The City of Clarence-Rockland received about $4 million in 2000 for its hydro operation. “The biggest regret I have is they sold Rockland Hydro for peanuts,”Thivierge said. The most recent highlights of his time
in office include the construction of the YMCA recreation complex through the partnership agreement between the city, the YMCA, and le Conseil scolaire de district catholique de l’Est ontarien, and later the agreement between the city and the devel- opers of the Canadian International Hockey Academy. He observed that Jean-Marc Lalonde, who in mid-February announced his of- ficial candidacy for the Ward 1 seat, would make a good representative on council for the area and up to the challenge of finding money from senior governments. “I think he’s one very capable person, if there is anyone able to do it,”Thivierge said. “He knows the town.”
He served on the local hydro board for 25 years and has been the Ward 1 representa- tive for 15 years in the Town of Rockland and later the City of Clarence-Rockland af- ter the amalgamation. Looking over the years, one event stands out in Thivierge’s mind because of his origi- nal involvement with the hydro board. “When we had the (1998) ice storm,” he said.“We did not have major power outages in Rockland, when all around us they (other communities) were blacked out. That’s be- cause we did our job. We cut the (overhang- ing) branches and we repaired the (power)

CLARENCE CREEK | Guy Félio’s name won’t be on the ballot in the October municipal election. The Ward 5 councillor is calling it quits for his time on council for the City of Clarence-Rockland after his mandate ends this fall. Félio confirmed his decision not to run for re-election in an email sent to Mayor Mar- cel Guibord and local media. He stated that “for professional and personal reasons” he would not seek a second term. The Ward 5 representative told the Vision during a later phone interview that he had made his decision at the start of the year but did not specify the exact reasons be- yond saying he thought it was “a good time to announce it” so that anyone else who might have been considering putting their names up as potential candidates could get started on preparations. Félio, along with the mayor and Coun. Diane Choinière are each charged with breach of trust along with local business- man and lawyer Stéphane J. Lalonde, who is also charged with counselling to commit breach of trust. The charges resulted from OPP investiga- tion of a series of email exchanges between Lalonde and the three council members soon after the November 2010 civic elec-

The Ward 5 councillor expressed satisfac- tion with his achievements during his time on council, including launching a concept plan project for the village of Clarence Creek, which gave residents there a chance to comment and provide input on the fu- ture of their area. He is also happy to have been involved in the creation of the new Jules Saumure Park in the village. On council Félio chaired the infrastructure and buildings committee and was involved in the planning process for the Caron Street extension project, and trying to arrange funding support for improvements to Al- bert Street, and in future for Baseline Road and Drouin Road. Félio dismissed any idea that he might take a run at the mayor’s position in this year’s election. Avec l'annonce, dans les derniers jours, de trois candidatures officielles aux élections mu- nicipales d'octobre, la méthode de voter revient à l'avant plan. Le mouvement True-Vote fait sa part depuis octobre 2013 pour redonner confiance aux citoyens de Clarence-Rockland, ainsi qu'aux candidats potentiels, dans le "système" de vote local. Les histoires des dernières élections municipales de Clarence-Rockland font maintenant partie du folklore local. Le bulletin de vote de personnes décédées utilisées! Des cartes de vote envoyées aux moins de 18 ans. Des cartes de vote laissées dans les bacs de recyclage publics ou à côté des boîtes postales, que n'importe qui pouvait ramasser.... Cinq cents bulletins de vote provenant d'un ordinateur! Et on en passe. Strictement du folklore local diriez-vous, jamais l'objet d'investigation criminelle. Du moins, pas d’accusations. Quand même, s'il y en a même qu'une de vraie, ça vaut la peine! À True-Vote, on ne croit pas que le vote électronique en vaille la peine avec ses défauts ac- tuels. Et le rapport du directeur général des élections à l'Assemblée législative de l'Ontario semble nous donner raison. Googlez ça et vous allez comprendre pourquoi True-Vote s'est formé dans le but de reve- nir au vote en personne. Sur notre site Web truevote.webs.com, nos concitoyens peuvent s'informer, suivre le lien au rapport du directeur