Delegates told council there may be a mould and mildew problem in the basement and they are concerned that it could pose a health risk for anyone using the hall.

The pro- jects include recreational development of Ile du Chenail and the town’s eastern shoreline, as well as the development of an urban farm in the James, Por- telance and Taché boroughs. – Gregg Chamberlain SUBSIDIZED HOUSING AID The United Counties of Prescott and Russell will include an increase in the per diem rate paid to subsidized rental housing landlords, as part of its 2020 budget discussions, later in the year. The association representing all landlords who provide low-cost rental housing in the region has asked for an increase in the daily subsidy, which allows landlords to maintain their low-cost housing rates while dealing with operation costs affec- ted by inflation. – Gregg Chamberlain

&/#3&'r#3*&'4 SNOW DUMP FUNDING The Town of Hawkesbury has a new snow dump to assist with its winter road maintenance program. Now the town has to pay for its share of the project cost. Council approved taking $304,497.23 from the Industrial Park Reserve and from other reserve funds to reimburse the Hawkesbury Community Industrial Strategic Planning Association (HCISPA) for costs related to creation of the snow dump and also the Tessier Street extension, and cleanup of town materials on HCISPA property related to the other two projects. – Gregg Chamberlain AMBULANCE RESPONSE TIMES Prescott-Russell Emergency Services Director Michel Chrétien presented the United Counties of Prescott and Russell council (UCPR), during its September 9 committee of the whole session, with next year’s projections for ambulance and paramedic services response times. The projections take into account the size of the Prescott-Russell region, the number of units and locations of stations, and the possibility of local units being away on calls for Ottawa or Cornwall, as part of the provincial shared ambulance dispatch program. The projections take these factors into account when in comparison to the pro- vincial government’s estimates of what should be average maximum response times.– Gregg Chamberlain SUSTANE TECHNOLOGIES The United Counties of Prescott-Russell (UCPR) plan to keep in touch with Sustane Technologies, a Nova Scotia- based outfit developing a pilot project for its cutting-edge waste disposal and recycling technology. UCPR officials think the company’s technology could solve growing concern about garbage disposal for Prescott-Russell municipali- ties. – Gregg Chamberlain

Un S.O.S. lancé aux promoteurs pour les inviter à une réunion d’urgence à l’hôtel de ville de Hawkesbury pour discuter des besoins en logement de la ville a suscité beaucoup d’attention. « Le taux de participation était très élevé, a déclaré la mairesse Paula Assaly. Je suis très satisfaite. » Au début de la matinée du 23 septembre, environ cinq douzaines de représentants d’organismes de développement locaux et de l’extérieur de la ville ainsi que des représentants des gouvernements fédéral, régional et municipal ont discuté de la situa- tion actuelle du logement à Hawkesbury et de ce dont elle a besoin pour attirer et soutenir le développement commercial et industriel futur. La mairesse ainsi que le directeur géné- ral Daniel Gatien ont souligné à quel point l’avenir économique de la ville dépend de sa capacité à répondre aux besoins d’un marché immobilier mixte. « Il y a un grand besoin de logements mixtes, a expliqué Mme Assaly. Beaucoup de gens veulent s’installer à Hawkesbury et travailler ici, mais il n’y a pas assez de logements. » Des représentants de la Société cana- dienne d’hypothèques et de logement et du département des services sociaux des Comtés unis de Prescott et Russell ont présenté les lignes directrices relatives au soutien financier des projets de logement social. Alain Lacelle, directeur du logement social de l’UCPR, a également dressé un aperçu du type d’aide financière provinciale et fédérale disponible l’an prochain et qui pourrait être disponible pour l’année fiscale 2021-2022 pour les besoins en logement social. M. Lacelle a aussi fait remarquer qu’au chapitre du logement social, la ville de Hawkesbury à elle seule a une liste d’attente de 565 personnes, y compris des ainés, des familles avec enfants et les personnes vivant seules. Actuellement, Hawkesbury possède 140 logements pour familles et 82 pour ainés. Ces logements sont tous occupés. The township will allow the developer to connect to the municipal service lines located in the residential neighbourhood on the other side of the highway.– Gregg Chamberlain FUTURE LCBO OUTLETS The LCBO has invited businesses in select communities, including several Prescott-Russell communities, to apply for LCBO Convenience Outlet authoriza- tions through a Request for Proposal (RFP). A non-profit seniors’ housing group wants to give new life to the old mu- nicipal nursery property in Vankleek Hill. “We’re looking for a partnership with the township,” said Gary Barton, chairman of the Vankleek Hill Non-Profit Housing Corpora- tion (VKHNPH), during township council’s September 10 session. The VKHNPH operates Manoir Vankleek Hill Manor, a senior’s retirement residence on Derby Street. The group wants to use the old Champlain Nursery property next door for a senior’s social housing addition to the manor. Ed Power, a housing consultant for the VKHNPH, told council the property could accommodate 30 senior living units, with 13 of them designated for low-cost housing and the other 17 for market value. The old day nursery building itself could become a senior’s centre for use of manor residents and other local seniors’ groups. Powers noted that the Vankleek Hill Manor has a “long waiting list” of more than 100 people who want to move in. Half of the names on the list are seniors from the Vankleek Hill area. Another 25 per cent come from other parts of Prescott-Russell. At least 10 per cent are from Western Québec. The VKHNPH wants to apply to the Canada Mortgage and Housing Corporation (CMHC) for both seed money for design studies and

