Independent Converters Share Industry Perspectives BY EMILY LEONCZYK On a Monday morning, a Spectrum Packaging Corporation customer called with a problem: a proof had not been approved on time, a prod- uct launch was approaching, and 50,000 folding cartons were need- ed by Wednesday. Within 30 minutes, the Spectrum team had reor- ganized its production schedule. By Wednesday morning, the cartons were delivered.

IP Completes $250M Alabama Conversion

Memphis, Tennessee based International Pa- per has completed the conversion of the No. 16 machine at its Riverdale mill in Selma, Al- abama, from uncoated freesheet to contain- erboard. The company confirmed the milestone in its second-quarter results, noting an original target completion during Q3 2026. The conversion plans were originally an- nounced in August 2025 as part of a broader effort to improve the cost position and perfor- mance of its North American packaging net- work. Before the conversion, the No. 16 ma- chine supplied Sylvamo with approximate- ly 260,000 short tons of cutsize uncoated freesheet annually. The supply arrangement was wound down in May 2026 as Internation- al Paper prepared the machine for its new role. The project follows an earlier conversion at Riverdale. International Paper previously in- vested approximately $300 million to shift the mill’s No. 15 machine from uncoated freesheet to whitetop linerboard and containerboard. Converting the No. 16 machine further

It was not an isolated example. When another customer called on a Friday needing product that same afternoon, the team made the deci- sion to help and completed the order in less than eight hours. “We can’t do this for everyone every time, but our structure allows us to make those quick decisions more often than not,” said Mark Mills, President of Spectrum Packaging Corporation. These examples illustrate the distinct value independent converters bring to the marketplace: decisions remain close to the customer, em- ployees are empowered to act, and accountability is personal. PPC recently spoke with Sarah Skinner, President and Owner of In- gersoll Paper Box; Mark Mills, President of Spectrum Packaging Corpo- ration; Kerry Brown, Chief Operating Officer of Curtis Packaging; and Jean-Christophe Duchamp, Managing Director of Autajon Packaging, to discuss the independent converter perspective. Their companies differ in size, geography, and markets served. Still, their conversations returned to the same themes: understanding cus- tomers, solving problems collaboratively, investing in expertise, and continually evolving to meet changing needs. International Paper said spending associated with the Riverdale project contributed to higher costs in its North American packaging segment during the second quarter. These expenses, along with planned maintenance and other reliability investments, offset some of the benefits from improved mill performance. The company did not provide further details about the production ramp-up but said its priorities for the second half of 2026 include improving reliability and performance across its North American network.

The World Packaging Organisation (WPO) has announced the launch of the World Packaging Day (WPD), a global call to raise awareness of pack- aging as a strategic enabler of our modern life in society, to be celebrat- ed every year around September 6, marking the anniversary of WPO’s foundation. Wholesaler-Distributor Group Challenges Colorado’s EPR Law According to a report on Packaging Strategies , the Na- tional Association of Wholesaler-Distributors (NAW) has filed a federal lawsuit, NAW v. Ryan, challenging Colora- do’s Producer Responsibility Program for Statewide Re- cycling Act, the state’s Extended Producer Responsibility (EPR) packaging law. NAW is the sole plaintiff in this case and is represent- ed by Andrew Morris and Jacob Huebert of the New Civil Liberties Alliance (NCLA). NAW has also filed a motion for a preliminary injunction, asking the court to block enforce- ment of the law while the case proceeds. Colorado’s law authorizes the Circular Action Alliance (CAA)—a private entity with a founding board composed

In its complaint, NAW argues that Colo- rado’s law violates the U.S. Constitution by: • Delegating government fee-setting au- thority to CAA, a private organization, with- out adequate standards or oversight, and stripping businesses of any ability to chal- lenge its decisions in court; a violation of the 14th Amendment’s Due Process clause • Compelling businesses to join and finan- cially support CAA as a condition of doing business in the state; a violation of the First Amendment • Prohibiting businesses from disclosing government-mandated fees to their cus- tomers; a violation of the First Amendment • Allowing CAA to use mandatory member dues to promote its own political and poli- cy positions, compelling businesses to fund speech they may not agree with; a violation of the First Amendment “This is now the third EPR lawsuit we’ve been involved with filing. While each state law has its own idiosyncratic differences, our overarching challenge remains the same,” said Eric Hoplin, President and CEO, NAW. “No state should limit interstate com- merce, nor should they delegate power to set and collect fees to a third party out- side the scope of public scrutiny. NAW and its members support the goal of a circular economy, but Colorado’s EPR law does not get us closer to advancing that goal.” Like California’s SB 54, Colorado’s law

also bars businesses from telling their own customers about the fees they’re required to pay. NAW argues this compounds the underlying problem, forcing companies to fund a private regulator while also silencing them about what it costs.

“Manufacturers and brands get to choose what ma- terials go into their packaging, but distributors do not,” said Brian Wild, Chief Government Relations Officer, NAW. “Yet Colorado’s law still pulls some distributors into its fee structure as ‘producers,’ and those costs flow through the supply chain to businesses and consumers beyond Colo- rado’s borders.” In February 2026, a federal court in Oregon granted NAW members preliminary injunctive relief over enforce- ment of Oregon’s structurally similar EPR law, finding it raised serious constitutional questions under the Due Pro- cess Clause and the Dormant Commerce Clause of the U.S. Constitution, the first time a court had blocked a state EPR law. AF&PA Publishes Q2 2026 Containerboard Report The American Forest & Paper Association (AF&PA) has re- leased the Q2 2026 Containerboard Quarterly report. According to the report, the total industry operating rate increased to nearly 95 percent for the quarter com- pared to 93 percent for the preceding quarter. Total con- tainerboard production in Q2 decreased 2 percent com- pared to Q2 2025. • The operating rates for 3 of the 4 major grades in- creased in Q2, with unbleached Kraftliner in particular going up to 95.7 percent. Recycled medium was the only grade that had an essentially flat operating rate since Q1—down 0.1 points to 93.5 percent. • Domestic demand was up 1 percent compared to the same quarter last year, despite the aforementioned decrease in total production over the same period. Most of the production decline contributed to reduced exports, which were down nearly 19 percent since Q2 2025. • Mill inventories dropped to their lowest level in over 15 months at the end of June.
