Weekend fatal fire claims Rockland senior

the door she saw what looked like a smoul- dering fire in the room. Police and fire fighters arrived on the scene soon after. The fire was extinguished and Simard’s body recovered. His wife was taken to Montfort Hospital for treatment of shock and smoke inhalation. Both the OPP and the Ontario Fire Mar- shall’s Office (OFM) have ruled the fire as accidental in nature. The OFM’s technical investigation on the exact cause of the fire is still ongoing. The fire was confined to the bedroom of the deceased. No other neighbouring condo units were damaged. Residents of the nearby units were evacuated while po- lice and firefighters dealt with the situation. They were allowed back into their homes later in the day. Anyone with information about the inci- dent which can help with both the police and OFM investigation is asked to call Const. Joe Barbe at the Rockland OPP station at 446-5124. Homeowners are also reminded to check their smoke alarm batteries.

ROCKLAND | A Rockland man is dead and his wife in hospital suffering from shock and smoke inhalation after a fatal week- end fire. Paul-Émile Simard, 82, was pronounced dead on the scene after fire fighters and police located his body in his condominium unit at the Place Clément residence block on Laurier Street across from the Rockland Ford dealership. Simard died as a result of a fire in his bedroom on March 9. Police and the Clarence-Rockland Fire Department received calls about the fire just before 6 a.m. Sunday. Simard’s spouse, name withheld, phoned after discovering a fire in her husband’s bedroom. The woman was awakened that morn- ing by the smoke alarm in their condo unit. She left her own bedroom and went over to check on her husband. When she opened

Un homme âgé de 82 ans de Rockland a perdu la vie dans un incendie, le 9 mars dernier. Vers 5h50 en matinée, les pompiers ainsi que les policiers se sont rendus sur les lieux de l’incendie, au 2925, rue Laurier. À leur arrivée, les agents ont retrouvé le corps de

l’homme en question dans la chambre à coucher. Il s’agissait de Paul-Émile Simard. La victime était résident du condominium à la Place Clément. La conjointe de la vic- time a subi des blessures mineures. Celle-ci a été réveillée brusquement ce jour-là par le détecteur de fumée. Elle a quitté sa propre

chambre à coucher pour vérifier la chambre de son conjoint. Elle n’a pu que constater le brasier. Le Bureau du commissaire des incendies ainsi que la Police provinciale de l’Ontario a ouvert une enquête sur les causes de l’incendie. Les autorités ont écarté

l’hypothèse d’un incendie criminel. Les dommages ont été limités au condo- minium. Les services des incendies rappelle aux gens de vérifier regulièrement que le dé- tecteur de fumée est en bon état de fon- tionnement.

Un rapport des coûts des deux systèmes devrait être présenté lors d’une réunion du conseil, prochainement. Lors des élections de 2010, le conseil à l’époque avait opté pour conserver la méthode du vote électronique pour des raisons d’économie. Le système devait également encourager un meilleur taux de participation. En 2010, le taux de participation avait été de 54,6%. En 2006, une proportion de 55,3% de l’électorat s’était prévalue de son droit de vote. Aux élections de 2003,

la participation avait été d’un peu moins de 45%. « À True Vote, on ne croit pas que le vote électronique en vaille la peine avec ses défauts actuels», avait déclaré Jacques Taillefer, instigateur de la pétition. Ce dernier avait évoqué les problèmes ren- contrés avec le vote électronique. À la suite des élections en 2010, certains avaient déploré le fait que les numéros de vote avaient été envoyés à des personnes décédées et ensuite utilisés. Des cartes de vote auraient également été envoyées à des citoyens de moins de 18 ans. Grimard thinks that his 10 years in the military, where he rose to the rank of cap- tain in the Royal 22nd Regiment — the Vingt-Deux — has provided good training in short-term, mid-range, and long-term planning that he can apply to future proj- ects and programs for the benefit of all of Clarence-Rockland. He also noted that his teamwork background in the military and police forces will translate well to working with other members of the next city coun- cil, municipal staff, and the general public. “If you really want to serve,” he said, “you have to forget about your personal opin- ions and serve the whole group.” the city’s small business sector. “You see on the main street, it’s all small businesses,” he said. “I can be a liaison, an ear to talk to.” Grimard also lists the current work-in- progress on the Caron Street extension as an issue of interest. “I want to make sure, in my ward, it is fin- ished on budget,” he said, adding that the finished extension of Caron Road should also meet the needs of neighbourhood residents.

