TSC has led the technical work and will now take on coordination, development, and implementation of the assessment tool. This will allow TSC to ensure alignment with their existing product sustainability assessment, measurement, and reporting tools that currently cover more than $200 billion in retail sales. This continued push toward more aligned assess- ment tools is an important step toward putting more sustainable products on retailers’ shelves. Rating Sustainability The assessment tool, currently known as the Beauty and Personal Care (BPC) Product Sustainability Rat- ing System, includes a set of key performance indica- tors (KPIs), along with a proposed method of scoring products against these indicators. A range of sustain- ability attributes and activities, from basic practice to aspirational leadership, are reflected within the KPIs. Retailers and other companies may voluntarily use this tool to independently and individually evaluate product sustainability, with scores intended to re- main confidential between retailer and supplier. Re- sulting product assessment may be used to facilitate supplier-retailer conversations, drive improvements in supply chains, and independently evaluate and in- centivize better, more sustainable products. SPICE Meanwhile, global beauty group L’Oréal and lead- ing environmental sustainability consulting firm Quantis have launched a new cosmetics industry ini- tiative called SPICE, the Sustainable Packaging Initia- tive for Cosmetics. The initiative aims to meet consumers’ growing expectations for environmental performance and shape the future of sustainable packaging by guiding policy development and dri- ving innovation. Companies face considerable methodological issues when it comes to measuring the environmental foot- print of their products. The results from product envi- ronmental footprints help companies make eco-design choices and to credibly communicate with consumers. SPICE was created to address these issues and provide solutions to these challenges in a collec- tive manner by many of the industry’s major actors. Working Together SPICE membership is open to cosmetics products manufacturers as well as cosmetics packaging suppli- ers. Currently, there are 11 members: Avon Products, Inc., Clar ins Group, Coty Inc., L’Occitane en Provence, L’Oréal, LVMH, Shiseido, Sisley, French

TLMI Responds To USDA’s New Labeling Guidelines The Agricultural Marketing Service division of the US Dept. of Agriculture (USDA) issued labeling and related requirements for food products containing bioengineered (BE) ingredients, previously referred to as GMOs. As proposed, USDA will not consider “GMO” or “GM” as acceptable terms for compliance purposes after the labeling rule is finalized. TLMI has adopted no formal position on the BE label- ing requirements, however, the association wants to in- form members of forthcoming labeling changes so they may work with, and educate, their customers to imple- ment necessary changes prior to the compliance dead- line.Highlights of the BE Proposed Labeling Guidelines: • Determining BE Eligibility : USDA is seeking com- ments on which foods will require labeling. The first category covers food from genetically engineered (GE) crops with a high adoption rate (85 percent or greater). As proposed, food in this category is pro- posed to be labeled “bioengineered food”. Food from GE crops with a lower adoption rate may be labeled as “may contain a bioengineered food ingredient.” • Labeling Requirements : USDA has proposed allow- ing manufacturers to use “QR codes,”which are encod- ed images on a package that must be scanned with a smartphone or similar device, to inform the consumer of GE content, website, and other information. • Proposed BE Symbols : On the BE symbols, some have bioengineered spelled out, and some do not. The agency is seeking comment on that, along with any preference for a particular symbol. • Proposed Exemptions : USDA is seeking com- ments on small businesses who may be exempt from compliance — specifically, if the annual revenue for such businesses should be either $500,000, or $5 million. • Symbol Color : USDA recognizes the potential in- crease in print and label cost for companies, and deems symbols in black and white as suitable for compliance. • Existing Label Inventory : The USDA is proposing that existing label inventories (printed prior the com- pliance deadline) be used until January 1, 2022, or until inventory of labels is depleted (whichever comes first). • Compliance Deadline : Larger companies (more than $10 million in annual revenue) will be required to comply with the labeling requirements by January 1, 2020. Companies with revenues under $10 million annually have until January 1, 2021. The USDA will accept comments on the proposed guidelines until July 3, and aims to issue its final guidelines later in the summer. The agency also plans to host webinars on the guidelines.

