Ah, summer in Pearland . . . I always look forward to this time of year. Sunshine, green grass and tons of activities abound throughout the community. I am especially excited about this summer because we’re finally seeing some signs of normalization coming out of the pandemic. Our in-person events are bigger and better than ever. Because of ongoing health concerns, our residents can engage in new and easier ways to

PARK SYSTEM MAP The City of Pearland enjoys a thriving, local park system that provides residents with the ability to enjoy an active outdoor lifestyle. The City ’s park system is classified into three types depending on size and use: community parks, neighborhood parks and dog parks. The City of Pearland has plenty of sidewalks and trails available for walking, jogging or biking. These sidewalks and trails are designed to ensure that residents can travel throughout the community.

City of Pearland Welcomes New Facilities
Multiple opening ceremonies for new public buildings occurring in spring 2022 in Pearland reflect the growth and investment necessary to meet the long-term needs of a high-quality community.
The City of Pearland is celebrating the opening of four new facilities this spring. Phase II of the Sports Complex at Shadow Creek Ranch, the West Pearland Library, replacement Fire Station No. 4 and the Shari D. Coleman Animal Shelter & Adoption Center are the new facilities being unveiled to the public. Teams of dedicated local government employees are excited to move into the new facilities. Three of the four projects—the library, animal shelter and fire station--are replacing existing facilities within the City. With improved amenities and capacities, the new facilities will enhance the quality of life for residents who rely on services offered at the upgraded City buildings. Phase II of the Sports Complex at Shadow Creek Ranch The ribbon-cutting for Phase II of the Sports Complex at Shadow Creek Ranch and the groundbreaking ceremony for the Inclusive
Playground took place on Saturday, March 12. The Phase II project of the park includes two cricket/rugby fields, a multipurpose “Miracle Field” area (a sports surface designed to accommodate athletes with disabilities), additional field lighting, approximately 250 parking spaces and expanded restrooms and concession offerings. City and Parks & Recreation staff, city leadership, elected officials, and key stakeholders attended the official opening of Phase II of the Sports Complex at Shadow Creek Ranch. Remarks made by city leadership and key stakeholders were followed by a ceremonial ribbon-cutting ceremony. The Forever Parks Foundation also hosted a groundbreaking ceremony for the Inclusive Playground that will be located next to the Miracle Field. Immediately following the ceremonies, grand opening activities featured a Miracle League Exhibition, rugby matches and a family- friendly movie presentation right on the Miracle League ballfield. On Sunday, a full day of cricket activities, including

youth and adult matches, training and entertainment, capped off the incredible two-day grand opening of Phase II of the Sports Complex at Shadow Creek Ranch. As Pearland continues to grow, the diversity of the community presents an expanding need for diverse programming. The demand for rugby and Miracle Fields has increased, in part because the City of Houston acquired a national rugby franchise. Pearland also is embracing diverse programming to meet quality of life expectations to accommodate populations with disabilities and their proximity to the expanding Texas Medical Center. “We are very excited about the new additions to the Sports Complex at Shadow Creek Ranch,” said Brandon Torres, athletic/ aquatic manager. “Pearland Parks & Recreation has always been committed to diversity, equity and inclusion. These new facilities strengthen our commitment. The Phase II additions allow the Parks & Recreation Department to expand programming efforts to better serve a wider range of demographics including underserved populations. This further enhances the City’s position as a regional destination for athletic programs and events.” West Pearland Library A ribbon-cutting ceremony for the West Pearland Library took place on Saturday, April 9. Designed as a library and community center to accommodate growth on the west end of Pearland, the new state-of-the-art facility is located on Shadow Creek Parkway. The new library replaces the Westside Library which was housed in a retail strip center on Business Center Drive. The new library provides a permanent facility for patrons,