Grimard and his family moved to Rock- land from Québec’s Eastern Townships and settled here in 2000. He had considered run- ning for council during the 2010 municipal elections but decided against it back then. “I believe this time is the right time to do so now,” he said. Among the issues of his initial campaign platform is helping create a unified council to deal with local issues. “Where there’s no cohesion, there’s a lot

Ce dernier a notamment évoqué les augmentations des comptes de taxe des contribuables durant les dernières années. L’évaluation foncière, entre autres, a engen- dré des hausses de 5% en moyenne pour la plupart des résidents. «Je n’ai pas en- core établi ma plateforme électorale, mais je pars avec la prémisse que la capacité de payer des citoyens a ses limites. Bientôt, les gens ne seront plus capables de payer», a affirmé Yvon Simoneau. S’il est élu, Yvon Simoneau souligne qu’il

s’engagera à faire avancer la munici- palité, peu importe avec qui il devra travailler. Il précise toutefois que le conseil actuel ne pourrait pas con- tinuer pour un autre mandat. «Il y a définitivement une trop grande discorde. Ça ne peut pas durer. Le présent conseil ne peut pas amélio- rer les choses», a-t-il confié. Chose certaine toutefois, le can- didat n’a pas l’intention de blâmer les conseils antérieurs. «Le conseil actuel a fait des bonnes choses. Le conseil précédent a fait des bonnes choses également. Mais des chi- canes de cour d’école, ça ne marche pas.»

S’il est élu, Yvon Simoneau précise qu’il n’aura aucun parti pris. «Je ne suis d’aucun côté. Moi, je veux représenter les gens du quartier numéro 4. Je veux aller voter avec mon cœur, avec mes croyances et avec mon expérience.» Le candidat, originaire de Rockland, sollic- ite un premier mandat comme élu munici- pal. Bien qu’il possède peu d’expérience en politique, c’est un milieu qu’il connaît bien ayant été frère d’un conseiller municipal de même que fils d’un conseiller scolaire. «J’ai vécu dans la politique toute ma vie. ROCKLAND | One council candidate is fed up with the way things are being done, or not being done, at City Hall and he wants to do something about it. Yvon Simoneau, 66, has put his name down for the Ward 4 seat in Clarence- Rockland’s civic election this fall. The Rock- land resident feels he needs to take some positive action over the problems plaguing council. “I simply do not like what’s been going on at City Hall the past three years,” Simoneau said, adding that, if elected, he will not be a partisan for anyone. “I will not take sides,” he said. “I want to represent the people of Ward 4. I want to

He has a brother who was a town councillor and a son who sat as a school district trustee. “I’ve lived with politics all my life,” he said. Simoneau will also rely on his engineer- ing business experience in helping him rep- resent his ward. “A municipality is like a business,” he said. “It’s important that citizens receive a fair re- turn on their municipal taxes.” As part of his work, Simoneau has trav- elled throughout Canada and also into the United States. He has seen in some Ameri- can cities the results of “poor housekeep- ing” decisions.

