T o say we are living in precarious times is a gross misinterpretation of current events. Recently, the global landscape has presented humanity with a blend of tumultuous events that exceptionally challenge our mental, physical, and emotional wellbeing. Now more than ever, we must tread gently during these heart-breaking times, we must collectively hold on to our strength and compassion. We must empathize with those who are suffering, while also holding space for ourselves to feel deeply and process everything going on in the world right now. May we strive for peace in our hearts and minds and believe on a fundamental level that a common thread of humanity, respect and decency will prevail. May we not be torn apart from within or lash out at those around us. Let us pray to ease the suffering for all of us who are affected by conflict and division, let us pray for a peaceful resolution. Most importantly, let us have faith that the days ahead restore love , tolerance , compassion , and kindness to one another. Our latest edition of Shawati’ is visually and editorially dedicated to Mother Earth and the ambitious goals and themes of COP28, from the cover artwork to the section breaker artworks, to most of the editorial themes. We have devoted this issue to environmental initiatives launched here in the UAE, and we have also cast a spotlight on the strides undertaken by the international community to effect positive change to restore and protect the planet. The Year of Sustainability has been the prominent focus in the UAE this year, the concern over the environment is evident across all economic, social, industrial, and cultural activities across the UAE, but it goes back much further than that. The preservation of the environment has always been a top priority in the Emirates, starting with the late Founding Father, Sheikh Zayed bin Sultan Al Nahyan, and the indomitable strides he accomplished to serve that end, which became part of his formidable legacy, a legacy that has been passionately passed on to the current UAE leaders. With COP28 on the horizon, many environmental advocates believe that the preservation of the environment is the greatest means to achieve peace, and a habitable continuity
of our beautiful planet earth, as the impact of peace prevails all over the world and affects not only people but all living creatures and wildlife on earth through the harmonious and delicate balance created. The effects of climate change pose a great danger to the world, and it is no longer possible to turn a blind eye and imagine ‘someone’ else will tackle this situation. What needs to happen is for the global community to converge at COP28 to take the necessary steps in a series of serious and immediate measures, which includes lifestyle changes, preserving energy sources, reducing fossil fuel emissions, preserving precious water resources, and enacting high-scale implementation of strategies and policies to ensure the effectiveness of reaching COP goals by 2030. Climate change and global warming are a major concern locally, and internationally. What is the role of the UAE in increasing awareness within all segments of society and stimulating individual contributions to reduce this disturbing phenomenon? The wise leaders of the UAE have undertaken extensive initiatives to ensure that the environment is an important and urgent issue giving it high priority on its strategic agenda. HE Dr Al Jaber told delegates during the Abu Dhabi Sustainability Week 2023 earlier this year. “That’s why we’re determined to make COP28 a COP for all and a COP of action; a COP where the global North and global South really communicate and listen to each other; a COP where we move from goals to getting it done across mitigation, adaptation, and of course, loss and damage; and a COP where we deliver a new transformative deal on climate finance.” Before COP28 and beyond, the UAE has spearheaded many awareness initiatives, environmental education, and training programmes, which are critical factors to bring about the required behavioural changes and community habits and propagate environmental education, which breeds action. AN EXPANDING ROLE WITHIN SOCIETIES When it comes to the future of our planet, archives ensure the availability of priceless records of climate change’s impact on Earth. According to a 2020 study by the University of Michigan, past climates are becoming increasingly relevant for improving future climate projection, helping us understand how key elements of the climate system are affected by greenhouse gas levels. By providing a window into the past to inform the future, national archives can help us to track environmental changes, supporting the development of climate-change mitigation and adaptation strategies, and ultimately, the achievement of the United Nations’ 17 Sustainable Development Goals. The late Sheikh Zayed bin Sultan Al Nahyan, the UAE’s Founder and first President had always stressed the significance of learning from the past. He had famously said: “A nation without a past is a nation without a present or a future.” One of Sheikh Zayed’s timeless quotes also alludes to the current pursuit of understanding climate change. “History is a continuous chain of events. The present is only an extension of the past,” he once stated. With this wisdom, Sheikh Zayed established the UAE National Library and Archives in 1968 to preserve the nation’s heritage. Housing millions of documents, manuscripts and photos relating to the UAE and the Arabian Peninsula, the institution has grown to become the largest archival repository in the Arabian Gulf region. It has also earned a global reputation for its adoption of the latest technologies and tools, including Piql’s permanent digital storage system, which enables digital content to be securely preserved for up to 2,000 years. “The uniqueness of the UAE National Library and Archives is that we’re monitoring and organising archives from more than 200 government institutions. Other national archives around the world are usually in charge of five or six government institutions. Another special feature of our archives is that we have a department for research and studies. A rchives are special places; they are the homes of our nations’ collective memories, helping us to understand the past, make sense of the present, and predict what the future might hold. Contrary to what many people assume, national archives are much more than passive recipients of records or vaults full of documents. Alongside their responsibility of collecting and managing records pertaining to a country’s political, social, and economic history, these government agencies serve a multitude of other purposes and play an active role within their communities. For instance, in this age of misinformation and fake news, archival institutions are more important than ever in distinguishing fact from fiction. Serving as a vital source of trustworthy information, they provide authoritative evidence that has profound inter-generational value and ensure history does not get changed. We’re doing so many things – with schools, decision makers, leaders, and the accountability of government institutions and governance.” UAE ARCHIVES HOSTS LARGEST ICA CONGRESS In October 