Introduction

University Partnerships Programme UPP

We are the UK’s leading provider of on-campus residential and academic accommodation infrastructure. We have over 35,000 rooms in operation or under construction through long-term, bespoke partnerships with 15 world-leading universities. With over 800 employees, since 1998 UPP has invested well over £2.5bn in the UK higher education sector and provided homes to over 310,000 students. We create bespoke, long-term partnerships which enable universities to make the most effective use of their assets, free up resources and improve student services. We fund, design, develop and operate high-quality and affordable accommodation on campus and deliver the very best student experience in partnership with universities. Our unique partnership approach enables our university partners to develop their estates whilst reinvesting in their core services of teaching and research. We fund, design and build new on-campus residential and academic accommodation infrastructure, complete estate transfers and operate facilities over the long-term. Our transactions are typically undertaken on a demand-risk-transfer basis through a non- recourse approach, with the asset returning to the university in an agreed condition at the end of the concession. We encourage our partners to take an equity share in the project company so that both parties benefit from the successful delivery and performance of the accommodation, with interests aligned over the life of the partnership.

Student Experience

Great space and services with student experience built in. Our partnerships support universities to create environments within which students can live, study and thrive. We manage the needs of more than 35,000 students every term so we never stop learning and we share our experience with our partners. We also know that every University is as unique as the thousands of students it serves and this ensures that we are never complacent, and never take a one size fits all view. Independent qualitative and quantitative research helps us understand the evolving needs of students and face to face focus groups, and regular surveys with our residents enable us to check and adapt our approach quickly. As specialists, the quality of our staff and their in-depth understanding of the unique environment and the people for whom we provide services, enables us to support universities, understand their aims and their strategy and together deliver tangible improvements to the student experience. Our design teams work to understand how students want to use space, and how they interact with each other, leading to seemingly small improvements to the specification of a bedroom, or major changes that impact on construction or technology. The Role of the Regional Maintenance Manager

University Partnerships Programme (UPP) works in partnership with universities to provide a service that includes the funding, design, build, management and operation of residential student accommodation and academic buildings. UPP is the largest partnership provider of student accommodation in the country. It currently owns, operates or has under construction over 35,000 rooms in operation or under construction for 15 university partners, has invested over £1 billion in the sector and has an impressive pipeline of potential projects. UPP Residential Services Limited (URSL) primarily delivers a full range of Facilities Management (FM), and Asset Management services to the university sector. URSL’s aim is to be the leading provider of quality accommodation and estate management services in partnership with the Higher Education Sector. At each university partnership URSL supply a local team, which manages, and provides services for, the scheme to which they are assigned. The team provides the day-to-day face of the partnership, providing a high level of customer service and effective and efficient facilities management, ensuring every aspect is delivered to URSL’s high standards in order to support the Student Experience. The South East Region includes our partnerships with University of Kent, University of London, Imperial College London and Oxford Brookes University. The region has mobilised new contracts every year from 2011 and continues to grow. By the end of 2019 we will have 5,500 student rooms and an iconic 34 storey skyscraper of 192 apartments’ 58 of which are reversed for staff of Imperial College London under operation.

Job Purpose To manage the Hard FM Services , including outsourced consultants and contractors, in delivering a planned and responsive maintenance and Lifecycle management, in line with Legislative requirements, the Service Level Agreements, Facilities Management contract, Planned Preventative Maintenance Schedule and Annual Sinking Fund. To promote best practice in regards to environmental matters and support the Environmental and Sustainability Manager to achieve required carbon reduction targets. To deliver a customer and stakeholder focussed service in line with the Service Level Agreements. To be part of the Senior Management team for the region, proactively contributing to achieving agreed company and site-specific targets and continuous improvements in service provision. Dimensions Of The Job The Regional Maintenance Manager reports to the Regional Director – South East and is responsible in particular for delivery of hard services to across the region. The postholder will ensure Health, Safety & Environment compliance, delivery of planned and reactive maintenance as specified in the Service Level Agreements and Facilities Management contract and plans and delivers the annual sinking fund works programme, supported by UPP’s Head of Lifecycle. Principle Duties And Responsibilities Leadership and Relationships • Form part of the Senior Management team in the South East Region, working collaboratively with colleagues to: o Ensure SLA compliance o Continually improve client and customer satisfaction o Continually improve staff satisfaction o Improve efficiency and performance o Maintain external accreditation standards o Contribute to achieving site and company-wide targets and objectives • Promote and facilitate communication and a joined up approach with other sites and other site-based teams

• Establish relationships with key client contacts, attending regular meetings, sampling and audits to monitor and improve service delivery • Provide reports as required by UPP and the Client. • Support the region in bidding for new contracts and the mobilising of new sites Building and Engineering Maintenance Proportion of time - 25% • Management of the delivery of Hard FM Services to a level that fulfils contractual requirements through directly employed and sub contracted staff • Maintain the SPV’s asset register • Undertake trend analysis on reactive repairs across the region and where appropriate produce reports highlighting issues and proposing solutions • Offer technical input and advice to the site General Managers, bid submissions and mobilisations • Ensure appropriate plans and resources are in place in the event of a major failure or incident. Sinking Fund (Lifecycle) Management (Proportion of time - 25%) • Assist the General Managers and Sinking Fund team in the preparation and delivery of the sinking fund programme of works. People Management (Proportion of time - 10%) • Have specific attention to managing, developing and supporting The Garden Halls Maintenance team and the establishment of new teams on mobilisations • Manage the recruitment, activities and welfare of the Hard FM Services team. • Ensure staff are suitably trained and qualified for the duties required and that training is regularly refreshed. • Develop and motivate the team through regular communication, target setting and performance development reviews.

Financial Planning (Proportion of time - 10%) • Forecast monthly spend and submit relevant reports to Finance department • Plan for delivery of works to avoid PMS and Unavailability deductions. • Work with Commercial and Procurement Teams to ensure that all works are undertaken by the most cost effective manner using either self-delivery or suppliers Statutory Compliance (Proportion of time - 25%) • Manage and maintain risk assessments, method statements and permits to work procedures for the Hard Services works in line with company procedures • Ensure all works, testing and auditing regimes meet legislative requirements • Ensure contractors meet UPP, SLA and Legislative requirements and are managed in line with industry best practice. • Ensure asbestos containing materials are managed in a manner compliant to legislation, UPP’s policies and SLA requirements. • Support colleagues with statutory responsibilities (eg. Fire, Water Responsible Persons) to fulfil their duties. Energy Management (Proportion of time - 5%) • Work with the Energy and Sustainability Manager and Head of Lifecycle to implement both specific energy reduction projects and to ensure that Sinking Fund works reflect carbon reduction targets. • Ensure the site BMS system and other control mechanisms are managed in such a way to ensure maximum efficiency whilst ensuring adherence to the SLA. • Support the Energy and Sustainability Manager in the promotion of good energy and environmental behaviour both amongst Staff and Students. Other • Undertake training as required • Be prepared to travel across the region as required by the post and in particular Garden Halls in central London • Be prepared to work as and when the need arises, especially during the main student arrival and departure weekends • Other duties as commensurate with the post.
