Another summer has flown by and for those of us that were here, it proved to be another hot one with multiple weeks over 115 degrees and few days above 120 degrees (that’s 46 degrees and over 49 degrees Celsius for our Canadian residents). Despite that, the staff continued working hard to keep the grounds and facilities in top shape. Speaking of staff we have had some changes with the departure of some long time managers as well as the creation of a couple new positions. We are happy to have Byron Jessie aboard as our new facilities manager. As part of his job Byron oversees maintenance, housekeeping and security as well as help out with our landscape vendor, Vintage. Meredith Pate has taken over the reins in activities after Gary Marshall finally decided to retire after 13 years here at ORPS and she is settling in and doing a great job. New in the Activities Area is our Bar Manager, Lilia Varga. Along with Meredith, she is helping to bring new activities, music, drinks and a fun social atmosphere to the bar, so please come and check it out and support it. Also new is our in-house Post Commander, Frank Flores, who brings a wealth of security experience to the resort and we have already seen positive changes. In fact, as many already know, thanks to Frank and Byron’s oversight of security, the Board has voted to bring security back in house and we expect it to be a great success due to their leadership. In addition to these new mangers, we are fortunate to have Brenda Mejia in Accounting return as well as Jennifer Miranda in Resort Services. Brenda has been with us for over four years now and diligently watches over our budget to make sure we are on track. Jennifer oversees many important aspects of our day to day operations including greeting and checking in our renter guests, overseeing the ORPS website, overseeing the operations of A&A and has also been helping roll out our new golf tee time reservations system. If you are in the offices or see our management team or other staff around the resort, please make sure to say hi and thank them for all of their hard work! They and I look forward to another great season here at Outdoor Resort Palm Springs!

Message from the Board On behalf of the entire Board, we would like to welcome you back to this beautiful place that is, as expressed in our Vision Statement , “unsurpassed in facilities, activities, amenities, social atmosphere and climate and delivers a personal paradise and escape, creating new friendships and memories that last a lifetime.” We celebrate this inaugural issue of a printed, magazine style Oracle, that will be delivered free of charge to all ORPS residents, which was authorized by the Board at the end of last season. It is a reality thanks to the leadership of Directors B OB M OORE and J OHN B OUDIN , and the tremendous efforts of Editor E VA N ORCROSS and her Ad team led by S ANDY S EAMAN , to acquire sufficient advertising and donations to cover the printing costs. Over the summer, the Board has been working on your behalf. To recap, the Board: Established a Dog Owners and Friends Committee Tightened rules for employees working after hours for the protection of our employees, our owners, and the association. Adopted rules to require contractors performing certain types of work have the appropriate credentials and licensing. Laid the groundwork to establish a Legacy Fund Put in place a team to develop a Communications Plan for the Resort. Implemented an on-line tee time booking system to allow you to book your tee times from the comfort of your RV, rather than having to wait in line at the Golf Shack. Took steps to improve your security: First, the Board made the decision to bring the Post Commander in-house and hired Frank Flores as our new Poster Commander in August. In the short time he has been on board Frank has initiated many improvements in staffing, oversight and patrols; Still in the exploratory stages is the development of enhanced security lighting, particularly around the perimeter wall at “hot spots” to discourage unauthorized access over the wall. Lastly, the Board has made the decision to bring Security in-house for more control and to emphasize customer service and responsiveness to our owners. This will occur as of January 1, 2019. Expanded on the Vision Statement adopted by the Board last year, to include a Mission and a Values Statement. See page 2 for the full text. A lot has been accomplished, but there is more to do. We encourage your participation in the governance of the Association by attending meetings of the Board and its Advisory Committee. Thank you, The Board of Directors

New Rules – Contractor Licensing And After Hours Work Policy for Employees

TWO BOARD VACANCIES!

On July 20, the Board adopted new rules requiring any contractor or subcontractor performing work in specified categories within the resort be fully licensed in the State of California and City of Cathedral City, as required for their category of work. These categories are: new concrete and masonry work; installations of outdoor kitchens, fencing, storage enclosures, lattice work, stairs, custom shade structures or pergolas, artificial turf, or electrical and plumbing work. As a further step to protect our owners and the Association, the Board has amended its After Hours Work Policy to disallow employees from performing any work within the Resort that requires licensing. These steps were taken to ensure full protection of the employee and the Association from potential conflicts or liability issues that may arise. The Board acknowledges our many employees who provide housekeeping, handy-man, and lot maintenance services for our owners. They are valued and trusted employees of the Resort and, after hours , of many of you. You are reminded that work performed for you after hours is by the employee as an individual and not as an Association employee. Also, that the Association has no liability or responsibility for any work performed nor any injury sustained during the performance of work after hours. Please be aware that employees are not allowed to perform work or make arrangements to perform work for you when they are “on the clock” including when they are on breaks or taking lunch. Non-compliance with the policy is a serious offense and can lead to employee discipline or termination. Please do not jeopardize their employment at ORPS and limit your contact to after-hours for work that does not require a licensed contractor.

