The Sheltered Instruction Observation Protocol (SIOP) Model, developed at CAL under the U.S. Department of Education- funded Center for Research on Education, Diversity, and Excellence (CREDE), is a research-based framework proven to support multilingual learners. CAL SIOP FOR BILITERACY: PLANNING INSTRUCTION WITH PURPOSE ACROSS TWO LANGUAGES
Educators and coaches serving bi/multilingual learners will learn about, and practice using, the eight components of the SIOP Model to effectively teach language and content while addressing the three pillars of dual language programs: bilingualism and biliteracy, high academic achievement, and socio- cultural competence. The workshop will include a variety of activities, including demonstrations, simulations and explanations, small-group tasks, and the creation of activities and lessons. The workshop will encourage reflection needed for each teacher to adapt the CAL SIOP methods to their own unique circumstances. CAL’s coaching cycles give districts and schools an external, expert perspective on how their bilingual/dual language program is being implemented in practice. Grounded in CAL’s Guiding Principles for Dual Language Education, each cycle is built to surface what’s working well, pinpoint areas for growth, and delivery clear, principle-aligned recommendations that leaders can act on to strengthen their program . While the focus of each cycle is tailored to a program’s specific goals, the process typically includes collaborative planning with district and school leaders, structured classroom observations, and a debrief . CAL then provides a written summary of observations, themes, and recommendations, along with customized professional development to help put those recommendations into practice 22
2026-2027 CALeidoscope Series
CALeidoscope is a professional learning series for bilingual and dual language educators who believe the best thinking happens in community. Each session pairs conceptual grounding with community dialogue to examine the questions that our field keeps circling back to – not to find easy answers, but to see our work more fully, together. Each session holds its own thought. Together, they form an ongoing conversation.
Each 90-minute session will include conceptual grounding, individual reflection, and structured dialogue, closing with a collective synthesis and at least one practical takeaway to take back to the classroom. Each session takes place from 3:00 to 4:30 PM ET via Zoom.

CALeidoscope Series: How do multiliteracies enrich student voice and identity? December 2, 2026 Literacy has never been only about text. When we expand our definition of what counts as meaning-making and embrace digital, visual, oral, and other multimodal and cultural forms of expression, we hold space for our multilingual learners to show up fully in our classrooms. This session explores how a multiliteracies framework enriches not just students’ strengths and assets, but who they get to be – amplifying voice, honoring identity, and redefining what it means to be literate in today’s multilingual world. CALeidoscope Series: What are we really measuring in our bilingual classrooms? March 3, 2027 Assessment in bilingual classrooms is never a neutral act. When we assess only in the language of instruction, or rely on tools designed for monolingual learners, we risk measuring the container rather than what’s inside. This session brings educators together to examine the tensions around assessment practices in bilingual and dual language contexts, asking whose knowledge counts, in which language, and what we might be missing about what our students actually know and can do. CALeidoscope Series: What does languaging look like in the bilingual classroom? May 11, 2027 Language is something we do, not just something we have. This session invites bilingual and dual language educators to explore languaging – the active, dynamic ways students and teachers use language to make meaning – and what it looks like when we honor that in our classrooms. Through conceptual grounding and community dialogue, participants will examine how a languaging lens shifts what we notice, what we value, and how we design learning experiences for bilingual students. CALeidoscope Series: What does the bilingual brain need from literacy instruction? August 3, 2027 The bilingual brain is not the monolingual brain plus a second language. Research on dual language development tells us that bilingual learners process language and literacy in ways that are fundamentally different and that literacy instruction designed for monolingual English speakers is inadequate for students who live and learn across two language worlds. When we leverage the bilingual brain, we open pathways to deeper literacy development in both languages. This session explores what it means to design instruction that truly meets the bilingual brain where it is. 24

FUNDAMENTALS OF ML INSTRUCTION: FEATURING THE SIOP MODEL
This 3-module course helps educators increase student interaction and language production in both classroom and online settings . Participants learn strategies for grouping students, fostering academic language use, providing effective wait time, and supporting students’ first languages. Designed for PreK-12 educators working with multilingual learners, the course can be completed in about six (6) hours at your own pace. PROMOTING INTERACTION IN THE CLASSROOM AND ONLINE: CAL SIOP ESSENTIALS This 3-module course helps educators apply two core components of the SIOP Model: Building Background and Comprehensible Input , to better support multilingual learners. Participants practice strategies for linking new concepts to students’ prior knowledge, teaching key vocabulary, and making lessons comprehensible through visuals, media, and adjusted teacher talk. Designed for PreK-12 teachers, instructional specialists, and support staff working with multilingual learners, the course can be completed in about six (6) hours at your own pace. BUILDING BACKGROUND AND COMPREHENSIBLE INPUT: CAL SIOP ESSENTIALS This 3-module course provides a foundation in multilingual learner instruction using the SIOP Model. Participants learn how language is acquired in content classrooms, practice writing and using content and language objectives, and apply strategies that make lessons more accessible . Designed for PreK-12 teachers, EL specialists, and administrators who work with or support multilingual learners, and can be completed in about six (6) hours at your own pace .
