La Sûreté du Québec a confir m é que Marc Jol y , 32 ans, est m ort dans un centre de trau m atologie de Montréal, m ardi soir. « L’ho mm e a été trouvé avec des bles- sures sérieuses à la tête et a été transféré plus tard, de l›Hôpital de Hawkesbur y a un centre de trau m atologie de Montréal », a dit Gino Paré, porte-parole de la SQ. « Il luttait pour sa vie, m ais il est m ort m ardi soir. » Le résident de Grenville a été trouvé de- vant une bâtisse au 291, Principale. HAWKESBURY | La Ville de Hawkesbury tentera de faire comme les Comtés unis de Prescott et Russell alors que le conseil mu- nicipal se penche sur le budget de 2013. À la suite, dernière m ent, de la décision du conseil des co m tés de geler leur taux de taxe, le conseil de Hawkesbur y espère que le taux de taxes m unicipales restera inchan- gé l’an prochain. L’objectif est contenu dans une note de service re m ise au conseil par le directeur général, Jean-Yves Carrier. Un gel du taux de taxe ne représentera pas un gel de taxes foncières parce que l’évaluation de la plupart des propriétaires aug m entera en 2013. En effet, la ville peut aug m enter ses reve- nus par plus de 200 000 $ si la m unicipalité reste avec le taux de taxe de 2012. La m o y enne de I’aug m entation de la val- eur des évaluations foncières fixée par la Société d’évaluation foncière des m unici- palités pour I’ense m ble des classes fonci- ères de la Ville ajoutera près de 2,32 pour cent de plus en revenus, représentant une so mm e esti m ée à environ 205 000 $, relate M. Le premier employé embauché dans le cadre de cette initiative est Guillaume Soucy. C’est d’ailleurs pour cette raison que le comité avait relancé le café il y a quelques années avec l’aide de Linda Phillips. Au fil des ans, la demande pour le service s’est étendue aux employés du palais de justice et des Comtés unis et les gens de la communauté se sont aussi habitués à toute cette bonne nourriture maison. Avec Mme Cadieux, nul doute que cette tradition se poursuivra. « On connaît tous sa bonne cuisine », sou- lignait Mme Arcand. Mme Bédard invitait, pour sa part, les gens à se passer le mot et à faire du café En- tre 2 barreaux le leur, en prenant l’habitude d’y faire une pause. Par ailleurs, le Bureau de développement économique et touristique de Prescott et Russell a joué le rôle d’intermédiaire dans ces échanges fructueux.

Beware of phony soliciting, police warn
Driver charged A Grenville-sur-la-Rouge man has been charged after Constable John Léger stopped a vehicle on Main Street East, Hawkesbury at about 2:20 a.m. November 17. Marc Dewar-Carrière, 24, of Marguerite Street, was charged with driving while his blood alcohol content exceeded .08, driv- ing without a licence and driving while li- quor was readily available. The vehicle was seized for seven days. Five suspended drivers The Hawkesbury O.P.P. detachment is hard at work to increase public safety by preventing drivers from driving while be- ing suspended. During the last week, lo- cal officers have stopped and charged five drivers for the offence of driving while having their driver’s licence suspended. November 13 at about 3:45 p.m., Consta- ble Mario Bourgeois intercepted a 1998 Mazda B25 on King Street, L’Orignal. Jean- René Sauvé, 53, of Hall Lane in Champlain,
was charged. November 14, at 1:12 p.m., Constable Luc Duval intercepted a 2000 CLK32 Mercedes on Ritchance Road in Alfred-Plantagen- et. Tarie King, 35, of Verdun, was charged. November 17, at 12:29 p.m., Constable Luc Lecuyer intercepted a 2004 Chevrolet Cavalier on McGill Street in Hawkesbury. Joshua Eric Thompson, 33, of Main Street East, Hawkesbury, was charged. November 18, at 12:36 p.m. Constable Luc Lecuyer intercepted a 1997 Ford Mus- tang on John Street, Hawkesbury. Michael Marshall, 53, of Cartier Boulevard, Hawkes- bury, was charged. The same date, at about 8:20 p.m., Con- stable John Léger intercepted a 2002 Chev- rolet Venture on Main Street, Hawkesbury. Luc Boies, 47, of Aberdeen Street, Hawkes- bury, who also charged with driving while under suspension. All of the vehicles were impounded for seven days and all of the drivers will have
to appear at the L’Orignal Court shortly to answer to the charges. The laws are clear. You may not drive, under any circum- stances, when your licence is suspended. If you are convicted of driving while your licence is suspended for a Highway Traf- fic Act offence, you will have to pay a fine of $1,000 to $5,000 for a first offence and $2,000 to $5,000 for a subsequent offence. The court can order you to spend up to six months in jail, or you may have to pay a fine or do both. Drivers found at fault are reminded that six months will be added to your current suspension as well. If you are found guilty of driving while your licence is suspended for a Criminal Code of- fence, you face a fine of $5,000 to $25,000 for a first offence and $10,000 to $50,000 for a subsequent offence within five years. You also face an additional suspension (one year for a first offence; two years for a sub- sequent offence) under the HTA.

