Instead the city investigated a harassment complaint from one employee against an- other who also was a CUPE representative. “Once the investigation was completed, the City determined that no disciplinary measures would be imposed,” the press release stated. “In fact, it would be a viola- tion of the Ontario Labour Relations Act to threaten discipline against an employee for engaging in union activity.” The press release noted that CUPE could file a complaint with the Ontario Labour Re- lations Board if the union felt it had cause. In an email to the Vision, Bézaire argued that during bargaining talks the city’s nego- tiating team continued to insist on deletion of the “just cause” provision of the original contract for CUPE members up to and until the final contract offer was presented. “This is a fundamental right which the City threatened to remove from the collec- tive agreement,” stated Bézaire, “from the beginning to the end of negotiations.”

ROCKLAND | There is a new three-year contract between the City of Clarence- Rockland and its workers. But both the city and the union representing those employees had a few final words to say to each other. Both council and the local for the Cana- dian Union of Public Employees (CUPE) rati- fied the new contract, avoiding a potential strike situation this winter. During the past weeks when the two sides were negotiating a new contract and then the union held a strike vote, CUPE spokesman Jean-Marc Bézaire alleged in statements to the media that the city’s ne- gotiating team was hamstrung during the bargaining sessions by orders “from higher up” at City Hall. A press release from the city issued Feb. 6 following council approval of the new contract denied the allegation and also charged CUPE with “misrepresenting the manner in which the City of Clarence-Rock- land has approached the negotiations” and creating public misconceptions about the whole process during media interviews. “Contrary to CUPE’s insinuations, there was no interference in the negotiations on the part of Council,” the release stated. “In fact, the mandate given to the negoti- ating team by Council remained the same throughout the process.” The press release also stated that there were “no attacks on the ‘fundamental rights’ of municipal employees” during the con- tract talks and that what city negotiators presented was a proposal for the same kind of discipline language already found in the CUPE contract with the Clarence-Rockland

