Patience wearing thin about PR ambulance problem
emergency calls from the city. During the discussion that followed, some mayors on counties council indicated they were tired of waiting for the province and Ottawa to fix the problem. “When you’re waiting for an ambulance, and it’s a life-or-death situation,” saidmayor Pierre Leroux of Russell Township, “that’s when my patience runs out.” The ambulance situation between the UCPR and the City of Ottawa reached a crisis point last month when, for a short period of time, there were no UCPR ambulance units available for any emergencies in Prescott- Russell because they were all dealing with Ottawa call-outs. The issue gained prominence in regional media, including the Ottawa daily papers, because of a complaint filed by an Embrun mother about the long wait for an ambu- lance, when her infant son was suffering seizures and needed to go to the Children’s Hospital of Eastern Ontario (CHEO). All of the Prescott-Russell ambulance service units were dealing with Ottawa calls at the time. Ontario HealthMinister Eric Hoskins has since issued a directive to Ottawa’s ambu- lance service for changes to its call-out policy tomake its own units and paramedics more available to deal with its own emergency calls. During his report to counties council, Chrétien explained the history behind the changes to the provincial Ambulance Act that has created the current problem, and also why the UCPR is no longer allowed to

Probation arrest warrant The Repeat Offender Parole Enforcement (ROPE) Squad asks residents in the Ottawa and sur- rounding areas to be on the watch for Christo- pher Raymond, 41, wanted on a Canada-wide warrant for breach of parole. He is known to frequent the Ottawa and Cornwall regions in Ontario and the Gatineau and Oka/Akwasasne regions in Québec. He was sentenced to prison for possession of a weapon obtained through crime, obstructing justice, dangerous driving, fleeing from police, possession of illegal wea- pons, drug possession, and other offences. Chacune des six paroisses se dotera d’une page Face- book, ce qui permettra de diffuser l’infor- mation concernant les célébrations plus efficacement, mais aussi d’afficher des vidéos, chants et textes d’inspiration. Les six paroisses s’organiseront pour pouvoir projeter des images lors des célébrations. Un écran, les appareils et l’informatique en appui feront partie de leur avenir. Finalement, afin d’assurer une relève, le comité, appuyé par le Conseil scolaire de dis- trict catholique de l’Est Ontario (CSDCEO) invitera les jeunes de l’école primaire ou secondaire et leurs professeurs à préparer des célébrations dans les églises. Le CSDCEO partagera ses ressources pastorales avec les paroisses. Ces ressources, sous forme de vi- déos, bannières, modules, chants et bien sûr
la présence des jeunes lors demesses à leur intention, viendront alimenter l’effort des paroisses pour actualiser les célébrations. Ce qui a été mis de l’avant lors de cette conférence de presse est le besoin urgent de démontrer à la population que les églises sont des endroits d’accueil et qu’elles sont à la disposition de la population. L’archevêque de l’archidiocèse d’Ottawa, Monseigneur Prendergast, encourage cette initiative. « Dans le plan pastoral du diocèse, nous invitons les pasteurs et les communautés à mettre sur pied un groupe de leaders parois- siaux afin que nos fidèles deviennent de plus en plus disciples missionnaires. Une telle initiative de la part du clergé et des laïcs de l’Unité pastorale Soleil levant cadre mer- veilleusement bien avec la vision actuelle. J’anticipe voir les fruits de toute cette consul- tation qui a mené à une réflexion qui, j’en suis assuré, aura des retombées positives au sein de ces six paroisses, ainsi que dans l’Est ontarien. »
David Sherwood of the Brunet Sherwood Consulting firm was mandated by the Unité Pastorale du Soleil Levant to find out how churches can bring back the population and make their place of worship amore welcoming and involvedmember of the community. After polling over 500 people and having over 200 people attend public consultations, Sherwood came to the conclusion that threemajor changes needed to be done. On the first hand, mass needs to be updated. « Le taux de réponses au sondage amême surpris notre consultant qui n’avait jamais vu ça, a dit Alain Lavigne, président de l’Unité pastorale Soleil levant. Cela démontre que les églises et les paroisses font partie inté- grale de notre identité franco-ontarienne. Les gens ont été francs avec nous et nous allons leur montrer que nous sommes ca- pables d’être progressistes. Ce que nous pro- posons vient directement de la consultation et nous invitons les gens à embarquer pour nous aider à donner suite à leurs idées. » La demande la plus insistante des Fran- co-Ontariens est d’actualiser les messes. Chacune des paroisses tiendra une douzaine de célébrations spéciales par année. Une des solutions, soit l’ouverture à la population, s’exprime aussi par des messes thématiques. Parmi les exemples se retrouvent : unemesse de la rentrée scolaire, une messe axée sur le patrimoine, lors du carnaval, pour les motoneigistes ou motocyclistes, la messe de Noël bien évidemment, un pique-nique annuel, et ainsi de suite. On fera un effort particulier pour inviter ces gens. Dans un monde où les gens passent de plus en plus de temps sur les réseaux
David Sherwood, de la firme locale Brunet Sherwood Consultants, a présenté, au res- taurant Nicko’s à Vankleek Hill le 30 mars dernier, les résultats de ses recherches afin de trouver des solutions pour ramener la population vers les églises. Plus de 500 personnes ont répondu au sondage sur la pratique religieuse et près de 200 per- sonnes ont pris la peine d’assister aux six réunions publiques pour faire part de leurs souhaits concernant l’avenir des églises. Six paroisses locales démontrent une ou- verture à la population et préparent un pro- gramme demodernisation progressiste. La grande consultation auprès des catholiques francophones de l’automne dernier a révélé trois thèmes : changer les messes, engager les jeunes et moderniser les communications. Pour répondre à ces demandes, les paroisses se sont tournées vers le conseil scolaire CSDCEO. Avec l’encouragement de leur curé, l’Abbé GillesMarcil, et de l’archevêque, Monseigneur Prendergast, les bénévoles responsables des églises passent à l’action.

