A s we get ready to meet in Guam for the APP’s 112 th Annual Conference, the maritime industry continues to navigate a period of unprecedented change. Across the Pacific, ports are balancing the demands of growing trade, technological innova- tion, environmental stewardship, and resilient infrastructure while remaining firmly connected to the communities they serve. This issue highlights the leadership, collaboration, and forward- thinking that is shaping that future. In honor of our Host Port, we are pleased to feature an in-depth look at the Port Authority of Guam’s trans- formation. Through modern infra- structure investments, strengthened governance, and a long-term strategic APP PORT MEMBERS

of leading one of the Pacific’s most strategically important ports during a period of historic modernization. We also present a special feature where port commissioners share personal insights into public service, governance, and the responsibility of guiding their ports through an increasingly complex oper- ating environment. INDUSTRY BRIEFS Port of Long Beach, MARAD sign first-of-its-kind partnership agreement on nuclear energy in maritime T he Port of Long Beach became the first Port in the nation to sign a Memorandum of Cooperation with the U.S. Department of Transportation’s

Maritime Administration (MARAD) on Wednesday to advance work on development of small modular reactor (SMR) technology to power commer- cial vessels, ports and other maritime assets. The agreement represents a signifi- cant milestone, making Long Beach the first U.S. seaport to formalize a partnership with MARAD to establish nuclear-powered vessels for commer- cial service. “This first-of-its-kind partnership with MARAD allows us to leverage strong federal leadership and private sector innovation to catalyze SMR tech- nology as we safely and securely support the next generation of shipping,” said Port of Long Beach CEO Dr. Noel Hacegaba. “We’re building the Port of the Future in Long Beach, where we’ve led in global trade by moving $300 bil- lion in cargo annually to support 2.7 million American jobs, and we will continue our tradition of leadership as we partner to advance nuclear energy in maritime and beyond.” “Under President Trump’s and Secretary Duffy’s leadership, MARAD is taking decisive action to revital- ize U.S. shipbuilding and secure our national energy dominance,” said Maritime Administrator Stephen M. Carmel. “This milestone agreement with the Port of Long Beach brings cutting-edge Small Modular Reactor technology into active testing. It ensures our maritime supply chains stay operational under any contingency while training the next generation of high-skilled American mariners.”

Under the agreement, the Port and MARAD will collaborate with the U.S. Coast Guard, the Department of Energy and the Nuclear Regulatory Commission to help define the oper- ational protocols, safety standards and inspection processes needed to support the safe arrival and servicing of SMR-powered vessels at U.S. ports, as well as to develop and share other best practices. The agreement is non- binding and does not commit either party to funding, procurement deci- sions or the adoption of any specific technology. The Port of Long Beach is home to two MARAD Ready Reserve ves- sels, the S.S. Cape Island and S.S. Curtiss, and is also designated as one of 18 designated Commercial Strategic Seaports in the U.S., supporting mil- itary readiness and supply chain con- tinuity during national emergencies. “This Memorandum of Cooperation with MARAD positions the Port of Long Beach to help develop energy sources for the goods movement industry while maintaining our role as the premier gateway for trans- Pacific trade,” said Long Beach Board of Harbor Commissioners President Frank Colonna. “This aligns well with our track record of testing and demon- strating innovative new technologies at the Port of Long Beach.” The agreement builds on momen- tum from MARAD’s May 7, 2026 Request for Information, issued in the Federal Register, seeking industry input on the development of a U.S.- built, scalable and commercially viable SMR for the nation’s marine trans- portation system. It also complements the Port’s new lease agreement with BlueCore Energy Inc., which allows the company to assemble, test and store maritime power modules, add- ing private-sector expertise to this the partnership with an American energy and technology company on the fore- front of SMR development. Demand for reliable electricity sources is forecast to grow substan- tially as the Port pursues a goal to