The terms of two current Board Directors, C RAIG W IRCH and B OB M OORE , will expire in March of 2019. Once again we are searching for dedicated owners to put their names forward as candidates to fill these two vacancies. A wealth of talent and experience resides within ORPS. Serving on the Board of Directors is a challenging and rewarding way to contribute to your Resort. An understanding of the Association’s governing documents, serving on an ORPS Committee, volunteering within the resort, or having served on a governing board, are all experiences that would benefit prospective Board members. However, the only requirement of a candidate for the Board is that they be a lot owner and a member in good standing with all assessments current and not subject to any suspension of membership rights. The Board Nominations Committee, chaired by Bob Moore, will be reaching out to the ownership to provide information and answer questions from owners who may be interested in serving as a Director. Persons interested in learning more may contact Bob directly at 503-475-3694, or stop by the La Palma Board Office to pick up an information packet which contains a Board Candidate Application Form. Applications will be accepted until 4PM, January 4, 2019, when nominations will be closed.  Have a voice in how our association is governed.  Help work out solutions.  Serve your community.  Bring your talents to the Board table.  Become a candidate for Board of Director!

Over the summer, staff has worked hard to “demystify” the permitting process. Now owners can find the

answers to frequently asked questions about the permitting process, find instruction packets for almost every type of lot improvement, and information on how to obtain the Plot Plan for your lot. Byron joined us as Facilities & Maintenance Manager in April, bringing a wealth of experience working for the City of Rancho Mirage, Braille Institute, and Coachella Valley Recreation District. Byron: It’s been an exciting

Q. Frank – Owners are commenting about new energy in our security program. A. I have enjoyed 22 years in security work, most recently several years at Sun City Palm Desert as an assistant manager. Sun City is larger, but there is more activity here at ORPS. More pedestrians, more bicycles, more golf carts. Q. What are your priorities for our security? A. My first priority has been upgrading our staff to get the most energetic and committed officers. Training and supervision is vital. We now have strict procedures, including nighttime foot patrols along the walls. We have also tightened up the security gate procedures for entry of visitors and vendors. We follow the Post Orders issued by the Board of Directors. Q. You must have seen some good practices at Sun City that would help us here? A. Yes, Sun City has a simple enforcement program for traffic violations like speeding, stop signs, and driving golf carts without a license. We officers issue a citation, and the citation form clearly states the fine. Say $25 for a first violation and $50 for a second violation. No one likes getting a ticket, but most people know they are responsible and voluntarily pay the fine and avoid a hearing with the Board. Q. How can we owners and renters help you? A. Great Question. Lock your bikes using a U-lock, we know that cables are being cut. My goal is that increased patrols and greater cooperation with residents will accomplish a serious reduction in thefts. We leave you a courtesy reminder if your bike is not locked overnight.

few months, getting to know the ORPS property and employees. I’ve been pleasantly surprised and delighted with the challenges. Seeing the residents pour into the resort in November has been rewarding, knowing how hard our staff worked over the summer. Everyone is here to have fun. We enjoy helping. Q. How big is your staff? A. During the season we have five doing general maintenance, one shop mechanic, one Certified Pool Operator and six in house- keeping. These are hardworking experienced folks and my job is to prioritize the work and make sure we have the supplies and equipment and budget to support their endeavors. Q. How can we residents help you do your job? A. I enjoy chatting with owners and get some good ideas. They are a valuable resource for us and I really appreciate their input. Routine requests should go to Barbara at extension 293 or email dispatch@orps.com. Barbara schedules the work and follows up. She is our coordinator. For emergencies on the weekends and overnight call security. Q. Many have commented on our overflowing garbage bins – any advice for us? A. I share the frustration and work closely with Burrtec to be sure we are getting the pickups we need. I do need help. We are overfilling the recycle bins because the cardboard boxes are not being broken down and flattened. We are paying for pickups that could be avoided if we collapse all the boxes. Q. Repent of your sin and be forgiven, fact, no need for hope. Trust Jesus Christ as personal Savior and eternal life is a fact not hope. "If we confess our sin He is more than faithful to forgive us." This is a fact not a hope. don't let doubt rob you of that reality. Those who have taken hold of hope offered to us can be greatly encouraged, the Bible and God’s Son never change. True hope. HOPE GIVES US THE ABILITY TO ACHIEVE . God does mighty and great things. Love: We need to remember that life is but a breath, goes so fast. Earthly life is temporal so we need to build on things that are eternal. Major on God’s everlasting love. Read I Corinthians, chapter 13 and see these characteristics of love: 1. Love is patient; knows how to take rejection and not fight back. 2. Love is kind: not hurtful or angry, doesn't hold or harbor resentment. 3. Love is humble: not arrogant, doesn't think too highly of itself. 4. Love is refined: speaks with dignity and care. 5. Love is generous not envious: always ready to give and offer help when needed. 6. Love is lasting: things never last forever. God’s love does, it never fails. The name Jesus can be substituted for love and He fulfills all those attributes. Golf

