Certain businesses in the Russell Township commercial park in Embrunwould like to have hookups to the municipal water and sewer systems. Township public works staff are ready to start figuring out budget plans for that as soon as they get one final word of approval from the provincial government. “Yes, there is,” saidCraigCullen,municipal infrastructure director, when asked if the township has a plan for extending water and sewer service into the commercial park at the end of Industrial Avenue in Embrun. “Likely in the spring of next year. We’re waiting for an ECA from the province.” Earlier in the year the township applied for an Environmental Certification Assessment (ECA) on a proposal for water and sewer services extension into the commercial park. That is phase one of plans for extending municipal services. Phase two concerns an extension further north of the Embrun commercial park on the other side of the Russell Trail. Right now Cullen and his staff need the ECA approval before they can continue with the next step of the entire process. “It (ECA approval) usually takes about six months,” Cullen said, adding that the provincial officials are backed up with ECA and other applications. Once the ECA approval comes through Cullen and his department will schedule a public information meeting with current business owners operating in the commercial park and also those with existing claims on undeveloped lots there. The focus of themeeting will concern the overall cost of the water and sewer mainline extensions to the park, individual costs to lot owners for their connections to the extended mains, water and sewer servicing fees, and

other matters. “They’re all asking us for water and sewer,” Cullen said, noting that existing businesses operating in the park depend on septic field and wells for their sewer and water service. Residents from here and elsewhere are in for quite a culinary experience. The first-ever Local Flavours Rendez- Vous will take place on October 15, from 4 to 9 p.m., at the Embrun Community

Près de 150 personnes ont participé à une séance d’information le 6 octobre à Cassel- man au sujet du prolongement du réseau d’égouts. « Tout lemonde a bien compris ce qui se passait », a déclaré lemaire Conrad Lamade- leine au cours d’une entrevue téléphonique. Il a ajouté qu’il n’y avait pas de désaccord d’importance quant aux coûts ou la nécessité d’aller de l’avant avec un tel projet. Le Village de Casselman prévoit prolon- ger le réseau d’égouts municipal au profit des propriétaires actuels et futurs acheteurs des lots du nouveau développement de la subdivision ouest de la rivière Nation Sud. Les 114 propriétés actuelles possèdent des champs septiques. Les propriétaires seront enmesure de se brancher au nouveau réseau d’égouts au tarif de 5000 $ à 6000 $, soit le coût de l’installation d’une conduite

There was no support on counties council last month for Hawkesburymayor Jeanne Charlebois when she first proposed that fire dispatch service become a regional function. That situation may change this month when Russell Township Mayor Pierre Leroux sits down at the counties council table. “The reality is that it’s a regional service,” saidmayor Leroux, during the Oct. 3 regular session of Russell Township council, before announcing that he also now plans to ask the United Counties of Prescott-Russell (UCPR) to take on fire dispatch as a function. “Hopefully, the majority of (counties) council will agree this is the way to go,” he said. “The way I’ve written the resolution, and the way I’ll present it, it’ll be a totally counties’ responsibility.” The mayor’s announcement came out of discussion between himself and his councillors about an official letter to the Town of Hawkesbury asking for an 18-month extension of the current fire dispatch service contract between the two municipalities. The township is one of six Prescott-Russell municipalities which contract with Hawkesbury for the service and the current contract ends in February 2017. The City of Clarence-Rockland is the one UCPR community that does not contract with Hawkesbury. The City has been part of a fire dispatch service program provided by the City of Ottawa since 2000. Hawkesbury provided the service for the other municipalities and also for North Stormont and North Glengarry. Those two municipalities now plan to contract with the City of Cornwall. That will increase the shares of the contract cost withHawkesbury for the remaining six municipalities.