ADELTE advances North American cruise infrastructure with projects in Boston and Seattle A DELTE has reinforced its leadership in cruise terminal infrastructure with the suc-

cessful completion of two major Seaport Passenger Boarding Bridge (SPBB) projects in the United States, delivering advanced passenger board- ing solutions to Flynn Cruiseport Boston and the Port of Seattle. Together, the projects showcase the company’s commitment to improv- ing passenger comfort, enhancing ter- minal efficiency, and supporting the continued growth of North America’s cruise industry. At Flynn Cruiseport Boston, ADELTE recently commissioned its second HYDRA Seaport Passenger Boarding Bridge for the Massachusetts Port Authority. Featuring the com- pany’s innovative double boarding cabin, the bridge was fully assembled at the Port of Barcelona before being transported across the Atlantic for installation and commissioning by ADELTE’s Global Technical Services teams in Spain and the United States. Designed for today’s high-capacity cruise terminals, the HYDRA bridge provides safe, weather-protected board- ing while allowing simultaneous embarkation and disembarkation. The dual boarding configuration improves passenger flow, reduces turnaround times, and enhances the overall guest experience. The installation further strengthens ADELTE’s long-standing partnership with the Massachusetts Port Authority and supports Flynn Cruiseport Boston’s ability to efficiently accom- modate growing passenger volumes. On the West Coast, ADELTE has completed another significant project with the installation of two KRONUS Seaport Passenger Boarding Bridges

at the Smith Cove Cruise Terminal on Pier 91 in the Port of Seattle. Connected directly to the terminal by enclosed elevated walkways, the new bridges provide passengers with a seamless, safe, and weather-protected route between ship and shore. The project was completed ahead of the 2026 cruise season, which is expected to be the busiest in the Port of Seattle’s history, with approximately 330 cruise vessel calls scheduled. Hundreds of thousands of passengers travel through Seattle each year as the gateway to Alaska cruises, making efficient passenger handling a critical component of terminal operations. The installation also complements the Port of Seattle’s environmental initiatives. Shore power is now avail- able at every cruise berth, enabling ves- sels to reduce emissions while alongside and reinforcing the port’s commitment to sustainable cruise operations. The Pier 91 project marks ADELTE’s second cruise terminal boarding bridge installation in Seattle, following the successful delivery of a KRONUS SPBB and enclosed elevated walkways at the Bell Street Cruise Terminal on Pier 66 several years ago.

Although located on opposite coasts, the Boston and Seattle projects share a common objective: providing mod- ern infrastructure that improves safety, operational efficiency, and passenger comfort while giving ports the flexibil- ity to serve increasingly larger cruise vessels. The projects also demonstrate ADELTE’s expertise in delivering complex international infrastruc- ture programs, from engineering and fabrication through transportation, installation, and commissioning. By combining innovative technology with close collaboration alongside port authorities and project partners, the company continues to deliver reliable solutions that meet the evolving needs of the global cruise industry. As cruise travel continues to grow, investments in advanced passenger boarding systems will remain essen- tial to delivering world-class passenger experiences. Port of San Diego releases seventh edition of its Blue Economy Incubator Highlights Report T he Port of San Diego has released the seventh edition of its Blue Economy Incubator

innovation. The program’s growing international reach and partnerships with organizations around the world allow the Port’s BEI to identify more promising companies and strengthen an ecosystem that supports startup growth. The program’s impact in numbers in the past year includes: Program Growth • 14 pilot projects launched through a port-wide collaboration process, with more coming soon. • $3.3 million in funding to support the launch of sustainable aquacul- ture and blue tech pilot projects. • $9.1 million in additional research and development and grant funding leveraged by BEI companies. Global Reach • 617 million impressions from local, national, and global media coverage including NBC 7 San Diego, FOX5 San Diego, KPBS, KUSI, Nexstar Media Group, and Europe Says • 35 panels and other forms of speak- ing engagements across the world have prominently featured the BEI and their leadership team helping our program reach an international audience of innovators. Environmental Impact • An additional 1,060 linear feet, or about three football fields laid end to end, of ECOncrete’s Coastalock at two locations in San Diego Bay. • More than 60 different species, including sessile species, mobile invertebrates, fish, and algae found living on ECOncrete’s original installation of its bio-enhancing shoreline protection armor units.

