Counties count zero on budget plan
St-Pierre noted that the counties prop- erty tax portion represents about half of the total tax bill homeowners and business owners receive in their mail each year. The municipal property tax allocation makes up most of the other half along with those for the school districts, provincial government, South Nation Conservation Authority, and a few other agencies. Knowing that the coun- ties budget may not require a rate increase, St-Pierre observed, makes it easier to ex- plain to taxpayers who their tax bill works out. “I’m very happy that the counties are in such good shape,” said François St-Amour, The Nation mayor, adding that when he was the UCPR warden there was a focus on building up the counties’ budget reserves. He also cautioned that one reason why The bylaw states that council members “must serve and be seen to serve their con- stituents in a conscientious and dignified manner…must be committed to perform- ing their functions with integrity, avoiding the improper use of the influence of their office, and conflicts of interest, both appar- ent and real…perform their duties in office and arrange their private affairs in a man- ner that promotes public confidence and will bear close public scrutiny…recognize and act upon the principle that democra- cy is best achieved when the operation of

L’ORIGNAL | Next month counties council members could be looking at a big zero for the 2014 regional budget. That is the goal that staff for the United Counties of Prescott-Russell (UCPR) have set for next year’s tax rate increase if all their calculations for expenses and revenue work out. “The financial state of the counties is excellent,” said Stéphane Parisien, coun- ties chief administrator, as he presented a verbal preview of the draft budget report during the Oct. 9 committee of the whole council session.
“Whenever you put forward a budget of zero per cent (tax rate), I will never question your ability to deliver,” said Mayor Jean-Paul St-Pierre of Russell Township.

BOURGET | Les voix d’opposition aux trois élus de Clarence-Rockland accusés d’abus de confiance étaient bien fortes lors de la réunion plénière du 7 octobre. Toute- fois, les trois élus ont aussi reçu des mots d’appui lors de la période de question. Robert Chartrand a d’abord apporté son support au maire. «Je me questionne sur les faux messages qui se promènent entre le maire et les nouveaux conseillers», a-t-il af- firmé. M. Chartrand a ensuite évoqué le cas des courriels controversés dont le thème principal abordait des méthodes pour évincer le directeur général de l’époque, Daniel Gatien. «D’abord, ces courriels ont été volés de l’ordinateur de M. Guibord. Ensuite, à ce que je sache, toute personne sensée a le droit et le devoir de consulter lorsqu’il a des difficultés avec un membre du personnel», a-t-il affirmé. Les commen- taires de M. Chartrand ont été suivis de rires de la part de l’assistance. Par la suite, la citoyenne Réjeanne Tessier s’est approchée au podium. Pour une rare fois, une citoyenne s’est adressée à la foule plutôt qu’au membre du conseil. «J’ai pour Rencontres pour femmes à Casselman et Hawkesbury Le Centre Novas CALACS francophone de Prescott-Russell organise des cafés-rencontres destinés aux femmes francophones de la communauté, âgées de 16 ans et plus. Pour le centre, c’est une occasion de sortir les femmes de leur isolement et de discuter de sujets variés et intéressants autour d’un café. Pour Casselman, les rencontres ont lieu tous les troisièmes mercredis de chaque mois, à 13h. La prochaine rencontre aura donc lieu le 16 octobre prochain. les municipalités. Comme cela a été adopté au Québec, la modification permettrait à une municipalité de destituer de membres élus qui fond l’objet d’accusation au crimi- nel. Le maire Marcel Guibord et les conseillers Guy Félio et Diane Choinière devront se présenter en cour une première fois le 23 octobre. «Évidemment, je ne crois pas qu’un verdict sera prononcé, a confié Suzanne Normoyle. Ça peut traîner bien longtemps. Bien qu’il y ait présomption d’innocence, cela n’enlève pas le nuage noir qui plane au-dessus de la Cité».

Bridges renamed to honour police officers
Const. Richard Michael Jean, 23, and Const. Jean Alain Desforges, 30, died Oct. 24, 1993 while responding to an emergen- cy call. Two highway overpass bridges in the county will be renamed as memorials to their dedication and duty. “It is with sadness and pride that we will honour these men,” said OPP Inspector Pi- etro Di Rinaldo, commanding officer for
the Russell County OPP detachment. “Our members are aware of the demands and risks associated with being a provincial po- lice officer. These memorials will be a per- manent reminder of their ultimate sacrifice and the caring relationship OPP officers share with those we serve.” The two constables were racing to a call when their police cruiser was struck by a
passenger train at a railway crossing. Both officers were stationed at Casselman at the time of their deaths. Const. Jean was seven months into his term of service while Desforges was a four-year veteran. OPP Commissioner Chris Lewis is con- firmed to attend the dedication ceremony scheduled for later in November in Russell Township council chambers in Embrun.

La durée de vie des dollars Prescott-Russell est de 18 mois à partir de la date d’achat. Parmi les commentaires des gens d’affaires, certains étaient préoccupés par les frais de transaction de 15 cents qu’exigera ce programme. D’autres étaient inquiets quant aux restrictions liées à la plateforme électronique qui accommodera de telles transactions. Finalement, certains ont exprimé des réserves quant au fait que le programme sera géré par l’Alliance des gens d’affaires, organisme qui chapeaute les chambres de commerce de Prescott-Russell.