Another solar power project shines in Alfred-Plantagenet
they are all co-op projects with community ownership, through local investors in the project. The Alfred development is part of a four- site project this year for OREC. The $2 mil- lion development will include the ground- mounted solar setup in Alfred and three rooftop developments around the Ottawa area. The company is raising the capital for the project. OREC has scheduled a public informa- tion open house April 10 at the Alfred Rec- reation Centre, to explain its latest project to residents and also provide information for any potential community investors, in both the Alfred project and OREC’s other planned projects. Mazur-Goulet noted that the Alfred project and its three companion projects around Ottawa are going ahead as the company will have the $2million finan- cing needed for them. The open house is part of the company’s standard community information campaign. The company has its 20-year supply-sale licence agreements with the province for the energy generated from the Alfred site and its other projects. Mazur-Goulet noted that even after the 20-year sale agreement ends, the Alfred site alone will still be in good enough condition to continue pro- ducing solar power with at least 80 per cent efficiency for another 10 years. concerned and focus more on revisions of the free trade agreement sections dealing with Mexico. He noted that the U.S. Chamber of Com- merce organization has stated that it is happy with NAFTA “as it is” and is reluctant to see any major revisions. Drouin also observed that for 35 American states “their first custo- mer is Canada” and that a border tax would hit them hardest. “It’s amatter of toning down the rhetoric,” Drouin said. “Our biggest challenge is that we don’t know exactly what it is they (Ame- rican government officials) want.”

The annual public information report details provincial and municipal staff who make more than $100,000 as their annual salary. This year Hawkesbury’s fire depart- ment just has three names on the list with department captains Yves Berniquez, Daniel Gascon, and Michel Poulin, who each re- ceive salaries above $100,000. Hawkesbury has three other names on this year’s list: Chief Building Official Jean- Claude Miner, Martin Perron, the town’s waterworks manager, Richard Guertin, wa- ter services superintendent, and Treasurer Philippe Timbers. Hawkesbury East Township treasurer Lin- da Rozon and Champlain Township’s chief administrator/treasurer Paula Knudsen are on the list. FromAlfred-Plantagenet Town- ship, chief administrator Marc Daigneault and public works director RochHébert made the list. Stéphane Parisien, chief administrator for the United Counties of Prescott-Russell is on the list along with some 20 colleagues. Hélène Fournier, Valoris director-general , is also listed along with 20 other Valoris em- ployees.
