&/#3&'r#3*&'4 CDSBEO BUDGET APPROVED The Catholic District School Board of Eastern Ontario (CDSBEO) has its new budget in place for the 2020-2021 school year. CDSBEO trustees approved a budget of $194.3 million, based on anticipated operating and capital grant revenue from the province and also other sources of revenue. Salaries and benefits account for the majority of the budget at $147.1 million, while other operating expenses total $35.4 million. The remaining $11.8 million will deal with capital works needs and other expenses. – Gregg Chamberlain LAND SALE East Hawkesbury Township council approved a bylaw authorizing sale of a piece of municipal land in the village of Saint-Eugene. The township will get $5000 from the sale to put into the township’s reserve fund for future needs. – Gregg Chamberlain RURAL ADDRESSES The cost for posting a rural street address is now part of the building permit process for East Hawkesbury Township. Council amended Bylaw 2018-26 dealing with fees and charges to include the charge for providing a street address post for new housing. The cost for providing the complete street address post is $109.09 and the charge is collected when the building permit is issued. – Gregg Chamberlain

The Upper Canada District School Board has released its proposals for students and their studies when the new school year starts in September. “It is our hope that all students will be in class for the first day of instruction on September 4,” stated John McAllister, chair- man for the Upper Canada District School Board (UCDSB), in a media release issued Thursday, July 23. “However, if we are told otherwise by the (education) ministry or local health officials that it is not safe to do so, I think the plan we have drafted has put us in a position to still address the learning and mental health needs of our students.” The UCDSB board and staff met Wednes- day, July 22, via teleconference to review the plan for restarting the school year in September. The proposed plan has four options for dealing with student attendance for both elementary and secondary schools, managing classroom sizes and course curri- culums, and also dealing with public health safety issues for both students and staff as the provincial government continues with its pandemic recovery plan for Ontario. Four options The first and preferred option is for all students back in school, five days a week, with “increased health and hygiene mea- sures” available to students and staff to safeguard from potential contagion.

The Upper Canada District School Board has prepared a draft plan for reopening its schools in September. The preferred goal is for students to be back in school five days a week, with special support services provided to maintain public health safety for students and staff. But if the Education Ministry and local health officials do not agree that is possible, the UCDSB plan also offers alternatives that include a mix of part-time classroom sessions combined with distance learning programs. —stock photo

The next two options are for modified “back to school” scenarios for both elemen- tary and secondary students. Each involves staggered scheduling of groups of students for school. Elementary student groups would alternate attend school three days one week and two days another, with distance learning programs set up for students to continue their studies on the days of the week when they are not in school. The secondary school scenario calls for a four-day cycle of morning school sessions for students, from 8 a.m. to noon. The school day would continue in the afternoon with teachers available to support students through distance-learning programs. The fourth scenario calls for continuing the distance-learning curriculum format set up during the spring at the start of the COVID-19 pandemic. This scenario was developed based on input from a district survey of students and parents in May and June of this year. Advance planning In anticipation of more reliance on dis- tance learning, the UCDSB has set up digital learning systems for staff and students, providing more staff training over the summer in digital learning, creating a digital learning support team through its T.R. Leger School of Adult, Alternative and Continuing Education, arranging for the purchase of more than 2000 personal computer devices to provide

students who may not have one for distance learning, and also find ways to allow students of families without Internet access to be part of a pilot project through the Kajeet hotspot solutions program. “Our focus as a school district has been to create a plan that is safe for everyone involved,” stated Stephen Sliwa, UCDSB education director. “It is the preference of our district to prepare for a full return of all students to regular classes, five days per week, should it be deemed safe to do so by the local chief medical officers of health. However, should the ministry and local health officials indicate that it is not safe to pro- ceed with Scenario One, our school board has developed a comprehensive plan for an adapted model, and has taken steps to improve our distance learning model, as distance learning is already a reality for many of our secondary and adult learners.” The UCDSB board approved a motion at the end of its teleconference session to send the complete draft 2020-2021 school year reopening plan to the ministry for review on July 27. Trustees approved a motion to emphasize Scenario One As the preferred option but will accept alternatives if the ministry and regional health officials do not feel it advisable yet. Police seized an unspecified amount of what they suspected was crystal metham- phetamine, along with an undisclosed amount of Canadian money, and other items believed linked with drug trafficking. Both of the accused were released on their own recognizance and are scheduled for provincial court in L’Orignal September 16.

Two people are under arrest on drug charges following an OPP raid on two apartments in Hawkesbury. Martin Bernier, 56, of Hawkesbury, is charged with possession of drugs for the purpose of trafficking, and Brigitte Myre, 55, of Champlain Township, is charged with possession of drugs. Unless there is a change in plan because of the pandemic situation, the Local Provinciail Appeal Tribunal (LPAT) hearing concerning the proposal Colacem cement plant project will go ahead starting November 2 this year. The hearing will deal with two appeals concerning plans to develop a cement plant on the Colacem property outside of the Village of L’Orignal in Champlain Township. The United Counties of Prescott-Russell (UCPR) approved the zoning changes for the project while Champlain Township council rejected them. Now Colacem is appealing the township’s decision while Action Champlain, a local citizens group, is appealing the UCPR decision. —photo Gregg Chamberlain

Une personne infectée peut aussi contaminer ses mains en touchant son visage, augmentant ainsi le risque de contaminer les surfaces qu’elle touche. Les personnes qui toucheront ces surfaces ou ces objets contaminés pourront contaminer leurs mains. Et si elles les portent ensuite à leur visage, elles pourraient s’infecter. En maintenant une distance de deux mètres avec les autres en tout temps, en lavant ses mains souvent et en portant le masque, on réduit le risque de contamination.