Les gens d’affaires de la région aimeraient se donner un outil pour fidéliser leurs cli- ents et accroître leur chiffre d’affaires. Cet outil est la Carte VIP. L’Alliance des gens d’affaires de Prescott et Russell, en collaboration avec les chambres de commerces de la région, a présenté le projet la semaine dernière aux marchands de la région lors des sessions d’information tenues à Rockland et Casselman. Une autre session d’information est prévue à Hawkes- bury le 22 octobre. « La réponse des marchands est très fa- vorable jusqu’à présent », a déclaré Carole Lavigne du Bureau de développement économique de Prescott et Russell, qui pilote le projet avec l’Alliance des gens d’affaires. « Idéalement, on aimerait in- troduire la carte VIP avant Noël ». Pour ce faire, l’Alliance des gens d’affaires souhaite obtenir l’adhésion au programme de 100 marchands. La carte VIP Prescott et Russell n’est pas une carte de crédit, mais plutôt un programme qui permet aux adhérents d’obtenir des dollars pour chaque achat effectué chez les marchands participants sur présentation de la carte VIP. Ces dollars pourront ensuite être utilisés lors d’achats futurs effectués chez les marchands partici- pants.

ROCKLAND | Paper ballots will some day become obsolete as electronic polling grows more popular for handling elec- tions. But some residents in Clarence- Rockland want to rewind the clock and go back to the traditional method next year casting votes for the local elections. Jacques Taillefer is one of several people organizing public meeting 7 p.m., Oct. 23, at the Alphonse Carrière Community Centre in Hammond. The subject of the meeting is to determine if there is enough public inter- est and support for sponsoring a petition in support of restoring the paper ballot to supremacy for local elections. “The goal is to have a non-partisan meet- ing to explore having a petition,” Taillefer said during a phone interview Thanksgiv- ing Monday. The OntarioMunicipal Act gives local gov- ernments the power to approve bylaws that authorize alternate voting methods during a civic election. In May 2010, Clarence- Rockland council during the term of then- Mayor Richard Lalonde approved a bylaw that allowed for electronic voting, whether by phone or by Internet, as an alternative ballot method for the 2010 civic election. Since then, Taillefer said, there has grown concern among some voters that the e-vote system for Clarence-Rockland does not have enough safeguards to reduce or elimi-

nate the risk of vote tampering. He added that his own research suggests similar con- cerns have been expressed in other munici- palities in Ontario. “People have expressed concerns with the safeguards in place at the municipal lev- el for electronic voting,”he said. “The poten- tial for manipulation of the vote is greater at the municipal level because the safeguards are not in place. There just does not seem to be adequate safeguards in place.” The traditional paper ballot system has a built-in safeguard with anyone casting a vote has to do so in person and be ready to provide photo identification to confirm who they are. Most of the concerns about e- voting focus on “phishing” routines wheth- er of the cyber hacker variety or the more simple method of just stealing a person’s e-voter i.d. card when it arrives in the mail. “It’s become part of the (urban) folklore,” Taillefer said. “There’s no (solid) evidence but people talk. There’s enough discomfort in enough people in this municipality that a return to traditional voting is warranted.”

Bien que la tendance démontre une augmentation des nouvelles familles à Rockland, cela implique également le déménagement des populations vieillissantes vers les points de services. «Aujourd’hui, on dépasse les 10 000 de population et on n’a pas de maison de soins.» Actuellement, le centre Roger Séguin offre les services dans le village de Clarence Creek. Toutefois, il n’est pas toujours accessible, selon Mme Dallaire. «Pour ma part, je pourrais prendre l’autobus et aller à Ottawa, mais à Clarence, ça me prend une voiture. Et il y a des gens qui ne peuvent pas prendre une voiture», a confié Mme Dallaire. Rockland abritait jadis un CHSLD qui se nommait alors le Foyer St. Joseph. Le foyer était en marche depuis une cinquantaine d’années et a dû fermer ses portes en 2004. Les raisons étaient, notamment, des frais d’exploitation trop élevés de même que des coûts de rénovation et de modernisation importants. Le centre ne pouvait alors se conformer à Loi de 2007 sur les foyers de soins de longue durée. «J’aimerais bien qu’on m’explique pourquoi avant, lorsqu’on avait une population d’environ 3000, on avait un centre d’hébergement et qu’aujourd’hui il n’y en a plus.» Quoi qu’il en soit, Lise Dallaire espère récolter plus de 2000 signatures. Actuellement elle a recueilli environ 1400 signatures. Lorsqu’elle aura atteint son objectif, elle ira cogner à la porte du député provincial Grant Crack. «Peut-être que mon but est simpliste, mais à mon humble avis, je pense qu’on pourrait y parvenir, et ce, à de moindres coûts.». Light rail transit project links to Orléans
Orléans “at the earliest opportunity” while taking into account the affordability model set in the 2011 transit proposal. Two years later the City of Ottawa an- nounced that now the second phase of the LRT plan will include an Orléans extension as part of its Transportation Master Plan up- date. “This was the first time city council had said we should look to find ways to bring LRT to Orléans sooner rather than later,” stated Blais. The Cumberland ward councillor and his counterparts in neighbouring wards all ex- pect an LRT extension will provide many benefits to the Orléans area. “People have always asked me if I support the 174 or Innes corridor,” stated Coun. Bob Monette, Ward 1-Orléans. “My response has always been that whichever one will obtain light rail sooner will be my prefer- ence. I am sure that the Orléans Chamber of Commerce and the business commu- nity will share in the excitement of this an- nouncement. ORLÉANS | Ottawa’s rapid transit rail project will have an Orléans extension. Councillors for the eastern wards of the city anticipate lots of benefits for their constituents from having a light-rapid transit (LRT) connection to Ottawa. “A fully integrated, city-wide, rail system is the future of public transit for Ottawa,” stated Coun. Stephen Blais of Cumber- land ward in a press release, “and this is another important step in achieving that
goal.” In July 2011 Ottawa city council approved a resolution from Blais for city staff to re- view and rank the feasibility and priority