addresses increasing circulation requirements, offers the opportunity for a larger collection and is sized to accommodate the demands of a growing population. The Brazoria County Library System, which had been managing both the Westside Library and the Tom Reid Library in Pearland, transitioned to the West Pearland Library a fewmonths before the ribbon-cutting ceremony. “This new space means the world to us,” said Jessica Williams, who had been the branch librarian for the Pearland Westside Library. She relocated to the West Pearland Library upon its opening. “The library is what connects so much of our community to the world,” Williams said. “People come to the library to find a connection. Whatever form it takes, we are excited and grateful to keep connecting the community and connecting with the community.” Fire Station No. 4 The new Fire Station No. 4 had its hose uncoupling and wet-down ceremony in April. The hose uncoupling (akin to a ribbon-cutting event) and station wet-down are traditional ceremonies that were performed by firefighters to welcome the station to the Pearland Fire Department. The new fire station is located on FreedomDrive as part of the Pearland Public Safety Complex off Cullen Boulevard. The 14,000 square-foot fire station contains four 80-foot-deep drive-through apparatus bays. The facility houses a four-person engine crew, a two-person ambulance crew, a shift commander and a fire captain-EMS, enabling a fully staffed operation on a 24/7 basis. Station amenities include 10 dorm rooms, restrooms with showers, a kitchen/dining area, a day room, a watch office, a treatment/PD room, offices, personnel and equipment decontamination areas, with storage areas for bunker gear and medical supplies. The site includes secure parking for all on-duty staff as well as a limited number of visitor parking spaces. “Firefighters’ mental and physical health are critical to high
performance to our citizens at emergency incidents, employee retention and healthy families,” said Fire Chief Vance Riley. “The new facility brings us state-of-the-art cancer prevention efforts to reduce carcinogen exposures, along with greatly reduced exposure to virus and bacteria that may easily occur at emergency incidents.” The existing and soon-to-be decommissioned Fire Station No. 4 was built in 2002 and was originally designed and constructed for an all-volunteer fire department. When the City converted to a fully staffed Fire and EMS Department, the fire station ultimately could not meet the needs and requirements of a full-time Fire/EMS staff. Insufficient bathrooms, small living spaces, an ineffectively sized HVAC system, lack of cleaning

machines and an EMS equipment cleaning room and insufficient storage restricted the efficiency of full-time operations at this facility. To address these issues and provide a facility meeting best practices for full-time operations, the City determined Fire Station No. 4 needed to be rebuilt near the same location within the Pearland Public Safety Complex. Shari D. Coleman Animal Shelter & Adoption Center The Shari D. Coleman Animal Shelter & Adoption Center is projected to have a ribbon-cutting ceremony in May. The new 21,000 square-foot animal shelter and adoption center is located on FreedomDrive and is one of the latest additions to the Pearland Public Safety Complex. The building will be used by up to 16 animal services staff members. It will feature dog runs to house up to 106 canines and cat kennels for up to 98 felines, including isolation and quarantine kennels and a dedicated medical suite. This space drastically increases capacity when compared with the current animal shelter. The new facility meets all state laws and mandated codes for animal services and improves the quality of life for the animal residents and enhances the working environment for animal services staff. “Our first obligation is to public safety,” said Animal Services Manager John Fischer. “Having a more centrally located, modern facility will allow us to more efficiently

housing and state health standards that required the City to bring the facility up to the standards of a modern animal shelter and adoption facility. In May 2019, voters approved the proposition for a new animal shelter in a bond referendum. Later in the year, City Council members unanimously approved naming the new shelter in honor of former Animal Services Manager Shari D. Coleman, who passed away earlier that same year. “The Shari D. Coleman Animal Shelter & Adoption Center is designed to meet the needs of the City now and far into the future,” Fischer said. “We know Pearland cares about the pets in our community and this shelter reflects that.”

Other interior spaces consist of food prep and grooming rooms, a laundry room, dry food storage, a spay/ neuter clinic and a drive-through sally port. The existing facility, located on Old Alvin Road, was built in 1995 and has undergone multiple expansions, culminating in the building’s final 10,100 square-foot size. In 2018, a needs assessment was performed on the facility when it became clear that the shelter had exceeded its capacity, in part due to the significant growth the City had experienced in the previous 20 years. The assessment revealed deficiencies with animal

Strategic Plan In 2019, the Pearland Economic Development Corporation (PEDC) championed a new strategic economic development plan. PEDC aligned with local government, education, healthcare and business entities to focus on key issues such as business development, infrastructure, quality of life and quality of place. The Pearland Prosperity Strategic Plan, adopted in 2020, details a strategic focus of resources on infrastructure improvements and economic growth, as well as an emphasis on quality-of-life benefits for all residents. The Pearland Prosperity Strategic Plan culminates in two overarching goals: economic growth/diversification and ensuring Pearland remains a community of choice in the greater Houston area. These goals are pursued through strategic initiatives grouped into seven, high-level focus areas: Business Development, Business Formation and Early-Stage Growth, Site Development, Corridors, Infrastructure and Mobility, Quality of Life and Quality of Place and Workforce and Talent. Business Development In recent years, Pearland’s base of employers has grown significantly; however, Pearland’s tax base is heavily dependent on residential property taxes and retail sales taxes. This dilemma poses a potential long-term risk as the community’s housing stock ages and the national bricks- and-mortar retail sector faces an uncertain future. The community must build upon the location and expansion success of recent years and pursue the growth of primary jobs within its borders through a holistic approach to economic development. Business Formation and Early–Stage Growth Pearland must enhance its entrepreneurial ecosystem of individuals, organizations, institutions and programs that encourage and support the formation and growth of new businesses. By ensuring that Pearland has an optimal business climate and support services to aid business formation and growth, the City can position itself as an attractive destination for entrepreneurs and new and growing firms in the Greater Houston region.
Sustaining economic prosperity and ensuring long-term competitiveness must be built on a foundation of strong local assets, identification of priorities, and expectations of action. As Pearland continues to prosper, its growth must be guided by a strong economic devel- opment vision. PEDC has a central role in carrying out economic development activities of the community. It has con- tinually developed and implemented strategic plans with specific objectives and goals to ensure progress toward achieving its vision.

