The $2 million fund has been part of the annual budget for several years. “I get the impression,” said Mayor Pierre Leroux of Russell Township, “that people are looking to keep that $2 million.”
The mayors of Prescott-Russell’s eight municipalities want a $2 million munici- pal aid fund to remain part of this year’s counties budget. A report on the first draft of the 2019 counties budget occupied most of the morning session for the United Counties of Prescott-Russell (UCPR) council’s first meeting of the new year, on January 9. “It (budget preparation) is always difficult,” said Julie Ménard-Brault, UCPR finance direc- tor, “but this year will be even more so.” Several mayors on counties council ar- gued against one recommendation in the

The UCPR’s share of the estimated cost was still avail- able and rather than put it back in reserve, the mayors sitting on counties council then decided to use the money to create a special municipal aid fund with $2 million shared out each year among the eight municipalities.
Last year was the end of the four-year agreement for the special fund. Ménard- Brault said the fund is not part of the 2019 draft budget because the UCPR have several major expenses this year, which it did not have in past years when the counties enjoyed minimal or even zero tax rate increases. Budget numbers crunch The UCPR has to budget for the regional fire dispatch service, a financial responsibil- ity it took over from the Town of Hawkesbury, which used to offer the service to its fellow municipalities in Prescott-Russell. The coun- ties also have to budget for architectural planning this year for the new Prescott- Russell Residence project. At present, the UCPR draft budget totals about $112 million. That includes an es- timated $44,259,000 county levy for the property tax portion of the operating revenue. An Orleans woman received quite a gift on January 9. Hayley Twining received a travelling voucher worth $5000, an amount that she can use towards any destination. “We didn’t want the winner to be limited to where they can go,” explained Dana Desjardins, representing Read me Now Marketing Inc. (RMN), one of the instigators of the contest, along with Hyundai. EN BREFS BRIEF NEWS HUNTING SAFETY TIPS Over the winter, conservation officers of the Ministry of Natural Resources and Forestry will be out talking with hunters about how to stay safe. Top safety tips include: never carry loaded firearms in or on a vehicle, including all-terrain vehicles; never shoot from or across a roadway; handle firearms with care and attention at all times; and never drink alcohol or take impairing drugs while hunting. When hunting on private lands, hunters must make sure they have the landowner’s permission. Those who wish to hunt with dogs must get specific permission for that. Conservation officers may ask to see hunters’ licences and to inspect firearms. Hunters should keep licences with them while hunting. – Francis Racine licensed home child care services may receive a slight rate increase in funding support from the counties this year. The Ontario Energy Board approved the amalgamation of Enbridge Gas Distribution Inc. and Union Gas Limited in August 2018. The companies have amalgamated to form Enbridge Gas Inc. Enbridge Gas Inc. has applied to the Ontario Energy Board to raise its natural gas rates effective January 1, 2019. If the application is approved as filed, the yearly bill of a typical residential customer within the former Enbridge Gas Distribution Inc. and Union Gas Limited rate zones will increase by the following amounts: Rate Zones Residential Annual Bill Increase Enbridge Gas $ 5.74 Union South $ 9.98 Union North East $ 4.88 Union North West $ 6.81 The rates are based on a rate-setting framework and other adjustments previously approved by the Ontario Energy Board for the period 2019-2023. The rates are set using a formula that is tied to inflation and other factors intended to promote efficiency. Enbridge Gas Inc. is also asking the Ontario Energy Board to approve its rate design proposal and the costs of certain capital projects that are not part of their regular capital expenditures. Other customers of Enbridge Gas Inc. may be affected. It is important to review the application carefully to determine whether you will be affected by the changes. THE ONTARIO ENERGY BOARD IS HOLDING A PUBLIC HEARING The Ontario Energy Board (OEB) will hold a public hearing to consider the application filed by Enbridge Gas Inc. We will question Enbridge Gas Inc. on the case. We will also hear questions and arguments from individual customers and from groups that represent the customers of Enbridge Gas Inc. At the end of this hearing, the OEB will decide whether the rate increase requested in the application will be approved. The OEB is an independent and impartial public agency. We make decisions that serve the public interest. Our goal is to promote a financially viable and efficient energy sector that provides you with reliable energy services at a reasonable cost. Les tarifs sont fondés sur un cadre d’établissement des tarifs et d’autres rajustements déjà approuvés par la Commission de l’énergie de l’Ontario pour la période 2019-2023. Les taux sont fixés au moyen d’une formule liée à l’inflation et à d’autres facteurs visant à favoriser l’efficience. Enbridge Gas Inc. demande également à la Commission de l’énergie de l’Ontario d’approuver sa proposition de tarification et les coûts de certains projets d’immobilisations qui ne font pas partie de ses dépenses en immobilisations régulières.
