ABOUT
The Sheltered Instruction Observation Protocol (SIOP) Model, developed at CAL under the U.S. Department of Education- funded Center for Research on Education, Diversity, and Excellence (CREDE), is a research-based framework proven to support multilingual learners. CAL has expanded it into CAL SIOP, enriching its eight components with context-specific services for effective classroom implementation. Learn more at www.cal.org/siop

This one-day interactive workshop provides educators with a focused introduction to four components of the SIOP Model: Building Background, Comprehensible Input, Strategies, and Interaction . Participants will explore both the theoretical foundations and practical applications of these components through demonstration and explanation, small-group collaboration, lesson planning, and classroom activity design.

This interactive workshop introduces PreK-12 educators to the CAL SIOP Model, a research-based framework for integrating language development with content instruction. Participants will learn and practice the eight (8) components of the model through demonstrations, simulations, collaborative lesson planning, and video analysis. Educators will leave with practical strategies to design and deliver lessons that make grade-level content comprehensible for multilingual learners while promoting academic language development. Activities include lesson demonstrations, facilitation practice, collaborative planning, and guided reflection on supporting teachers as they integrate language and content instruction for multilingual learners.

Effective MTSS Strategies for Multilingual Learner Success
This interactive workshop equips educators with practical strategies to integrate multilingual learners into Multi- Tiered Systems of Support (MTSS). Participants will explore how to differentiate between language acquisition needs and learning disabilities, implement effective Tier 1 supports, and collaborate across roles to ensure equitable services. Designed for PreK–12 educators, specialists, and leaders, this workshop can be delivered as a three- or four-day workshop (15–24 hours). Evidence-Based Literacy Instruction for Multilingual Learners Designed for educators working with recently arrived students, this workshop provides tools to build cultural connections and create welcoming learning environments. Participants will learn instructional strategies that promote language development, accelerate content learning, and foster newcomer engagement in school communities. This three- or four- day workshop (15–24 hours) is ideal for teachers, specialists, and school staff supporting newcomer students.
Newcomers in Your School: Cultural Connections and Instructional Strategies
This workshop highlights research-based approaches to literacy instruction that support both language and content development. Educators will practice strategies for building background knowledge, strengthening vocabulary, and promoting biliteracy to ensure all students can access grade-level texts. Offered as a three- or four-day offering (15–24 hours), this workshop is designed for PreK–12 educators and instructional leaders. 11
CAL provides professional development on a variety of topics related to effective dual language programming and instruction, and conducts evaluations of dual language programs to enhance their effectiveness. CAL SPANISH- ENGLISH BILITERACY INSTRUCTION CAL offers two complementary workshops, delivered in English or Spanish, to strengthen biliteracy instruction in dual language and transitional bilingual programs.
Foundations
This interactive two-day workshop, delivered in English or Spanish, equips K–8 dual language and bilingual educators with strategies for effective biliteracy instruction . Participants explore linguistic similarities and differences between Spanish and English, applying cross-linguistic practices to support emergent multilingual learners. Ideal for teachers, specialists, and administrators in Spanish-English programs, this institute is delivered over two days (15 hours).
Advanced
Building on the Foundations workshop, this interactive two-day workshop (offered in English or Spanish) deepens knowledge of Spanish-English language systems and advanced biliteracy strategies . Educators practice bridging, Preview-View-Review, translanguaging, and equity-driven approaches to promote bilingualism and biliteracy. Designed for experienced dual language teachers, coaches, and administrators, this institute is delivered over two days (15 hours).

FOUNDATIONS OF DUAL LANGUAGE EDUCATION
This interactive workshop provides dual language educators with research- aligned strategies and hands-on activities to promote bilingualism, biliteracy, and sociocultural competence for emergent bilingual students learning in English and a partner language. Grounded in CAL’s Guiding Principles for Dual Language Education, participants will explore strategies for integrating language and content, fostering mutual respect across linguistic and cultural groups, and creating opportunities for student interaction that build receptive and productive skills in two languages. Through classroom examples, guided reflection, and collaborative planning, educators will leave with practical strategies they can implement immediately.