Highlights Report, showcasing a dec- ade of innovation, new international partnerships, and the growing impact of companies developing sustainable solu- tions for the maritime economy. The report features the program’s impact in numbers and local, national and inter- national media coverage, including stories highlighting one of the incuba- tor’s newest companies VoltSafe. As a leader for the region’s blue economy, the Port established its Blue Economy Incubator (BEI) in 2016 as a launch pad for sustainable shellfish and seaweed aquaculture and port-related blue technology business ventures. As the program marks its 10th anniver- sary, the BEI remains the only port-led incubator of its kind in the world and plays a central role in uniting govern- ment, business, conservation and aca- demia to drive innovative solutions that support economic growth and environmental sustainability. “The Blue Economy Incubator dem- onstrates what’s possible when innova- tion, environmental stewardship, and economic opportunity come together,” said Chair Ann Moore, Port of San Diego Board of Port Commissioners. “The accomplishments highlighted in this report reflect the ingenuity of our incubator companies and the Port’s commitment to fostering technologies that create high-quality jobs, support sustainable growth, and reinforce our region’s leadership in the blue economy.” The report highlights two new Memorandums of Understanding (MOUs) with AltaSea at the Port of Los Angeles and the Hawai’i Technology Development Corporation that expand opportunities for collaboration and

Through the end of June 2026, the Board of Port Commissioners has approved 14 agreements with early- stage companies to launch innovative pilot projects in and around San Diego Bay. PortXchange, an award-winning emissions and reporting platform, is the latest addition to the BEI. Their product, EmmissionInsider Carbon Insights Suite, will provide real-time emissions intelligence that helps ports improve operational efficiency, reduce vessel emissions, and accelerate decarbonization through data-driven decision making. The real-time emis- sions intelligence also complements the Port’s decarbonization objectives as outlined in the Maritime Clean Air Strategy (MCAS) objectives. The Port remains proud to lead and champion entrepreneurs, research- ers, public agencies, and community partners to help shape a more resili- ent, sustainable, and prosperous blue economy. Port of Everett completes critical infrastructure upgrade with $6.75M marina bulkhead replacement O n Thursday, July 9, the Port of Everett and project partners celebrated the Port of Everett

Marina Bulkhead Replacement Project, a $6.75 million infrastructure upgrade that supports and stabilizes a key sec- tion of State Route 529/West Marine View Drive (WMVD), a critical com- muter, freight, and military corridor. Port staff, project partners, and community members gathered before Everett Music Initiative’s popular Music at the Marina concert series — hosted on Thursday nights right next to the new wharf — to celebrate the project. The event featured a ribbon cutting and brief remarks from Port of Everett staff, legislative officials, and project partners. The project replaced a section of Central Marina bulkhead near Port Gardner Wharf between the Grand Avenue Bridge and the Port’s Restaurant Row; fishing vessels also use the area to load nets and other equipment. The project reconstructed approxi- mately 165 lineal feet of aging timber bulkhead with steel sheet piles and ground improvements to provide a stronger and more stable support for WMVD. The section of overwater wharf directly adjacent was also rebuilt, along with new landscaping, and ADA- accessibility and pedestrian safety fea- tures. The marina bulkhead acts as a retaining wall, stabilizing the soil under SR 529/WMVD, and helps to prevent shoreline erosion. This marina bulk- head section was the last of 2,900 total lineal feet of Marina bulkhead to be replaced as part of an effort that began in 2005 in the Central Marina. “This infrastructure investment benefits more than the Port of Everett Marina — it directly supports the regional transportation network by

future, and I appreciate the Port of Everett and all of our partners for mak- ing it possible.” The Port of Everett Commission awarded the $6.75 million contract to Oregon-based Bergerson Construction in May 2025, and work began in September. The project was funded by Port revenues, the Federal Highway Administration, and through the Washington State capital budget. The previous wooden bulkhead was nearly 80 years old and was at the end of its lifespan. The new bulkhead is made of steel sheet piles, similar to the bulkhead spanning Guest Dock 3 to M Dock in the Central Marina and will have a longer lifespan. As part of the bulkhead replacement project and wharf rebuild, the Port also completed the required environmental mitigation tied to the project by remov- ing an abandoned 60-foot by 60-foot derelict barge from the mudflats near the north end of WMVD in February 2025. The barge removal was partially supported by a grant from the state Department of Natural Resources.

