Jean Paul St. Pierre’s memory lives on in Russell

On Saturday June 3, Russell Township paid a special tribute to the latemayor Jean Paul St. Pierre (“JP”) by naming the building that houses the Russell Library branch in his memory. Henceforth, bright golden letters now overhang the building and a special matching plaque summarizing his achieve- ments has been installed for all to read. Family, friends, dignitaries, colleagues and neighbors gathered for this special ceremony, during which Russell Township mayor Pierre Leroux and chief administra- tive officer Jean Leduc testified of St. Pierre’s achievements, on behalf of all township council members and employees. “Dedication is why we are here today”, mentioned Leroux in his speech. “Not only to honor an individual known to all of us here, but to allow the ones who’ll never have the pleasure to see his smile or have an op- portunity to understand what he did for us.” After workingmore than 30 years as a ci- vilianmember for the RCMP, St. Pierre acted as Police Village of Russell Trustee from2000 to 2006. He then became councilor for Rus- sell Township for four years before becoming mayor on October 25, 2010. In the midst of running for a second term, JP St. Pierre passed, and was buried four years to the day of his election, on October 25, 2014. As mentioned on the plaque, located be- side the entrance of the building, JP played an important role in the development and construction of this building for the Russell Library, as well as the Embrun Fire Hall and theMunicipal Dog Park. He was also there in the early discussions about the sports dome. “His dreamwas to bring the communities to- gether”, said St. Pierre’s 26 years-wife Jocelyn. Although he was known in different ways, whether as a father, husband, brother, friend, co-worker or boss, Leroux also praised St. Pierre’s community involvement as a volunteer, a gatherer, a leader and of course, a mayor. “For me, he was many of those things as well, he also became a confident, a second father, amentor and an inspiration.” St. Pierre’s wife Jocelyn also took the op- portunity to thank and address the fifty-some people that had congregated for the occa- sion. “It is fitting that (Russell Township) they came up with the idea, to name this building after John, a beautiful way to perpetuate his memory here in Russell, a town he loved,

A light snack followed, during which a lot of memories of JP were shared. “It’s gratifying to see so many people come out, two and a half years later and recognize the contribu- tions. So as friend and a close confident, I’m proud”, expressed KinsmenDoug Anthony, who was also St. Pierre’s campaignmanager. “He reached to us greatly”, added Lt Bruce Woolsey of the Russell Firefighter depart- ment. “He helped us immensely to get what we have”, he continued, before Fire Chief Bruce Armstrong, a close friend of the fam- ily, added: “He was very dedicated to his community. “I did not knowMr. St. Pierre personally, but I knew his life of representation through events and shows”, explained François Ba- zinet, president of the Conseil scolaire de district catholique de l’Est ontarien (CS- DCEO), who attended the dedication day. “When he gave a speech, for example at the graduation ceremony, he exuded respect.” The project itself represents a year in the making, from inception to creation, starting with the proposition and council members
voting unanimously to have this project put through and then choosing the building.The library was a “logic choice”, explained Jean Leduc, as St. Pierre played an important role in the development and construction of the building. “It takes time, just to choose the right words, the style of lettering, the placement on the building”, said Tina Collins, Russell Township Strategic Communication and Marketing, who led the project. St. Pierre was a proud contributor and supporter of local groups and associations,
such as the Lions, the Kin Club, the Opti- mists, the Russell & District Horticultural Society and the Embrun and Russell Fire- fighters, just to name a few. His departure has since been qualified as “a big dent” that has gone. Nonetheless, by touching the lives of so many, St. Pierre created a legacy that will now continue to echo to generations to come.

À ce jour, il y a 15 monuments en On- tario, y compris Casselman, Rockland et Hawkesbury. Celui d’Embrun deviendrait le seizième. « On a vraiment eu une très belle pré- sentation de François Bazinet, qui nous a présenté les autres monuments, ailleurs en Ontario », a déclaré la conseillère et membre du Club Richelieu, Amanda Simard. Cette dernière a d’ailleurs fait valoir qu’il était donc possible de se baser sur ces mêmes projets afin de répéter ce qui s’était bien passé et d’éviter les risques ou pièges éventuels. Un comité aviseur sera formé, ainsi qu’un autre appelé porteurs du dossier, afin de mettre le projet en place et de voir à l’aspect financier par le biais d’organismes, de de- mandes de subventions et de programmes gouvernementaux. Selon Daniel-Pierre Bourdeau, l’agent de liaison communautaire de l’initiative Élargir l’espace francophone , le projet serait une façon d’assurer la reconnaissance du français dans la région et de promouvoir la valeur ajoutée de la francophonie régionale. Il renforcerait également la visibilité du sym- bole de la francophonie ontarienne, soit le drapeau, et servirait d’espace patrimonial ainsi que d’attrait touristique, tout en faisant rayonner la francophonie ontarienne. « On prévoit faire un lancement le 25 septembre prochain, qui est la Journée des Franco-Ontariens. Par contre, on se donne- rait toute une année par la suite pour faire l’inauguration de cemonument à Embrun », a conclu M. Bourdeau.
