Collision entre deux véhicules à Hawkesbury
Un accident s’est produit alors que la circulation était plutôt fluide sur la rue Cameron, toujours très fréquentée. Le lundi 15 mai, vers 17 h 15, les pompiers de Hawkesbury ont été appelés pour un accident sur la rue Cameron. Deux voitures sont entrées en collision à l’angle de la rue Cameron et de la rue Cécile. Alors que l’un des deux véhicules se dirigeait tout droit sur la rue Cameron, l’autre voiture s’est engagée au mauvais moment sur la même voie. Plusieurs morceaux de verre provenant des véhicules ont été ramassés dans la rue par les pompiers. Les deux véhicules sont toutefois en mauvais état à cause du choc. Les conducteurs, un peu sous le choc, ont été pris en charge par les ambulanciers. Toutefois, aucun blessé grave n’a été signalé. La police provinciale de l’Ontario, sur place, a noté les éléments qui permettront de déterminer le véhicule en tort et les différents éléments de l’accident. —photo Elise Merlin

“Mobile broadband is an essential tool to grow local businesses and generate jobs,” the EOWC stated. “The EOWC also reco- gnizes the critical need for a dependable and secure communications network for emergency services, usually called a public safety broadband network (PSBN).” The EOWC’s own economic analysis indi- cates that improvingmobile network access for Eastern Ontario would help createmore than 3000 full-time jobs over the next 10 years and also more than $240 million in private sector business revenue. The Cana- dian Radio and Telecommunications Corp. ruled last year that both fixed and mobile broadband should be classed as essential basic telecom services. The EOWC and EORN have preliminary estimates of about $10.1 million for an im- proved cell network and about $14.2 for both improved cell and PSBN. What they propose is that all municipal/county governments in Eastern Ontario provide an equal share of the cost. That would total $440,921 for improved cell or $619,145 for cell and PSBN. These figures could change depending on the final project design and any senior-level government or other sources of funding aid which might become available. All the mayors on UCPR council indica- ted support for the EOWC/EORN proposal. Counties administration will prepare an official resolution for the mayors to vote on during the regular UCPR council meeting later in May.

Over the past few years a joint effort to improve Internet access for the Eastern Ontario region has seen significant and critical success. Now a similar partnership is pulling together to do the same for cell- phone service with emphasis on making sure ambulances and other emergency services do not fail to receive calls for help. The United Counties of Prescott-Russell council (UCPR) gave unanimous support during its May 10 committee of the whole to supporting the latest project of the Eastern Ontario Wardens Caucus (EOWC) and the Eastern Ontario Regional Network (EORN). The two agencies want to eliminate the “cel- lular gap” that still exists in many parts of Eastern Ontario for mobile phone broad- band access. “We have become so dependent on cell- phones,” said Gary Barton, UCPR warden, “and there are ‘dead’ spots in our area. That is not good for our first-responders. We need to support this.” In its own five-page brief outlining the mobile broadband improvement project, the EOWC stated that this project is now “the number one economic development priority for the region.” The EOWC noted that most people and many businesses in Eastern Ontario use and rely on mobile phones and tablets to both keep in touch with others and also conduct