Raymond Serrurier challenges plaintiff’s motives
When I resigned from council last November, my intention was to keep a low profile and stay out of the municipal political arena. I cannot remain silent in the face of recent actions from the Guibord clan on council and comments made about me in the propaganda pam- phlet that the Clarence-Rockland taxpayers are paying for. First, as I have said often before, the mayor and his allies on council are constantly disre- specting the residents that they were elected to represent. The latest lack of respect comes from their naming a unilingual French person, Jacques Archambault, to replace me as councillor for ward 4. Due to the demographics of Clarence-Rockland, all of its elected of- ficials need to be bilingual in order to properly represent their constituents. Approximately 40%of the residents in ward 4 will now have to get a translator if they want to speak to their councillor. Therefore, even though I am no longer in office, I invite any English speaking resident of ward 4 to contact me if they need assistance in dealing with municipal council. Secondly, a lot has been written about the dismissal of the complaint for conflict of inter- est that had been brought against me by Jacques Archambault and Jean-Claude Marinier. You may remember that this complaint was filed despite my having received legal advice in writing in 2006 that showed that I would not be in conflict of interest on Levac, Robi- chaud, Leclerc (“LRL “) files even though my son was employed by them. They claim that the complaint was automatically dropped when I resigned on Novem- ber 18th. This is completely false. The plaintiffs' legal representative contacted my legal team shortly after I resigned to set conditions for their dropping the complaint. These conditions were that I admit that I had acted wrongly; that I not run in the 2014 municipal election and that I provide them with a sum of money for their legal fees. We categorically refused these conditions. We also informed them that we would be ready to proceed with the December hearing and that we would be submitting new evidence in my defence. If the complaint was to be automatically dismissed, why this offer ? A few days later, Archambault and Marinier, through their lawyer, came back with an of- fer to dismiss the complaint without any conditions. My legal team suggested that I accept this offer and I did. Personally, I would have gladly gone ahead with the hearing in order to clear my name. Please note that the plaintiffs were the only ones who could withdraw the complaint. I needed to go to court and prove that I was not in conflict of interest in order to have the complaint dismissed. It is strange that statements, written in the pamphlet, with all kinds of legal jargon, could contain so many errors. In his complaint against me in 2012, Jacques Archambault said that he had learned of my alleged conflicts of interest simply by calling City Hall on June 8 and received all the information concerning LRL payments and contracts over the telephone. However, a short time before I resigned, I had obtained a copy of an email (new evidence) dated June 10, 2012, from councillor Diane Choinière to Chantal McLean-Leroux, who was
then City Treasurer. In this email, councillor Choinière was asking for all copies of invoices and payments for LRL since 2006. I have checked with a number of people at City Hall, and there had been no request for the LRL documentation from Jacques Archambault at that time. Furthermore, because he was not a councillor, M. Archambault could not have obtained such information except through an access to information request. He would definitely not have obtained such information from a civil servant in a telephone conver- sation as he has testified. Jacques Archambault, then also testified that he had read a let- ter drafted by Stéphane Lalonde, on June 11 2012, asking that I resign. This shows that Archambault got his information from elected councillors and other outside sources, and not as he claims. I challenge him, after someone has translated this letter to him, to make his cross-exam- ination for the complaint against me public. I also challenge him to show how my conclu- sion that he got his information from elected councillors is wrong. I have always maintained that this complaint was politically motivated. EOHU advice for extreme cold sue extreme cold warnings when the wind chill factor pushes the outside temperature conditions for the region to minus 25 de- grees. That has proven the case for most of January and part of February this year.
The weather forecast for the Ottawa re- gion and surrounding areas calls for at least one more week of extreme cold before tem- peratures start warming up for the March break. The Eastern Ontario Health Unit (EOHU) has had a regular posting of an extreme cold warning on its website and that will continue until the winter weather decides to break. “We seem to be always giving cold weath- er warnings,” said Dr. Paul Roumeliotis, EOHU chief medical health officer. Along with the extreme cold warning, the EOHU provides advice about both preven- tion and treatment of frostbite, which be- comes a greater risk for those who either have to work outside or are diehard snow- mobiling enthusiasts. Dr. Roumeliotis noted that there is a greater risk of frostbite when there are temperature fluctuations with warming temperatures followed soon after by wind chill conditions. “The combination of cold and then wet or damp conditions makes the freezing pro- cess work faster,” he said. Dr. Roumeliotis also urged people who have to be outside during the cold tem- peratures to be aware of proper treatment of even mild frostbite. Gradual warming of the extremities or other affected areas is the correct procedure, not immersing in very hot water or rubbing the affected parts with snow or ice.

Soirée de mise en valeur du patrimoine en Ontario français Les membres du comité du Village d’antan franco-ontarien (VAFO) invitent la population à une soirée, qui se déroulera le 27 février prochain, au Centre communautaire de Saint- Albert, afin de souligner le mois du patrimoine en Ontario français. Michel Prévost, archiviste en chef de l’Université d’Ottawa, présentera une causerie sur les Trésors des archives de l’Université d’Ottawa. M. Larose Forest theft
Police have a weekend smash-and-grab theft case from the Larose Forest. Const. James Tremblay answered a call Feb. 9 about a vehicle theft report from the Larose Forest parking site on Champlain Street in Bourget. That Sunday afternoon someone went around the parking area breaking into the vehicles sitting there while their owners were off on the ski trails or doing other ac- tivities. The owner of one vehicle returned to find a window smashed open and the purse that was left inside missing along with some other items. Anyone with information about this ve- hicle break-in or any suspicious-acting per- sons seen at the parking site can call Const. Tremblay at the Rockland OPP station at 446-5124 or toll-free to 1-888-310-1122. Calls to the CrimeStoppers toll-free confi- dential tips line at 1-800-222-8477 are also acceptable. Drunk in public The first weekend of Carnival in Clarence Creek saw police show up at the Clarence Creek Arena to deal with a public distur- bance complaint. Carnival organizers reported a man who seemed to drunk and was proving trouble- some. Police took the man in charge and brought him to the OPP station in Rockland. Martin Rochon, 30, of Clarence Creek is charged under the Liquor Licence Act with public drunkenness. Trailer thief Someone is driving around with a stolen utility trailer. Const. Attilio Vortasio from the Hawkes- bury OPP station is investigating a trailer theft report from The Nation Municipality. Sometime between Feb. 4 and 5 a person went into the back yard of a residence on County Road 3 and left with a utility trailer. The stolen trailer, measures 12 feet by seven feet, is black in colour and described as “ex- tremely dirty” at the time it was taken. Anyone with information about the theft can phone the CrimeStoppers confidential tips line toll-free at 1-800-222-8477. Snow bank peril Building snow forts is a common winter amusement for children. But parents need to be aware that under certain conditions it can turn dangerous without warning. One Canadian child has died this winter and another is in critical condition in hospi- tal after being buried in snow by accident. The first incident happened in a Winnipeg suburb on Feb. 5, the second case, which proved fatal, happened the same day in Amaranth Township in Dufferin County in southern Ontario. Police investigation has determined that the children in each case were tunnelling into a snowbank which then collapsed, burying them for an unknown amount of time. Parents and all caregivers are urged to check up on children’s activities when they are playing outside during winter.