Province okays Taggart- Miller waste project Despite local opposition from both municipal politicians and community activist groups, the Ontario government has approved a controversial industrial and commercial waste recyling and disposal project in Ottawa’s eastern rural fringe area, right next door to Russell Township. Ottawa- based Taggart-Miller Environmental Services received final provincial approval for a proposed facility near the intersection of Boundary Road and Highway 417, in the Carlsbad Springs area east of Ottawa. The Capital Region Resources Recovery Facility (CRRRF) will accept a variety of waste shipped in from all over Ontario, in- cluding industrial, commercial, construction, and demolition waste, for either recycling or storage and disposal. The company’s plan is to divert between 43 to 57 per cent of the waste collected at the CRRRF while the rest would be buried in a landfill set up at the site. The provincial government’s approval of the project, announced on June 5, included 15 conditions for the company to follow to address local and regional environmental concerns about the proj- ect. OPP issues drug safety kits to frontline officers
Meilleur taux de diplomation! Pour une troisième année consécutive, les élèves des écoles du Conseil scolaire de district catho- lique de l’Est ontarien (CSDCEO) ont obtenu le plus haut taux de diplomation parmi les quatre conseils scolaires de l’Est, soit dans les comtés de Stormont, Dundas, Glengarry, Prescott et Russell. Le CSDCEO est parmi le top 10 en province ! Le taux de diplomation représente le nombre d’élèves qui ont obtenu leur diplôme d’études secondaires de l’Ontario (DÉSO) en quatre ou cinq ans. Le CSDCEO a un taux de 91,6 % pour les élèves qui terminent leurs études en quatre ans et de 92,6 % pour ceux qui les terminent en cinq ans. Dans la province, la moyenne est de 79,6 % en quatre ans et de 86,5 % sur cinq ans. « Je tiens à féliciter les élèves de nos écoles pour leur excellence. Nos parents ont de quoi être fiers des élèves de nos écoles catholiques de langue française, car nous avons le plus haut taux de diplomation dans l’Est », s’est exprimé M. François Turpin, directeur de l’éducation et secrétaire. —Élise Merlin abuse is a growing problem in Ontario. The Naxolone kits for officers are for use if they are exposed to Fentanyl during the course of a case or for emergency treatment of anyone suspected of overdosing on Fen- tanyl if other medical aid is not available. All OPP officers will receive training in how to apply the Naxolone if required. Naxolone can reverse an overdose of Fentanyl or other opioid drug for about 20 minutes up to an hour’s duration, depending on the strength of the overdose.

Ontario’s provincial police officers will have a new addition to their standard-issue equipment list.The OPPwill provide a spe- cial “Fentanyl protection” kit to all of its frontline officers and members of special operations groups like the Drug Enforce- ment Unit. The kits are part of the OPP’s response to the increasing presence of Fentanyl on the provincial drug scene. The kits are for use when OPP officers, both in the general force and the special units, are involved in drug search-and-seizure situations or in ordinary day-to-day encounters during general duty. «We take the health and safety of our members and our communities very se- riously,” stated OPP Commissioner Vince Hawkes. “With the increased prevalence of Fentanyl, Fentanyl analogues and synthetic opioid powders on our streets, there is a very real danger of exposure and these steps are being taken to ensure the safety of those we serve and our officers.»

