RICHARD OFFORD MANAGING DIRECTOR, VOLKERFITZPATRICK

EAST KENT ACCESS ROAD PHASE 2, £70M, 147WEEKS, KENT COUNTY COUNCIL This project was to replace two key lengths of highway, the A299 and A256 through the provision of a new link between these two strategic highways. The works were across 4 active fronts along the new 8km route. Key features included taking the road in a 126m underpass beneath Foads Hill and the Network Rail railway at Cliffsend, and over the CTRL railway at Cottington Lane.

CLIFFSEND UNDERPASS - This 126m long jacked box underpass structure was our alternative to the original client designed RC structure. The benefits to were £2.5m cost saving and improved safety. We developed a system to jack twin 2.3m dia tunnels under the railway 6 metres below track level. Fromwithin these excavated tunnels piles were driven to form the foundation for the tunnel walls. The tunnels then formed the slide track structure for 5 cast tunnel roof slabs which were then jacked into position.

COTTINGTON ROAD BRIDGE - This is a 2-span concrete integral bridge over a Network Rail route that carries the CTRL local high speed train service. The RC structure was constructed on piled foundations behind a safety screen to address the soft ground conditions. The original design was 3 span, but we re-engineered it to a two-span structure with weathering steel beams. This reduced construction cost and also long term bridge maintenance.

HACKNEY WICK STATION REDEVELOPMENT, NETWORK RAIL, £19.1M, 130 WEEKS

STRATFORD RETAINING WALL, LEND LEASE, £6.5M, 54 WEEKS

STRATFORD EASTERN EGRESS, HIGH SPEED 1, £9.4M, 72 WEEKS

The project was to design and build a retaining wall on the southern boundary of ‘The International Quarter’ in Stratford, adjacent to the Docklands Light Railway and Network Rail lines. The wall provides a much larger construction platform for commercial development. We designed and built a 200m long concrete retaining wall starting at the Woolwich Line Enclosure abutment, up to 9m high, transitioning to a reinforced earth wall for the remaining 100m.

This project was for the design and build of an enclosed steel, glazed pedestrian access bridge, escalators and lifts at Stratford Intl. Station. There was limited access within the Stratford Box which required all materials to be delivered by crane during night possessions. To mange this work we liaised closely with Network Rail and CTRL as our works interfaced with both lines.

Hackney Wick Station is a TfL operated overground station, owned by Network Rail, forming the boundary between the London Boroughs of Tower Hamlets and Hackney. As part of London 2012 Olympic Games the London Legacy Development Corporation (LLDC) made a commitment to provide a legacy for boroughs and Hackney Wick Station.

DEPTFORD STATION, LONDON BOROUGH OF LEWISHAM, £7.1M, 87WEEKS Design and build of a new station at Deptford adjacent to the existing facility, which remained live throughout construction. Opened in 1836, Deptford station is the oldest passenger station in London. Throughout the project VolkerFitzpatrick worked closely with conservation authorities to restore the station to its original glory.

Rail infrastructure / Rolling Stock Depots

We work collaboratively, delivering innovative design and build single and multi-discipline rail infrastructure safely. VolkerFitzpatrick’s rail teams deliver challenging on-network schemes safely to the highest quality with minimum impact on rail operations. Building new depots, relocating and upgrading existing facilities and connecting to the network are just some of the things we do. Our collaborative approach ensures a one team approach that puts the success of the project first. We undertake a range of projects at stations; minor improvements through to major design and build infrastructure schemes in urban locations, delivering to strict quality, cost and time parameters while effectively managing the public interface. We set industry leading standards in behavioural safety and are highly trusted to deliver these unique projects. DEPOT AND TRAIN CARE FACILITIES STATIONS

HORNSEY & THREE BRIDGES TRAIN DEPOTS, SIEMENS PLC, £200m+, 208 WEEKS

VolkerFitzpatrick is undertaking the design, build and commissioning of two train depots, in parallel, for Siemens as part of their Thameslink Rolling Stock programme.

The depots at Hornsey, North London, and Three Bridges in Crawley will include three and five road 12-car maintenance buildings respectively with workshops, stores, offices, train stabling and servicing roads.

Each depot will be equipped with carriage washing machines and all associated infrastructure. Bridge widening works are also being undertaken at both locations.

RAIL INFRASTRUCTURE

MULTI-ASSET FRAMEWORK AGREEMENT (MAFA), NETWORK RAIL, £170M, 4 YEARS

NETWORK RAIL 2013 ‘PROJECT OF THE YEAR -BALHAM’

Our rail teams have delivered a huge variety of ‘on network’ single and multi-discipline schemes within this challenging environment safely and on time. Working with our Clients to provide the best solution, we excel in applying innovative and value engineered solutions to manage cost and implement efficiencies.

ANGEL LANE FREIGHT LOOP & PLATFORM 10A EXTENSIONS, STRATFORD, OLYMPIC DELIVERY AUTHORITY, £3M, 45 WEEKS This project was to address operational restrictions by extending platform 10A and the existing loop east towards Maryland Station; enabling freight trains to be held clear of the Stratford Central Junction. Additionally creating a buffer at the end of the North London Line protecting services on the line.

As Network Rail’s Multi-Asset Framework Contractor, we delivered improvements to rail infrastructure in the south east region under this framework. Works involved a wide range of civil engineering packages from track and signalling projects to platform extensions and station redevelopment schemes.

