At present, he has no immediate plans following the June 7 election.
Grant Crack expects Liberal Red will remain the political colour for Glengarry- Prescott-Russell, even if he is no longer MPP for the riding after the June pro- vincial election. Crack issued a news release Thursday morning, April 5, to announce his decision to step down as MPP, about a month before the official campaign period starts for the June 7 provincial election. The announce- ment comes about two months after he was reconfirmed without opposition as the Liberal candidate for GPR, during the riding association’s January nomination meeting. “This is something we’ve been thinking about,” Crack said during a later afternoon phone interview, adding that he and his family had discussed “for well over a year, how we wanted to live our lives”, and whether or not he felt up spending another four years away from home, either in Toronto at the provincial legislature or on the road travelling throughout the riding. Crack said his decision to step down as MPP was made “with a clear mind and a somewhat heavy heart”. It is not due to any concern that the Liberals could lose the election and he might end up spending the

His nomination isn’t even confirmed yet but already one Progressive Conservative insider is trying to dis- credit Pierre Leroux’s bid to replace MPP Grant Crack as the Liberal candi- date for Glengarry-Prescott-Russell in the June provincial election. Fred DeLorey, former campaign manager GPS$ISJTUJOF&MMJPUUTCJEGPSMFBEFSTIJQPG the Ontario PC, posted on Twitter April 5 and also began contacting local media to comment after the Russell Township mayor announced his intention to seek the Liberal GPR nomination. “I’m hearing the mayor of Russell (Leroux) is quitting to run for Liberals,” tweeted DeLo- SFZi8IJDIXPVMECFIJMBSJPVTBTKVTUBGFX weeks ago he was telling me how important it is that we elect a Conservative in GPR. He was even begging me to help him win a PC nomination.” Leroux posted a reply on DeLorey’s Twit- ter page: “Actually what I said is that we need the best possible person to represent (138IBUJTGVOOZJTUIBUNFNCFSTPGUIF local conservative riding are the people who wanted me to seek the nomination ‘cause they weren’t happy with the current candidate.” Leroux, during a phone interview, con- firmed his response to DeLorey’s Twitter page allegation but declined to make any further comments on the entire matter. Leroux confirmed that a couple years ago he held a brief membership in the Progressive Conservative party because of Derek Duval. Duval, a resident of Vankleek Hill, was competing with Amanda Simard to become the new GPR PC candidate. Part of his strategy involved boosting local party membership. Leroux noted that Duval was outperform- ing Simard in the membership drive up until the “poutine on a hockey stick” controversy.

