Pearland continues to move forward in a positive, inclusive direction. As we are into the second half of the 2017 calendar year, we’ve perhaps seen new neighbors move in and families we know move ahead with additions and improvements, or even new jobs. The Houston metro area that we are an integral part continues to result in seeing moving vans in the area. improvements to Independence Park to reinvest and refurbish that open space gem. The park will reorient towards Pearland Parkway offering new parking and entertainment areas for special events. We hosted more than ten thousand people at the Pearland ISD Rig (thanks to PISD for the intergovernmental cooperation) for our Fourth of July Celebration of Freedom and we have National Night Out coming up in October. Take a look through this Pearland in Motion edition to find out about classes and special events throughout the year; always good to check pearlandtx.gov for information and resources as well. Another park improvement that is being added to is Centennial Park with new sports fields and an extension of Fite Road to the north that will further improve mobility. We are working on drainage plans as we move through Hurricane Season, which I trust you’ve taken preparation by making plans and setting aside supplies. New stores and restaurants continue to pop up to serve the rooftops that are Pearland’s strength. We are here to support, serve, and protect you with top-flight professionals in a wide variety of fields. All our City professionals are under the City of Pearland umbrella to provide fire, police, public works, water/sewer, parks, economic development, and community planning services that you rely upon. Annually the Pearland Convention & Visitors Bureau hosts and sponsors events designed to draw visitors to the City including the Pearland Art & Crafts on the Pavilion in its fourth year held at the Pearland Town Center in addition to Fusion of the Arts, the Pearland International Festival and King’s Oktoberfest to name a few. Currently in the planning stages, the Pearland Convention & Visitors Bureau in collaboration with the City of Pearland Parks & Recreation Department will host the upcoming Texas Amateur Athletic Federation (TAAF) Winter Games of Texas in 2018 and 2019 during Martin Luther King Jr., weekends. This major citywide amateur athletic event will draw visitors from across the state of Texas. In addition to creating seasonal packages to promote Pearland as a Gulf Coast destination, the Pearland Convention & Visitors Bureau promotes events and special offers occurring in the City on its visitpearland.com website. COUNTY BREAKS GROUND OF BRAZORIA COUNTY EXPRESSWAY Portion of 288 improvements from Pearland area to downtown Houston, Texas Medical Center Brazoria County broke ground at the Brazoria County Expressway Groundbreaking Ceremony, which will begin a series of improvements in the corridor in the City of Pearland. The event symbolized the beginning of construction work for the $97 million toll project. The Brazoria County Expressway will be the first toll road for the Brazoria County Toll Road Authority and is part of a large initiative to help relieve traffic and congestion along the SH 288 corridor. The City of Pearland has been working with the County for many years to advocate for the development of the Expressway to ease congestion in the SH 288 corridor to improve mobility for the City’s residents. The expressway includes a five mile 4-lane toll road down the median of SH 288 from Clear Creek located just north of McHard Road to County Road 58 which is south of Bailey Road. The Brazoria County Expressway will connect with the Texas Department of Transportation’s SH 288 Toll Lanes Project in Harris County extending access from north of Clear Creek to the Texas Medical Center and downtown Houston and includes 8 direct connector ramps to the Sam Houston Tollway and two to the Texas Medical Center.

CITY RECEIVES RECOGNITION FOR FINANCIAL TRANSPARENCY EFFORTS The City of Pearland has been recognized by Texas Comptroller Glenn Hegar for achieving transparency goals set by the Comptroller’s Transparency Stars program. The City was awarded a star in the area of Traditional Finances, which recognizes entities for their outstanding efforts in making their spending and revenue information available. “By providing meaningful financial data with visual tools and analysis of its revenues and expenditures, the City of Pearland has shown a true commitment to Texas taxpayers,” Hegar said. “I am pleased to award the City of Pearland a star for its accomplishments.” The City maintains 50 funds with a total budget of $387 million and maintains a credit rating of Aa2 from Moody’s and AA from both Standard & Poor’s and Fitch.

