Take back the 17 says counties council

L’ORIGNAL | County Road 17 should be a provincial highway say the mayors in Prescott-Russell. The United Counties of Prescott-Russell council (UCPR) voted to support a walk-in resolution from Clarence-Rockland Mayor Marcel Guibord during its June 26 regular session. But first there was some talk about expanding on the original request. Mayor Guibord asked his fellowmayors to support his city’s demand to the provincial government to take back responsibility for section of County Road 17 east of Rockland to where it joins Highway 174 at the Canaan Road intersection. “If we don’t ask for it, we’ll never get it,” Mayor Guibord said. Clarence-Rockland is taking a lead from the City of Ottawa which has asked the province to re-designate Highway 174 as a provincial highway. The highway links with the county road at the Canaan Road inter- section and links Rockland with Ottawa’s Orléans suburb. Both County Road 17 and Highway 174 were downgraded to regional road status and made the responsibility of local governments during the Harris Pro- gressive Conservative administration. Several of the mayors suggested that counties council not limit itself to just ask- ing for the province to upload the Rockland
section of County Road 17. “I would like to see them take back all of it,” said Mayor Gary Barton of Champlain Township. The Nation Mayor François St-Amour ad- vised caution in presenting Queens Park with an all-or-nothing demand. He noted that the Rockland portion of the county road is the subject of an environmental assessment process for the proposed four- lane upgrading of the Orléans-Rockland connection and if that goes ahead then both the provincial and federal govern- ments will provide funding for the future route expansion. “Maybe if we go by piecemeal, we’ll have
better luck,” he said. “I’ll take just a piece of the (upload) pie for now.” Chief Administrator Stéphane Parisien noted that Ontario Energy Minister Bob Chiarelli has indicated in past local media interviews that the province is not prepared to resume responsibility for the county road or the Ottawa highway. Mayor Guibord in- dicated that a response from the current municipal affairs minister would carry more weight. Warden René Berthiaume noted that the UCPR has received refusals to past requests for the province to take back the county road. Ottawa’s current demand has earned a “no”from Chiarelli, who is a cabinet minister
even if he is not head of municipal affairs. He suggested the counties should continue to lobby for uploading of County Road 17 while at the same time asking for provincial funding aid for maintaining it. Russell Town- ship Mayor Jean-Paul St-Pierre agreed and suggested an amended resolution to cover those options. “We have a right to ask,” he said. “But we should keep the province’s support if County Road 17 remains a regional road. We’re going to need the province on our side once we have to start doing the heavy work.” Counties council approved the amended resolution.

Elle est présentement en rédac- tion d’un essai de maîtrise en politique à l’Université de Sherbrooke. Mme Sabourin aura un peu de temps afin de se préparer pour sa première cam- pagne comme candidate. L’appui des néo-démocrates assure la survie du gou- vernement libéral de la première ministre Kathleen Wynne dans un avenir proche. M. McDonald a rappelé qu’une autre cam- pagne fédérale aura lieu dans deux ans et

Digital divide is closing fast in Prescott-Russell
“We started Beau’s with the original di- alup connection,” MacGillivray. “The higher- speed Net access has truly allowed us to flourish.” Based in Vankleek Hill, the local brewery now boasts satellite offices in Ottawa and Toronto to help guide and develop its mar- keting campaign throughout Ontario and into neighbouring provinces and with an eye on the U.S. “Technology is continually improving,” MacGillvray said, adding that better Inter- net access, which includes tapping into social media sites like Facebook, is the key to future success and allowing Beau’s to re- main based in Prescott-Russell. “It’s allowing us to remain competitive in a very competitive business,” he said. The South Nation Zone, comprising Prescott County and part of Russell County, is the sixth of 15 zones within the EORN project to see upgraded broadband ser- vice become available. The remaining nine should see their online access speed up by the end of this year if work continues on schedule.

L’ORIGNAL | The latest milestone for im- proving the information superhighway in Eastern Ontario was set in place to finish off the month of June. Partners and supporters of the Eastern Ontario Regional Network project (EORN) gathered in the L’Orignal chamber of the United Counties of Prescott-Russell council June 26 to celebrate the launch of the South Nation Zone link for EORN, a project of the Eastern Ontario Wardens Caucus (EOWC). “It’s a great day in the life of this project,” said Jim Pine, EORN project spokesman. “We are here to celebrate the launch of the next zone, the South Zone.” The EOWC spearheaded the EORN proj- ect, a $170-million public-private partner- ship between the regional, provincial and federal governments and the private sector, to upgrade all Internet access throughout Eastern Ontario and provide high-speed broadband service to at least 95 per cent of the region’s population, both urban and rural. EOWC Chairman Rick Phillips credited the unified support of all 13 municipalities in Eastern Ontario for convincing both the senior levels of government and the private sector that EORN was feasible. “When our communities work together, we can make more of an impact,” he said.