NETWORK RAIL 2013 ‘PROJECT OF THE YEAR - BALHAM’

DONCASTER TRAIN CARE DEPOT, HITACHI RAIL, £75M, 160WEEKS Delivered by VolkerFitzpatrick's multi-discipline team of rail, civil and building specialists, construction work included the demolition of existing buildings and the erection and commissioning of an 11,000m2 10 car rail maintenance and storage depot. Also installed on site are a two-storey office, workshop and welfare facility. The depot is equipped with a raised maintenance road, platform level access and monorail hoists. Other facilities include a wheel lathe, bio-pit, train wash and cleaners' accommodation. In addition new signalling and OHLE hve been installed and the access road to the depot has also been upgraded.

Train stations

CAMBRIDGE NORTH STATION AND SIDINGS, NETWORK RAIL, JULY 2015—MAY 2017, £50M Using Network Rail owned land, we created a new interchange station to improve rail links for local residents and businesses and relieve congestion.

LEA BRIDGE STATION REDEVELOPMENT, APRIL 2015 - JUNE 2016, £9.4M

I’m proud that we’ve delivered this fantastic new station that will help boost the local economy by connecting thousands of passengers to two of the capital’s key transport hubs, enabling them to move around London faster and improving links for local businesses

Thirty years after it was closed Lea Bridge Station was re-opened to passengers. The new station is able to accommodate around 352,000 passengers a year and benefits from two new platforms, a new footbridge, passenger lifts and a station canopy. The civils works to redevelop, upgrade and bring into service this derelict station included: • Demolition and removal of the existing stairways, brickwork to the road-bridge, platform furniture, platform surfacing and copers and the top layer of platform fill • Refurbishment and extension of the derelict platforms by 34m each, to accommodate 8 cartrains, including: new platform surfacing, furniture and waiting shelters / canopies • Installation of new rear of platform drainage, including 2 UTX drains to link into an existing Thames Water storm-drain • Installation of new platform duct routes and bases for M&E and Telecoms infrastructure, as well as new signal and LOC bases • Construction of a new station entrance • Installation of a new access for all link between the two platforms, consisting of lifts, stairways and a link-bridge • Landscaping and removal of Japanese knotweed • Piling for platform lifts, stairways, extensions.

RICHARD SCHOFIELD, NETWORK RAIL ROUTE MD

The works incorporated the design and build of a new railway station on the West Anglia main line in the North East quadrant of Cambridge.

GATWICK STATION RE-DEVELOPMENT, £31M, MAY 2012 - MAY 2014 Gatwick station handles over 15.4 million train passengers annually. This major station reconstruction delivered new 12-car platform 7 to address a bottleneck in Brighton Mainline services ; passenger circulation was improved on platforms 5 and 6 by replacing a stairway with an escalator and lift; the concourse was refurbished with better facilities and circulation. A 1,000m of new plain track was commissioned to serve the new platform 7 and local area signalling was upgraded.

A key challenge was keeping the station operational throughout the works. As a result we were required to conduct noisy activities at night. Although there were no residents to disturb, noisy daytime operations would have drowned out critical passenger announcements, especially against the noise of low level planes. We assisted NR’s Logistics Interface Manager in their public interface role by erecting acoustic hoarding and posted information notices clearly for the public, as well as remaining available to answer queries. Weekly Client & Stakeholder Meetings addressed traffic planning and logistics.

A major engineering challenge on this project was the structural columns sup- porting the station’s concourse directly conflicted with the new platform 7 track alignment. Removing these columns was a delicate operation that involved sup- porting the 500T operational concourse on temporary works during the transfer onto its new columns.

Platform extensions

MULTI ASSET FRAMEWORK - PACKAGE 3: SUSSEX LINE PLATFORM EXTENSIONS, £24.5M, NETWORK RAIL

VolkerFitzpatrick was appointed to Network Rail’s ‘Multi Asset Framework Agreement (MAFA) 2011 - 2014’ for the South East Region as Principal Contractor. This framework was for the improvement of the rail infrastructure involving a range of civil engineering, track and signalling projects. Package 3 on the Sussex Line was to facilitate the operation of a new 10 car rolling stock at the end of 2013 by extending a total 29 platforms across 15 stations by approximately 40m. Additional works included changing signalling, lineside infrastructure alterations and modification of existing platform M&E services. This project stands out for co-ordinating concurrent working at several stations, often during short possessions periods (varying between 4 hours mid-week, up to 52 hours at weekends), with restricted access for materials and plant. Network Rail, Southern Railway (operator) and VolkerFitzpatrick worked in partnership with the supply chain to maximise the restricted availability of daytime on-track working to execute construction activities, safely, to programme, whilst controlling costs and minimising disruption to the travelling public. The team undertook the development of detailed, value engineered designs (GRIP 5 to GRIP 6) for each station to deliver buildable, safe and cost effective solutions. Platform design choices at each station ranged from conventional cross-wall to using Fiberglass Reinforced Plastic (FRP) components, to address cost and time constraints. Network Rail, Southern Railway and VolkerFitzpatrick worked closely with the Local Authorities to manage a successful publicity campaign that provided advance information about the intensive construction periods and alternative transport plans , delivering over 110,000 information leaflets.

CAREER SUMMARY

David currently heads up the estimating department for the Rail Division of VolkerFitzpatrick.

Started with the company as a site engineer progressed to senior engineer, spent a period of time within the procurement department before moving into estimating. Over the years David has progressed from estimator to senior estimator to lead estimator and currently head of estimating for the rail division has a well developed and structured career progression for all staff levels.

The role of the Estimating Department is to produce the most competitive net cost and to establish, maintain and improve procedures for the control and effectiveness of the estimating function in line with company policy and business objectives.
