What is a civil marriage?

What is a civil partnership? A civil partnership is a legal relationship which can be registered by two people who aren’t related to each other. civil partnerships are available to both same sex couples and opposite sex couples. Registering a civil partnership will give your relationship legal recognition. This will give you added legal rights, as well as responsibilities. To register a civil partnership, you and your partner must sign a civil partnership document in front of two witnesses and a registrar at a register office or licensed venue. You do not need to include a ceremony or say any vows to each other, but you may include a ceremony if you wish.

Where can I get married or have a civil partnership? For a civil marriage or civil partnership to be legal it needs to take place in a licensed venue or a register office (you can find details on our website) in front of the registrars and two witnesses. When you are ready to book, we will work together to make sure that your ceremony is everything you imagined. We are a passionate and dedicated team with years of experience conducting marriages and civil partnerships across Surrey. Our registrars truly love their jobs and pride themselves on making sure your day is unique.

A civil marriage is a legal, non-religious ceremony that is held either in a register office or at a licensed venue and is performed by a registrar. It gives your relationship legal recognition and added legal rights. Booking your ceremony

Our friendly and knowledgeable Ceremonies Team are here to explain the choices available to you, ensure that you understand the legalities and guide you through personalising your ceremony with readings, vows and music. We want your ceremony to live up to your expectations and leave you with many wonderful memories. Our high-quality training and performance monitoring mean we get it right first time, every time. Follow these 3 easy steps to book your ceremony. 1 Choose your venue – This could be at any of the licensed venues or register office ceremony rooms in Surrey. 2 Book your venue – Then book your registrars via the Surrey Ceremonies website. Booking early is recommended to give you the best chance of securing your preferred date and time. 3 Pay for your ceremony – You will be asked to pay the ceremony fee by card when booking. Details of our cooling off period and cancellation policy can be found on our website www.surreycc.gov.uk/ ceremonies.

When booking a Surrey ceremony, our experienced ceremony celebrants are included in your booking. There is no requirement for you to book any third party celebrant services. Legal formalities You must each attend an appointment in person at the register office to give notice of your intent to marry or form a civil partnership. If you reside in the county of Surrey, you can attend any of the Surrey register offices to give notice. If you reside outside of the county of Surrey, you will be required to give notice at the register office in the council tax area in which you live. Giving notice means declaring that you are both free to marry each other or enter into a civil partnership. You will need to provide original documents at your notice appointment, and you are able to give notice up to one year before the date of your ceremony but no later than 29 days before.

You will need to make an appointment at the register office in the council tax area in which you live. If you live in the county of Surrey, you can book your appointment online at www.surreycc.gov.uk/ceremonies When you give notice, the registrar will ask questions about you and your partner to ensure that you are legally able to marry or form a civil partnership. You will be asked to pay the notice fee by card or online at the end of your appointment. If you are not a British citizen, different legislation will apply, so please check our website for further information before you book the appointment. Your ceremony This is your special day and there is no need to be nervous or worried; the registrars are there to help and guide you, so you can relax and enjoy the ceremony. The Ceremonies Team will help you to plan your ceremony by personalising your ceremony with vows, readings, and music. We will keep an eye on how your ceremony plans are going and will remind you if there is anything more we need from you. You can email or phone us at any time during working hours if you have questions about your ceremony. We are here to help you right up to the big day.

Readings Readings can really help to make your ceremony unique. Readings are also a wonderful way of involving friends or relatives on the day. Finding the right words to express how you feel about each other and what marriage means to you can make for some very special moments. Readings cannot contain any religious content and should be short in length. Music Music choices also help to make a wedding special. From traditional musical pieces written for weddings to modern pop, and everything in between, music has a powerful impact on everyone’s emotions. Religious music is only allowed at religious weddings (in a church

for example). If you’re unsure what might be suitable, let us know your music choices and we can confirm whether it is appropriate. Don’t forget to check with your venue to make sure you bring the music in the right format (USB, iPod, CD, MP3).

Marriage ceremony You can choose from a simple ceremony with a couple of friends as witnesses or you might like a more splendid affair. Whatever your vision, we will help you create the perfect ceremony. Civil partnership conversion to marriage Couples can convert their existing civil partnership to marriage, provided they registered it in England and Wales, or overseas in a consulate or armed forces base where the civil partnership was registered according to the laws of England and Wales. The conversion to a marriage will be registered and marriage certificates will be issued for which there is a charge. If you are in a civil partnership and are considering converting this to a marriage, please contact us for more guidance and information.