“There are towns which wanted perfec- tion without knowing if they could afford it and now they’re having problems,” he said. “We have to ask ourselves what we can af- ford to spend.” Simoneau refers to the past years of bud- get planning and property tax increases for Clarence-Rockland residents. The city has seen on average a five-per-cent annual increase in property taxes for every home- owner. “I haven’t yet worked out my election campaign platform,” said Simoneau, “but I am going to start with the premise that there is a limit to how much the people can afford to pay and that there comes a time when they cannot afford to pay any more.” Simoneau emphasized that he wants to help the city move forward. He noted that both the current council and the previous one were both able to accomplish good things for the community and he has no in- tention of focusing blame on anyone. But he also observed that the situation in City Hall cannot continue the way it is for another term. “There is definitely a great deal of discord,” he said. “That cannot continue. This school- yard squabbling must stop.” Time to start putting the ice shacks away Ice fishing season will come to an end soon in Ontario. Anglers are reminded to make sure to clean up their sites before they tow away their ice huts. Staff from the South Nation Conservation Authority (SNC) will be making the rounds of the popular ice fishing sites in the South Nation River watershed. Part of the reason is to collect information on number and types of fish caught during the ice fishing season as part of the SNC’s angling studies on lo- cal fish species and also monitoring of what types of fish may be found in the South Na- tion River and its tributaries during the win- ter season. Staff will also remind anglers that they need to make sure to cart away all gear, equipment, and debris from their fishing sites to avoid any junk going into the riv- ers and streams when the ice melts during spring thaw. “The message we’re trying to convey is clear,” stated Ryan Robson, SNC resource technician. “Keep trash and deleterious substances off the ice so they don’t end up in the water which disrupts aquatic life and may reduce drinking water quality.” Provincial ice fishing regulations require removal of all ice fishing huts from lakes and streams in Ontario by March 15. Aban- doned huts left to sink into the water with the melting ice can create marine traffic hazards. The owner of an abandoned hut may be charged under the Public Lands Act for any removal and cleanup costs. SNC staff will do a final inspection either on or after March 15 of all ice fishing sites within the South Nation River watershed to make sure ice huts are off the ice and sites cleaned up.

Un homme, une vision… Cette lettre est un hommage au directeur des Services communautaires de Prescott et Russell (SCPR), André Bruneau, qui est décédé récemment.

l’assistance de bénévoles leur permettant de demeurer le plus longtemps possible autonomes et dans l’environnement famil- ial et social qu’ils connaissent. Cet homme posé, respectueux des autres, calme et réfléchi, savait pourtant déplacer des montagnes! Les embûches ne lui ont jamais lié les mains, et armé de son cour- age et de sa détermination, il a continué pendant 30 ans à échafauder un système d’entraide, appelé Services communau- taires de Prescott et Russell, qui a modifié la vie de si nombreuses personnes en besoin de soutien. Nous saluons respectueusement André, de façon posthume, alors qu’était déjà en

marche l’idée de le faire au moment du 30e anniversaire. Son décès est d’autant plus marquant, pour tous les membres des Ser- vices communautaires, qu’il laisse bouche bée tous ceux qui auraient tant aimé lui offrir, de vive voix, la reconnaissance de sa grande valeur en tant que personne et en tant que directeur des Services communau- taires. Nous avons tous été touchés par le pro- fessionnalisme d’André et son rire si sincère qui savait dédramatiser les innombrables réunions qu’il a préparées pour que la ma- chine fonctionne en douceur et avec effi- cacité. Merci cher André de la part de tous ceux

qui ont eu la chance de travailler à tes côtés dans le respect et l’attention que tu savais déployer envers chacun et chacune. La vision d’André Bruneau reste vivante. S’il vous convient de vouloir y contribuer, n’hésitez pas à soutenir financièrement la Fondation qui permet aux Services commu- nautaires de Prescott et Russell de survivre. Certaines personnes sont irremplaçables et André Bruneau était de celles-là. Sa vi- sion, ancrée au cœur de notre région, con- tinuera à témoigner de sa présence extraor- dinaire au sein de notre communauté.

Nous sommes tous conscients qu’il y a des besoins sociaux, des incohérences dans nos systèmes et des lacunes qui af- fectent la vie de chacun de nous. Certaines personnes mettent expertise et talents au service de leurs semblables, afin de palier à ces manques de perception de la réalité des jeunes, des parents, des travailleurs ou des personnes âgées de leur communauté. André Bruneau, dès son entrée en milieu de travail, avait une vision de ce qu’il pourrait faire pour assurer aux aînés de sa région,