Are you interested in playing golf equally with everyone in your foursome? Do you ever feel out of place when competing against golfers who outscore you every hole? If you answered yes to these questions, it is time to start understanding golf handicaps for beginners. Once you have found your handicap, you will be on an equal playing field against everyone who also has a handicap. Whether you have a good golf handicap or an average golf handicap, the system is designed for fairness and equality. The handicapping system allows golfers of all abilities to compare their expected abilities. A proper and legitimate handicap can be used for a variety of tournaments and fun rounds of golf, so make each stroke count. Purpose The purpose of a golf handicap system is to make the game of golf more enjoyable by enabling players of differing abilities to compete on an equitable basis. The System provides a fair handicap for each player, regardless of ability, and adjusts a player's handicap up or down as the player's game changes. At the same time, the System disregards high scores that bear little relation to the player's potential ability and promotes continuity by making a handicap index continuous from one playing season or year to the next. Two basic premises underlie a handicap system, namely that each player will try to make the best score at every hole in every round, and that the player will post every acceptable round for peer review . The player and the course/club’s handicap committee have joint responsibility for adhering to these premises. Outdoor Resort Palm Springs Golf Handicap System The ORPS golf handicap system is a standalone system, and not in anyway associated with the USGA/GHIN handicap system. The ORPS golf handicap system will provide the player with a handicap once at least 5 scores are entered. The ORPS handicap index compare’s a player’s scoring ability relative to the ORPS 18-Hole course par of 54 strokes. Scores from the back-9 short course are NOT to be recorded. The ORPS handicap system reflects a player’s potential because it is based upon the best scores posted for 10 of the last 20 rounds. As new scores are entered, the oldest scores drop off. It is imperative to establish & maintain a true representative handicap for a number of reasons. There are a number of organized events at ORPS where having a handicap record is necessary to participate – ORPS Match Play, the ORPS Sweetheart Tournament and the ORPS Golf Club Championship to name a few. Most all organized Tuesday, Thursday and monthly Saturday tournaments are based on forming teams of equitable playing abilities based on posted handicaps.

If your posted handicap is not representative of your true playing ability and potential, that may certainly affect your team’s scoring results, which is not fair to your teammates, and fellow competitors. It is important that golfers not manipulate the handicap system by recording only their casual-round high scores so that they can better their handicap scoring in tournament play – also known as ‘sandbagging’. And secondly, and less frequently, recording only their casual-round low scores to maintain a lower, or vanity, handicap. Players should reliably be able to play within a 2-3 strokes of their posted handicaps. The ORPS golf committee reserves the right to adjust a player’s posted handicap should a player continually best their posted handicap by upwards of 4 plus strokes.

TENNIS NEWS FROM ORPS WELCOME BACK! So great to see everybody. The courts at La Palma are looking great. We have a new awning, paver walkway, two new fountains, new fences and gates, and last but not least GREAT NEW Lighting. I think the resort did a great job and there is still more to come in the summer of 2019. Many thanks to P AUL H ABERMAN and J OHN M AY S MITH for all their work meeting with the planning facilities committee to have all our ideas come to fruition.

We had our first horserace on Saturday November 13. It was well attended. The winners are pictured below. The next horse race is December 1 at La Palma at 8:15, followed by the general meeting. Make plans now. It is so much FUN and you get to meet other tennis players.

MIXER We had our first mixer hosted by the Tennis Committee. There were 72 in attendance, another great turnout. A Happy Birthday to “Sparky” Farrell.

