The legal cannabis market has exploded in recent years and has ushered in an entirely new range of ap- plications for label and packaging producers. Legal cannabis is already a big market, with 2020 U.S. sales projected to be $12.48 billion.As more U.S. states come online allowing adult use, and the federal gov- ernment toys with legalization, it is a market that’s only poised for more growth.And more growth means more brands looking for high-end labels and packaging. In 2020, adult use cannabis sales were projected to be $12.48 billion, and are expected to reach $30.47 billion by 2025, representing a 16 percent growth rate year over year, according to Prohibition Partners. While this emerging market provides plenty of label and packaging possibilities,make no mistake: this indus- try comes with its fair share of hurdles and headaches. Last year provided a lot of bright spots for cannabis brands as more states legalized some form of adult use, whether it was for medical or recreational purposes, and attitudes about cannabis use relaxed. Locked Down When the COVID-19 pandemic forced lock downs for much of the country, cannabis businesses were deemed essential, and allowed to remain open. With that, the adult use market soared. More people at home led to more consumers pur- chasing legal cannabis products to experiment, to treat anxiety, or to ease boredom. California alone reported a 156 percent sales growth at the start of the pandem- ic, according to a report by Prohibition Partners. In 2020, the United States also saw more states adopt legal cannabis laws, though cannabis is federally pro- hibited. Today, 15 states allow adult recreational use; 19 have medical laws on the books, and legislation is pending in Mississippi. Canada allows recreational adult use throughout the country, though it is highly regulated. Fast Acting The COVID-19 pandemic still very much dominates the federal agenda, and many observers predict that we won’t see major action on cannabis reform in 2021. “The states may act faster than the federal govern- ment, that is true, but that means it’ll continue to be a patchwork of different legal systems between the (Cont’d on Page 8)

DS Smith, a packaging producer with global head- quarters in London, England, and U.S. headquarters in Atlanta, Georgia, said packaging sales often are seen as a barometer of the health of key industry sectors. The company shared its latest data that indicate U.S. shopping trends on the upswing as consumers grad- ually return to work and play amid fewer pandemic restrictions. Luggage and footwear packaging made a significant 221 percent jump, according to sales data from DS Smith. Possibly reflecting an uptick in those domestic travel plans, packaging for retailers selling auto parts and related equipment and industrial accessories rose 137 percent. from cannabis consumers is pushing cannabis brands to adopt an all-encompassing environmental strategy, from water and land usage to packaging. As mentioned, cannabis regulations are a moving tar- get, and yet, there’s one regulation that remains nearly universal: child-resistant packaging. Even states that le- galize cannabis use and don’t start with child-resistant requirements, most states end up there as the market evolves. Take Michigan for example. When its program launched in 2018, they didn’t require child-resistant packaging at first. Only a short time later, Michigan lawmakers changed the regulation requiring it. That meant cannabis brands were stuck with obsolete non- compliant inventory. Better Safe Industry experts recommend creating child-resistant packaging right out of the gate, regardless of what state law says at the time, to avoid a Michigan scenario. The path to child resistance is interesting and oddly specific. To achieve child resistance, the package must first be tested in an independent lab on 50 boys and girls between 3 ½ to 4 years old.The children are given a sample packaging and given 5 to 10 minutes to open. After 5 minutes, if a child has not attempted to use his or her teeth, the test administrator then announces that the children can use their teeth to get into the packaging if they want to. Only a small percentage of children can gain access to the package for it to pass and move on to the next step of testing that involves seniors between 50 and 70 years old.The goal here is to ensure that children stay out, but the seniors can still get in. Dynamic Child-resistant flexible packaging tends to use 4 to 4.5 mil opaque films. Converters often use opaque films because some states mandate that the product is not seen through the packaging.The thickness is a standard set by California and Colorado, although it doesn’t apply to every state. For states that don’t have a thickness requirement, 4 mil is generally the thinnest gauge that is recommend- ed for a child-resistant application. If a converter has thermal lamination capabilities, they can use a 3 mil film, and add a 1 mil thermal lamination on top and achieve the same level of thickness for puncture and tear resistance. IP Reports Strong Corrugated Demand