Every frontline officer will receive a kit containing two doses of Naxolone nasal spray, which can counter the effects of Fen- tanyl. Members of the Drug Enforcement Unit (DEU) and Community Street Crime Unit (CSCU) will also receive personal drug safety kits. OPP protocol dealing with drug search- and-seizure cases and/or sampling of sus-
pected drugs requiremandatory protective gear for officers now. Frontline officers in- volved in such cases with the DEU or CSCU must nowwear protective gear, including a respirator mask, safety glasses or goggles, nitrile gloves, and long-sleeved shirts or jackets. Recent Health Canada statistical reviews have determined that Fentanyl was present in 114 OPP drug search-and-seizure cases last year, including rural areas of Ontario where the OPP is themain police force. Test review results for 2017 are not available yet but Health Canada and OPP case files indi- cate the number of seizures which involved Fentanyl seems similar to the numbers for 2016. Après une première année couronnée de succès, le Conseil scolaire de district catho- lique de l’Est ontarien (CSDCEO) lançait à nouveau, le 31 mai dernier, sa Journée des Petits entrepreneurs. Avec le double d’écoles participantes, près de 800 petits entrepreneurs, entre 5 et 12 ans, de six écoles différentes, lanceront sous peu leur entreprise d’un jour. En effet, très bientôt, il s’agira d’une jour- née tant attendue pour ces entrepreneurs en herbe. Après avoir imaginé un produit ou un service et en avoir évalué les coûts de production, ils ont créé de la publicité et des affiches et élaboré la décoration de leur kiosque. Avec l’appui des parents, du personnel du CSDCEO et certaines entre- prises partenaires, ces entrepreneurs d’un jour ont appris à penser, à agir et à planifier comme un entrepreneur. « Ça fait déjà quelques mois qu’on y tra- vaille et après avoir changé d’idée plusieurs fois, on a trouvé notre projet », a confié Amé- lie Leblanc, en présence de ses deux par- tenaires d’affaires, Maya-Gabrielle Baril et Annabelle Baril. « Notre produit, le thème c’est vraiment les brochettes, a poursuivi Maya-Gabrielle. qu’un petit groupe de dames de notre pa- roisse se réunissaient pour former un comité sous l’emblème de ‘Women’s Institute’ », a relaté Liette Drouin lorsqu’elle a écrit l’histo- rique de l’UCFO de Clarence Creek en 1986. « Ces dames croyaient en la nécessité d’un certainmouvement qui les réuniraient, tout en facilitant cet échange qui dès les débuts et jusqu’à nos jours nous est si précieux. » « Nos dames sont de véritables fées, avait déclaré la regrettée membre Annette David en février 1970 Elles tricotent, crochètent, cousent, brodent et piquent du couvre-pied. C’est merveilleux ! » Toutes les occasions étaient opportunes pour y échanger un patron ou un conseil, en plus d’y cultiver l’éducation chrétienne et artistique. Guidées par un sens de la charité, le cercle de l’UCFO a toujours été conscient des be- soins qui existent dans la communauté et n’hésite pas à redonner à la paroisse, soit en offrant ses confections ou en organisant des activités.
Le jeudi 18mai dernier, le cercle de l’Union culturelle des Franco-Ontariennes (UCFO) de Clarence Creek soulignait ses 80 années d’existence à l’occasion de l’assemblée gé- nérale régionale annuelle. Sous le thème Il était une fois... un avenir éclairé , une cinquantaine demembres, en compagnie des présidentes provinciale, régionale et locales, se donnaient rendez-vous à l’aréna de Clarence Creek. Pour l’occasion, des dames de Sarsfield, Ottawa, Saint-Albert, Casselman, Embrun et Crysler ont rejoint leurs consoeurs de Clarence Creek afin d’y tenir les élections régionales annuelles. Des tirages, un goûter et diverses mentions honorables étaient également au programme. Les participantes ont aussi pu assister à une conférence sur les testaments et procurations, présentée par Marc Simard. S’aimer, s’unir, se cultiver Fidèles à leurs traditions, lamajorité des convives présentes avaient mis la main à la pâte en apportant des décorations, des petites bouchées et des prix à faire tirer. De plus, une section leur permettait d’étaler des antiquités, des souvenirs et des produits fabriqués à la main qui portaient tous une valeur symbolique. « On a plusieurs membres qui appar- tiennent au cercle depuis 25 à 70 ans », a expliqué Louise Lavictoire, la présidente de l’UCFO de Clarence Creek. En effet, en plus de souligner le temps d’appartenance de plusieurs membres, dont les 70 années de Réjeanne Bourgeois d’Embrun, une chan- delle avait été allumée enmémoire de celles qui les ont quittées. Comme le faisait valoir la présidente pro- vinciale Madeleine Chabot, qui est aussi membre du cercle de Clarence Creek, le mandat de l’UCFO est de travailler à l’épa- nouissement de la femme dans la société au point de vue économique et social, entre autres. Notice of Commencement and Public Open House Environmental Assessment for an Expansion of the Eastern Ontario Waste Handling Facility
GFL Environmental Inc., est propriétaire et opère le Complexe Environnemental de l’Est de l’Ontario (CEEO) situé à Moose Creek, Ontario. GFL Environmental a commencé une évaluation environnementale (EE) afin d’obtenir l’approbation pour sa demande d’augmentation de volume du site d’enfouissement déjà existant. L’expansion proposée inclus le développement des cellules 3B et 4 du site d’enfouissement existant. Ces cellules d’enfouissement ont été identifiées lors de l’approbation initiale du Complexe Environnemental. Le Complexe Environnemental de l’Est de l’Ontario (CEEO) est situé dans la municipalité de North Stormont, à peu près 5 kilomètres au Nord-ouest du village de Moose Creek, Ontario et à 5 kilomètres du village de Casselman, Ontario. L’emplacement du complexe est illustré sur le plan repère et le but de l’évaluation environnementale est d’évaluer les risques potentiels sur l’environnement suite à l’approbation de demande d’expansion du site d’enfouissement.
