• Ensure the provision of a safe, efficient and effective Hard Services service to Wellcome, including budget management, whilst ensuring compliant, professional and proactive management of Wellcome’s buildings, systems and workplace. • Lead the Hard Services team (personnel management – approx. 8 staff members plus 1 service provider) providing innovation, leadership, business development and industry best practice to the team as well as the wider business. Create a working environment favourable to learning and knowledge sharing. • Manage the performance, improvement and monitoring of service providers, projects and related Hard Services activities at Wellcome, ensuring that contracted/project requirements are met and delivered within time, cost and quality. • Define strategic direction for Hard Services, in coordination with the Head of Facilities and Workplace, including the development of team objectives through interactions with key stakeholders within Wellcome. Participate, with the Head of Facilities and Workplace, in the development of a strategic vision and implementation of any strategic change management for the Facilities and Workplace Department. • Identify innovations, develop technical strategies and methods for continuous improvement to maximise value and productivity of resources. • Develop, plan and manage the Hard Service’s team resource strategy (personnel and material). • To ensure that all works undertaken are undertaken in full compliance with all appropriate legislation and in accordance with Wellcome’s processes and procedures. • Accountable for the Technical Strategy and Development of projects are implemented and managed effectively. • Accountable for the resilience when developing and managing project strategy, including overseeing the accounting / costing for delivery.

Main Responsibilities: (processes, planning, executing, monitoring, reporting, communicating, managing people/resources/activities/budgets/information/ inputs/outputs/communications/time) • Overall responsibility for service and contract compliance within Hard Services team to ensure all services meet Wellcome requirements and standards, and are delivered in a cost and operationally effective manner. • Management and development, including contract development and maximising value, of the following services across all buildings: o Hard Services Maintenance including MEP and fabric o Facilities and Workplace Project Management o Workplace Management including workplace strategy, management and delivery of desk moves and office layout changes • Coach, train and develop the Hard Services team to ensure the performance output is continually improved. • Develop, define and deliver all Hard Service team processes and procedures required to provide compliant and Industry best practice services. • Analyse performance of service providers, contractors and suppliers and identify alternative strategies where appropriate, utilising latest best practice. • Identify and implement innovations and technical strategies to allow continuous improvement such as developments in the Smart Buildings arena. • Produce detailed condition reports for MEP and Fabric assets to be produced, reviewed and costed periodically to ensure lifecycle plans are updated, maintained and available. • Preparing management reports, annual project plans and budget proposals for the Facilities Project Management Group (FMPG). • Produce and present business cases to Wellcome senior management teams for planned project works and developments in Hard Services. • Oversee management of projects both operationally and financially to ensure project costs are kept within budget and best value is always achieved. • Oversee management of projects both operationally and financially to ensure project costs are kept within budget and best value is always achieved.

Job Description

• Monitor a project’s overall compliance with the business case. • Undertake Hard Services tender exercises and evaluate subsequent outputs. • Oversee the management of access and logistics of Wellcome’s warehouse facility at Waxlow Road. • Wellcome Trust representation with respect to third party relationships in the context of project management e.g. with Camden, neighbours, highways authorities etc. • Ensure compliance with the project’s health and safety strategy, together with all man- datory and Trust requirements. To include: review, site safety, CDM, method statements, risk assessments and site inspections. • Implement a risk management process for delivery of Hard Services. • Customer satisfaction is to be maintained at the highest level by ensuring the provision of a high quality and pro-active service. • Become a recognised figure head for the Facilities & Workplace department building strong customer relationships. • Manage and maintain good communication with all Wellcome stakeholders, ensuring that any feedback from failure or incident is dealt with effectively and communicated accordingly. • Contribute to sustainable, environmental and energy development initiatives at the Trust. • Management and control of budgets and financial processes, to achieve the agreed financial targets set by Wellcome. • Work with direct reports for timely and accurate periodic reporting, budgets and forecasting. • Engage with Head of Soft Services for planned projects works to understand the impact on hospitality, venue or other Soft Service related services. • Work with the Head of Soft Services to ensure the Security service meets the needs of Wellcome. • Ownership and management of H&S compliance to include service provider activity.

• Prepare, manage and review Business Continuity Plans and actively participate in Wellcome’s BCP and disaster recovery plans. • Undertake contractual and compliance audits. • Support ISO18001 and ISO14001 accreditation and compliance. • Scheme of delegation member. • Undertake work in accordance with Wellcome policies and principles. BACKGROUND / EXPERIENCE: (SECTOR KNOWLEDGE, SYSTEMS, PROCESSES - DO NOT INCLUDE YEARS OF EXPERIENCE) • Essential o Subject matter expert in Hard service provision with a substantial track record of successfully delivering similar services at an operational and strategic level. o Demonstrate experience & understanding of relevant, current Health & Safety legislation. o Experience of successfully developing, implementing and managing strategy, processes and procedures. o Significant Contract and Service Provider Management experience. o Proven commercial awareness, business acumen including preparation, management and control of budgets. o Significant experience of writing business reports including business cases and strategic papers and presenting cases to an Exec level audience. o Experience of successfully engaging, negotiating with and influencing decision makers within an organisation. o Demonstrable Project management (for Hard services) experience. o Substantial experience of leading on procurement, benchmarking and performance management (demonstrate value for money) from a Hard Services provision. o Track record and experience in leading a multidisciplinary Project team. • Desirable o Experience gained in other similar sectors.

EDUCATION & QUALIFICATIONS: (BE REALISTIC WHAT DO YOU ACTUALLY NEED TO DO THIS JOB?) • Essential o Educated to Higher National Diploma in a relevant subject or to A Level standard. o Industry recognised project management qualification (eg APM) or proven track record in delivering projects in a diverse built environment. o Member of relevant professional institution. o Recognised H&S qualification (IOSH / NEBOSH). o BIFM 6/7 or significant equivalent senior level experience. • Desirable o Professional qualification or business related degree.