Flexographic Printing Inks Market To Rise Through 2025 The vendor landscape of the global flexographic printing inks market is highly fragmented and com- petitive and features the presence of a large pool of small-, medium-, and large-scale producers, suppliers, and retailers, according to a new report from Trans- parency Market Research. The global flexographic printing inks market will exhibit a Compound Annual Growth Rates of 5.80 percent from 2017 to 2025, ris- ing from a revenue opportunity of $6.56 billion in 2016 to $10.91 billion by 2024.Volume-wise, the mar- ket is likely to cross 2,434.1 kilo tons 2025. Of the key product varieties, including UV-cured inks, solvent-based inks, and water-based inks, the re- port states that the demand for water-based inks is presently higher and is expected to remain so over the report’s forecast period as well. Strict emission regulations across a number of regional markets and increased awareness among consumers regarding the environmental benefits of water-based inks are some factors that will work in favor of this segment. From a geographical standpoint, the market in Asia Pacific dominated the global market in 2016, holding more than 37 percent in it in the said year. One of the key factors driving the global flexograph- ic inks market is the mammoth expansion of the glob- al packaging industry in the recent years. The vast rise in international imports and exports, massive expan- sion of the consumer goods industry, and a significant rise in demand for packaged food products have led to a vast rise in demand for a variety of packaging products in the recent years. With a promising pace of technological advancements, the packaging sector has also displayed a promising rise in demand for flexo- graphic printing inks owing to regulations that re- quire detailed product information and proper labeling on packaging across a number of industries. Over the next few years, the global worldwide flex- ographic printing inks market is most likely to bene- fit from the increased consumption of UV-cured printing inks as well. Flexo Printing Plate Market To Surge The global flexographic printing plate market is ex- pected to witness a Compound Annual Growth Rate of 7.8 percent, and is projected to reach $1,592.4 million by 2024, according to a new report from En- ergias Market Research. Photopolymer held the major market in 2017 and is likely to exhibit the fastest CAGR from 2018 to 2024.

These members will work together, guided by the sustainability experts at Quantis, to develop and pub- lish business-oriented methodologies and data to sup- port resilient decision making to improve the environmental performance of the entire packaging value chain. These developments will be the result of collective working sessions where members will share experience and knowledge for the benefit of the initiative and eventually to drive cosmetics pack- aging sustainability achievements on a grand scale. More specifically, the work delivered from SPICE will help the cosmetics industry make progress in three key areas: • Guiding sustainable packaging policy develop- ment based on robust and harmonized methodolo- gy, recognized by the sector; • Driving packaging innovation based on objective eco-design criteria to progress towards more sus- tainable solutions; and • Meeting consumers’ expectations by improving communication and providing more clarity on the environmental performance of products. “L’Oréal’s commitment to be a co-founder of SPICE was driven by the willingness to collectively share on sustainable development progress and to allow cos- metics industry players to work more effectively to- gether,” said L’Oréal’s Global Head of Packaging & Development Philippe Thuvien. “Beyond the development of a robust methodology of environmental footprint assessment, SPICE will ul- timately increase the eco-design of our products and will provide the clarity consumers expect to help them make more sustainable cosmetic purchases,” added Philippe Bonningue, Head of Sustainable Pack- aging at L’Oréal. Providing Clarity To provide more clarity, understanding and trans- parency, SPICE will explore the following topics: re- cycled materials, bio-based plastics, finishing and decorating processes, tertiary packaging and distribu- tion, reusable/rechargeable/refillable packaging and take-back programs, recycling disruptors, and end-of- life streams by country. Based on its expertise on product environmental performance and experience leading sector specific initiatives, Quantis will share its know-how and guide the discussions on the above topics to capture, consolidate and prioritize the members’ knowledge to enable them to define and deploy clear actions and developments.
