War chest to fight emerald ash borer

gency resolution to combat the emerald ash borer infestation. “We can afford to do so,” Coun. McRae said. “We cannot afford not to do so.”

of other types of trees to create more di- versified greenspace in Ottawa and reduce the number of ash trees which are the food source for the emerald ash borer. This would also reduce the spread of the insect pest to existing uninfected ash trees. The second part of the plan is to buy and use a special inoculant developed to combat the emerald ash borer lar- vae and maturing beetle while they are still inside infected trees. The inoculant is still a new addition to the horticultural ar- moury for dealing with emerald ash borer. The standard tactic of taking down infected

trees for later proper disposal during the fall and winter when the insect is not able to migrate to other trees will continue as the main method for dealing with the ash borer, along with restrictions on the trans- port of ash wood. Mayor Jim Watson described the devas- tating impact that the ash borer has had on the city’s landscape and greenspace as the equivalent of a natural disaster. “This is the 21 st -century version of the ice storm,” he said, “but it’s spread out over a longer period of time.” Emerald ash borer was first confirmed in the City of Ottawa in July 2008. Other parts of Eastern Ontario, including Prescott-Rus- sell, have also since been identified as in- fested with the insect pest. New rules for lobbyists in Ottawa OTTAWA | Special interest groups and any- one looking for favours at City Hall in Ot- tawa will need to study the new rules for lobbyists. Council approved recommendations from a special sub-committee report dur- ing its July 11 session that gives adminis- tration authority to set up a new Lobbyist Registry along with a Lobbyist Code of Con- duct. Both take effect Sept. 1 this year. The new policy on lobbyists is a result of a sub-committee report through the mu- nicipal finance and economic development committee. This was all part of the 2010- 2014 Governance Review that was done at the start of the term for the present council. Mayor JimWatson headed the sub-commit- tee. “In the 2010 election, I made a commit- ment to the people of Ottawa that we would bring greater openness and trans- parency to City Hall,”said Mayor Watson. “All of these measures are part of an overall, bal- anced package that moves us towards that goal and brings more clarity to what we do.” Council approved four recommenda- tions for revisions to the final list of operat- ing parameters for the registry and code of conduct. The revisions include a disclosure demand for not-for-profit groups regarding financial interest in cases where a non-prof- it group has paid staff and is not altogether made up of volunteers. One of the main focuses for the new rules for lobbyists and the lobbyist registry is to separate advocacy groups, who petition and press city hall and council for actions out a community interest, from lobbyists who are paid professionals representing a specific individual or group and may be campaigning on an item or issue out of self- interest or profit motive. The registry will identify lobbyists and note any actions or activities like emails, meetings, and such, which may involve or affect city administration or council mem- bers.

OTTAWA | One million dollars. That is how much the City of Ottawa is willing to put up to try and stop the spread of the emer- ald ash borer through its greenspace. Council gave unanimous approval to a last-minute walk-in item from Coun. Maria McRae on the agenda for the July 11 ses- sion. TheWard 16 councillor chairs the city’s environmental committee and she urged her fellow councillors to support an emer-

Ashlea Maddex enjoys personal best hurdling season SPORTS editionap.ca

August 15–19 août , St-Albert, ON

there it was down to Mexico for the NA- CAC Championships in Irapuato where she earned the bronze with another personal best time of 13.21 seconds. Over the past couple of years, Maddex has competed at several international events, including a past PanAmerican youth track- and-field meet. So competing at the higher altitudes at Irapuato during the NACAC did not present toomuch of a prob- lem for her.

GREGGCHAMBERLAIN gregg.chamberlain@eap.on.ca

OTTAWA| A summer heatwave baked the streets of Ottawa and burnt the green grass brown in parts of Mooney’s Bay Park

over the July 14 weekend. It matched the mood of Ashlea Maddex who was all fired up Saturday at the 2012 Athlet- ics Ontario Junior and Senior Championships. Maddex represented the Ottawa Lions Track and Field Club, host for the provin- cial event. She finished the noon-hour final for the senior

“We were there for five days before the event so we were able to acclimatize to it,” Mad- dex said. She noted that competing in Calgary in the national tri- als also helped prepare her for Mexico. At 1048 metres above sea level Calgary sits at a higher

women’s 100-metre hurdles with a fourth- place time 15.22 seconds. She received the bronze medal though as part of the Athlet- ics Ontario championship lineup as the sec- ond-place finalist in the event was a visiting athlete from Québec. Maddex later finished first in an “exhibition run” event scheduled later that afternoon. For Maddex, it is the wrap-up of what has been an award-winning learning curve season. Resting up in the bleachers while watching other athletes compete, Maddex reflects on her 2012 season in hurdles. All in all, she’s satisfied with the results. “It’s been a lot of learning experiences,” she said. “Learning to adapt to situations. I had to learn that I can’t control everything, but when it’s time to perform then I hope that everything pulls together.” Her last two major meets of the season saw everything pulling together for Mad- dex. She finished sixth in her event with a personal best time of 13.43 seconds in the National Trials in Calgary last month. From

elevation compared to most of Maddex’s home province. That helped prepare her system for Irapuato, located at the foot of Mexico’s Arandas Mountain, at 1724 metres agove sea level. “You just train,” Maddex said, about hav- ing adapt to the rarefied air. “You eventually get used to it. The first few days at Calgary, I was feeling like it was hard to breathe. Then I got used to it. Same in Mexico.”
