Imperial’s Related Ventures (RV) portfolio are mission aligned opportunities that seek to diversify income streams and generate a material return on the invested capital, with the aim of providing unfettered positive cashflow support for the academic mission. ThinkSpace – co-location office and laboratory accommodation; Commercial Operations – services that enable third party use of the Core College estate during periods of low utilisation and ‘Imperial Living’ - an early stage RV focused on the development and operation of a residential Build To Rent portfolio. Reporting to the Strategy Director (Property), the Development and Mobilisation Manager will play a key role in the delivery and mobilisation of a range of development schemes that emanate from the Imperial’s Related Ventures programme. We are seeking an individual with excellent interpersonal and communication skills and who can traverse the full project lifecycle from development and design through to construction delivery and transition into operation. Current established ventures include: GradPad – postgraduate residential accommodation;

We are particularly seeking an individual with experience and expertise in the mobilisation of projects into operation including the procurement of facilities management services. This, married with experience in overseeing the construction of developments ensuring adherence to specification, timescale and commercial expectations would be particularly advantageous. This is an exciting opportunity for an ambitious property professional to play a leading role in a unique real estate development vehicle with the ultimate outcome of supporting world-class teaching and research.

The Purpose of the role: The Office of Financial Strategy (OFS) is responsible for two major strands of Imperial’s financial strategy: the Endowment and the developing Related Ventures portfolio. This is a critical part of the College’s Strategy 2015-2020. This role is focused on the Related Ventures (RV) portfolio. RV’s are mission aligned opportunities that seek to diversify income streams and generate a material return on the invested capital, with the aim of providing unfettered positive cashflow support for the academic mission. Current established ventures include: GradPad – postgraduate residential accommodation; ThinkSpace – co-location office and laboratory accommodation and Commercial Operations – services that enable third party use of the Core College estate during periods of low utilisation. ‘Imperial Living’ is an early stage RV focused on the development and operation of a residential Build To Rent portfolio. The venture will offer a portfolio of accommodation which provides affordable housing for qualifying members of the College community (keyworkers) against agreed criteria, along with residential units to be rented on the open market to generate cashflow for the College. There are currently 23 operational units within the portfolio, an additional 192 units under development, and a further 185 in the Job Description

planning pipeline. The College has ambitions to grow the portfolio to c.500 units by 2025.

With the 192 units due to complete at the end of 2018, and another 85 in 2020, OFS is seeking to recruit a financially astute individual with significant experience of delivering managed services to new buildings and with strong decision-making skills in order to steer the assets through the defects and operationalising process; this will be instrumental in ensuring the successful establishment of this new portfolio. 1. Delivery of Managed Services (40%) • Responsible for organising the delivery of the hard and soft services to new buildings in the portfolio, within the time frame set by the Strategy Director, whilst delivering and demonstrating value for money to the College • Responsibility for producing and implementing the plans and operational processes that set out how the new buildings will operate • Take the lead in liaising with other College departments, particularly Facilities Management and Space Management, to ensure the portfolio’s buildings are meeting their operational performance capabilities 2. Client Representative (20%) • To act as the Client’s Representative during the construction phase, working with the appointed external project managers, to make the necessary decisions on behalf of the College to ensure that new developments are built to the right specification. • Oversee and manage the defects period, liaising effectively with the Main Contractor, project manager and building users • Develop strong understanding of the project’s contractual documentation to ensure the College’s position is optimised, working with Imperial’s external lawyers as necessary 3. Compliance and Risk Management (15%) • Responsible for ensuring that the procured services meet all statutory compliance requirements and that the third party contractor can report to auditable standards • Ensuring that the portfolio is managed with appropriate alignment to Imperial’s wider system of approval processes and procedures • Effectively assess, advise and resolve risks, reporting into the College’s risk management process as necessary • Responsibility for producing the portfolio’s risk register and other health and safety documentation, in line with the College’s safety hierarchy 4. Financial Management and Reporting (15%) • Prepare, monitor and manage budgets for the mobilisation of new assets in the portfolio • Oversee and monitor construction budgets with a particular focus on the defects period • Establish effective reporting and management information systems for the post-delivery phase of assets • Create a culture which embeds value for money and excellent customer service as the defining characteristics of the portfolio • Lead point of contact on the auditing of any new assets in the immediate post-delivery phase

This is a new post in an early-stage venture and the appointee will be expected to demonstrate his or her ability to develop, and respond to new opportunities and challenges as they arise. Education and Qualifications: • Relevant built environment or project management related qualification/professional member- ship and or professional experience and technical background. • Membership of BIFM, IOSH or equivalent Knowledge and Experience: Essential • Proven and demonstrable evidence of sourcing and/or delivering hard and soft services, ideally from a base build project • Experience of taking a building through a defects process • Demonstrable experience in commissioning, mobilisation and transition of construction projects at handover stage. • Significant expertise in strategic planning including monitoring, risk management, impact mitigation, reporting and auditing. • Knowledge of compliance and regulatory issues relating to the property, construction and facilities industry. • Demonstrable experience of working within a complex stakeholder environment. Desirable • Experience of residential property management • Sound understanding of the financial mechanisms that underpin any development.

Salary level

Anticipated starting salary level for this appointment ranges from £54,880 to £62,980 per annum, with the opportunity for progression once in post.
