COLONEL DAVID W. ABBA Col. Abba is the commander of the 53d Wing, Eglin Air Force Base, Fla. The wing comprises approximately 2,800 military and civilian people at 22 diverse locations throughout the United States. The 53rd Wing is responsible for fighter, bomber, space and remotely piloted air vehicle operational testing and evaluation, and tactics development and evaluation in the areas of electronic combat, armament, avionics and aircrew training devices. His command includes Air Force Advanced Program Networks, the air-to-air and air-to-ground weapons systems evaluation programs Combat Archer and Combat Hammer, as well as the electronic warfare evaluation program, Combat Shield. Col. Abba earned his commission through the United States Air Force Academy in 1995 with a Bachelor of Science in Human Factos Engineering. He has held a variety of flying assignments at the squadron, group, and wing level, including serving as the weapons officer for the 58th Fighter Squadron, at Eglin AFB, Fla., director of operations for the 27th Fighter Squadron and commander of the 94th Fighter Squadron, both at Langley AFB, Va. His staff assignments include Airpower Strategist in CHECKMATE, Assistant Executive Officer to the Chief of Staff of the Air Force, and Senior Air Force Strategy Advisor in the Office of the Secretary of Defense for Policy. COLONEL ELIZABETH E. ARLEDGE

Col. Elizabeth Arledge is the Mobilization Assistant to the Deputy Chief of Staff for Strategic Deterrence and Nuclear Integration, Headquarters U.S. Air Force, Washington, D.C. In this role, she provides guidance and advocacy for the Air Force nuclear enterprise and countering weapons of mass destruction mission. Col. Arledge graduated from McNeese State University, Lake Charles, La. in 1987 and received her commission through Officer Training School, Lackland AFB, Texas in 1992. She spent six years on active duty working with nuclear weapons, conventional munitions, and special operations aircraft before joining the Air Force Reserve in 1998. Col. Arledge was previously assigned to the Nuclear Weapons, Missiles, and Munitions Division, Directorate of Logistics, Deputy Chief of Staff for Logistics, Engineering and Force Protection. From October 2014 until June 2015, Col. Arledge performed temporary duty as the 20 th Air Force, Director of Logistics and Communication at Frances E. Warren AFB, Wyo. where she implemented policy and guidance for the generation and sustainment of the nation’s Intercontinental Ballistic Missile force. MRS. CHRISTINE M. ARMSTRONG Mrs. Christine M. Armstrong is the Division Chief of the Civilian Personnel Programs, Headquarters Air Force Personnel Center, Joint Base San Antonio-Randolph, Texas. She is responsible for developing policies and procedures, as well as serving as the business process owner for the full scope of civilian Air Force personnel programs. She serves as Air Force Personnel Center senior subject matter expert in civilian personnel.

Previously, Mrs. Armstrong served as the Deputy Director of Personnel Operations, Headquarters Air Force Personnel Center, Joint Base San Antonio-Randolph, Texas. She was responsible for executing the full scope of processes and procedures for civilian Air Force personnel operations in order to effectively and efficiently deliver civilian human resource capabilities. Colonel W. Halsey Burks Colonel W. Halsey Burks is the Commander, 15th Wing, Joint Base Pearl Harbor-Hickam, Hawaii. The 15th Wing provides trained and ready Airmen to the Commander, U.S. Indo-Pacific Command and the Commander, Pacific Air Forces to execute strategic airlift, air dominance, and executive airlift missions via C-17A, C-37A, C-40B and F-22A aircraft. As the commander, Colonel Burks serves as the Senior Airfield Authority on Hickam Field and is responsible for the airfield’s safe and effective operation. Hickam Field serves as a strategic launching pad for the projection American airpower throughout the Indo-Pacific Area of Responsibility. The wing’s Total Force Integration relationship with the Hawaii Air National Guard is critical to the day-to-day operations and maintenance successes of the C-17 and F-22 mission sets. The 15th Wing also serves as the Air Force lead that partners with the Commander, Joint Base Pearl Harbor-Hickam to provide mission support to all other Air Force entities on base. Colonel Burks entered the Air Force in 1995, earning his commission from the United States Air Force Academy. He

is a command pilot with more than 3,700 hours including combat time in support of Operation Enduring Freedom, Operation Iraqi Freedom, Operation New Dawn, and Operation Freedom’s Sentinel. He has three master’s degrees related to military history, theater operations, and campaign planning and strategy. COLONEL ERIC A. CARNEY

