FPA, PSI Reach Agreement

The Flexible Packaging Association (FPA) and the Product Stewardship Institute (PSI) announced an agree- ment on eight legislative elements of an extended producer responsibility (EPR) bill for packaging and paper products (PPP). Shared Vision This shared vision for a packaging EPR program that includes flexibles was developed through a year-long dialogue designed and facilitated by PSI. The FPA/PSI dialogue marks the first time in the United States that producers of flexible packaging, state and local government agencies, envi- ronmental groups, and recyclers have collaborated to develop a legislative framework for packaging EPR. “Flexible packaging has many attri- butes that make it environmentally preferable, but it has limited opportu- nities for collection and recycling at its end-of-life,” said Alison Keane, Esq., IOM, CAE, and President and CEO of the FPA. “FPA needed a platform to educate policy-makers and ensure

T he packaging industry, like the economy as a whole, has strug- gled with the grim year that was 2020. And although consumers have

suffered numerous setbacks and challenges, as well, their commitment to sustain- ability seems unwaver-

ing.The Avery Dennison Market Research Team has analyzed the trends affecting the market and how those trends will play out in 2021.

First of all, Avery Den- nison feels that demand for sustainable packaging is continuing to grow. In the consumer packaged goods indus- try,according to the Harvard Business

Review,between 2013 and 2018,50 percent of growth came from products marketed as “sustainable.”Yet, these products represent- ed only 16 percent (approximately) of the category. In fact, products marketed as sustainable grew five times faster than those that were not. In 90 percent of consumer packaged goods categories, products marketed as sustainable grew faster than their conventional counterparts. Products such as milk, yogurt, coffee, salty snacks, and bottled juices had the largest share — 18 percent — of sustainably mar- keted products. Laundry detergents and floor cleaners had less than 5 percent of that share.

Avery Dennison Advances Sustainability Actions In 2020 Avery Dennison Corporation has announced a series of recent actions that further acknowledge its acceler- ated sustainability efforts, ending the year with contin- ued progress against its 2025 sustainability goals and re-committing to its role as a sustainability leader with- in the global value chain. Last week, the company reportedly received im- proved scores on its transparency and actions on cli- mate change, water, and forests by the Carbon Disclo- sure Project (CDP). CDP operates a global disclosure system for investors, companies, cities, states and re- gions to manage their environmental impacts. Avery Dennison earned an A- on Forests and scored a B for Climate Change and for Water Security. This achievement follows decisive positions taken in 2020 on transparency, human rights, and climate change. Secondly, shoppers report positive feelings when choosing products from companies whose packag- ing aligns with their sustainability practices. Accord- ing to EcoFocus, around two-thirds of consumers have positive feelings toward packaging that is either recyclable, made from recycled materials or renew- able resources, biodegradable, compostable, or plant- based. Numbers were slightly higher for millennials, but baby boomers also scored above 50 percent in all these categories. When asked which packaging material seemed ex- tremely or very eco-friendly, consumers rated glass bottles and jars highest, at 54 percent. Various pa- per-based packaging types followed, and then alumi- num cans. Plastics generally ranked lowest. Reports also show that consumers are willing to pay more for sustainability. According to Evergreen Packaging, more than 50 percent of consumers say they would pay extra for goods that are environmen- tally friendly.Almost two-thirds of millennials say that they’d be willing to spend more for such products, compared to 38 percent of baby boomers. Nielsen projects that consumers will spend $150 bil- lion on sustainable products by 2021, up from $135 billion in 2019.

