Le conseil et le personnel doivent d’abord veiller à ce que les besoins de fonc- tionnement quotidiens de la municipalité soient couverts avant de pouvoir envisa- ger les améliorations possibles. Un avis sur le processus de budget annuel, y compris la consultation publique, est affiché sur le site Web municipal à www.nationmun. ca et comprend des instructions pour les résidents sur la façon de présenter soit des commentaires ou des suggestions sur le plan budgétaire, s’ils sont incapables d’assister à l’une des séances de consultation publique. Une deuxième séance est au calendrier pour le 17 octobre. Les séances de consultation publique sont un nouvel ajout au processus de budget annuel pour lamunicipalité et le maire, François St-Amour, espère recevoir beaucoup de bons commentaires et d’idées des résidents. « C’est quelque chose de nouveau pour nous, a déclaréM. ROPE Squad alert for fugitive Residents in the Ottawa and Five Counties region are asked to keep alert for sightings of a possible fugitive. The Repeat Offender Parole Enforcement Squad (ROPE) issued an alert Sept. 16, on the disappearance of Mohamed Hersi, 29, wanted on a Canada-wide warrant for being unlawfully at large. Hersi was serving a sentence of two years and three months on convictions for break-and-enter, weapon assault, robbery, and forcible confinement. He is black, stands six-foot-one, weighs 209 pounds, has black hair, and wears prescription glasses. He is known to frequent the Ottawa and Toronto areas.Anyone seeing Hersi, knowing his whereabouts, or who may have information on him can call the ROPE Squad at 1-866-870-7673 (ROPE) or the CrimeStoppers tconfidential tips line at 1-800-222-8467.

Late-summer drought alert situation continues

Thewater situation in two areas of the South Nation River watershed has not improved yet as the end of summer approaches. A severe drought alert remains in effect for the Bearbrook and Upper South Nation/ Spencerville areas. The SouthNation Conservation Authority (SNC) declared a level III drought condition alert for the two subwatersheds earlier this month. The rest of the South Nation watershed remains at level II drought status as declared in July. Level III means “severe drought conditions”, where the water level in that section of the South Nation River and tributaries within the area can pose potential problems for both fish spawning habitats, and for neighbouring plant and tree growth. This can also spinoff into problems for some wildlife and waterfowl. It also may present problems for any adjacent farmlands which depend on either the South Nation River or one of its tributaries as part of their irrigation systems. Residences in these subwatersheds, which depend on wells for their water sources, may experience extreme low-water or periodic dry well situations. Despite recent rainfall, water level conditions in both these subwatersheds remain at 30 per cent of the normal flow for

this time of year.The rest of the SouthNation watershed is at half its normal flow for the summer season. Current weather forecasts indicate no “significant rainfall” expected in the next couple of weeks. SNC staff have beenmaking the rounds of municipal council sessions in the Prescott- Russell region and other areas contained
within the South Nation River watershed. Staff have explained how the SNCmonitors water level conditions and determines when to declare either a Level I, II or III low-water situation. Level I is a “mild” low-water situation while Level II is “moderate”. The SNC does not have the authority to impose water use restrictions on residents and business owners within the watershed,
but it can and will advise voluntary water conservation measures when Level II or III conditions exist. Municipalities within the watershed can imposemandatory water-use restrictions if the councils decide they are necessary. Residents should consult their local municipal office if water restrictions are in effect.The SNC has advice on reducing water use on its website at ǁǁǁ͘ŶĂƟŽŶ͘ŽŶ͘ĐĂ .