POTLUCK AND BARBECUE We had around 50 people for our first Pot Luck, 50 People! Great turnout! The next one is on Sunday, December 2 at 5PM at La Palma.

GREAT PICKLEBALL PARTICIPATION The first pickleball lessons of the season were offered on November 5 for those who had never played and 28 residents attended. A fantastic turnout! A further 16 attended on November 8, for a total of 44 new players in one week. We are delighted to grow our club with enthusiastic and interested participants! Another new feature this season is the “pickleball drills” opportunity at 3:00PM on Wednesdays and Fridays. Drills are considered essential to improving your skills. See you on the courts!

The start of the season is here! November was a month filled with Welcome Back activities, bar events, music nights, concerts and so much more! If you have yet to be part of the activities at ORPS we want to invite you to get involved. This season is my first here at ORPS and I am excited to be with you this season. We had a strong start to the season and I could not have done it without the Activities Committee coming together to make the Welcome Back so wonderful. I would like to say thank you to the Pickleball players who have helped with some of the bar activities when it comes to set up/ break down. A LYSSA T ORRES returned this year in the Activities Office. She oversees room reservations and handles everything administrative for the Activities Department. We have a new addition to our office staff, C LARISA R OBLES . Clarisa is the Office Assistant and will be handling ticket sales and decorations for the season. Remember, you can get your tickets online or between 10AM-3PM during the week day. Excited to see you this season! As with a new season, there are some new changes. Everyone is welcome! Bring your sewing machine and your own project to work on - we are always busy with sewing projects, charity & raffle quilts, quilts for children and all kinds of unique projects! Christmas is very popular right now - many Christmas quilts & projects on the go! Lots of camaraderie, advice, knowledge and a few giggles and jokes! We received a wonderful letter from Shelter from the Storm, thanking us for our $1,000 donation. Shelter from the Storm is Coachella Valley’s only shelter-based provider of emergency and adjunctive services to victims of domestic violence. We have also donated quilts to the Cathedral City Fire Department who distribute them to children in trauma situations. We were also pleased with the additional cabinets installed over the summer in the West Room, which this group paid for (approximately $3800). This year we have two quilts to raffle - Country Garden, a king-size quilt featuring machine crazy quilt squares with beautiful embroidery. It will be paired with matching pillowcases and a 'tuffet'! If you've not seen these tuffets, you are in for a huge surprise! Our second quilt is a Loralie Design , called Sewphistocates , featuring machine embroidery done in beautiful reds, blues & whites, it is quite stunning! Tickets are available on our quilting days in the West Room. We also hope to have the quilts displayed - come for a visit and have a peek! We have a lot of fun events in the planning stages, we will hold our 2nd Annual Quilt Show, pizza & sewing evenings, potlucks, and much more, come on down and join us!

FACILITIES PLANNING COMMITTEE Welcome back all owners to our beautiful resort which I think looks stunning this year! I would like to thank the Facility Planning Committee members: M ARSHA N ELSON , A LICE H EUPLE , C HARLES S TINSON , J UDY J URACH , S HERYL N ELSON , K ATIE T ARABOCIA , C AROLYN C ANDLER and D ENNY B LOOM for looking out for the best interests of our resort facility projects. I would like to thank D ENNY B LOOM , who is leaving the committee, for his contributions the last 4 years. His expertise in commercial developments has been an asset to the committee and his insight has been highly valued. He was instrumental in the renovation of the Owner’s Lounge and patio, bar, billiards and multi-purpose room which is so beautiful and is now a high use area for owners to enjoy and is much appreciated. Our resort has benefited from D ENNY ’ S contributions and his good common sense. Due to D ENNY ’ S departure we now have a position available on the committee so if you are interested in serving please contact me or one of our committee members. Over the summer some of the projects that have taken place to our facilities are: El Saguaro pool deck renovation. El Saguaro shade structure installation. El Saguaro landscaping update. Pickleball court expansion and shade structure in- stallation. Tennis Complex breezeway and shade structure installation. The facility planning committee has recently met this month and is reviewing our prioritization for some of the projects needed in the upcoming years. These projects include: La Palma Pool Deck renovation and the Tennis Center completion. El Saguaro kitchen Chef Wall upgrade for a new hood system and new equipment. Our committee is also reviewing projects for some of the following needs for our resort for signage, land- scape, furniture needs, window coverings, security shack needs, and ES dance floor. Our next committee meeting on Dec. 6 at 2PM is in the East room. Any and all interested owners are invited to attend.