CITY OF PEARLAND DEPARTMENT ATTRACTS VISITORS, IMPACTS LOCAL ECONOMY Pearland Convention & Visitors Bureau offers array of services aimed at drawing visitors to the City The Pearland Convention & Visitors Bureau is a department of the City of Pearland whose primary purpose is to expand Pearland’s economy by attracting visitors to the City. Each year millions of dollars from visitor spending generate increased business and the enhancement of Pearland’s image. In 2015, the Pearland Convention & Visitors Bureau attracted visitors annually, who put $129 million directly into the local economy with $4.6 million in local tax revenue including sales and occupancy tax while sustaining 1,200 jobs for area citizens according to the Dean Runyan report prepared for the Texas Tourism Office of the Governor. Since inception in 2013, executive director Kim Sinistore leads a three-person team operating from the Visitor Center location at the Pearland Town Center, 11200 Broadway Street, Suite 1390. The Visitor Center, which doubles as an art gallery showcasing local art, is open Monday through Friday from 8 a.m. to 5 p.m. and offers a variety of tools to assist visitors and residents including a Visitor Map, Antiques & Boutiques Guide, an Event Venue Guide and a selection of other area guides and brochures. “Pearland’s easy access to Houston area amenities just off Texas highways paired with more affordable hotel stays at eleven, name-brand hotels add to Pearland’s appeal as a destination,” according to Sinistore. Part of Pearland’s attraction to visitors includes its 80,000+ total square feet of meeting space, 175 acres of parkland for indoor and outdoor gatherings plus shopping and recreational activities. Quickly becoming known as a culinary town, Pearland is trending with several notable restaurants – Killen’s Restaurants, King’s Biergarten, Grazia Italian Restaurant, Emma’s Mex Grill, and Floyd’s Seafood. The Pearland Convention & Visitors Bureau team supports visitors and residents with several services including referral services and planning assistance with family reunions, weddings, sports events, team-building efforts and corporate meetings in Pearland.

LONGTIME PEARLAND STAFF MEMBER NAMED CHIEF OF POLICE

As Police Chief, Spires will be responsible for the department’s $25.5 million budget, 17 divisions and more than 200 City employees in various areas of the police department some of which include, patrol, traffic, criminal investigations, K-9, commercial motor vehicle enforcement, school resource, internal affairs, training, telecommunications, animal services, jail operations, records, community outreach, bike patrol, SWAT and honor guard. He will also spearhead the implementation of the Berkshire Study which provides recommendations for the Department to address the realities of Pearland’s expanding geography and police staffing and utilization. The study focuses on improvements to operational effectiveness and efficiency through retooling staffing and assessing the differing policing needs of areas of Pearland. Spires has a Master Peace Officer Certification, Instructor Proficiency and SWAT Crime Prevention Inspector Certifications from the Texas Commission on Law Enforcement. He is a member of the International Chief of Police Association, International City/County Management Association, Southeast Texas Chief of Police Association, Texas Chief of Police Association, Texas Tactical Police Officers Association and a lifetime member of the Law Enforcement Management Institute of Texas. In addition to his work experience, Spires is a member of the Lion’s Club of Pearland and a mentor in the Pearland ISD RISE Mentoring Program.

City Manager Clay Pearson officially appointed Johnny Spires, a law enforcement executive with more than 27 years of experience, to the position of police chief for the City of Pearland, Texas. A longtime member of the City of Pearland staff, Spires has served as a police officer, Sergeant, Lieutenant and Assistant Chief of Police.

“We’ve known about Johnny’s strengths for some time. In his tenure as Assistant Chief of Police, he has implemented a system which integrated Computer Aided Dispatch and Jail and Records Management in the Police Department, providing residents with access to real-time data regarding incidents and incarcerated individuals. He also began a program to ensure the certification of all Pearland Police Officers as Mental Health Officers to meet the needs of our ever-changing City. It is that kind of forward thinking that will further strengthen our police/community ties and ensure the continued safety of residents,” said Clay Pearson, City Manager.

PEARLAND RESIDENTS: IT’S HURRICANE SEASON Atlantic Hurricane Season lasts until Nov. 30. Prepare yourself for the unpredictable Texas weather by visiting the City’s hurricane preparedness page to finding up-to-the-minute news and tips. Preparedness is the key to protecting Pearland residents and property. By doing so, residents ensure that they will survive if a hurricane threatens the Pearland area. By knowing areas of vulnerability and what actions to take, citizens will be prepared in the event of an emergency. The City of Pearland recommends all residents develop an emergency plan for communicating with family and friends, build a disaster supply kit, obtain a NOAA Weather Radio and to stockpile non-perishable food items and bottled water. Residents should also stay updated with the latest weather news by signing up to receive emergency alerts at pearlandtx.gov/alerts . And, take the following steps to be safe this Hurricane Season: • Pick up a copy of the 2017 Brazoria County Hurricane Preparedness Guide at a City facility. • Visit readyhoustontx.gov for regional disaster preparedness information. • Register in advance, before a storm is in the Gulf, for transportation assistance by dialing 2-1-1. • For ideas on developing emergency plans and supply kits, log on to texasprepares.org . • To catch the latest weather information, check the National Weather Service website: nws.noaa.gov . • The Texas Department of Transportation’s Hurricane Information website, drivetexas.org , has information on road conditions during or after a storm.

