customer wants a lot more for their money. How do you keep the price right and choose what to install, asks Timeguard? How much protection? First, decide what level of IP protection you need for the job at hand. In simple terms, the higher the number, the greater the degree of protection, and the costs will inevitably reflect that, so make the right choice at the start. The ratings you are likely to see at the wholesalers are IP55, IP65, IP66, and IP68. The first IP number is an indication of dust protection, and the second digit defines the protection from water/moisture. So, for instance, an IP55-rated product is protected against dust ingress that could be harmful to the normal operation of the product, while IP65 or IP66 are fully dust- tight. A 5 for water ingress is proof against a low-pressure nozzle, while a 6 indicates protection against a high-pressure water jet. For very high levels of protection, IP68 is dust tight and protected against long periods of immersion in water under pressure and is therefore often chosen for in-line connectors that may be exposed or even buried in the garden for years on end. Engineering quality Remember, IP ratings do not measure a product’s lifetime, so remember to look for high quality brands and check for UV stabilisation to help protect against early degrading and becoming

brittle. Take a look inside the box to avoid flimsy tabs that can snap off, and check for good seals (neoprene is a hard-wearing long-term seal). If the user wants to be able to check the status of outdoor power at a glance, the option of clear windows is ideal, but check the spec for a polycarbonate that will stay clear and not cloud over. Look for impact-resistant cases, especially for installation in heavy traffic areas. Locking covers will add safety, avoid nuisance tampering and even prevent power theft. Where simply on/off switching or a bell push is required, choose a switch that looks like a switch and gives instant tactile feedback. Timeguard’s single and two-gang rocker switches offer IP55 or IP66 protection and neon backlighting so they can be found in the dark. Fit for purpose? Is SRCD protection needed? For extra downstream safety, the answer is likely to be “yes” and not installing it is pretty much unthinkable where power tools are to be used and the likes of lawnmowers and hedge trimmers will be plugged in. There are plenty of options on the market that offer SRCD-protected sockets in weatherproof enclosures, so there is no need to compromise. Just be sure that your choice complies with the latest British Standard (BS 7288:2016) and is RCD Class “A” rated. Also, be clear on the difference between “Active” and “Passive” protection. Most outdoor

Industry charity designates first regional Ambassador

ETT NI & SparkSafe LtP team joined family and friends of the late Derek Thompson on July 2, to tackle Slieve Doan in the first of a two-part charity hike of the Mourne Mountains to raise funds for the Macmillan Cancer Unit. Derek helped shape many lives within the electrical world and many other spheres and is deeply missed by all who knew him. He loved hiking through the Mourne Mountains and in his final year, following a diagnosis of lung cancer, he made two summits. In his memory, staff members, family and friends are climbing the exact two routes. So far, £2,795 has been raised for the Macmillan Cancer Centre, Antrim. Pedals up for Kirby Group’s charity cycle

Kirby Group Engineering has launched the Kirby Way Cycle 2022, a charity staff initiative to raise money for good causes, including Self Help Africa. On Friday, September 2, leaving from Kirby Group Engineering’s headquarters in Limerick, several hundred participants will cycle first to its Galway office. On the

second day, more advanced cyclists will cover the distance from Galway to Dublin. There will be many Kirby employees, their families, supply chain partners and clients, participating on day one, while the more serious cyclists and club cycling partners will lead the challenge on day two of the event. The full journey will cover a distance of over 300km. The electrical and instrumentation contractor is raising the money alongside its fundraising partners and in conjunction with Warriors for Humanity. Group Managing Director Mark Flanagan, who will be taking part in the cycle says it’s an inspirational project, “The world has changed in the past two years and the world of work, in particular, has been transformed. This event will remind us in Kirby that two things remain the same. U sing wind power to bolster energy security is a positive environmental choice and, as a key plank of future energy strategies in many countries, the construction of wind farms on-shore and off-shore will continue apace. Wind farm technology is well understood, but less widely recognised is the global- warming potential of the switchgear that provides overcurrent and short circuit protection in turbines. Most switchgear uses sulphur hexafluoride (SF6), a climate-damaging gas, as an insulator and arc extinguisher. According to the