GFL Environmental Inc. (formerly Lafleche Environmental Inc.), the owner and operator of the existing Eastern Ontario Waste Handling Facility (EOWHF) in Moose Creek, Ontario, has initiated an Environmental Assessment (EA) seeking approval to expand the disposal capacity of the existing landfill at the EOWHF. The proposed expansion will involve the development of Stage 3B and Stage 4 of the existing landfill. These landfill stages were identified for development in the original approval for the EOWHF. The EOWHF is located within the Township of North Stormont, approximately 5 kilometres north- northwest of the village of Moose Creek, Ontario, and 5 kilometres east of the village of Casselman, Ontario. The location of the Facility is shown on the Key Plan below. The purpose of the EA is to assess the potential effects of the proposed landfill expansion on the environment.

Les procédures Cette étude sera effectuée conformément aux exigences de la loi sur l’évaluation environnementale. Le Ministère de l’Environnement et de l’Action en matière de changement climatique a approuvé les Termes de Références (TdeR) pour le projet le 11 mai, 2017. Les termes de références approuvés décrivent le cadre et le plan de travail pour répondre aux exigences de l’ÉE, y compris les activités de consultation publique qui seront effectuées. Une copie des TdeR approuvés est disponible sur le site internet du projet; www.leic.com/fr/apropos/projets. Cette évaluation environnementale sera effectuée selon les TdeR approuvés, les conditions d’approbation et les exigences de l’évaluation environnementale. Les résultats de cette étude seront documentés dans un rapport, qui sera soumis au Ministère. À ce moment-là, le public, les agences, les communautés autochtones et d’autres personnes intéressés seront informés lorsque le rapport d’évaluation environnementale peut être revu. Consultation Nous encourageons activement les membres du public, les agences, les communautés Autochtones ainsi que les citoyens intéressés à participer à la planification en assistant aux consultations occasionnelles ou en adressant commentaires et questions directement à nos employés. Les consultations vont être planifiées au cours de la planification des procédures et elles vont être annoncées dans les journaux locaux, sur notre site internet www.leic.com/fr/apropos/projets, par courrier ou par courriel. Une journée portes ouvertes au public pour fournir une mise à jour sur le projet et discuter du processus d’évaluation environnementale, y compris fournir des informations sur les conditions existantes dans les domaines d’étude, les alternative proposés pour l’expansion du site d’enfouissement et le processus de consultation qui sera suivi lors de l’élaboration de l’évaluation environnementale, est prévu pour le mercredi 21 juin 2017 au bureau administratif du CEEO, 17125 chemin Lafleche, Moose Creek, Ontario de 16h à 20h. The Process The EA will be carried out in accordance with the requirements of the Environmental Assessment Act (EAA). The Minister of the Environment and Climate Change (MOECC) approved the Terms of Reference (ToR) for the project on May 11, 2017. The approved ToR outlines the proponent’s framework and work plan for addressing the EAA requirements when preparing the EA, including the public consultation activities that will be carried out. A copy of the approved ToR is available on the project website: www.leic.com/about/projects. This EA will be carried out according to the approved ToR, conditions of approval and the requirements of the EAA. Results from this study will be documented in an EA Study Report, which will be submitted to the MOECC for review. At that time, the public, agencies, Aboriginal communities and other interested persons will be informed when and where the EA Study Report can be reviewed. Consultation Members of the public, agencies, Aboriginal communities and other interested persons are encouraged to continue to actively participate in the planning process by attending consultation opportunities or contacting staff directly with comments or questions. Consultation opportunities are planned throughout the planning process and will be advertised in local newspapers, on the project website www.leic.com/about/projects, and by direct and/or electronic mail (email). A Public Open House to provide an update on the project and discuss the EA process, including providing information on the existing conditions within the study areas, the proposed landfill expansion alternatives, and the consultation process that will be followed during the development of the EA, is scheduled for Wednesday June 21st, 2017 at the EOWHF Administrative Office, 17125 Lafleche Road, Moose Creek, Ontario from 4 p.m. to 8 p.m. You are encouraged to attend and participate in helping us identify issues, interests or ideas to be addressed in the EA.
