As one of the UK’s major sporting centres, Cardiff is home to the iconic 74,500-seat Principality Stadium. The city hosts professional football at the Cardiff City Stadium, rugby at the famous Arms Park and international cricket at Sophia Gardens. Cardiff also boasts an Olympic-sized swimming pool, a white water rafting and canoe centre, ice rink and facilities to play a range of other sports.

As you’d expect from a capital city, Cardiff is one of the UK’s leading retail destinations. Professional Services at Cardiff University

Cardiff’s academic community is central to its success and the support of a high quality Professional Services is vital if we are to deliver excellence in research, learning and teaching, and the student experience. We are also committed to providing an excellent staff experience to match that of the institution’s students. As an organisation we will be focussed, professional, efficient and effective, with infrastructure and support services working to the highest standards in comparison with our peers. We are currently investing in a transformational improvement programme, Transforming Services, which Professional Services staff across the University are working to deliver. The University is a major and complex organisation with turnover exceeding £500 million per annum. In 2016 Cardiff issued a bond of £300 million which is helping finance the institution’s strategic goals. The net proceeds from the bond will support general corporate purposes, including investment in leading edge new research, teaching and student facilities through our Estates Master Plan that will be among the best in the world, and radically enhance the student experience.

The key aims of the Professional Services are to support The Way Forward strategy, to improve its services, to generate income and to develop its people. At Cardiff our Professional Services staff work together across ten central departments, three colleges and their constituent academic schools under the leadership of the Chief Operating Officer, Claire Sanders.

The Role

Cardiff University is seeking to appoint a Deputy Director of Estates (Estates Operations) to play a crucial leadership role resulting in the delivery of consistently excellent estates and facilities services at the University. Founded in 1883, Cardiff University is established as one of Britain's leading research universities. An ambitious and innovative university located in a beautiful and thriving capital city, our vision is to be a world-leading, research-excellent, educationally outstanding university, driven by creativity and curiosity, which fulfils its social, cultural and economic obligations to Cardiff, Wales, the UK and the world. The Deputy Director of Estates (Estates Operations) will lead the delivery of a broad portfolio of hard and soft facilities management services across the University’s array of buildings and facilities which includes teaching and research space, healthcare facilities, workspace, enterprise space, social and hospitality space, residential accommodation, recreational and sports facilities and the public realm. The brief is for the appointed candidate to join on an initial 12-month fixed term contract with a mandate to lead a review and transformation programme resulting in ensuring best-in-class service provision, estates technical assurance and value for money. We are seeking an exceptional candidate with proven experience of leading estates and facilities services across a large-scale, diverse and complex portfolio, with a track record of leading transformation programmes resulting in demonstratable advancement in operational estates and facilities provision. To be a success in the role we are seeking an individual with outstanding stakeholder engagement and team leadership skills, and who is results focused and customer-centric in approach.

JOB PURPOSE

Responsible for ensuring the university campus is maintained, operational and fully utilised. The Deputy Director of Estates (Estates Operations) will need to work with internal and external stakeholders to ensure the existing retained estate is maintained and utilised to a level on a par with any new facilities, and any strategically surplus facilities are disposed of in a timely manner.

PRINCIPAL ACCOUNTABILITIES

1. To develop and manage the estate operations across the estate

2. Responsible for managing a range of hard and soft FM services across the estate.

3. Leading delivery of planned, reactive maintenance (incl minor capital), condition surveys, long term maintenance plans and the development of backlog programmes of work across a large and diverse estate including academic, research and residential buildings. 4. Responsible for developing strategies for the estates portfolio and from time to time working with Campus Development in the development of acquisition and disposal strategies to meet the university needs.

5. Responsible for ensuring statutory compliance for estate operations across the universities varied portfolio.

6. Work with key internal and external stakeholders to coordinate and deliver Carbon Net Zero targets within the University.

7. Work with Campus Developments to ensure that new/refurbished buildings seamlessly move into operational buildings within the university.

8. Management of the estates corporate risk register, ensuring that operational risks are identified, prioritised and actioned in a coordinated and structured manner.

9. Ensure on going liaison with all stakeholders including academic colleges, professional services directorates and student representatives as well as external bodies including the city council, contractors, consultants and statutory bodies.

10.Developing both a large internal team and the appointment of external consultants and contractors to ensure delivery of the University’s short term goals and longer term aspirations.

11.Manage programme constraints and often conflicting demands from Colleges and directorate ensuring that the wider aims of the University are met.

1. A good first degree, or equivalent qualification.

2. A relevant Professional qualification (eg. BIFM, CEng, MRICS).

Evidence of team leadership including team building and individual professional development. The ability to build and motivate internal and external teams ensuring alignment with delivery goals.

5. A track record of successful developing and delivery of hard and soft FM strategies.

6. Proven experience of the managing maintenance across a diverse estate including planned, reactive and backlog maintenance.

7. Proven experience in challenging the existing operations, changing existing processes/structures and improving the customer experience.

8. Evidence of financial planning and budget management ensuring accurate cash flow forecasting.

9. Evidence of successful stakeholder and relationship management across the wider public and private sectors.

10. Experience of prioritising complex and often conflicting project demands ensuring appropriate risk management approaches are used.