tive. Les centrales à biogaz produisent de l'électricité à partir du gaz d'enfouissement qui se forme lors de la décomposition de déchets. La nouvelle installation de Moose Creek produira assez d'électricité verte pour ali- menter 4000 ménages en valorisant plus de 100 000 tonnes de gaz à effet de serre

Road in needing extensive improvement. He noted that Albert Street and Caron Road in Rockland are budgeted for upgrad- ing this year. Caron Street’s improvements will be phased in over a couple of years as part of the city’s bypass project in anticipa- tion of future expansion of County Road 17 once the environmental assessment pro- cess for that road is done. Payer noted that Clarence-Rockland council is limited in the amount of road- work it can approve each year because of budget constraints. But administration and staff are trying to make the money available go as far as possible. “You have to go with the money,” he said. “We’re doing what we have for money, and we’re doing a better (road) maintenance program.” He sees creation of a roads priorities list for the infrastructure and public works de- partment as a key part of future works bud- get planning for the city. ”To me, it makes sense,” he said. “Then we will know. ROCKLAND | Having Bouvier Road make the list for Ontario’s Top Ten Worst Roads locations is not the best news the City of Clarence-Rockland could receive before the start of the summer tourist season. But Coun. Bernard Payer, the new head of the city’s infrastructure advisory commit- tee, says the state of Bouvier Road is better than it was when the Canadian Automobile Association (CAA) was compiling the results of its annual online poll of road conditions in the province. Payer also expects that the city will be able to make more progress on improving both Bouvier Road and other rough roads within the municipality once it has a priority list of roadwork needs in place. “The road itself is much better than it was,” Payer said, adding that there are other roads in the city which are equal to Bouvier

Environment Canada and the Ontario Ministry of Environment have issued a joint Smog Advisory for the Eastern On- tario region. Smoke and haze originating from forest fires over Quebec have drifted over Eastern Ontario, causing the air quality index to ex- ceed the “poor quality” threshold of 50 due to fine particulate matter. While the smog advisory is in effect, strenuous outdoor activities are not rec- ommended as they may cause respiratory symptoms such as coughing or shortness of breath. People most at risk of experiencing respiratory problems include: children up to the age of 18, people who work or ex- ercise outdoors, pregnant women, people with allergies, seniors, people with heart Homeowners and merchants in several Prescott County communities should pre- pare in advance for temporary power out- age over the July 7 weekend. Ontario Hydro’s Van leek Hill operations centre has scheduled a four-hour power shutdown on Sunday, July 7, from 8 a.m. to noon. The power outage will affect 835 custom- ers in Alfred-Plantagenet Township, Cham- plain Township, and The Nation municipal- ity. Hydro one will do an advance phone call notice to all households affected before the shutdown takes place. The anniversary service begins at 10:30 a.m. and will include reflections on the his- tory of the church since its founding. Con- struction of the original church took place between 1886 and 1888 and the two-storey structure, complete with steeple, was built without the use of any special heavy equip- ment. Le Club Fil d’Argent de Rockland était l’hôte de l’édition 2013 des Jeux des aînés, les 5 et 6 juin derniers. Le tout était organisé en collaboration avec la coalition des aînés de Clarence- Rockland. Les membres du club se sont ainsi rencontrés pour des compétitions am- icales de pétanque extérieure, de pétanque atout (intérieure) et sacs de sable. Dans la catégorie pétanque extérieure, la 1re place, avec quatre victoires, a été remportée par l'équipe de la capitaine Huguette Hébert, Thérèse Saumure, Clau- dette Gauthier, et Lucien Millette. La deux- ième place, avec trois victoires, est allée à l'équipe du capitaine Guy Houle, Gilles Gélineau, Fernand Goulet et Pierrette Lefe- bvre. HAWKESBURY | Un service mobile pour le déchiquetage des documents confidenti- els verra le jour dans Prescott et Russell, grâce à un octroi fédéral de 75 000$ versé à Recycle Action. Le député fédéral Pierre Lemieux en a fait l’annonce, mardi, au siège social de l’entreprise à Hawkesbury. Ces fonds ver- sés par le biais de la Société de développe- ment communautaire de Prescott-Russell (SDCPR) proviennent du Programme de développement de l’Est de l’Ontario (Fed- Dev Ontario). Déjà, un client d’importance, Dart Aero- space, a indiqué son intention de transférer ses affaires chez Recycle Action dès que le nouveau service entrera en fonction. Un sondage commandé en 2009 par Re- cycle Action avait permis d’identifier ce service comme étant un besoin certain à Hawkesbury et les environs. Au moins 40% des entreprises interrogées avaient alors indiqué qu’elles avaient recours à un en- trepreneur à l’extérieur des Comtés unis et qu’elles opteraient sur le champ pour Re- cycle Action si l’occasion se présentait. «Par cette nouvelle initiative, Recyle Ac- tion va venir en aide à 61 entreprises de

Responsibility for ascertaining these matters rests with the potential purchasers. This sale is governed by the Municipal Act, 2001 and the Municipal Tax Sales Rules made under that Act. The successful purchaser will be required to pay the amount tendered plus accumulated taxes and the relevant land transfer tax.