Printing, Packaging Industry Shows Support For STRIPE All Printing Resources (APR) has become the fifth industry sponsor to support STRIPE, a novel virtual online educational tool for the package printing indus- try developed by the Sonoco Institute of Packaging Design and Graphics at Clemson University.APR joins other STRIPE sponsors, which include Poteet Printing Systems, Harper Corporation, Anderson & Vreeland and the Flexographic Technical Association. STRIPE was initially developed as a virtual reality tool for print training and recruitment in 2018. Going Online When the COVID-19 pandemic hit early in 2020, the Sonoco Institute pivoted STRIPE VR to become acces- sible online through a web browser. Co-branded STRIPE Online, development of the browser-based tool has progressed tremendously with the help of critical feedback from sponsors and educa- tors in the field. Student interaction with the beta version of STRIPE Online will continue on, as it is planned to be utilized as the main platform during the annual Phoenix Chal- lenge flexographic press competition taking place virtually Spring 2021. Global Graphics Enters Deal To Acquire Hybrid Software Global Graphics has entered into a binding condi- tional agreement with Congra Software for the pro- posed acquisition of the entire issued share capital of Hybrid Software Group from Congra. Hybrid Software is a group of software development and marketing companies focused on enterprise soft- ware for the graphic arts industry, with a strong fo- cus on labels and packaging. It is registered in Luxem- bourg and has subsidiaries in Belgium, Germany, Italy, France and the United States. Hybrid Software’s two main product lines,Cloudflow and Packz, offer native PDF workflow and editing, vari- able data linking and imposition, vendor-independent software based on industry standards, scalable tech- nology and low total cost of ownership. These prod- ucts are used by more than 1,000 customers world- wide in all areas of pre-press and printing, including labels and packaging, folding cartons, corrugated, and wide format. Consideration for the acquisition is EUR 80 million, which will be satisfied in full by issuing 21,074,030 Global Graphics shares to Congra (the Consideration Shares).

that any extended producer responsibility legislation in the United States for packaging provided an on- ramp for the circularity of flexible packaging.” “Municipalities face skyrocketing recycling costs to manage an ever more complex packaging waste stream over which they have no control,” said Scott Cassel, PSI’s Chief Executive Officer and Founder. “With this agreement, FPA member companies and PSI mem- ber governments, companies, and organizations have started down a path together to provide desperately needed fiscal relief for municipalities while fixing and expanding our national reuse and recycling system.” Reaching An Agreement Participants reached an agreement on eight legisla- tive elements of the highest priority for FPA and its members, including the types of packaging to be in- cluded in legislation, entities from which packaging would be collected, and the definition of produc- ers, who are legally responsible. Agreement was also reached on funding for collection, transportation, and processing of packaging for reuse and recycling, pub- lic education, and government oversight. Participants agreed that funding should go toward system changes needed to recycle flexible packaging, as well as pay- ing for litter abatement and prevention programs, and not to manage garbage and disposal systems. How to set performance targets and recycling goals were also outlined, as were financial incentives for producers to make more sustainable packaging, including the use of recycled content. Prior to discussing legislative elements, PSI first helped participants reach an agreement on four foun- dational aspects, including the benefits of flexible packages, a multi-faceted problem statement, and de- tailed attributes of a sustainable system for managing flexible packaging. Dialogue participants included FPA member companies; PSI state and local govern- ment agencies from states that introduced or were developing EPR legislation; statewide environmental groups; and recyclers. The dialogue process included stakeholder interviews, web-based calls, and a two-day in-person meeting, and was designed to identify the most important priorities in managing flexible packag- ing waste, as well as unique challenges and opportuni- ties, from manufacturing and design to post-consumer collection, reuse, and recycling. PSI and FPA representatives have also met with indi- vidual local and state government officials developing EPR for PPP bills. PSI will continue to facilitate these FPA state-by-state conversations, using these elements as a reference and discussion tool.

Flint Group Packaging Inks Joins HolyGrail Initiative Flint Group Packaging Inks has signed up to the HolyGrail 2.0 project that seeks to solve the complex- ities surrounding the recycling of post-consumer plas- tic packaging. Project HolyGrail was established in 2017 to speed up the transition to a global circular economy for plastics by improving recycling rates through more effective, high quality sorting of materials. In 2020, the second phase of the project, HolyGrail 2.0, was launched to open it up as a cross-value chain initiative with greater scale and scope. Partners involved in the project are exploring the viability of tagging packaging with unique, ma- chine-readable codes to improve automated detection and sorting within current recycling systems. One technique being considered is to apply an optical code utilising digital watermarking technology. The water- mark would be applied directly within the packaging artwork and printed onto the expanse of the printed package, usually in a repeatedly tiled manner. One of the biggest hurdles to achieving high vol- umes of quality recycled plastics lies in the complexity of contemporary packaging designs. While there are numerous packaging formats in use, in many material combinations, current sorting technology is only capa- ble of recognising a limited number of polymers.By in- corporating codes into packaging, the sorting system could ‘read’ a range of important information relating to the packaging manufacturer, SKU, type of plastic used and composition, as well as food vs non-food- grade properties. These data will then enable efficient sorting for onward recycling and reuse,ultimately clos- ing the loop and creating improved circularity in the packaging supply chain.