Corrugated packaging and containerboard demand remained “very strong” in the second quarter of the year, according to International Paper (IP), a Memphis, Tennessee-based global producer of fiber-based pack- aging, pulp and paper products. “In our papers business, demand recovery accelerat- ed in the second quarter across our key geographies,” said Mark Sutton, Chairman and Chief Executive Offi- cer of International Paper, during the company’s sec- ond-quarter earnings call July 29.“We grew revenue by 15 percent as compared to the second quarter of last year with price realization accelerating in all of our business segments. Our mills and converting system performed well.” IP reported that it achieved second-quarter net earn- ings of $432 million, about $1.09 per diluted share, compared with $349 million, 88 cents per diluted share, in the first quarter of the year and $266 million, or 67 cents per diluted share, in the second quarter of 2020. Second-quarter adjusted operating earnings were at $421 million, or $1.06 per diluted share, compared with $299 million in the first quarter of the year and $305 million in the second quarter of 2021. “We see the rise in OCC cost as a reflection of the underlying strength in global demand for corrugated packaging.” -- Tim Nicholls, Senior Vice President and Chief Operating Officer, International Paper. Second-quarter cash provided by operations was $766 million, and year to date cash totaled $1.3 billion compared with $1.5 billion in the same time frame of 2020.Additionally, the company had a debt reduction of $796 million in the quarter, bringing its debt reduc- tion to date to $904 million. Tim Nicholls, Senior Vice President and Chief Finan- cial Officer at International Paper, added that old cor- rugated containers (OCC) represented about half of the sequential increase in the company’s input costs. IP reported that its joint venture with Ilim Group, which operates major Russian pulp & paper mills, joint venture equity yielded earnings of $101 million in the second quarter of the year, bringing year-to-date earn- ings for that business segment to $150 million.The in- creased earnings for this segment were driven by high- er export and domestic sales prices for softwood pulp, hardwood pulp and containerboard. The company also monetized its remaining invest- ment in Graphic Packaging for about $400 million. In the second quarter of the year, IP’s Industrial Pack- aging operating profits were at $408 compared with $447 million in the first quarter of the year.

Containerboard, Corrugated Demand Surges At PCA Packaging Corp. of America (PCA), a packaging pro- ducer based in Lake Forest, Illinois,has reported strong containerboard and corrugated demand in its latest earnings report. Overall, PCA said it achieved second-quarter 2021 net income of $207 million, or $2.17 per share. Sec- ond-quarter 2021 net sales were $1.9 billion compared with $1.5 billion in the same time frame of 2020.The company said earnings before interest, taxes, deprecia- tion and amortization (EBITDA) for the second quarter, excluding special items, totaled $397 million this year compared with $299 in the second quarter of 2020. In PCA’s Packaging segment, total corrugated prod- ucts shipments and shipments per day were up 9.6 percent in the second quarter of the year over the second quarter of 2020. PCA reports that container- board production was 1.192 million tons, and contain- erboard inventory was up 20,000 tons from both the second quarter of 2020 and the first quarter of 2021. Tom Hassfurther, Executive Vice President of Corru- gated Products at PCA, said outside sales volume of con- tainerboard was 43,000 tons above the second quarter of 2020 but down slightly compared with the first quar- ter of the year because of lower export shipments. Looking ahead to the third quarter, Mark Kowlzan, PCA Chairman and CEO, said PCA expects demand will remain strong for containerboard and corrugated products with one additional day for box shipments. Additionally, he said he expects recycled fiber costs to remain high in the third quarter of the year. “You have to believe with the current trends it’s go- ing up and there is nothing that indicates it’s going to go down anytime soon. Some of the latest data that’s come out indicates record-low nationwide inventory levels of recycled fiber availability, all-time demand for all recycled fibers across the board.And so, unless something happens to the marketplace in the world, I don’t see that changing.”