Russell Township decided earlier this year to seek a contract with Ottawa, which would mean another cost-share increase for the other five Prescott-Russell municipalities. All of them, including Hawkesbury, then decided to seek their own service contracts with Ottawa. But nowCity of Ottawa officials say that all of the seven UCPR communities must either come in as a single regional contract or not at all. Ottawa has also demanded a review of the current fire dispatch support technology in the UCPR and stated that any regional contract will require upgrading systems to digital from current analog setups. That is another reason why both Russell Township and other UCPR communities now seek extensions of their current service contracts with Hawkesbury. The review and upgrade will take time to meet Ottawa’s demand should the counties council still decide against taking on fire dispatch as an official function. Church special events Russell United Church has two special events for the last half of October.The Ottawa Valley Male Choir will hold a concert at the church, Oct. 16, 7 p.m., with a free will offering to follow. “We all wanted to do something to give back,” Lanthier said, explaining the origin of the run. “It started off as a family thing. We’re a large family, born and raised in Russell.” Scattered somewhat across Eastern Ontario, members of the Bols family return to Russell village when they are able, so they can take part in the Run for the Bols. The brothers and sisters now welcome their nieces and nephews, and also family friends who may feel a strong connection with the WDMH. “We’re always around 50 people (participating),” said Lanthier. Police seek trio of suspects Russell County OPP seeks three people in connection with theft incident during the summer at the Calypso Aquatic Park in Limoges. Police were called about a report of a theft incident which took place Aug. 7. The video surveillance system at the popular aquatic centre recorded footage of four people entering a locker during the daytime operation hours of the centre and taking items from inside. La FARFO fête les ainés
Une foire d’information pour les personnes aînées de l’est de la province s’est tenue le jeudi 29 septembre dernier à l’Aréna de St-Isidore. L’évènement marquait également la fête nationale des ainés qui était célébrée le 1 er octobre dans le pays. Près de 150 personnes ont participé à cette journée organisée par une dizaine de clubs pour personnes aînées de l’Est ontarien. Les participants et participantes ont pu assister à des ateliers portant sur la maltraitance des personnes âgées, sur la saine alimentation, sur les services d’urgence et communautaires offerts dans Prescott-Russell et sur les bienfaits du rire. Une vingtaine de kiosques présentaient des renseignements pertinents au bien-être des personnes âgées et retraitées. —photo fournie
Tout au long de la journée, l’animation de Raymond Legault, président de la FARFO régionale de l’Est, a su divertir l’auditoire et faire respecter un horaire chargé. Plusieurs personnalités politiques ont aussi adressé quelquesmots à l’assistance, dont le député fédéral Francis Drouin et la mairesse de Hawkesbury, Jeanne Charlebois. LETTRE OUVERTE À MES PATIENTS C’est avec beaucoup d’émotions que j’annonce ma retraite en tant que dentiste à partir du mois septembre, 2016. Cette décision n’a pas été prise à la légère. J’ai beaucoup apprécié ma carrière pendant plus de trente-six ans. J’aurais préféré évidemment vous informer de ma décision en personne. Cela a été un privilège pour moi d’être votre dentiste. Je garde précieusement en mémoire bien des souvenirs de mes patients et des conversations que nous avons eues au cours des années. Je suis prêt à passer à cette nouvelle étape mais j’aimerais également profiter de cette occasion pour partager avec vous quelques pensées. Quand je considérais les diverses options pour la pratique de la médecine dentaire dans la région d’Ottawa en 1981, j’ai rencontré Dr Jean Dignard lors d’une formation en pédodontie à Toronto. J’ai immédiatement été impressionné par son intégrité et son professionalisme. Au lieu de déménager de Sudbury à Ottawa tel que prévu, mon épouse Réjeanne et moi nous sommes installés à Embrun où je me suis joint à la pratique de Dr Dignard au début de 1982. Je n’aurais pas pu avoir un meilleur partenaire. Quand je partais travailler à la clinique le matin, c’était rarement avec l’impression«d’avoir àaller travaillerpour traiterdespatients ». C’était plutôt pour aller « voir des amis ». J’ai beaucoup apprécié mes années à la Clinique dentaire d’Embrun et je vous laisse entre bonnes mains. Je suis heureux de vous annoncer qu’afin d’assurer une transition sans heurts, Dre Picard et Dr Nguyen ont invité Dre Gabrielle Savoie à se joindre à l’équipe. Dre Savoie a commencé à la clinique en août. Elle est une personne remarquable et elle sera un atout pour la pratique!