Rabies prevention program The Ministry of Natural Resources is doing a “bait drop” project during the late summer season to help eliminate the risk of rabies in the Eastern Ontario region. MNR has contracted for an air drop of 30,000 pieces of bait containing the rabies vaccine over an area in the southern part of the region, including Wolfe Island, the Thousand Islands Bridge district, and around near Cornwall. The baits will help immunize most skunks, foxes, and raccoons within the designa- ted area, who may have wandered up from the upper New York state region into Ontario, where there are confirmed reports of rabid raccoons. The bait drop will help to eliminate both the risk of a full rabies condition developing in any of these animals, and also prevent them from carrying the virus into other parts of Eastern Ontario and Southern On- tario during their wanderings. – Gregg Chamberlain

La municipalité de Russell a dévoilé, lors de la réunionmunicipale du lundi 19 sep- tembre, le nouveau site Web officiel de la municipalité, qui a été mis en ligne le soir même. Ce nouveau siteWeb vient complètement remplacer l’ancien et a été remodelé d’un bout à l’autre. Ce projet est le fruit du travail entre Tina Collins, agente de communication à la municipalité, et d’une équipe formée demembres de chaque département. Cette équipe, qui travaillait sur le nouveau site depuis le mois de février, a réussi à faire cette mise à jour tout en respectant le bud- get alloué. Parmi les changements principaux se retrouvent les couleurs, qui ont été amélio- rées, et plus particulièrement l’architecture du site et la disposition de l’information. Sur l’ancien site, les gens devaient cliquer sur Mon canton ou Ma communauté , deux liens différents, ce qui, selonMme Collins, portait à confusion. Il était aussi très difficile pour les résidents de trouver certains services particuliers. Maintenant, le nouveau site est divisé en cinq sections, soit Résidents, Entreprises, Visiteurs, Hôtel de Ville et Relier, sur lesquelles, nous assure Mme Collins, il est plus facile de naviguer. Selon l’équipe de développement du site, l’un des problèmes principaux de l’ancien site était la grandeur et la résolution de l’écriture qui rendait la lecture bien difficile pour plusieurs résidents, un problème qui a maintenant été résolu avec le nouveau site. De plus, la recherche Google sera inté- grée dans le site, rendant la recherche au sein du site comme tel, bien plus facile. Un calendrier d’activités communautaires a aussi été ajouté au site Web, mais de façon bien plus efficace qu’auparavant, car il sera lié directement avec les calendriers d’autres organisations au sein de lamunicipalité. Fire dispatch issue smoulders away

The future of fire dispatch service continues as a burning issue for several municipalities in Prescott-Russell. Hawkesbury Mayor Jeanne Charlebois delivered her town council’s resolution on thematter to her fellowmayors at the Sept. 13 committee of the whole session for the United Counties of Prescott-Russell (UCPR). Hawkesbury town council wants the UCPR to take on fire dispatch as a regional service but the suggestionmet with a cool reception from both the other mayors at the UCPR table and also counties administration. Stéphane Parisien, UCPR chief administrator, explained, during both the counties session and during a later interview, that fire dispatch service is the responsibility of individual municipalities and not a duty of the counties. “It’s not up to the counties to take over fire dispatch,” he said. “And why would we take over something with no clients?” Hawkesbury has provided bilingual fire dispatch service for several years for itself and six other communities in Prescott- Russell, as well as for North Glengarry and North Stormont townships. Those two townships have now switched to Cornwall for their dispatch service and that has since raised the individual cost share for the six Prescott-Russell municipalities who still contract with Hawkesbury. Now they are all thinking of following the example of the City of Clarence-Rockland, which contracts with Ottawa’s fire dispatch program. Clarence-Rockland has been part of the Ottawa fire dispatch system since 2000. Hawkesbury has alsomade inquiries on its own to Ottawa. The problem now is that the City of Ottawa has stated that any new fire dispatch service agreement with the other Prescott- Russell communities must be as a single regional contract. It is not interested in having to work out the details for several new individual contracts. This leaves the other six municipalities needing an extension agreement for at least 18 months with Hawkesbury for continued fire dispatch service. Part of the