général des élections à l'Assemblée lég- islative de l'Ontario, peuvent signer une version Internet d'une pétition s’ils sont d’accord. Ils peuvent même se joindre au mouvement en imprimant une copie de la maison et en récoltant des signatures dans le but de les présenter au conseil municipal, avec nous, au mois de mars. Le débat du vote en personne ou bien en utilisant des “technologies” se décidera bientôt à l’Hôtel de Ville. Nous croyons sincèrement que c'est dans le meilleur intérêt de toutes et tous, peu importe le "clan" que tu appuies, de s'assurer d’une élection exempte de manipu- lations possibles. On est au Canada après tout. Le système duquel on s'inspire dans beaucoup d'endroits du monde. À tel point, que nos experts sont envoyés régulièrement dans d’autres pays en
tant qu’observateurs et organisateurs afin d’assurer des élections libres et démocratiques. Comment alors peut-on avoir si peu de précautions en place aux élections de notre gou- vernement local? Celui qui prend les décisions qui affectent le plus notre quotidien. Trop de personnes ont partagé la plus grande des réticences à se présenter comme con- seiller ou maire, puisqu'ils ne peuvent même pas être certain que les milliers de dollars pour mener une campagne, ou encore les efforts et les sacrifices, vont être validés par un système électoral fiable. Assurez-vous que votre choix soit honoré en octobre.

Thomas, director of education and president of the foundation at the organization’s annual general meeting. Champions for Kids is the charitable foundation of the Upper Canada District School Board. Founded in 2008, it raises funds so children can play sports, enjoy the arts and helps their families cover costs associated with their medical care. The foundation approved the disbursal of $138,000 to fully or partially fund 397 student requests in the 2012-2013 school year, including hockey registrations, summer camp pro- grams, dance and drama lessons, mixed martial arts, a camera for post-secondary studies and entry in a cheerleading competition. In the 2012-2013 fiscal years, the Champions for Kids Foundation raised more than $210,000 through fundraising events, ranging from the annual golf tournament to a wom- en’s self-defense clinic. The Foundation has also formed a corporate partnership with Ot- tawa Sports and Entertainment Group to explore expanding the sale of tickets for the Ot- tawa Red Blacks and Ottawa Fury, as well as the Ottawa 67’s. “I’m overwhelmed and humbled by how generous our staff is and how the community has responded to our Foundation,” said Thomas. Organizers for the three-day event in Rockland later this spring announced the all-star lineup of guest speakers and work- shop leaders to media, summit sponsors, and others during a Feb. 19 press confer- ence in the counties council chamber in L’Orignal. “This is a premier event,” said Warden Jean-Paul St-Pierre of the United Counties of Prescott-Russell (UCPR). “It is the first summit of its kind in Ontario.” The UCPR is partnered with the Prescott- Russell Community Development Corpo-
ration, one of the main organizing groups behind the rural summit this year, and its key allies for the event, the Eastern Ontario Training Board and Groupe Convex. PLANTAGENET | A section of the South Na- tion River shoreline is getting a facelift. The South Nation Conservation Authority (SNC) has a shoreline improvement project in the works for the Jessup’s Falls Conserva- tion Area it maintains near Plantagenet. Encore une fois cette année, les élèves de l’École élémentaire catholique Sainte- Félicité ont participé au Patinthon en cœur qui avait lieu le 21 février, à l’aréna de Clarence Creek. Pendant toute la journée, chacune des classes s’est relayée afin de patiner. Les élèves de 5e et 6e année ainsi que plusieurs parents bénévoles sont venus prêter main forte afin d’attacher les patins. À la fin, une somme de 4700 dollars a été amassée et sera remise à la Fondation des maladies du cœur. Maintenant, elle veut réaliser un autre rêve qui est en fait une pièce exploitant la musique, le chant et la comédie. Assault charge results from domestic complaint arrested Dion. A computer check showed the accused has a suspended driver’s li- cence and no permit or insurance for an off- road vehicle. His court appearance on the charges is April 3. Catalytic converter thieves Hawkesbury OPP station warns home- owners and businesses that deal in auto- motives to keep an eye on their vehicles. There have been several incidents in- volving theft of catalytic converters from vehicles. The device is attached to exterior exhaust pipe and removes the bulk of car- bon monoxide and other pollutants from the exhaust before it goes out the tailpipe.