Au niveau provincial, la conduite distraite a été à l’origine de 9,3% des accidents de la route. «On a du travail à faire», a lancé l’agent de la Police provinciale de l’Ontario (PPO), Pierre Dubois, lors du lancement de la cam- pagne de prévention Yeux devant, jeudi, à la caserne des pompiers à Hawkesbury. La campagne du CARS veut transmettre le message que «texter au volant augmente par 23 fois les chances qu’un conducteur soit impliqué dans une collision». À noter que, s’il est pris, un conducteur distrait peut recevoir une amende de 155$. Le CARS véhiculera plusieurs moyens

Prescott et Russell est une région distincte pour plusieurs raisons. Mais une caracté- ristique unique est particulièrement in- quiétante. La conduite distraite serait un risque particulièrement important dans Prescott-Russell. C’est pourquoi le Comité d’action régional pour la sécurité (CARS) a lancé la campagne «Yeux devant», la se- maine dernière. Entre 2006 et 2010, les statistiques dé- montrent que la conduite distraite a été la

La conduite distraite a été un des facteurs dans 1773 accidents de la route dans Prescott et Russell entre 2006 et 2010. Du- rant le même période, la conduite distraite a causé 2095 accidents, ou 14,4% du total dans Stormont-Dundas-Glengarry. Dans Ottawa-Carleton, ce comportement a été blâmé pour 16 625 accidents, ou 12,1% du total. Pour l’ensemble de la province, il y a eu 182 547 accidents routiers attribués à la conduite distraite entre 2006 et 2010. Le projet comprend du matériel éducatif qui vise à conscientiser les gens face aux dangers de la distraction au volant. «Ceci, dans le but d’influencer les conducteurs et autres personnes qui circulent sur les routes à changer leurs comportements», a déclaré le CARS. «L’affiche a été entièrement créée par des membres de la coalition. Notre but: créer unmessage de prévention à saveur lo- cale par des citoyens engagés qui vivent et œuvrent dans notre communauté.» Le comité a reçu une subvention de 9200$ du gouvernement provincial pour le programme, qui représente une contribu- tion locale de 24 840$. Les partenaires communautaires de CARS sont la PPO, le Bureau de santé de l’est de l’Ontario, la Maison funéraire Berthiaume, le département des incendies de Hawkes- bury, les Services d’urgence de Prescott et Russell, C’est ta communauté (Valoris), la Gendarmerie royale du Canada, le ministère des Transports de l’Ontario et Marie-Josée Miner, bénévole représentant la commu- nauté. Depuis maintenant plus de 14 ans, la co- alition offre des ateliers, Fêtez en toute sé- curité, auprès des finissants des écoles sec- ondaires du comté de Prescott. Des milliers d’étudiants ont assisté à cette présentation. De plus, depuis quatre ans, CARS organise un concours de dessins intitulé, Même les enfants savent. Les élèves de la 3e à la 8e année produisent un dessin/message pour les adultes de la communauté. Les dessins sont ensuite distribués au public à travers les LCBO de la région durant la longue fin de semaine de mai. Entre 2006 et 2010, les statis- tiques démontrent que la con- duite distraite a été la cause de 18,9%des accidents routiers dans Prescott et Russell.