United Nations’ Intergovernmental Panel on Climate Change, SF6 tops the list of the most harmful greenhouse gases. Comprising a sulphur atom and six fluorine atoms, each SF6 molecule is an environmental menace: just 1 kg is equivalent to 23,500 kg of CO2 in terms of global warming. And, as if it weren’t enough, the gas stays in the atmosphere for 3,200 years. Scientific studies indicate that the concentration of SF6 gas in the atmosphere continues to rise, a trend that is likely to accelerate due to the ever-increasing demand for energy. Mandating

SF6-free switchgear in renewable technologies – solar arrays, as well as wind farms – will avoid derailing net- zero ambitions as the push for clean, secure energy intensifies. The last loophole for SF6 Scientists first discovered how to make SF6 in industrial quantities during the 1960s – only a small amount occurs naturally. Stable, odourless, and colourless, it was used in applications as varied as insulating windows and providing the “bounce” in tennis balls and vehicle tyres.

However, it was not long before the environmental dangers of fluorine gasses became apparent, and governments started phasing them out. The EU’s legislative response to what became known as F-Gasses included banning SF6 in every application except switchgear, claiming that there were no widespread cost-effective, technically feasible, energy-efficient, and reliable alternatives for its role as a critical safety feature. This exemption has had unfortunate consequences. SF6 is undoubtedly a good insulator, widely and readily available, which means that far from fading away, its use in electrical switchgear has increased. Ironically, it has even found its way into applications such as wind farms, which are intended to reduce global warming. Now, however, the tide is turning, and the EU is set to announce an end to the exemption, which is likely to come into

effect across Europe during the mid-to- late 2020s. Eaton’s pioneering technology Renewable energy generation is driving growth in the switchgear market, which is why a fast phase-out of SF6 after the likely lifting of the exemption is essential. As switchgear typically has a lifetime of 40-50 years, it is critical to act now. Wind farms will continue to expand, and each turbine requires more frequent switching because of the way they operate. Fortunately, well-proven alternatives are already available for up to and including 24 kV. Eaton pioneered the use of alternative insulation technologies at much the same time as SF6 was discovered, back in the 1960s, combining air and cast-resin insulation with vacuum switching techniques. This method is used in 60 countries around the world.

It eliminates the risk of leakage and minimises maintenance costs, as well as expensive end-of-life disposal procedures since all materials are re- usable or recycled. A green future awaits Electrical industry professionals can do much to prevent further SF6 emissions adding to what is already a worrisome burden on the environment. Governments can play their part by driving forward policy to prevent the use of SF6 in applications in the future, including switchgear. As it is easier to specify SF6-free switchgear on new projects than to replace the equipment on existing installations, the boom in renewable technology could be a real opportunity to embed SF6-free know-how in the electrical industry. If there is a good time to go SF6-free, that time is surely now.

T he South Eastern Regional to raise awareness of opportunities for qualifications and careers in the industry. The event recognised the completion of 25 apprentices under the new Fire, Emergency & Security Systems (FESS) standard, and the ECS was there to discuss how the new professionals can develop their careers and the industry as a whole. College (SERC) hosted a Fire and Security Careers Day on 7th June According to Robin Hamill, Lecturer in Fire & Security at SERC, the event offered insight on qualification and employment opportunities not only for young people but also for experienced professionals looking for a different path. “We are keen to raise awareness of the career opportunities in an industry which people may not have considered. There is a recognised skills shortage

in the industry and jobs for fully qualified technicians command lucrative salaries,” he said. Fire and security employers, with the support of the Northern Ireland Fire and Security Employers’ Federation

(NIFSEF), have been working to professionalise the

sector, employing technicians with a recognised qualification pathway. And that is exactly where ECS comes in, by promoting qualifications, training, and competence within the FESS sector in Northern Ireland. The scheme also provides certification that the training, qualifications, experience, and