Building dialogue for a shaping project
and continues to do so to this day. As an example of continuous improve- ment, the proposed cement plant will con- sume 40 per cent less fuel than its competi- tors using obsolete technologies, making the plant highly efficient. At the heart of these improvements are the adoption and imple- mentation of strict regulatory frameworks in industrialized countries and the integration of technologies respectful of the environ- ment that improve the energy efficiency of cement operations while minimizing impacts. For these reasons, it is important to know that the proposed cement plant in L’Orignal is designed to meet and exceed these high environmental standards. After its construc- tion, the cement plant will have one of the lowest environmental impact of all operating cement plants in North America. In the development of our state of the art plant, we want tomake a clear and unequi- vocal commitment to the public and local authorities: not only will we host regular meetings on theme-based topics that matter to the community but we will also establish a Community Liaison Committee with a mandate to work with the community and promote dialogue. Over the coming months, we would like to host round-table meetings on themes corresponding to the concerns expressed by the community members. These round- table meetings will provide Colacem and community members the opportunity to
interact, identify the issues and to discuss them. Following the series of activities men- tioned above, we are calling upon commu- nitymembers to get involved to put in place a Liaison Committee that will collaborate with ColacemCanada during the initial phases of construction, during operations and into the future.This is part of Colacem’s commitment to ensure that it is engaging with stakehol- ders throughout the process.The committee would bemade up of communitymembers and various stakeholders, representative of the interests of L’Orignal. Finally, we would like to highlight that even though we see significant opportunities and benefits with this project, including an initial investment of $225 million dollars, annual local purchasing estimated between $5 and $6 million per year, and job crea- tion (200 during construction and 300 long- term), we also are mindful of the concerns raised throughout the project approval pro- cess. ColacemCanada aims to contribute to making the places where it operates more livable, by creating economic, cultural and social values. This objective is also true for our project in L’Orignal In conclusion, we want to reaffirm our commitment to working in an open, trans- parent, and collaborative way with the com- munity.
Letter to the editor, This Thursday evening, at the Vankleek Hill Arena, a public meeting will be held to consider a proposed amendment to the Of- ficial Plan of the United Counties of Prescott and Russell, to agree for a land use desig- nation change which would allow for the implementation of the Colacem Canada Cement Plant Project, located on the north side of County Road 17, approximately 4.5 kilometers west of the Village of L’Orignal, in the Township of Champlain. We are aware that some community members are taking a stand against the proj- ect by raising, among other things, concerns about its potential environmental impacts. We are the first to recognize the need for good communication, and we intend to proactively communicate to the community and the stakeholders the opportunities and issues of our project, and create a space for building dialogue that favours listening, exchanging and learning together. Colacem believes in the importance of respecting the regulations and procedures put in place by the Ontario Ministry of the Environment and Climate Change (MOECC) and local authorities. We understand and respect the con- cerns expressed by community members, as their views may be informed by past ex- periences with the industry. Some 150 people marched along with the Eight Dance Company to raise awareness about bullying in school. Amy Willett, founder and owner of Eight Dance Company, was thrilled with the outcome. “We raised over $3000 but we are not done yet since more donations are coming in.” The dance company will be performing in the Canadian Heritage Festival held in VankleekHill on Sunday, theMay 21, where they will be acceptingmore donations.The money raisedwill be used to buy friendship benches for schools and parks.The benches will be rainbow coloured and the idea is to have children who feel lonely or sad to sit on the bench and wait for someone to go sit with them. Joey Desjardins can be seen traveling 60 kmevery day of the week on his hand cycle, onmany roads in Prescott-Russell. After his 2009motocross accident, he was confined to a wheelchair. Shortly after he found a new passion for the hand cycle. He has been competing for four years and two years ago he made the national team. He will be heading to Emmen in the Netherlands, with the national team, to compete in the world cup. L’infatigable Joey Desjardins est en guerre, contre lui-même. Il devra, au cours des prochains mois, pousser ses limites afin de remporter des podiums pour éventuel- lement être sélectionné pour les jeux pa- ralympiques de Tokyo en 2020. Joey Desjardins en est à sa quatrième sai- son de compétition de vélo àmain. Confiné à son fauteuil roulant depuis un accident de motocross survenu en 2009, Joey Desjardins décide de se procurer un vélo à main. Il tombe amoureux avec le sport et se met à chercher des compétitions. Pendant deux ans, il travaille sur sa forme et obtient fi- nalement une position au sein de l’équipe nationale. Son prochain défi est d’obtenir un po- dium à la coupe du monde, à la fin juin, à Emmen aux Pays-Bas, avec l’équipe natio- nale. « Cet hiver j’ai eu la chance de partici- per à deux camps d’entraînement. Un d’eux était avec l’équipe provinciale de l’Ontario en Floride et ensuite un camp de trois se- maines en Californie avec l’équipe nationale. Ces deux camps-là ont remonté ma forme physique pour la saison », a raconté Joey Desjardins. En avril, M. Desjardins a participé au défi sportif à Montréal et a réussi gagner la pre- mière place dans le sprint. Il est confiant en ses moyens et en l’équipe canadienne pour la coupe dumonde aux Pays-Bas. Mais son objectif principal est toujours de participer aux jeux paralympiques de Tokyo en 2020. « C’est certain qu’en ce moment, avant une coupe dumonde, on a un esprit d’équipe solide pour affronter les athlètes des autres pays.