F or more than five decades, the Port Authority of Guam has been the island’s economic lifeline. Handling more than 90 percent of Guam’s imported goods, the Port is far more than a cargo gateway — it is the engine that sustains daily life, supports regional commerce across Micronesia, and plays an increasingly critical role in U.S. national security and Indo-Pacific resilience. As global trade becomes more complex and geopolitical dynamics continue to shift across the Pacific, Guam’s stra- tegic importance has never been greater. At the center of that evolution is General Manager Rory J. Respicio, whose leadership has guided the Port through a period of unpreced- ented modernization, institutional reform and long-term strategic planning. Since being appointed General Manager in 2019, Respicio has championed a philosophy that extends well beyond infrastructure investment. Under his leadership, the Port has embraced a guiding principle that now shapes every initia- tive undertaken by the organization: modern infrastructure requires modern governance. It is a philosophy rooted in decades of public service and one that is helping transform the Port Authority of Guam into an institution designed to serve future generations. From public service to port leadership Rory J. Respicio has brought to the Port Authority of Guam a wealth of leadership experience built over more than two decades in public service, policy development and government administration. Before being appointed General Manager of the Port in 2019, Respicio served for 16 years in the Guam Legislature, where he became one of the island’s longest-serving senators and was elected Speaker of the 30th Guam Legislature. Throughout his legislative career, he chaired committees overseeing transportation, public infrastructure, economic development, energy and public safety, developing an in-depth understanding of the complex relationship between infrastructure investment, economic growth and government accountability. His work extended beyond Guam’s shores. Respicio repre- sented the island at regional and international forums, advo- cating for stronger Pacific partnerships and policies that supported economic development, resilient infrastructure and sustainable growth. Those experiences provided him

with a broader appreciation of Guam’s unique position as both an American territory and a vital gateway connecting the United States with Asia and the Pacific Islands. When he assumed leadership of the Port Authority of Guam, Respicio inherited an organization responsible not only for keeping goods flowing to the island but also for sup- porting regional commerce, disaster response and national security. Rather than viewing the role solely through the lens of port operations, he saw an opportunity to strengthen the institution itself. ...the Port has embraced a guiding principle that now shapes every initiative undertaken by the organization: modern infrastructure requires modern governance.

Reflecting on his career, Respicio believes every leadership position has reinforced a common lesson. “Every experience has reinforced the importance of building institu- tions that outlast individuals,” he said. “Public service taught us that lasting progress comes from strong governance, sound financial steward- ship, accountability and collaboration. Those lessons continue to guide how we lead the Port today.” That philosophy has become the cornerstone of the Port Authority’s transformation. While many infra- structure programs focus primarily on replacing aging assets, Respicio has pursued a broader agenda — one that modernizes the organization as com- prehensively as its facilities. Under his leadership, the Port has strengthened financial management, enhanced internal controls, improved procurement and personnel systems, expanded long-term strategic planning and fostered a culture of accountabil- ity throughout the organization. These

institutional reforms have comple- mented significant investments in critical infrastructure, ensuring that capital projects are supported by gov- ernance systems capable of sustaining them for decades to come. “We have focused not only on mod- ernizing infrastructure, but also on strengthening the governance sys- tems that support it because mod- ern infrastructure requires modern governance.” That guiding principle has become more than a slogan. It informs every major decision made by the Port Authority of Guam, from long- term capital planning and workforce development to financial stewardship and partnerships with federal agencies, regional governments and the private sector. For Respicio, successful port leadership is not measured solely by new cranes or rehabilitated wharves, but by creating an institution that is resilient, accountable and prepared to serve Guam and the Pacific for genera- tions to come.

Driving home that point, Respicio recently received the 2025-2026 Professor John M. Phillips Excellence in Government Accountability Award. A new vision for the Port The Port Authority of Guam’s long- term Master Plan reflects an expanded vision for the organization. Historically viewed primarily as Guam’s commercial cargo gateway, the Port now recognizes its broader responsibilities in supporting com- merce, national security, energy secur- ity, disaster response, environmental sustainability and regional resilience throughout the Western Pacific. That broader mission creates both oppor- tunity and responsibility. “The Port Authority of Guam deliberately redefined its mission through our Master Plan to reflect Guam’s growing role in commerce, national security, energy security, disaster response, environmental sustainability and regional resili- ence,” Respicio said, adding that “as