In between the music, there were feats of strength challenges for anyone willing to step into the ring and try tossing a beer keg or step up onto the exhibition stage and attempt to hold five-pounds worth of a full beer stein at full arm’s length for the longest time without bending an elbow. The weather was perfect for another great Beau’s Oktoberfest weekend in Vankleek Hill. “I’m so happy to be here, I love it!” was the declaration from one visitor to the Van- kleek Hill fair grounds, as she and her friends rushed through the gate to check out all the activities and attractions offered to them and hundreds of others who came to Vankleek Hill, over the September 21 weekend, for the 2019 Oktoberfest.

Everyone was in Gatineau over the first weekend of autumn for the NCJHL Showcase series of games on September 21. For its Showcase series event in Gatineau at the Robert Guertin Arena, the Vankleek Hill Cougars dropped the Clarence Creek Castors 3-1 with a pair of goals from Samuel Lemay and one from Zacharie Leblanc. Goal assists came Tyler Allard, Shayne Allen and Justin Chaumont. Frederick Durocher guarded the Cougars net.Austin Laprade scored the lone goal for Clarence Creek with help from Kyle Goodman. Corey Camirand was in goal. Sunday evening in Saint-Isidore the Cougars lost 5-4 to the home team. No game details were available at press time. The Cougars are in Morrisburg this coming Saturday to face the Lions. Saint-Isidore The Gatineau Hull-Volant beat Saint-Isi- dore 5-4 in the September 21 Showcase series event in Gatineau. Scoring singles for Saint-Isidore were Alexis Leclerc, Xavier Leclerc, Patrick Ranger, and Ryan Wells. Goal assists came from Yanick Dicaire, Frédérick Laflèche, Alexis, Bruno and Xavier Leclerc, and from Patrick Ranger and Ryan Wells. Sébastien Moreau warded the Saint-Isidore net. Les Hawks ont vaincu les Colts de Cor- nwall 3-1, chez eux, le 19 septembre, puis sont rentrés au bercail vendredi pour domi- ner les 73s de Kemptville avec un pointage de 4-2, avant de s’attaquer aux Raiders de Nepean 5-4, le dimanche. Aucun but n’a été compté au cours de la première période contre Cornwall. Dovar Tinling a ouvert le pointage pour Hawkesbury dans la première moitié de la deuxième période, avec l’aide des cocapitaines des Hawks, Luke Grainger et Jaxon Camp. Le seul but de Cornwall en début de troisième période a été inscrit par Bradley Shaw, avec l’aide de Christophe Côté et Riley Brennan. Monsieur Luc Myre, de Hawkesbury, est décédé le mardi 17 septembre 2019, à l’âge de 62 ans. Il était le fils de feu Florimond P. Myre et de feu Florida Sauvé; le cher frère de Robert (Nicole), Francine (feu Jean-Yves Lepage), Sylvain et Nathalie (Dale Oswick).