What happens on the day? Couple arrive and pre-ceremony meeting Before the ceremony starts, the registrar needs to meet the couple to make sure that all the details for the legal documents are correct - this is a legal requirement on the day. You can meet the registrar together or separately, it’s your choice. If you plan to arrive together, we recommend you arrive to see the registrar at least 30 minutes before the ceremony is due to start. If you plan to arrive separately, we recommend that one of you arrives to see the registrar 30 minutes before the ceremony, and the other 15 minutes before. Don’t forget to factor in time for any pre-ceremony photographs and try not to keep your partner waiting - this reduces the stress levels for everyone! Guests arrive Ask your guests to arrive at least 20 minutes before the ceremony. Remember to make allowances for traffic delays. Check where parking is for you and your guests and let them know. Arrival of processional party You may wish to enter the ceremony room together or you may wish to enter separately and be escorted into the ceremony room and formally presented by a person of your choice. Your bridesmaids, groomsmen, flower

Photographs There will be an opportunity to pose for photographs in the ceremony room after you have signed the legal documents. Exit of couple and guests Your exit will be formally announced by the registrar and you will then lead your guests from the ceremony room. Registration and Certificates After the ceremony, your marriage or civil partnership will be registered in the electronic register within 7 working days. Your certificate will then be posted to you by first class post.

Giving/exchanging of rings The marriage/civil partnership may be sealed by the giving and receiving of rings. You can choose from a selection of words to say to each during the exchange of rings. Signing of legal documents The registrar will ask you and two witnesses to check and sign the legal documents. Witnesses can be relatives, friends or colleagues and must be able to speak and understand English and must be over the age of 16.

Frequently asked questions How much will our ceremony cost and when do we have to pay? Our pricing information can be found on our website or you can give our ceremonies office a call to talk through the options on 0300 200 1002. www.surreycc.gov.uk/ ceremonies. Can one of us be ‘fashionably late’? You must be ready to start your ceremony on time, we are unable to delay the start of your celebration as we will be conducting another ceremony after yours and we cannot risk being late for another couple. If you are late for your ceremony, you risk us not being able to proceed as planned which would be extremely upsetting, so please make sure that you allow enough time to get ready and arrive at the venue calmly and promptly. How many guests can we invite? Each ceremony room will be licensed for a particular number of guests and you must adhere to these numbers as they are based on fire risk assessments. No extra guests are permitted to stand in the ceremony room. Can we have music during the ceremony? Yes – Music is a popular enhancement to a ceremony. Music can be played while your guests are being seated, for your entrance, the signing of the legal documents and when you exit the ceremony room.

Who can walk me in? If you wish to be escorted by a member of your family, a friend or you wish to enter together as a couple, the choice is yours. You may also choose to be accompanied by bridesmaids or flowergirls and groomsmen or page boys. I am worried that I may make a mistake or start to laugh or cry? We understand emotions and nerves will be running high and you may be extremely nervous. This is perfectly natural, so please do not be embarrassed. If you make a mistake, the registrar will repeat what you need to say or help you correct the words. Your guests are here to celebrate your special occasion with you and will not mind if you show some nerves or make a mistake. If you have a giggle or shed a tear, most of them will probably join you!

Music cannot be religious in nature, so we cannot accept hymns or religious music.

Is parking available? The amount of parking varies according to where you have chosen to hold your ceremony. Please discuss what is available with the venue you have chosen. Can we throw confetti? Confetti is a traditional part of any marriage or civil partnership celebration. We understand this and ask that you check with your chosen venue as to what restrictions they may have about where confetti can be used. At our Surrey register offices, we are happy for your guest to use biodegradable confetti outside in the garden. I do not want to be seen by my partner/guests prior to the ceremony – is that possible? Yes, that is possible because we conduct separate interviews at our venues and their staff are well practiced in keeping you hidden until the last moment.

Can we write our own vows? Yes, your own vows will make the ceremony even more special and personal. After you say the legal words at your ceremony you can choose to add personal vows or promises. Just a gentle reminder that no religious content or connotations can be included during a legal civil ceremony. Can a friend/family member write a reading for our ceremony? Certainly, let us know what you have in mind and we would be happy to discuss this with you. If it’s being written as a surprise for you, it can be sent to us separately. Can members of our family be witnesses at our marriage/civil partnership? Yes. Witnesses must be able to speak and understand English. You may wish your child or children to witness your marriage or civil partnership. Whilst there is no age restriction, they must be old enough to understand what has taken place and be able to testify to what they have seen and heard should this be necessary. Can people take photos or videos of the ceremony? Yes you may and if you have any preference around this please speak to the registrar on the day. You may wish to have a keepsake of your special day in the form of a video recording. There will be time for guests to take some of their own photographs at the end of a ceremony, should you wish this to happen

How do I sign the legal documents? You will be asked to sign the legal documents with your ‘usual signature’, as you would sign any legal document. What if we need to cancel our ceremony – will we get any money back? We hope you won’t need to cancel but if you do, you can find all the details about cancelling in our cancellation policy on our website www.surreycc.gov.uk/ceremonies. Can we have a ceremony outside? Yes. Many of our venues have are licensed for outdoor ceremonies. Please contact us for further information on which venues have this option. Don’t forget to have a back-up plan in case of bad weather. Can we have a ceremony at our home? Currently, the law requires that a legal marriage or civil partnership must be held at a licensed venue and so this prevents the option to have a legal ceremony in your house. We are having a blessing in a church/ overseas after the legal ceremony. Can we simplify the civil ceremony? Yes certainly, please contact our ceremonies team for advice. Can I change my name on my passport before my ceremony? Yes, you can apply to change your name on your