Mme Lanthier croit qu’une telle façon d’agir va à l’encontre du processus démo- cratique. « Ça fait juste encourager les gens à voir que les choses ne sont pas toujours aussi transparentes qu’on le dit. Ma perspective en tant que membre de la communauté, c’est qu’il aurait été préférable de suivre la formule, même s’il ne reste pas beaucoup de temps (avant l’élection) ». Pour la politicienne municipale, la situa- tion est d’autant plus « frustrante » si l’on considère qu’elle vient tout récemment, avec neuf autres collaboratrices de la région, de lancer le mouvement Leadership féminin en action Prescott et Russell, un mouve- ment visant la parité dans les postes de leadership de la région. « Ce qui est frustrant, c’est qu’on vient de lancer un mouvement pour encourager les femmes en politique. Quand des choses comme ça se produisent, c’est vraiment décourageant parce que la politique devrait être un milieu ouvert et transparent… Pour un parti qui dit promouvoir l’inclusion et la participation des femmes en politique, c’est vraiment dommage. » Au moment d’aller sous presse, nous apprenions qu’une soirée de nomination à l’investiture aura lieu vendredi prochain, soit le 13 avril, à 19 h au Centre récréatif de Saint-Isidore.
Marie-Noëlle Lanthier, conseillère muni- cipale de La Nation, aurait bien aimé poser sa candidature à l’investiture du Parti libéral provinciale de Glengarry- Prescott-Russell afin de succéder à Grant Crack. « Oui, l’intérêt était là, et non seule- ment l’intérêt, puisque j’ai reçu beaucoup d’appels, immédiatement après l’annonce de Grant Crack, pour savoir si je serais intéressée (à lui succéder). » Mais moins de 30 minutes après l’annonce de Grant Crack, Pierre Leroux, maire de la municipa- lité de Russell, annonçait sa candidature à l’investiture du Parti libéral. « Si on rend l’environnement défavorable dès le départ, c’est difficile pour les gens de s’avancer, même s’ils croient en la cause » a-t-elle confié lors d’un entretien avec notre journal. THREATS CHARGE A 51-year-old Hawkesbury man is charged with uttering threats follow- ing OPP investigation of a domestic disturbance incident, March 22, at a residence in North Glengarry Township. No names were released. The accused is scheduled for the April 10 provincial court session in Cornwall. PEDESTRIAN PROTECTION The OPP reminds drivers that Ontario passed a traffic safety law in 2016 to protect pedestrians at marked cross- ings. Drivers must stop when they see someone crossing the road at a marked pedestrian crosswalk. Pedestrians are also reminded to use marked crosswalks to cross streets and also to do so when traffic and crossing signals indicate they can. Also pay attention to traffic and do not be a “distracted walker” at a crossing. Motorists should also remember the special traffic rules when driving through a school zone or when approaching a school bus, which has stopped and has its signal lights flashing to warn of students either getting off or boarding the bus. La Ville de Hawkesbury n’a pas retenu, pour les élections d’octobre 2018, le scrutin préférentiel qui est une des modifications apportées à la Loi de 1996 sur les élections municipales en Ontario. « Considérant que le scrutin préférentiel n’a pas encore été expérimenté au niveau des élections municipales en Ontario et qu’il est difficile d’évaluer les avantages d’une telle façon de distribuer les votes, je recommande au conseil de ne pas retenir le scrutin préférentiel pour les élections 2018 », lit-on dans un rapport, adressé le 1 er novembre 2016, au conseil municipal par Christine Groulx, greffière de la Ville de Hawkesbury. La modification de la Loi électorale laisse la possibilité aux municipalités ontariennes, qui le désirent, de procéder à l’élection du maire et des conseillers en recourant au scrutin préférentiel, à la place du système nominal à un tour. He noted that there is no allocation in the 2018 budget for a fire dispatch communications system, and that staff may also make a recommen- dation on that issue before summer, when UCPR council will be limited on its financial decision-making because of the “lame duck” situation. In the next few months, before the mu- nicipal elections, all local governments are restricted on their decision-making power when dealing with major project funding approvals, hiring or firing senior staff, or major policy changes. These will become the responsibility of the new counties and municipal councils after the fall election. Counties staff will try to have a recom- mendation ready for the current counties council’s approval for financing the new regional fire dispatch system.
Staff at the United Counties of Prescott- Russell are trying to get the regional fire dispatch project wrapped up before the start of summer. District fire chiefs are reviewing details of the proposed Request for Proposals (RFP) that the UCPR will issue this month, for a contract to set up a new regional fire dispatch system to serve seven of the eight municipalities within Prescott-Russell. Clarence-Rockland is part of the Ottawa municipal fire dispatch system and will not be included in the UCPR’s new regional setup. UCPR chief administrator Stéphane Pa- risien told counties council, during the March 14 committee of the whole session, that staff expect to have an RFP recommendation

Le mandat du Réseau local d’intégration des services de santé (RLISS) de Champlain, dont la Résidence Prescott-Russell fait partie, consiste à faire en sorte que les services de santé soient bien organisés. Le RLISS a aussi comme mandat de s’assurer qu’ils reçoivent un financement suffisant. « C’est le RLISS lui-même qui nous a confirmé que la demande de 14 lits des CUPR n’était pas assez et qu’elle devrait être portée à 78 lits », de conclure le directeur général. Quelque 32 000 personnes sont sur des listes d’attente pour des soins de longue durée en Ontario. La province dit qu’elle dépensera 115 millions de dollars au cours des trois prochaines années pour créer de nouvelles places et augmenter le personnel.
Les Comtés unis de Prescott et Russell ont déposé une demande de 78 lits supplémentaires pour les soins de longue durée. C’est ce qu’a déclaré Stéphane Parisien, directeur général des CUPR, au comité plénier lors de la réunion du 14 mars dernier. La demande originale devait être pour 14 lits. Comme la liste d’attente est déjà longue, les CUPR n’auraient pu faire une autre demande avant 2022. Le maire d’Alfred-Plantagenet, Fernand Dicaire a demandé à M. Parisien s’il avait une idée de l’impact financier que 78 lits pourraient générer. « Plusieurs facteurs doivent être pris en considération, comme l’indice de la charge des cas, a répliqué M. Parisien. Si le ministère de la Santé accorde 78 lits, la nouvelle résidence aura trois étages au lieu de deux.