gallery showcases. “They all jumped on board,” Crosby said. Arrangements were made between artists and businesses for display setups, then Crosby created a “scavenger hunt” map, with selected business sites marked out, and also a list of “clues” about parti- cular scenic features to help art treasure hunters know they’d found the right spot. The Arbor Gallery became the starting point for participants to begin their walking tour. Copies of the map are in a box inside the front porch. The overall goal of the event is to serve as a family-friendly outing for locals and visitors alike. The artworks available for treasure hunters to discover include both various types of paintings, along with sculptures and other media. June was the original month planned for the art scavenger hunt tour. As the pande- mic wore on, the project was then extended to July, through mutual agreement between artists and businessowners. The plan is to continue the project into August and maybe longer, if both parties are agreeable.

Need a break from pandemic worries? Take a walk around Vankleek Hill on the Summer Art Scavenger Hunt. “We realized that Vankleek Hill was losing all of its festivals,” said Jill Crosby, regarding the project’s origin, “and Vankleek Hill renowned for its festivals.” Crosby is one of Champlain Township’s resident artists, and she and another artist friend, Louis Sproule, were talking in spring about how the COVID-19 pandemic had closed off many of the festival venues that offered artists of every sort to display their works for admiration and possible sales. A bit of brainstorming and the idea of an art scavenger treasure hunt was born, with Crosby taking charge as organizer. She contacted various artists in the area to determine their interest in offering works for display as part of a community art tour, then she called several businesses asking if the owners were open to letting part of their window displays serve as temporary

Boileau was nominated for the Meritorius Service Medal, in recognition of «her dedication to her son’s work and in carrying on Jonathan Pitre’s legacy.» Jonathan’s legacy The actual presentation of honours for Boileau and others on the July 1 list will take place at a later date. Meanwhile Boileau reflects on this latest recognition of the work by Jonathan and herself. «There’s an immense feeling of being proud, and humbled at this,» she said, adding that there are now several «very promising» lines of research underway on EB. Clinical trials will soon begin on a couple potential treatments for the disease. «And, oh my goodness, there is so much more awareness out there,» Boileau said. «There are other children out there suffering from this disease. Now there is a lot more research going on in the world. He (Pitre) would be pleased because he wanted to raise awareness for rare diseases.» To the Next Generation Boileau has an immediate answer when asked what her son might say now if he was asked for advice. «He would let young people know that you don`t have to be an adult to get things done,» she said. `»Never give up.» She has similar advice to both young and old. «There are many important causes out there,» she said. «Small changes become big changes. The more people involved, the bigger the changes we can make.»

Tina Boileau still misses her son, Jonathan Pitre, and she continues to be proud of the legacy of faith, hope and inspiration that Russell Township’s Butterfly Child created during his life. “It is a kind of bittersweet (feeling) that he’s not here to see all the good he’s done,” Boileau said, during a phone interview. It’s been several years now since Jonathan Pitre passed away, but the Butterfly Child, as he is known to many around the world, is remembered for his courage in dealing with a terrible disease and choosing to do something positive about his situation. Pitre suffered from epidermolysis bullosa (EB), a genetic disorder that makes a person’s skin supersensitive to touch, the way a butterfly’s wing is fragile and easy to damage. He became The Butterfly Child, the face of EB and one of the leading spokespeople and campaigners for DEBRA Canada, to help create greater public awareness about the condition and the need for research to develop better ways to treat EB and find a final cure for it. Since he passed away, others continue to uphold Pitre’s legacy and one of his supporters is the Honourable Julie Payette, Governor General of Canada. Pitre and his mother were both named to the list of nominations for the Governor General’s July 1 celebration of outstanding Canadians. He was named for a posthumous awar- ding of the Meritorious Service Cross for

Canyoning: a summer sport for adventurers

If you love outdoor water sports and adrenaline-inducing adventures, you may want to try canyoning. This relatively new sport combines aspects of swimming, scrambling and rappelling to explore canyons, gorges, waterfalls and other hard- to-reach locations. 7 things to inspect on your car this summer

If you’re getting ready for a summer road trip or plan to take your car out for its first spin of the season, here are seven things you should inspect before you get behind the wheel. 1. Tires . Make sure your tires are properly inflated and have sufficient tread. Do the same for the spare and make certain you have a jack and lug wrench in the trunk. 2. Lights. Ask someone to stand outside your car as you turn on your headlights, brake lights and reverse lights to ensure that they’re working. 3. Windshield wipers. Make sure your wi- pers are in good condition and can effec- tively clear your windows. You should also inspect the sprayer and top off the windshield washer fluid. 4. Fluids. Inspect the oil as well as the brake, power steering and transmission fluids. If any of these run out, your car’s components may get damaged. 5. Battery. Inspect your battery for signs of corrosion, cracks and leaks. Test it with a battery tester, voltmeter or multimeter. Alternatively, you can get it inspected and tested by a mechanic. Batteries should be tested twice a year and re- placed approximately every five years. 6. Undercarriage. Look under your car for leaks. A fluid leak can cause your stee- ring or braking system to fail. 7. Air conditioner. Make sure your air conditioner is working well. Also check the heating for those chilly mornings when you need to defrost the windows. If you notice any issues during your inspec- tion, make an appointment at your local garage.