L’ORIGNAL | The public is being warned about fraud artists who have been go- ing door to door in Champlain Town- ship. A man and a woman have been seen on County Road 24 (Front Road) in Cham- plain and in the Bobois and Éliza Streets area of L’Orignal, claiming they are col- lecting money for battered women. They have falsely represented themselves as working for Valoris, an agency that pro- vide services to children and adults. The matter is being investigated by Constable Luc Duval of the Hawkesbury detachment of the Ontario Provincial Po- lice. Anyone who sees these bogus solici- tors is asked to call police immediately at 1-888-310-1122. Robbery in Hawkesbury A 45-year-old Hawkesbury man has been charged following a robbery at a Cartier Boulevard apartment building November 16. Constable Pascal Boudreau was told by a man that as he was going up stairs, carrying his laundry, someone attacked him from behind. The victim lost consciousness. The attacker took an un- disclosed amount of money. The investi- gation led to an arrest the next day. Émile Dupelle, of 222 James St., Hawkesbury, was charged with robbery with theft. 32 charges In the week of November 12 to 19, the Hawkesbury O.P.P. detachment respond- ed to 228 occurrences and laid 32 charg- es. Officers investigated four assaults, three incidents of break and enter and 12 thefts. Four RIDE initiatives were com- pleted; there was one impaired-driving related charge. Wendover burglary Police were called to the scene of a resi- dential break and enter November 13 at a Trillium Circle, Wendover residence. It is suspected that the theft occurred earlier the same day, in the afternoon. The thief gained access to the residence by enter- ing a back window and stole an HP laptop computer and an undisclosed amount of money. Ivaco buffer raises worries about growth freeze

FoTenn is still in the process of an- alyzing if the 1,000-metre influence area is accurate or that a reduced influence area is more appropriate.” In response to questions from council- lors, Armstrong observed, “Ivaco is trying to avoid having more residents there, so IRM can continue operating without com- plaints.” L’Orignal Councillor Jacques Lacelle noted that many neighbouring property owners are frustrated with the restraints. “There are people who can’t do anything with their lots.” At the same meeting, council ratified a recommendation by Lefebvre to reject an application for a commercial highway lot on Longueuil Street to be divided into two residential lots. Ivaco’s position is supported by existing provincial policies, Lefebvre told council. “Within the remainder of the radius of the influence area the possibility of adding a covenant on the residential properties lo- cated between 300 metres and 1,000 me- tres or less should be explored. Moreover, once we receive an updated letter from FoTenn we should offer final comments,” the township planner said.