This project began in late 2016 and is expected to be complete at the same time as the Brazoria County Expressway in mid-2019. A separate project that will be done in conjunction with the Expressway is the reconstruction of the FM 518 intersection that will include new main lane bridges on SH 288, widening of FM 518 from Smith Ranch Road to Business Center Drive to 10 lanes and widening and relocation of the access ramps. This project will provide needed relief at FM 518 as it approaches the SH 288 intersection. The City and the County worked together on this separate project to ensure the new Expressway Bridge crossing over FM 518 wasn’t built in a configuration that would prevent or increase the cost of the needed expansion of FM 518. This will ensure construction of the interchange is complete at the same time as the Expressway and not in multiple future projects that would each cause disruption at the intersection. In addition to the SH 288 and FM 518 work, the City, through the Pearland Economic Development Corporation (PEDC) is partnering with Brazoria County and Pearland Municipal Management District #2 to add a variety of beautification enhancements along the SH 288 corridor in the City of Pearland, which will be completed after the Expressway is built. The SH 288 corridor is vital to the City’s economy and its appearance is important to the Pearland community’s long term sustainability. The PEDC is funding all beautification improvements to the corridor in the City limits. The SH 288 Corridor Master Improvements Beautification Plan was adopted by the City, PEDC and the Pearland Municipal Management District #2 and includes entryway signage, landscaping, fountains, lighting, sidewalks, brick pavers, decorative traffic lights and other enhancements. rummaging through seed catalogs, driving past your local gardening supplier to check and see if their plants are ready, and even sent your soil samples off to get a nutrient analysis ran. Now it

is spring, your plants are in the ground and they are setting flowers beautifully, but there is one problem; none of your plants have anything to harvest! Every year gardeners around the City of Pearland have this problem so they flock to the store and buy some expensive fertilizers or “magic” spray to help with fruit set. While products like this can help, they are extremely labor intensive and do not address the larger issue, which is, why are your plants not setting fruit? The answer to that is more than likely due to the lack of pollination. Specifically, the lack of wind and insects to pollinate your plants. Because most of the gardens in the City of Pearland can be found in fenced in backyards, fixing the wind pollination problem can be difficult. The backyard fences create a wind barrier preventing proper air circulation for wind pollination. However, the lack of insect pollinators can be fixed. Insect pollinators can be attracted by planting more flowers in your garden in the yellow, white, and the blue-purple color ranges. Several acceptable flower choices include; Black-eyed Susan, sunflowers, salvia and butterfly weed. Also, be sure to include herbs like Rosemary and Basil. Not only do pollinators love them, but they have shown to repel certain unwanted garden pests. Most of these plants will also attract colorful butterflies and hummingbirds, provide great aesthetics for a producing garden, and the herbs provide that much more of a bountiful harvest. Keep in mind that sometimes just planting these plants in your garden may not be enough to attract the pollinators, it is a good idea to incorporate the pollinator color pallet into your landscaping around your house and get your neighbors to do the same. CITY BREAKS GROUND ON INDEPENDENCE PARK PROJECT