Site Development This Focus Area involves ensuring that Pearland has a
competitive, highly visible supply of shovel-ready development sites. Part of this work involves effectively marketing prime districts and making certain that sites are well-served by needed infrastructure and desirable amenities. In addition, Pearland should take a more proactive approach to increase the supply of development-ready sites needed to guarantee the community’s competitiveness and “unlock” sites that may not be activated in the near term through market forces alone. Corridors The bulk of the community’s available development and redevelopment sites suitable for commercial and/or industrial development is concentrated around three primary corridors: SH 288, FM 518/Broadway and SH 35. Additionally, many of Pearland’s existing jobs are already clustered along these corridors. Pearland must invest in its key corridors to ensure that they are efficient, aesthetically pleasing and well-maintained to ensure that they are attractive destinations for jobs and investment. Infrastructure and Mobility Pearland has made significant progress on a variety of road and highway projects aimed at improving internal mobility within the City and easing commutes to key job centers. This Focus Area recommends advancing high-priority road and highway projects and advocating for and developing additional resources needed to fund them. Pearland also should seek to advance options for expanding transit connectivity to major employment centers. Quality of Life and Quality of Place A prominent theme emerged from the public input process: issues related to the quality of life and quality of place are important to Pearland residents. Stakeholders want to see Pearland expand and enhance its supply of walkable, mixed- use activity hubs. The community should advance mixed-use developments and catalytic quality of place amenities that can help Pearland maintain its status as a community of choice within Greater Houston.
Workforce and Talent Pearland is a highly educated community that boasts excellent Grade PK-12 public schools and proximity to numerous higher education institutions and training providers. However, there are several opportunities to further leverage Pearland’s advantages concerning talent development and to address outstanding workforce and training needs. Public, private and nonprofit partners in Pearland must work together to further enhance the community’s workforce and, by extension, its competitiveness for jobs and investment. Since the plan’s adoption in early 2020, the Pearland Prosperity Implementation Committee has worked consistently to implement all its focus areas and strategic initiatives. The City of Pearland Parks & Recreation has made it easy for you to register for the program of your choice. A participant may not register more than seven days after a program has started. During this introductory course, students will work on blowing bubbles; submerging the mouth, nose, eyes and entire body and learning about safety around water. Full, hands-on support is given for the following skills: back and front float and recovery; roll from front float to back float, and back float to front float; glide on front and back; kick on front and back; swim with arms on front and back; and combined arm and leg action on front and back. Children must be able to swim three body lengths independently, but may have assistance standing back up. They also must be able to perform Preschool Level 2 skills with assistance starting or ending the skill. Participants will work to master skills learned in Preschool Level 2, so skillst can be performed without physical assistance from the instructor. Classes consist of eight (8) 25-minute lessons; four (4) days a week for two (2) weeks.

PARENT AND CHILD AQUATICS This program is designed for children 18 months to 3 years of age and their parents. Participants will practice blowing bubbles; explore submerging the mouth, nose, eyes and head completely; explore buoyancy on the front and back; gliding on the front and back with assistance; explore submerging in a rhythmic pattern; beginning swimming using combined arm and leg action on the front and back with assistance; changing body position in the water. Children must wear a swim diaper with a swimsuit over it until they are potty trained. Children ages 9 months - 17 months may register in the class, however the curriculum will be geared to ages 18 months to 3 years. Classes consist of eight (8) 25-minute lessons; four (4) days a week for two (2) weeks.
LEVEL 4 STROKE IMPROVEMENT 10 a.m., 5 p.m.
This session develops students’ confidence in the strokes learned in Level 3 and improves other aquatic skills. Students will learn headfirst entries from the side in the compact and stride position; swim underwater; feet-first surface dives; survival swimming; front crawl and backstroke open turns; and treading water using two different kicks. The class will focus on improvement in basic swim strokes. Classes consist of eight (8) 45- minute lessons; four (4) days a week for two (2) weeks. (Prerequisite: Completion of American Red Cross Swimming Level 3).