La 36 e édition annuelle de lamarche Terry Fox, dans le canton de Russell, a eu lieu le dimanche 18 septembre dernier et a attiré 193 participants, permettant d’amasser un plus de 11 200 $ pour la recherche sur le cancer. Cet évènement, qui a lieu dans la région depuis 1981, a permis de récolter un total de 274 000 $, au fil des 35 dernières années, pour un nouveau total de plus de 285 000 $. La Banque Scotia de Russell a aussi contri- bué à ce montant. D’après la conseillère Cindy Saucier, qui s’occupe de l’organisation de l’évènement depuis plusieurs années, « Nous sommes très reconnaissants de la contribution des participants et commandi- taires. Lemontant d’argent qui a été amassé en un seul matin, au fil des années, est vrai- ment incroyable, surtout considérant le fait que nous ne sommes pas une très grande communauté. » Cette année, la marche a été consacrée à Trisha McNulty, une résidente de Russell qui a perdu sa bataille contre le cancer au printemps 2016. Les gens ont eu la chance de faire davantage de dons en faisant une offre pour acheter le chapeau préféré de Mme McNulty. Encore une fois, la marche a été séparée en deux départs différents, soit près d’Eu- phoria à Embrun et près de l’école Mother Theresa à Russell. Des activités variées
Magladry family raises $1285
The 36 th annual edition of the Russell township Terry Fox run was held on Sunday September 18 and raised over $11,200 for cancer research. Once again, the Magladry- Toll family, who have lost many of theirmembers to cancer over the years, were present for the event, raising a significant amount. This year, however, they were walking not only for their family and friends that have lost the battle to cancer and those that have courageously beaten it, but for sisters Lois Deavy and Laurie Waddell, both of whom were diagnosed with cancer earlier this year. Pictured are all members of the family that were present for the event, including the four sisters wearing the blue ‘’TeamLois’’ shirts, (from left to right) Brenda Toll, WilmaMagladry, LaurieWaddell and Lois Deavy. Hawkesbury accueille le Salon du livre de l’Est ontarien Le comité ad hoc du Salon du livre de l’Est ontarien a annoncé plus tôt cette semaine que l’événement aura lieu cette année à Hawkesbury. Ce salon, qui se veut une rencontre pour tous les fervents de lecture et offre une occasion de goûter à la littérature franco-ontarienne et francophone en général, aura lieu du 27 au 29 octobre à l’École secondaire régionale catholique de Hawkesbury, située au 572, rue Kitchener. Il sera possible de s’y procurer des livres de tous genres et de bouquiner à son aise.Au menu, diverses activités telles que des ateliers, des rencontres d’auteurs, des séances de signatures, des lectures d’extraits, des pres- tations et bien d’autres. – Stéphane Fortier with the recent success of the Co-operators and the Club Optimiste d’Embrun’s golf tour- nament for the Sports Dome held in August, another $12,065.00 was raised for the Sports Dome, bringing the early total over $50,000 raised so far.
With the massive door-to-door campaign for the Sports Dome happening this Satur- day, September 24, the project fundraising committee is still looking for volunteer canvassers to help with the donation col- lection. Fundraiser organizers are now calling on residents, groups and clubs to assist with their campaign in any capacity and have also decided to try and finish the campaign within a day. “We’d like to have 100 volunteers if possi- ble, sowe can completely cover the Township in one day with our campaign”, said organizer Doug Anthony. “We need English, French and bilingual canvassers” said Anthony, “and having a smart phone or Ipad is an asset. Furthermore, the newest project, as part of the door to door campaign launch, is the Sports Dome challenge. Le 25 septembre, Jour des Franco- Ontariens et des Franco-Ontariennes – ainsi nommé officiellement depuis 2010 – est l’occasion parfaite de célébrer la communauté francophone de l’Ontario et sa riche histoire. Ce drapeau, officiellement reconnu en 2001, est devenu l’emblème de la communauté franco-ontarienne... Créé par Gaétan Gervais et Michel Dupuis, l’un professeur d’histoire et l’autre étudiant en sciences politiques à l’Université Laurentienne de Sudbury, le drapeau franco- ontarien a été hissé pour la toute première fois sur le campus de leur établissement le 25 septembre 1975.