ProAmpac Debuts Recyclable Paper-Touch Packaging ProAmpac has introduced its Signature Surfaces Pa- per Touch Recyclable line of products.This enhanced innovation utilizes ProActive Recyclable film that is flexographically coated with Signature Surfaces Paper Touch coating and runs on vertical or horizontal form/ fill/seal equipment. The natural look and feel of the Signature Surfac- es Paper Touch is said to resonate with organic, and “natural” preferences of many consumers, while offer- ing CPG customers yet another opportunity for their brands to stand apart on the shelf. Signature Surfaces Paper Touch Recyclable is one of the company’s ProActive Sustainability offerings. It is recyclable through polyethylene recycling streams and approved for recycling through store drop-off programs. It offers both standard- and high-barrier, rollstock and pre-made pouch options, with heat-resistance. USDA Appoints Paper, Packaging Board Members The Paper and Packaging Board (P+PB) announces the appointment of James Harrell, Sonoco; Pete Wat- son, Greif; and, Rob Melton, Domtar for a three-year board term beginning January 2021. Three seats were open on the board including a South seat filled by Harrell and a seat representing the rest of the United States filled by Watson. Melton fills the Importer seat. A nine-member Board of Directors rep- resenting the four grades of paper funding the Paper & Packaging – How Life Unfolds campaign oversees the paper and packaging sectors’ national promotion pro- gram. The update also includes information on COVID-19 im- pacts on the industry. LLFlex Relies On Legacy Technology From Flexo Wash FlexoWash’s first FW 3000 FlexoWash Anilox Clean- er,which was sold and distributed in the United States more than 18 years ago, is still in continual use and reportedly performing well for LLFlex. LLFlex, a manufacturer based in Louisville, Kentucky, uses the product to clean one anilox at a time, and while it takes substantially longer than the newer mod- els, it offers reliability. Good things really are built to last, said FlexoWash. Liner Materials LLFlex manufactures various paper, board, foils, films, MET PET and holographic laminates for flexible pack- aging applications such as folding carton basestock, lotto/gaming board,convolute canister stock,gift wrap and various other applications. The company, accord- ing to Flexo Wash, is North America’s largest suppli- er of cigarette inner liner materials and also produces printed innerframe. LLFlex operates in a 100-year old building in the heart of Louisville. Clean anilox rolls line the plant, all carefully wrapped in craft paper and covered in a fit- ted tarp to protect them. Prior to the purchase of the Flexo Wash Anilox Cleaner, anilox rolls were cleaned on press with scrub brushes. Nothing was near the original cell depth, as it could not be cleaned as well by hand.Washing one roll was four hours of downtime. In addition, there was no assurance that the roll was truly clean, leaving opera- tors just to“guess and check”to see it that was in clean condition. Paying For Itself LLFlex’s Jessica Bradley was surprised to know that the FlexoWash Anilox Cleaner that they use every day was 18 years old. Even though the machine takes 45 minutes to clean an anilox roll, and it does not dry it (new models do) there is no comparison, in their opinion, to the cleaning done manually. It is still faster, more efficient and totally clean compared to manually cleaning it as they did before. Bradley cannot remember the last time something was plugged or bad after starting a job. They “always know it’s clean now” after a run through the anilox cleaner.As LLFlex has grown in the last few years, their bottom line has increased, as well.Taking all the down- time away and the guesswork of anilox condition, pro- duction has increased with the demand. The longevity of the Flexo Wash Anilox Cleaner is most notable, said LLFlex. It has more than paid for itself many times over.