L’ORIGNAL | Good buffer zones make good neighbours. That is the rationale behind a bid by Iva- co Rolling Mills to extend a development freeze on lands adjacent to its L’Orignal steel mill. Under current land-use policies, no new homes can be built within a 300-metre ra- dius of the factory situated north of Coun- ty Road 17. Now the industry, citing government guidelines, is seeking to extend restric- tions, to include lands located within the 300-metre buffer on the south side of County Road 17, and to discourage devel- opment on lands situated within 600 me- tres of the mill. The goal is to avoid future complaints from neighbours about the large expand- ing operation. Ivaco insists it wants to be a good corporate citizen. However, there is concern among some Champlain Township council members and residents that overly restrictive curbs could stifle growth in the village. The issue is being debated during dis- cussions of the Prescott-Russell and Cham- plain Township official plans. Ivaco is suggesting a “two-buffer ap- proach” that would include a 300-metre

“Influence Area and an additional Influence Area for lands beyond 300 metres from Ivaco’s operations.” Apart from a development freeze on lands immediately adjacent to its property, Ivaco is suggesting that within a 600-metre radius, prospective home builders would be formally advised they were moving into the mill’s “influence area.” In this zone, “a covenant would warn pro- ponents that they are within the Influence Area of IRM’s facility and may be subject to noise, vibration, emissions, and/or other adverse effect from time to time.” In a presentation to township council, Michelle Armstrong, senior planner with
FoTenn Consultants, a firm retained by Iva- co, observed that according to a Ministry of the Environment guideline, adverse effects of industries such as Ivaco may be experi- enced up to 1,000 metres from the site. At this time, Ivaco is not suggesting that the caveat be applied to the 1,000-metre radius. At a recent meeting, township planner Dominique Lefebvre agreed that residen- tial lot creation shall be prohibited within a 300-metre buffer from the lot limits of the Ivaco industrial site, which implies extend- ing the restriction to properties located south of County Road 17. newsroom@eap.on.ca Originally from Navan, the Smiths were indeed brothers-in-arms; six of the seven brothers wore the uniforms of His Majes- ty’s fighting forces. Private Lowell Smith, of St-Eugène, the youngest boy of 11 siblings, is the last of the brothers remaining at the age of 87. He signed up at Lansdowne Park in Ot- tawa and joined the army at age 16 years and five months. However, he was found out and tempo- rarily dismissed within a few months. Low- ell anxiously awaited his 18 th birthday. “I remember I finally turned 18 on a Fri- day and Monday morning I was right back to sign up again... This time I would not be dismissed.” Although he was scheduled on the next ship out of Halifax, Private Lowell along with AC2 Charles, stationed in Prince George, B.C. would never make it overseas. His other four brothers did serve over- seas, one never to return. Private Garrett, the first to sail in a 70-ship convoy to Scot- land in October of 1941. He was followed by LAC Percy in February, 1942, LAC George in April, 1943, and the last brother, Gnr. Wil- liam, arrived overseas in the summer of 1944. They fought battles in Sicily, Naples,

Rome, Holland, and Belgium. It was here in Belgium, at the Battle of Antwerp that gunner William (Bill) was killed in action, on October 16, 1944 at the age of 21. His name is inscribed in stone, worn by the ef- fects of time...of the past 68 years. The Smith family gathers at the war me- morial in Navan each year November 11 to place a wreath in honour of their own. Lowell Smith recalls that when he was a teenager, army life was appealing. “It was better than working for a dollar a day on the farm.”
He signed up in Ottawa, trying to join the army at age 16
He was ready to serve overseas as a truck driver when he received a telegram inform- ing him of his brother’s death. “I guess that was one of the main reasons I didn’t get sent overseas.” After he was discharged, he worked as a transport driver in Ottawa for 50 cents an hour
After working as a trucker, he bought 67 acres of farmland on Concession 3 of East Hawkesbury Township for $7,000. He and his wife, Joan, (née Labre), of Chute-à-Blondeau, married in 1961 and raised two daughters and three sons. “I’ve had a great life,” says Lowell Smith.