passport up to three months prior to your ceremony date by applying to HM Passport Office and completing a PD2 form to accompany your application. Please ensure that the name on any of your flight/travel bookings and the name on your passport is the same if you are going overseas after your ceremony – if they are different, you may be refused boarding onto aircraft or entry into another country. Further information is available our website – www.surreycc.gov.uk/ registration. Can we write our own ceremony? We offer a fantastic choice of three Surrey ceremony scripts to choose from. You can see the ceremony scripts on our website www.surreycc.gov.uk/ ceremonies. If you would like to write personal vows to exchange, we would be more than happy to include them, provided they do not contain any religious content. Can our guests sing a song as part of the ceremony? Yes, you can include a song instead of a reading. Just a gentle reminder about no religious content or connotation during a legal ceremony. Do I need to hire a celebrant for my ceremony? When booking a Surrey ceremony, our experienced ceremony celebrants are included in your booking. Guildford Register Office

Thousands of couples have celebrated their ceremonies at Artington House over the last 80 years and we are proud and delighted to have contributed to these momentous occasions. The elegant mid-Victorian house, built in the early 1860s in a semi-rural location on the outskirts of Guildford features beautiful gables and fragrant Wisteria, making an ideal setting for your ceremony and photographs. The interior of the house retains some original features including several fireplaces and offers two wonderful ceremony rooms. Both ceremony room at Artington House are tastefully decorated in a cream and blue regency style and are complemented by beautiful candle and pendant style chandeliers, creating the perfect atmosphere for your ceremony. The Guildown room is fully air conditioned and can accommodate a maximum of 48 guests. The Artington room can accommodate up to 18 guests. The pretty south-facing garden has a lovely pergola with seating for photographs of the couple after the ceremony. Steps lead from the terrace up to the house, creating the perfect backdrop for group photographs and that important confetti shot.

The ceremony room is fully accessible with a waiting area, where guests can gather to relax before the ceremony.

History of Artington House Artington House is one of eight houses built in the early 1860s by Richard Shepard, an insurance broker, on land purchased from William Elkins, a brewer and former three times Mayor of Guildford. A large family home, former tenants have included a Colonel and an Assistant Inspector General of the Royal Irish Constabulary. Surrey County Council acquired Artington House from Miss Marion Shepard on 14 th March 1934 for the current use of the Registration Service.

Leatherhead Register Office

History of The Mansion The history of The Mansion is colourful and varied. The first house on the impressive site was built during the reign of Henry VIII and thought to have been rebuilt in 1710 by Alexander Akehurst. Some of its many occupants have been a Royal Falconer, a Lord Lieutenant of Surrey and during a period of notoriety, Lord Jefferys, who became known as the ‘Hanging Judge’ after the Monmouth Rebellion. As well as being a private home, it has also been used as a school, a billet for Canadian troops during World War II and latterly by Surrey County Council to house the library and other council services. In May 2000, the ground floor rooms were restored to their former glory to become a register office.

The perfect location for a sophisticated celebration in the heart of Leatherhead. The team at the Mansion would be delighted to make your ceremony dreams come true. The State Room on the ground floor reflects the building’s impressive past and is furnished in blue, cream and gold with beautiful chandeliers, creating an elegant space for the perfect ceremony. The State Room is fully air conditioned and can accommodate a maximum of 48 guests. The state room is adjoined by an enchanting conservatory complete with wrought iron ‘kissing seat’ and provides a useful space for wet weather photographs. The large grounds have a grandeur of their own with a sweeping terrace and steps leading down to lawns and walkways, providing a stunning backdrop for photographic memories. The ceremony room is fully accessible with a separate waiting area overlooking the grounds, where guests can gather to relax before the ceremony.

Weybridge Register Office

History of Rylston The land known as Oatlands, in which Rylston stands, was originally royal hunting grounds used by Henry VIII. The earliest record of land specifically called Rylston is dated 14 th October 1874. The house was built in 1911 under instructions from Frederick Smith and described as a private dwelling with servants’ quarters. The property was to become known as Rylston. Surrey County Council purchased the house in 1963 and in 1991, Rylston was designated as a register office, opening for business on 1 st March 1993.

Rylston has been a marvelous setting for ceremonies for a quarter of a century and the team look forward to helping you create wonderful memories of your special day. Built in 1911, Rylston is a beautiful, detached manor house on the outskirts of Weybridge with many original features including leaded light windows, oak paneling, and a magnificent oak staircase. For a ceremony room with an air of opulence, the ground floor Rylston room features burgundy, gold and ivory décor with impressive chandeliers. A large bay window with seating looks out on the beautiful garden, making the ideal backdrop for ceremony photographs. The Rylston Room is fully air conditioned and can accommodate a maximum of 48 guests. The building is set in more than an acre of secluded and landscaped grounds creating a charming space for photographs after the ceremony. The ceremony room is fully accessible with an oak- paneled waiting area, where guests can gather to relax before the ceremony.

Best Western Ship Hotel, Weybridge The Best Western Ship Hotel is licensed to hold civil marriage or partnership ceremonies for up to 120 guests and also provides an ideal reception venue for up to 250 guests.