Colonel Eric A. Carney is the Commander of the 97th Air Mobility Wing at Altus Air Force Base, Oklahoma. As commander, he is responsible for the formal training of all KC-46 Pegasus, C-17 Globemaster III and KC- 135 Stratotanker aircrews for active duty, Air National Guard and Air Force Reserve units, as well as multiple partner air forces from across the world. In addition, the wing simultaneously maintains a worldwide capability to support combatant commanders by deploying mission-ready Airmen on short notice. COLONEL RONALD E. CHEATHAM Colonel Ronald E. Cheatham is the Vice Wing Commander, 501st Combat Support Wing, US Air Forces in Europe, headquartered at Royal Air Force Alconbury, United Kingdom. The 501st CSW provides world-class combat support from eight installations throughout the U.K. and Norway, enabling critical intelligence, communications and global strike operations. The diverse mission portfolio of the 501st CSW includes the maintenance and operation of a bomber forward operation location, theater munitions movements and storage capabilities, global command and control communications capabilities to three combatant commanders, a communications access site, and support for the theater intelligence operations. The wing provides support to nearly 70 different US military and government agencies and a community of 14,000 people throughout the U.K. and Norway as it

effectively enables combat effectiveness to mission partners from the NATO Joint Warfare Centre at Stavanger, US European Command, US Africa Command and NATO intelligence analysis units at RAF Molesworth and Air Force Global Strike Command at RAF Fairford and RAF Welford. Col Cheatham earned his commission in 1996 from the United States Air Force Academy in Colorado Springs, Colorado. He has held several command and staff positions at the base, major command, Air Staff and Joint Staff level. He has commanded squadrons in-garrison and in a deployed environment. Col. Kenneth R. Council, Jr., is the Mobilization Assistant to the Commander, 618th Air Operations Center (Tanker Airlift Control Center), Scott Air Force Base, Illinois. The 618th AOC (TACC) is responsible for operational planning, scheduling, directing and assessing a fleet of approximately 1,100 aircraft in support of combat delivery, strategic airlift, air refueling and aeromedical operations around the world. Col. Council entered the Air Force in 1989 as a graduate of Embry-Riddle Aeronautical University and earned his pilot wings in 1990. ARDEN B. DUERRE

Arden B. Duerre is the Chief Engineer for the Space Development Division, Air Force Rapid Capabilities Office, Joint Base Anacostia Bolling, Washington DC. He is responsible for the system engineering oversight for eight high priority programs (ACAT II equivalent) within the AFRCO space systems portfolio. He assists AFRCO Technical Director by overseeing design reviews, requirement review, program kick-offs and risk management for nationally important and critical AF and DoD space systems acquisition programs for operational readiness and suitability. He coordinates and prioritizes requirements from COCOM, MAJCOM and other DoD services to maintain affordable systems that meet user requirements. Mr. Duerre entered civil service for the Air Force in 1990 as a test and evaluation engineer at Edwards Air Force Base. He spent the next 13 years as an avionics and electronic warfare flight test engineer for MC-130H, AGM-137, B-2, B- 1B, B-52H and F-16 programs. Mr. Duerre has accumulated an extensive test and evaluation program planning, execution and analysis experience. He has authored five technical reports and contributed to multiple other technical reports. He has planned and executed test programs for radar, sensor, navigation and electronic warfare systems and aircraft survivability. He next served as a second level supervisor of 21 civilian and military electronic warfare test engineers prior to becoming the Chief of Engineering for Development Test and Evaluation activities at the 416 FLTS. He then became the lead systems engineer and principle engineer for the Strategic Systems Division for acquisition of high priority AF and DoD programs. In the last eight years, Mr. Duerre has accumulated, an extensive system engineering experience base working on space, command and control, and senor systems. Chief Master Sergeant Christopher Easter is the Command Chief, National Air and Space Intelligence Center, Wright-Patterson Air Force Base, Ohio. COLONEL WILLIAM C. FREEMAN Colonel William “Clay” Freeman is the Deputy Director for Strategic Plans, Programs, and Requirements (A5/8), Headquarters, Air Force Special Operations Command. CHRISTI A. FRUHWIRTH

Christi A. Fruhwirth currently serves as the Deputy Chief of Contracting, Business and Enterprise Systems Directorate, Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio. Ms. Fruhwirth is responsible for management and oversight of all contracting activity within the Business and Enterprise Systems Directorate at Wright-Patterson Air Force Base. She is responsible for approximately 80 civilian contracting personnel and supporting 60+ Information Technology (IT) Systems totaling $259M in contract execution annually. Ms. Fruhwirth’s organization acquires, operates, and sustains operational support information technology systems for the Air Force and Department of Defense, launching high-confidence IT programs through conducting early system engineering, modeling, architectural design, and exploring the art-of-the-possible to mature requirements. Ms. Fruhwirth entered federal government in 1986. Throughout her 32- year civilian service career, she held a variety of administrative and

supervisory acquisition assignments at Hill Air Force Base, Utah and Wright-Patterson Air Force Base, Ohio. Prior to assuming her current position, Ms. Fruhwirth served as the principal representative to the Senior Executive Service, Director of Contracting, Headquarters Air Force Materiel Command, responsible for 3,900-person contracting workforce and 66,900 Command wide acquisition actions valued at $45.8B annually.