The City of Pearland broke ground on the $4 million Independence Park Improvement Project. “You think about all the great cities and their parks, there are so many great public spaces that communities are known for. I guarantee you that this park will become something that will further distinguish Pearland as the place to be.” said City Manager Clay Pearson. As construction moves forward, the park will remain closed until the project’s completion. During the closure, park users will still have access through the Liberty Drive to the walking trail. The current dog park will remain open through a temporary entrance off Pearland Parkway. The rest of the park will be closed to the public. The closure includes the basketball court pavilion and the Independence Park pool. The project will include a reorientation of the park entrance, landscaping, relocation and replacement of the existing playground, improvements to the existing pavilion, the construction of additional parking and the construction of an amphitheater for special events. Construction for this project is expected to conclude in late fall 2018. Construction for the project has officially kicked off, with on-site preparation and demolition underway. This project is part of the city’s effort to ensure Quality Parks, Recreation and Events – one of Pearland City Council’s six Strategic Priorities. REGISTER TODAY Registration begins on Aug. 7 for members and Aug. 14 for the public . City of Pearland Parks & Recreation has made it easy for you to get registered for the class of your choice. A participant may not register more than seven days after a class has started. Classes will not be prorated for an individual registering after a class has begun. There are two ways for you to submit your registration: 1. ONLINE You must have a Pearland Parks & Recreation Department account in our database in order to register online. Visa, MasterCard, American Express and Discover are accepted. Online service is available 24 - hours a day and is the preferred method of registration for the majority of program participants. 2. WALK - IN Walk – in registrations are accepted at the Parks & Recreation Office (4141 Bailey Rd.) from 7:30 a.m. - 5:30 p.m., Monday through Friday. Registration is also available at the Westside Event Center (2150 Countryplace Pkwy.) Mon. / Wed., 9 a.m. - 4 p.m. and Tues. / Thur., 9 a.m. - 8 p.m. For more information call 281.412.8900 .

INFANTS & WATER Aquatic programs for infants are available at the Recreation Center & Natatorium by two independent contractors. This is not a learn-to-swim program. The objective of these programs is to provide infants with skills to remain safe in aquatic environments. The minimum age for this class is 6 months. For those interested in registering with Infant Aquatics email ashleygoolsby@gmail.com . For those interested in registering with Infant Swimming Resource with its Self-Rescue™ program contact m.kerlegan@infantswim.com .

Do you need to know what swim lesson level to enroll your child? Do you need a specific swim card to go to camp? Each participant will be evaluated based on the American Red Cross Learn-to-Swim exit skills assessments for the level being tested. The highest- level certificate will be awarded upon successful completion. After the test, participants will be grouped and tested for specific swim skills required by various camps.

Level 4 Stroke Improvement Develops participants’ confidence in the strokes learned in Level 3 and improves other aquatic skills. Students should be able to demonstrate the following: headfirst entries from the side in the compact and stride position, swim underwater, feet-first surface dives, survival swimming, front crawl and backstroke open turns, and treading water using two different kicks. The class will focus on improvement in the 5 basic swim strokes. Classes consist of eight 45 minute lessons. (Prerequisite: Completion of American Red Cross Swimming Level 3) Level 5 Stroke Refinement Students should be able to demonstrate the following: shallow angle dives from the side and then glide and begin a stroke on the front, tuck and pike surface dives (submerging completely), front flip and backstroke flip turns, proper sculling techniques, and to coordinate and refine the front and back crawl, elementary backstroke, breaststroke, sidestroke and butterfly. Classes consist of eight 45 minute lessons. (Prerequisite: Completion of American Red Cross Swimming Level 4) Level 6 Fitness Swimming Teaches students how to prevent aquatic emergencies in various aquatic environments and introduces and practices self-rescue. Students should demonstrate an increased endurance while swimming, the HELP and huddle position, a survival float in deep water, a back float in deep water, and survival swimming. Classes consist of eight 45 minute lessons. ( Prerequisite: Completion of American Red Cross Level 5)

For first time and non-adjusted swimmers. Develops positive attitudes towards swimming and emphasizes the importance of good habits and safe practices in and around the water. Classes consist of eight 45 minute lessons. Level 2 Fundamental Aquatic Skills Students learn to float without support and recover to a vertical position. This level marks the beginning of true locomotion skills and adds to the self-help and basic rescue skills from Level I. Classes consist of eight 45 minute lessons. (Prerequisite: Completion of American Red Cross Swimming Level 1) Level 3 Stroke Development Builds on the skills in Level 2 by providing additional guided practice. This course teaches students how to coordinate the front crawl and back crawl, the elementary backstroke and fundamentals of treading water. Students will also learn safe diving rules and begin to dive from the side of the pool in deep water. Classes consist of eight 45 minute lessons. (Prerequisite: Completion of American Red Cross Swimming Level 2)

PRIVATE SWIM LESSONS Cost: $140 resident / $175 non - resident

Age: 3 and up Location: RCN

Private swim lessons are great for participants 3 years to adults who want more individual instruction. This one on one instruction is designed to give the participant specific training on what they want to accomplish. Skills anywhere from basic water safety, technical help with strokes, or preparation for swim teams can be covered. Classes and times are scheduled at the specific times specified. Make-ups or refunds will only be given for cancellations due to weather, facility closing or instructor availability. Classes consist of eight 25 minute lessons.
