Our Business Outlook Survey results were presented in partnership with the University of Minnesota Extension at the 2026 Economic Summit. Thank you to all those who participated in the 2025 Business Outlook Survey. Your contribution provides valuable insights to understand better both the positive aspects and challenges in our local business community. Knowing the specific concerns across different sectors is crucial for targeted support and identifying solutions. KEY TAKEAWAYS FROM THE 2025 BUSINESS OUTLOOK SURVEY RESULTS: • Optimism for 2026 is lower than previous years, with nearly half of businesses expressing concern about the year ahead. Lower than expected 2025 sales may be a factor. Last year, 62% expected sales to rise, but 43% reported increases this year. • Just over half of businesses expect sales to grow in 2026, including 11% who predict increases above 25%. • Businesses are also looking to make capital investments in 2026. 22% of businesses plan to make a capital investment, down from 26% last year. • Most businesses, 63%, expect to maintain staffing levels in 2026. Staffing caution may be tied to higher rates of maintaining staffing levels in 2025 compared to all previous years of the survey, which may indicate that businesses have retained employees. There is also continued concern about rising employee costs, which remain the top issue for both 2025 and 2026. No businesses reported plans for staff reductions in 2026. • There was an increase of 8% in businesses that reported they used automation and/or artificial intelligence to increase productivity in 2025 as compared to 2024. • Compared to other state, multi-state, and national surveys, Rochester businesses appear to be slightly more optimistic about business and sales in 2026.

Non-Profit Spotlight: Rochester Downtown Alliance Taking an in-depth look at a local non-profit, Rochester Downtown Alliance and their community impact Tell us about Rochester Downtown Alliance. The Rochester Downtown Alliance (RDA) is a nonprofit organization dedicated to creating a vibrant, welcoming, fun and connected Downtown for all. We lead placemaking efforts, produce signature events, and drive marketing that showcases Downtown Rochester
For example, one of their early initiatives was Here Comes

Santa Clause in which Santa is rescued from the top of City Hall and children could have their photo
taken with Santa for free. He’s now been rescued for 51 straight years in Downtown! The
founding belief of our organizations, still true today, was simple: a strong Downtown strengthens the entire city.
How has your organization
evolved over the years? In our early years, RDA focused primarily on large events and attracting foot traffic. Today, our work is more layered, but all still designed to increase foot traffic and increase the pedestrian experience: we offer wellness programming like Fresh Air Fitness, support local creators through vendor opportunities, fund grassroots events with Startup Event Grants, and enhance public space with interactive art, music, and décor. We produce iconic Rochester events like Thursdays Downtown, Social Ice, Dogs Downtown and more. Our Clean & Safe Ambassadors now care for public areas year-round, reinforcing Downtown as a clean, welcoming place. Coming out of the pandemic, Downtown stakeholders said there’s a need to increase the marketing of businesses and the Downtown experience. So we’ve shifted to increase our marketing efforts, helping to fill the void between all the incredible things that happen Downtown to those in the community that are looking for things to do, incredible restaurants to experience, and unique shops to explore! Please share a highlight of how your organization has impacted the region. One standout example is Thursdays Downtown. What started as a modest weekly summer event has grown into a 9-week community celebration that draws nearly 100,000 attendees annually. It creates significant economic benefit for Downtown businesses and vendors

as a destination for locals, regional visitors and Mayo Clinic guests. Our work spans four pillars: marketing & promotion, events & activation, placemaking & experience, and our Clean & Safe Ambassador Program - all focused on enhancing the vitality of the 44-block Special Service District (SSD) we serve. What inspired the founding of Rochester Downtown Alliance in 2005? The RDA was formed when Rochester leaders recognized that Downtown needed renewed energy to remain a vital part of the city’s identity and economy. As suburban malls drew businesses away from the urban core (a common story throughout our nation), a volunteer Downtown Business Association evolved into a formal organization of Downtown stakeholders to help draw people into the center of our city.