For Guam, resilience begins long before disaster strikes. “Recent storms have reminded us that resilience begins long before a storm arrives,” Respicio said. “It requires planning, investment, strong partnerships and an organization that can respond quickly while maintaining continuity of operations.” Environmental stewardship has like- wise become an increasingly import- ant responsibility. The Port continues investing in cleaner technologies and sustainable operating practices while participating in federal Clean Ports initiatives designed to reduce emis- sions and improve environmental performance. Respicio believes sustainability and operational reliability are comple- mentary rather than competing pri- orities. “Environmental stewardship has become part of responsible port management. We continue investing in cleaner technologies and sustain- able practices while ensuring the Port remains reliable and efficient.” Technology driving transformation Like ports throughout the world, Guam is embracing digital trans- formation. Automation, cybersecurity, digital information systems and data- driven decision making are becoming fundamental components of modern port operations. Rather than viewing technology as an optional enhancement, Respicio sees it as essential to maintaining competi- tiveness and resilience. “Technology is transforming ports around the world,” he said. “We continue investing in automation, cybersecurity, digital sys- tems and data-driven decision making to improve efficiency, resilience and customer service.” With cyber threats becoming increasingly sophisticated, investments

It required strengthening governance, finan- cial stewardship, accountability and organizational systems.” This evolution reflects Guam’s unique geographic position. Located at the crossroads of the Western Pacific, the island serves not only its own residents but also neighboring island communities while supporting U.S. military operations and humanitarian assistance throughout the region. Building for the next generation Unlike many infrastructure pro- grams that respond to immediate operational needs, the Port’s plan- ning horizon extends decades into the future. Respicio noted that every major investment begins with one simple question: what will Guam and the region require 10 or 20 years from now? “For us, growth is not simply about moving more cargo. It is about build- ing greater resilience, improving effi- ciency, strengthening partnerships and ensuring the Port continues to serve future generations. Our Master Plan provides that roadmap by aligning infrastructure investments with sound governance, financial stewardship, and long-term strategic planning.” That forward-thinking approach has shaped the Port’s comprehensive modernization program — one of the largest capital investment initiatives in its history. Major projects currently underway include the replacement of ship-to- shore gantry cranes, rehabilitation of aging wharves, upgrades to critical fuel infrastructure, expanded cybersecurity

capabilities, implementation of the Clean Ports initiatives and moderniza- tion of port facilities. These investments will improve operational efficiency while strength- ening Guam’s ability to withstand nat- ural disasters and respond to regional emergencies. However, Respicio emphasizes that physical improvements represent only one component of modernization. “At the same time, we have modernized our policies, internal controls, pro- curement practices, personnel systems, financial management and strategic planning,” he said. “Modernization is not just about concrete and steel.” Strong institutions require clear policies, transparent financial manage- ment, accountable leadership and sys- tems capable of adapting to changing circumstances. This institutional focus has become increasingly important as ports world- wide confront rapidly evolving chal- lenges, including climate change, cybersecurity threats, supply chain disruption and changing geopolitical realities. By strengthening governance along- side infrastructure, the Port Authority of Guam aims to ensure that invest- ments made today remain sustainable for decades to come. It is an approach that distinguishes Guam’s modern- ization program from many traditional capital works initiatives. Preparing for a more complex future Operating a Pacific island port has never been simple. Recent years have highlighted the vulnerability of global supply chains while severe typhoons have reinforced the importance of

in digital security now carry the same importance as invest- ments in physical infrastructure. Investing in people Despite advances in automation and technology, Respicio insists the Port’s greatest asset remains its workforce. “Our greatest investment will always be our people,” he said. Developing future leaders, strengthening succession planning and creating opportunities for employee growth have become central components of the Port’s long-term strategy. “We have strengthened workforce development, succession planning, leadership development and person- nel systems because strong institutions depend on empow- ered employees and a culture of continuous improvement.” This emphasis recognizes that even the most advanced facilities depend upon skilled professionals capable of oper- ating, maintaining and continually improving complex systems. Navigating global challenges The Port Authority of Guam faces many of the same challenges confronting ports across the Pacific and around the world. Aging infrastructure, workforce shortages, cybersecurity threats, increasingly complex regulatory requirements and ongoing supply chain disruption all demand careful planning and strategic investment. Adding to these pressures is Guam’s growing geopolitical significance within the Indo-Pacific. As regional trade pat- terns evolve and strategic competition intensifies, Guam’s commercial and military importance continues to expand. Respicio believes addressing these challenges requires more than financial investment alone. “It requires strategic invest- ment, collaboration and strong governance.” Looking forward Respicio is optimistic about Guam’s future. He believes the island’s strategic location will continue to elevate the Port’s importance not only as a commercial gateway but also as a critical hub supporting energy security, humanitarian assistance, disaster response and national defense through- out the Pacific. “The Port will play an even greater role in commerce, national security, energy security, humanitarian assistance and regional resilience,” he said, noting that “our respon- sibility is to ensure the institution is ready by strengthening both the infrastructure people can see and the governance systems that make that infrastructure sustainable.” Looking ahead, Respicio expects ports worldwide to become increasingly automated, interconnected, sustainable and resilient. Artificial intelligence, cybersecurity, clean