ROCKLAND | A domestic argument involv- ing three people escalated into something more serious. Police in Rockland answered a call Feb. 21 about an assault complaint at a business on Laurier Street. Investigation indicated that a domestic dispute between three people ended with two men getting into an argument during which one of them is alleged to have struck the other. A 31-year-old Rockland man, name with- held, is now charged under the Criminal Code with assault, domestic mischief, and failure to comply with a probation order. He is scheduled for a first appearance in provincial court March 5 in L’Orignal on the charges. Out-of-town domestic A 52-year-old Clarence Creek man faces a spousal assault charge following police investigation of an incident in Embrun on Feb. 17. OPP from the Embrun station answered a domestic disturbance call from a home on Notre-Dame Street. Police investigating determined that a woman at the residence was assaulted. The accused, name withheld, will in pro- vincial court March 5. Stolen ATV Someone is riding around the winter trails on a stolen ATV. The Hawkesbury OPP detachment re- ceived a report about a stolen ATV from Alfred-Plantagenet Township. The theft oc- curred at a Wharf Street home in the village of Lefaivre sometime between Feb. 13 and 14. A backyard shed was broken into and a black-and-yellow 2004 Polaris Scrambler 500cc ATV taken. Anyone with information on the theft can call Const. Mario Gratton at the Hawkesbury station at 613-632-2729 or the CrimeStop- pers toll-free confidential tips line at 1-800- 222-8477. Illegal ATV traffic One ATV rider will be on the road to L’Orignal in early April to explain to a judge why he was driving some friends around the village of Wendover one evening on his four-wheeler. Stéphane Dion, 29, of Plantagenet is charged with driving while under suspen- sion, trying to avoid or escape police, driv- ing an off-road vehicle without insurance, illegal driving of an off-road vehicle on a highway or public road, driving an off-road vehicle without a permit, and failing to ap- ply for an off-road driving permit after be- coming the owner of such a vehicle. The charges resulted when Const. Pascal Boudreau was on patrol Feb. 22 in Alfred- Plantagenet Township. While in Wendover around 8:30 p.m., the officer saw a green Arctic Cat ATV with three people on board driving alongWater Street in the village. The constable tried to stop the ATV by flashing his cruiser’s emergency lights but the driver of the off-road vehicle just looked at the of- ficer and turned the ATV at the intersection of Main Street and Rue de l’Église without bothering to stop. The constable caught up with and stopped the ATV on Concession Street and

ROCKLAND | Le conseil municipal de Clarence-Rockland a coûté 220 811 dollars en 2013. C’est ce qu’indique l’état de la rémunération et des indemnités de la municipalité. En 2012, le montant payé s’élevait à 219 432 dollars. En plus de son salaire de base de 38 246 dollars, le maire a également réclamé 2081 dollars en frais de déplacement, 1024 dollars pour les relations publiques et 655 dollars pour des conférences. Au total, le maire a coûté 42 006 dollars. En 2013, le salaire de base des conseillers était de 21 854 dollars. Le conseiller Raymond Serrurier a obtenu 21 014 dollars en raison de sa démission en décembre.
De leur côté, les conseillers Guy Desjardins, Bernard Payer et Michel Thivierge n’ont réclamé aucun montant additionnel. Un montant total de 23 667 dollars a été payé au conseiller René Campeau. Ce dernier a notamment réclamé1292 dollars en frais de transport et 452 dollars à la colonne des conférences. La conseillère Diane Choinière a touché la somme de 23 271 dollars. Elle a obtenu 1198 dollars pour ses frais de déplacement et 218 dollars pour des activités de relation publique. Pour sa part, le conseiller du quartier 5, Guy Félio, a obtenu un montant total de 22 981 dollars. Ce montant inclut 1057 dollars pour les frais de transport et 68 dollars pour des activités de relation publique. De son côté, en plus de son salaire de base, le conseiller André Henrie a réclamé une somme de 452 dollars à la rubrique des conférences.