Visitors from across the region - and even Mayo Clinic patients and families from around the world - experience Rochester’s spirit firsthand through this event. We’ve heard of patients booking their appointments around Thursdays and other groups that make it a point to travel to Rochester to join the party!
Social-Ice
How can the business community become involved in the important work Rochester Downtown Alliance does? There are many ways to engage - from partnership opportunities at major events like Social-Ice and Dogs Downtown, co-hosting activations, or applying for a Startup Event Grant to bring your own idea to life. Businesses can also benefit from our marketing reach - highlighting their Downtown presence through our owned media. We’re proud to have built one of the city’s largest social media audiences - an ever-growing platform to share all that makes Downtown vibrant and unique. But that’s just one small piece of our marketing pie – we activate around 25 different marketing assets depending on the story we’re sharing and demographic we need to reach. We always encourage businesses to submit their “events” (can be small, can be a unique offering) to our events page on our website, one of the most visited pages we have. We also encourage direct collaboration: our team is always open to new ideas, connections, and partnerships that strengthen the Downtown experience for everyone. What’s an interesting fact about Rochester Downtown Alliance that most people don’t know? Despite our big presence in the community, we’re a small but mighty team of just three full-time and two part-time staff. Everything from large- scale event planning to day-to-day placemaking and communications is handled by this dedicated group. Also, we’re not a City department! We’re an independent nonprofit funded through a mix of SSD fees, partnerships, earned revenue, and contributions from the City of Rochester and Mayo Clinic. Our success relies on strong relationships and shared community vision. TOGETHER – we’re shaping Downtown Rochester!

Q: How did it start for Central Bark Rochester, MN? A: Central Bark Rochester, MN began from a very personal place. Before becoming an owner, my wife and I were customers of a Central Bark location while living in Milwaukee. Experiencing firsthand the impact that quality daycare, enrichment, and professional care had on our own dog—and our daily lives—sparked the desire to bring that same experience to Rochester.
Q: What is a unique fact people should know about Central Bark Rochester, MN? A: A unique aspect of Central Bark Rochester, MN is our strong commitment to education and evidence-based practices.
We exclusively support and practice positive reinforcement methods, which are backed by animal behavior science and veterinary organizations.
Additionally, our approach to enrichment goes beyond play—we focus on structured activities, rest periods, and individualized care to ensure dogs are not just tired at the end of the day, but fulfilled, confident, and well-balanced.

Jonathon Krull has been promoted to Vice President, Public Affairs for the Rochester Area Chamber of Commerce. Krull joined the Chamber in April of 2022 as Public Affairs and Leadership Development Director and has since significantly expanded the organization’s advocacy efforts. During his tenure, he has led the creation and growth of several initiatives and events, including the Candidate Training Program, The Advocate newsletter, Day at the Capitol, Linking Leaders and Industry, and Leadership Forward, a LGR alumni program. His strategic leadership has strengthened the Chamber’s visibility and effectiveness at the local, state, and federal levels. Through intentional relationship building between the business community and elected officials, the Chamber has elevated its influence and impact on key policy issues affecting the Rochester region. In his new role, Krull will continue to oversee Leadership Greater Rochester while leading the Chamber’s advocacy efforts. Sophia van Oss has been promoted to Vice President, Communications for the Rochester Area Chamber of Commerce. During her time at the Chamber, Sophia has created several new initiatives that support members and our community, including the Shop Local - Holiday Gift Guide and the Rochester Area Community Guide & Chamber Directory. She also developed a comprehensive media kit and added website advertising opportunities to help expand digital options for members. Eight Years Running: Mayo Clinic Named ‘World’s Best Hospital’
The annual Newsweek rankings are based on patient survey results; an international survey of more than 85,000 healthcare professionals; key performance metrics, such as patient safety and quality of care; and implementation of patient-reported outcomes. Through its Bold. Forward. strategy, Mayo Clinic is reimagining healthcare to ensure patients everywhere receive better answers and better outcomes. By combining deep clinical expertise with responsible digital innovation, the organization is transforming how care is delivered. Central to this effort is Mayo Clinic Platform, which drives the development, validation and deployment of AI in real- world clinical settings with partners across four continents.

Xcel Energy to Power New Google Data Center in Minnesota
As part of the agreement, Xcel and Google are partnering to bring 1,900 megawatts of new clean energy to the grid. In addition, Google will cover any new grid infrastructure costs associated with the project and has planned carefully with Xcel Energy to ensure electricity in the area remains reliable and affordable for all of Xcel Energy’s customers. A Clean Energy Accelerator Charge (CEAC) will provide for 1,400 MW of wind, 200 MW of solar and 300 MW of long-duration energy storage, along with a $50 million investment towards Xcel Energy’s Capacity*Connect Program, which will help drive reliability on the grid. The additional generation will help advance Xcel Energy beyond its current energy mix of 70% carbon-free electricity.
Xcel Energy (NASDAQ: XEL) announced on February 24, 2026 that it will power a new Google data center in Pine Island, Minnesota. The data center and associated Electric Service Agreement will provide a significant contribution to the state’s economy, including a large buildout of new clean energy projects that will contribute to Minnesota’s clean energy goals while ensuring that Xcel Energy’s current customers benefit as a result of this growth. Data centers serve as the core infrastructure that powers the internet, from personal electronics to business operations to government services. Xcel Energy recently signed an agreement to supply power for the Google data center that will support core services — including Workspace, Search, YouTube and Maps — that people, communities and businesses use every day.