energy technologies, climate adaptation and supply chain resilience will fundamentally reshape the maritime industry over the coming decade. Yet despite rapid technological change, he believes one les- son will remain constant. “The ports that succeed will not simply build better infrastructure, they will build stronger institutions.” For the Port Authority of Guam, that principle has become far more than a strategic objective. It is the foundation upon which every investment, every policy and every long-term decision is being built. As Guam continues to strengthen its position as one of the Indo-Pacific’s most important maritime gateways, Respicio’s vision demonstrates that the future of ports will be defined not only by the assets they construct, but by the institu- tions they leave behind. Modern infrastructure may capture headlines, but modern governance is what ensures those investments endure for generations to come. P2S Engineering the future of Pacific ports

P orts today face increasing demands for modernization, sustainability, and operational efficiency. With these needs, engineer- ing expertise has become more critical than ever. Joining the Association of Pacific Ports is P2S LP, a California and Washington-based engineering firm that has spent more than 35 years designing the infrastructure that keeps ports operating while preparing them for the next generation of maritime transportation. Founded in 1991 in Long Beach, California, P2S has grown into a multi- disciplinary engineering company of approximately 350 professionals with offices throughout the West Coast, including Long Beach, Irvine, San Diego, Seattle, and the San Francisco Bay Area. While the company serves a wide range of industries, its Ports and Harbors Practice has established P2S as a recognized leader in electrical infrastructure, terminal design, and the electrification of port operations. Leading that practice is Managing Principal Greg Alexander, whose career has mirrored the industry’s evolution toward cleaner technologies. “My career has really progressed from emission reduction to emission elimination,” Alexander said. “Today, electrification is at the center of many of the projects we’re delivering.” P2S describes itself as an MEPT engineering firm, providing mechan- ical, electrical, plumbing, and technol- ogy design services. In addition, the company offers commissioning services to ensure systems operate as intended and construction management services that help projects move efficiently from design to completion. For ports, however, the firm’s greatest

strength lies in its ability to deliver the electrical infrastructure that supports modern terminal operations. “We’re often known for the equipment every- one can see — the charging stations or shore power systems — but what we’re really designing is the infrastructure behind all of it,” Alexander said. That infrastructure includes terminal power distribution, crane electrifica- tion, lighting systems, refrigerated con- tainer facilities, telecommunications, security systems, and increasingly, charging networks for battery-powered cargo-handling equipment and vessels. Among P2S’s most notable accom- plishments is its work at the Long Beach Container Terminal (LBCT), one of the most technologically advanced automated container termin- als in North America. The firm served as the electrical engineer of record for the terminal and recently completed designs for approximately 100 addi- tional charging stations as the facility continues its transition toward fully electric operations. P2S is also involved in shore power projects in Seattle and Tacoma, crane power upgrades at the Port of Oakland, terminal modernization projects throughout Southern California, and ferry electrification initiatives serving communities along the West Coast. While electrification receives much of the industry’s attention, Alexander emphasizes that reliable infrastructure remains the foundation of every suc- cessful port. “If the lights aren’t on, the cranes aren’t working, and the exit gates aren’t opening, then none of the rest matters,” he said. One area generating particular excitement is the electrification of fer- ries and harbor craft. Unlike large

cargo vessels that have the luxury on long stretches of dock time for rechar- ging, ferries often have only a brief turnaround time to recharge before returning to service. Designing sys- tems capable of delivering significant amounts of power within minutes pre- sents new engineering challenges and opportunities. The technology itself is rapidly evolving. Early generations of electric cargo-handling equipment would be challenged to keep up with demanding port operations, but Alexander believes manufacturers have made significant progress. “The batteries are reaching the point where they can support the duty cycles required, and the vehicles themselves