LEVEL 2 FUNDAMENTAL AQUATIC SKILLS Noon, 6 p.m. Students learn to float without support and recover to a vertical position. This level marks the beginning of true locomotion skills and adds to the self-help and basic rescue skills that began in Level I. Classes consist of eight (8) 45-minute lessons; four (4) days a week for two (2) weeks. (Prerequisite: Completion of American Red Cross Swimming Level 1)
LEVEL 5 STROKE IMPROVEMENT 11 a.m., 6 p.m.
Students refine all six strokes: the front and back crawl, elementary backstroke, breaststroke, sidestroke and butterfly, increasing the distances that they swim. The course includes introduction to the following: shallow angle dives from the side and then glide and begin a stroke on the front, touch and pike surface dives (submerging completely), front flip and backstroke turns and proper sculling techniques. Classes consist of eight (8) 45-minute lessons; four (4) days a week for two (2) weeks. (Prerequisite: Completion of American Red Cross Swimming Level 4)
LEVEL 6 STROKE IMPROVEMENT Noon, 7 p.m.
Students work to refine strokes so that they swimmore efficiently and effectively over longer distances. Special emphasis on knee-dive, forward dive fall-in and standing dive from the poolside, as well as from the 1-meter diving board. The course teaches students how to prevent aquatic emergencies in various aquatic environments, introduction to self-rescue, the HELP and huddle positions, survival float in deep water, back float in deep water and survival swimming. Classes consist of eight (8) 45-minute lessons; four (4) days a week for two (2) weeks. (Prerequisite: Completion of American Red Cross Swimming Level 5)
LEVEL 3 STROKE DEVELOPMENT 1 p.m., 8 p.m.
Builds on the skills in Level 2 by providing additional guided practice.This course teaches students how to coordinate the front crawl and back crawl, the elementary backstroke and fundamentals of treading water. Students will also learn safe diving rules and begin to dive from the side of the pool in deep water. Classes consist of eight (8) 45-minute lessons; four (4) days a week for two (2) weeks. Lifeguards WE ARE HIRING
The City of Pearland Parks & Recreation Department is always on the lookout for qualified individuals to join the team of lifeguards that help facilitate a safe and fun environment at the Pearland Natatorium. Working as a lifeguard is a rewarding experience that is physically and mentally challenging. Lifeguards become proficient in preventing, recognizing, and responding to aquatic emergencies and providing care for a variety of injuries, illnesses and medical emergencies.
Prospective lifeguards are required to pass an initial skills assessment, comprised of the following: ■ Swim 300 yards continuously, demonstrating breath control and rhythmic breathing. Candidates may use front crawl (freestyle), breaststroke or a combination of the two. ■ Tread water for 2 minutes using only the legs (hands should be out of the water or placed under the armpits). ■ Complete a timed event within 1 minute, 40 seconds: starting in the water, swim 20 yards. Surface dive (feet first or head first) to a depth of 13 feet to retrieve a 10 pound object. Return to the surface and swim to the starting point on the back, keeping both hands on the object and keeping the face at or near the surface of the water. Place the object on the deck and exit the water without the assistance of steps or a ladder.

DFNC NATURE NOVELTIES SWAP SHOP Find something neat on the street? Want to talk about your cool rock? On the second Saturday of each month, children and adults will be able to bring in their nature finds to swap for other curiosities or nature center novelties. FIELD TRIP PROGRAMS The Delores Fenwick Nature Center is now booking field trips for the 2022-23 school year. During each field trip, groups will be able to discover the traits of a healthy ecosystem, learn ways to help protect natural areas and, of course, meet live animals. These educational programs are designed by grade level and are TEK- aligned. Reservations are required at a minimum of two weeks in advance. Pricing begins at $8 per participating child. GUIDED NATURE HIKES Guided Nature Hikes with the DFNC are family-friendly and adults-only evening hikes that take place at different nature hot-spots around Pearland. Each hike is tailored to search for different varieties of local nocturnal wildlife on Wild Night Hikes, Owl Prowls and Bat Walks! You’ll have an opportunity to learn from our knowledgeable staff about the natural environment and wildlife found at the Delores Fenwick Nature Center, the John Hargrove Environmental Complex and the Nature Trail at Shadow Creek Ranch. Small groups of participants, outfitted with a Nature Explorer Pack, will walk the trails with our staff at the lead. Staff will point out interesting features, important habitats and visiting wildlife during the hike. During the program, participants will get a close look at one of our bird rookeries, learn about the vital aquatic habitats throughout the Pearland area and enjoy a relaxing paddle on the pond. Kayaks, paddles and PFDs (personal flotation devices) will be provided. An adult must accompany anyone under the age of 18.
Opening Summer 2022 – CAMP PELICAN – The Pearland Environmental Learning Institute for Conservation, Adventure and Nature! These specialty, nature-themed camps are designed to bring children closer to nature and foster a further love and understanding of the natural world.