RETIREMENT LETTER TO MY PATIENTS It is with mixed emotions that I am announcing my retirement from active practice in September 2016. This decision has not been made lightly; I have thoroughly enjoyed my career as a family dentist for over thirty-six years. I would, of course, have preferred to inform each of you in person of my retirement. It has been a privilege to have served as your dentist. I’ll treasure my memories of you and the conversations we have had over the years. I am excited about my impending retirement, but I would like to take this opportunity, as I look back, to share some personal thoughts. When I was pursuing some opportunities to practise dentistry in Ottawa in the springof 1981, ImetDr JeanDignardat apaedodontic course inToronto, and was immediately struck by his integrity and professionalism. Instead of relocating from Sudbury to Ottawa as planned, my wife, Réjeanne, and I moved to Embrun where I joined Dr Dignard in his practice in early 1982. I could not have had a better partner. Whenever I headed to the clinic in the morning, it was seldom with a feeling of “having to go to work to treat patients” but rather, it was more like “going to see friends.” I have greatly enjoyed my years at the Embrun Dental Clinic and I leave you in wonderful hands. I am pleased to inform you that after a diligent search, to ensure a smooth transition of care, Dr Picard and Dr Nguyen invited Dr Gabrielle Savoie to join the team. Dr Savoie began working with us in August. She is a remarkable person and she is going to fit right in! Embrun Dental Clinic will still have the same great team of administrative staff, certified dental assistants and registered dental hygienists.
Reflecting upon the grand scheme of things - sub specie aeternitatis - I am grateful to have been able to collaborate with so many exceptional dental colleagues in the Ottawa Dental Society , the ODA , the CDA as well as medical confreres, colleagues at the Winchester and District Memorial Hospital and friends in academia and in clinical practice, for they have shaped my thinking and enriched my life. I have been asked: “What are you going to do with all your spare time? First, I’ll be spending more time with my wife, Réjeanne (I hope she is looking forward to this as much as I am!) and with our two daughters – Geneviève, who is a high school teacher in Gatineau (and often volunteers in Rwanda or Tanzania in the summer); and Carolyne, a certified orthodontist who practises at her clinic in Embrun and at CHEO . I will continue to volunteer with the Population Institute of Canada , Humanist Canada and the Centre for Inquiry Canada to support social and environmental causes. Finally, I wish to emphasize how much I have genuinely enjoyed my years as your dentist. If our paths cross around town, I would be delighted if you say hello or stop for a quick chat. La Clinique dentaire d’Embrun continuera à bien fonctionner grâce à lamême bonne équipe de personnel administratif, assistantes dentaires et hygiénistes dentaires. Toutes choses considérées - sub specie aeternitatis - je suis reconnaissant d’avoir pu collaborer avec autant de collègues dentaires exceptionnels de la Société dentaire d’Ottawa , l’Association dentaire de l’Ontario, l’Association dentaire canadienne ainsi que mes confrères médicaux, mes collègues de l’Hôpital de Winchester etmesamisclinicienscarilsontfaçonnéma façondepenseretenrichimavie. On me demande souvent: « Que vas-tu faire de tout ton temps libre? » En premier, je passerai plus de temps avec mon épouse, Réjeanne (J’espère qu’elle a aussi hâte que moi!) et avec nos deux filles -- Geneviève, une enseignante au secondaire (qui fait souvent du bénévolat au Rwanda ou en Tanzanie pendant ses vacances d’été); et Carolyne, une orthodontiste certifiée qui pratique à Embrun et au CHEO .
Je continuerai à travailler comme bénévole avec Population Institute of Canada, Humanist Canada et Centre for Inquiry Canada pour adresser diverses causes sociales et environmentales. Finalement, je désire souligner combien j’ai aimé les années passées à être votre dentiste. Si vous me croisez à Embrun ou ailleurs, faites- moi signe et il me fera plaisir de jaser avec vous.