are holding up much better,” he said. However, one of the biggest challen- ges facing ports today is not the technol- ogy but the electrical grid that supports it. Utilities across North America are experiencing unprecedented demand as transportation, buildings, and industry all pursue electrification. Combined with the rapid growth of data centers and artificial intelligence infrastruc- ture, obtaining sufficient electrical cap- acity — and even procuring equipment such as transformers and switchgear — has become a significant planning consideration. For P2S, helping clients navigate those complexities is part of its value proposition. The company’s capabilities have also expanded through its integration into Legence, a family of companies focused on decarbonization and energy effi- ciency. The partnership provides P2S with colleagues and technical resources across the United States, allowing the firm to combine decades of West Coast port experience with local expertise in other regions. For Alexander, that creates opportun- ities to share lessons learned from some of the nation’s most advanced port pro- jects with facilities that are just begin- ning their own modernization journeys. As the company enters a new chap- ter, it does so with a leadership team focused on building upon the vision established by founders Kevin and Kent Peterson, who retired in June after more than three decades guid- ing the firm’s growth. Their departure marks the end of an era for P2S, but also the beginning of a new phase of strategic expansion. Today, the company is led by President Brad Lentz, a mechanical engineer whose career has been cen- tered on innovative building and infra- structure solutions, Chief Operating Officer Travis Taylor, who oversees the firm’s operations and continued

A s ports throughout the Pacific region navigate increasingly complex security challenges, the need for innovative technolo- gies that provide real-time awareness of activity across vast operational environments has never been greater. Building on decades of expertise Although Sintela itself is a relatively young company, the expertise behind its technology runs much deeper. The company was founded by a team of specialists with decades of experi- ence in distributed fiber optic sens- ing, acoustics, photonics, and machine learning. In describing the senior leadership, Ashdown noted that they had recognized an opportunity to advance traditional sensing technolo- gies by combining them with sophis- ticated artificial intelligence and event classification algorithms. Today, Sintela operates internation- ally with hubs in the United Kingdom, United States, and India. The com- pany reports that its ONYX™ sensing platforms have been deployed on assets covering more than 55,000 kilom- eters worldwide, supporting applica- tions ranging from border security and critical infrastructure protection to rail networks, pipelines, subsea monitor- ing, smart cities, and environmental research. The company’s flagship ONYX™ platforms are designed to convert existing telecommunications fiber into

powerful sensing networks capable of detecting vibrations, acoustic signals, and disturbances over long distances. Rather than requiring specialized fiber installations, Sintela’s systems utilize standard telecommunications fiber, significantly reducing deployment costs and complexity. Turning fiber into intelligence At the heart of Sintela’s technology is distributed acoustic sensing, a method that allows fiber optic cable to func- tion as a continuous sensor. The concept is remarkably simple yet extraordinarily powerful. Every vibration creates a unique acoustic signature. By analyzing amplitude, frequency, and phase characteristics, Sintela’s systems can determine not only that an event has occurred, but what type of event it is. “We don’t just see an alert,” Ashdown explained. “We’re looking at the char- acteristics of the signal and determin- ing whether it’s a person climbing a fence, someone digging, a vehicle idling near a perimeter, or simply wild- life moving nearby.” The company’s AI-powered algo- rithms have been trained using exten- sive real-world data collected across multiple industries. The result is a level of situational awareness that traditional perimeter security technologies often struggle to achieve. A natural application for ports While Sintela’s technology has already been widely adopted in sectors such as border security, pipelines, rail transportation, utilities, and data cen- ters, Ashdown believes ports represent one of the most compelling applica- tions for distributed acoustic sensing. Modern ports encompass large geographic footprints that include fences, terminals, container yards, roadways, rail corridors, waterfront infrastructure, and marine approaches. Monitoring these areas effectively pre- sents a significant challenge. Using a single fiber optic network, Sintela’s technology can detect fence climbing, cutting, digging, vehicle activity, and other potential security

incidents across an entire perimeter. Because the system continuously mon- itors the full length of the fiber, oper- ators gain immediate visibility into where activity is occurring and what type of event is taking place. For ports concerned about water- front security, the technology offers additional possibilities.