2023, for the first time in the Middle East, the UAE National Library and Archives hosted the International Council on Archives [ICA] Congress. The 19 th edition, which took place from 9 to 13 October 2023 at the Abu Dhabi National Exhibition Centre, was the largest in the history of the congress, which was first held in Paris in 1950. More than 6,000 experts and specialists from more than 135 countries attended the ICA Congress Abu Dhabi. This was nearly five times the attendance in past editions and included not only the archival community, but also specialists from other fields, such as librarians, museum professionals, data managers, journalists, and civil society. Furthermore, the archival gathering featured the biggest exhibition to ever take place at an ICA Congress, with over 60 exhibitors ranging from local government entities and national archives to private-sector organisations. Several archival institutions from the region also participated in the congress. Among them were Saudi Arabia’s National Centre for Archives and Records, King Abdulaziz Foundation for Research and Archives, Qatar National Library, Sultanate of Oman National Records & Archives Authority, and Jordan’s Royal Hashemite Documentation Centre. “We hosted archives from a variety of countries, including the Middle East and Africa, as well as companies such as Piqle and Family Search. BEYOND THE ARCHIVAL SECTOR The ICA is a 75-year-old non-governmental organisation established to promote international cooperation for archives and archivists. Its congress takes place every four years to offer participants the opportunity to exchange experiences and best practices, share solutions, and discuss the future of the archiving profession. Themed “Enriching Knowledge Societies”, this year’s ICA Congress featured a content-rich conference agenda tackling five sub-themes. These were peace and tolerance; emerging technologies: electronic records and electronic solutions; trust and evidence; access and memories; and finally, sustainable knowledge and sustainable planet, focusing on archives, records, and climate change. “The idea behind the main theme came from the ultimate goal of archiving. Archives are not storage facilities where we keep documents in a dusty environment. These records are very important and valuable for the nation,” Hamad Al Mutairi, Chair of the Professional Programme of ICA Congress Abu Dhabi 2023 and Director of the Archives Department at the UAE National Library and Archives told Shawati’ . “We’re creating something like a time machine, which allows you to understand what has happened in the past to understand the present and plan for the future. The sub-themes of the conference reflected the expanding role of archives in driving the development of knowledge societies and economies. Dr Al Raisi explained, “When we thought about these five themes, we thought about implementing something that is of importance to the UAE, such as archives and climate change. For example, in November, one month after the ICA Congress Abu Dhabi, the UAE is hosting COP28.” “Climate change is expected to severely affect the archival sector and the memory of countries, so it’s important to understand how to preserve records in such an environment – when climate change is attacking you from all sides, whether through heat, flooding, hurricanes, or earthquakes. You could lose a lot of archives and very important government records.” More than 300 speakers from over 95 countries participated in the ICA Congress conference, with session interpretations provided for the six UN languages: Arabic, Chinese, English, French, Russian and Spanish. An archives hackathon also took place over three days during the congress. The competitive event encouraged students in the UAE to come up with innovative, out-of-the-box archiving solutions, and gave them the opportunity to analyse and derive impactful knowledge. Led by archiving and records- management experts and mentors, the hackathon awarded a USD 20,000 prize for the winning university team and a USD 10,000 prize for the winning high-school team. Meanwhile, a unique bursary programme provided funding assistance for up to 300 individuals to travel to Abu Dhabi and attend the ICA Congress. The initiative sought to enable as

Additionally, the event offered local experts’ insights into best practices in documentation, archiving, and preservation from around the world, which will surely lead to significant improvements in information management, digitalisation methods, and archival techniques. We had five distinguished speakers for each of the five sub- themes of the ICA Congress, including HE Sheikh Nahyan bin Mubarak Al Nahyan, UAE Minister of State for Tolerance and Coexistence; François Hollande, Former President of France; Sheikha Shamma bint Sultan bin Khalifa Al Nahyan, President and Chief Executive Officer of the UAE Independent Climate Change Accelerators [UICCA]; Laura Millar, a widely published thought leader and scholar in records, archives, and information management, and Dr Shashi Tharoor, an Indian politician serving as a Member of Parliament. Nearly 60 exhibitors participated in the ICA Congress Abu Dhabi. What were you hoping to achieve by expanding the exhibition segment? By significantly expanding the exhibition segment to include more than 60 exhibitors, we were looking to achieve several important objectives. The primary goal was to provide a premier platform for participants to engage in networking, exchange ideas, and explore innovative opportunities for collaboration. As interests and investments in public programming, digital record keeping, and archival collections management have become more prominent in the Middle East, the expanded exhibition segment allowed professionals to showcase their products, services, and expertise related to these areas. Q & A with His Exellency Dr Abdulla Al Raisi, Cultural Adviser at the UAE Presidential Court and Chairman of the Higher Organisation Committee of ICA Congress Abu Dhabi 2023 Abu Dhabi hosted the first ICA Congress in the Middle East in October 2023. What led to this international archival gathering being held in the UAE capital and what opportunities did it offer for the region’s archives? The decision to host the International Council on Archives [ICA] Congress in Abu Dhabi was driven by several factors. The UAE places significant emphasis on preserving its vast and rich cultural heritage and traditions while simultaneously embracing modernisation and innovation. As part of this mission, the country has created a comprehensive framework with detailed plans and strategies to improve heritage maintenance and conservation. This is one of the reasons we decided to hold the ICA Congress in the UAE this year. We believe that holding the ICA Congress in the Middle East has opened numerous opportunities for the region’s archives sector. For instance, the event drew global attention to the region’s archival institutions and allowed professionals to showcase their work, share innovative ideas, engage in intellectual discussions, and learn from international experts. This exposure is bound to foster new collaborations and knowledge exchange that can drive the progress of the regional archives sector.
