Pearland’s parks are strong and getting stronger. A City parks department adds greatly to the quality of life, attractiveness and vitality of a community. Pearland Parks & Recreation does that many times over, every day. We have programs for all ages, many produced by our staff, with a focus on providing quality and variety. Operationally, I’m very proud that our City’s Parks & Recreation Department is one of a select group of departments across the USA that have become certified through the Commission on Accreditation of Parks & Recreation Agencies (CAPRA). In fact, CAPRA recently approved Pearland for an expedited recertification review in May 2018, which is all thanks to our staff’s

continuing excellence in documenting and producing results. City of Pearland Parks & Recreation successfully partners with a multitude of groups, which was evidenced during the recent renovation of the Tom Reid Public Library. The library facilities in Pearland, while they exist on land owned by the City, are operated through the Brazoria County Library System. Our Parks & Recreation Department has hosted programs for the Library during its renovation at the Recreation Center & Natatorium. Now, the Tom Reid Library on Liberty Drive is open and ready to continue their great services. We have in our Capital Improvements Program plans for a future library on Shadow Creek Parkway. Be sure to stay tuned as that thinking progresses. One big thing that I want to share is that our major, long-standing parks are set to receive significant upgrades. Check out our YouTube channel for our February update about construction at Independence Park & Centennial Park, as well as our brand new Delores Fenwick Nature Center on Magnolia next to our recycling center operated in partnership by Keep Pearland Beautiful. Centennial Park is set to open first (probably by the time you read this) with new amenities and additional ballfields. The work at Independence Park continues, with major

earthwork being done to create the stage (literally) for a future outdoor amphitheater. Pearland parks remain strong and highly valued. Take a look through this Pearland in Motion to get a sense of where to participate and play this summer.

PEARLAND CONVENTION & VISITORS BUREAU CELEBRATES 5-YEAR ANNIVERSARY This year marks the 5-year anniversary for the Pearland Convention & Visitors Bureau. The department is a division of the City of Pearland and is funded by the Motel Hotel Occupancy Tax. The team led by Executive Director Kim Sinistore remains focused on their primary purpose to expand Pearland’s economy by attracting visitors to the City. Each year millions of dollars from visitor spending generate increased business and the enhancement of Pearland’s image.

Highlights of happenings with the Pearland Convention & Visitors Bureau include the production of the Pearland Art & Crafts on the Pavilion event held the first weekend in October and collaboration with organizers of Pearland Opry on the Square to showcase traditional country music with four concert dates in 2018. More recently, the Pearland Convention & Visitors Bureau teamed up with City of Pearland Parks & Recreation in hosting the prestigious Texas Amateur Athletic Federation (TAAF) Winter Games of Texas held over Martin Luther King Jr. weekend. Pearland will host this major city-wide amateur athletic event again January 18-20, 2019 drawing visitors from across the state of Texas. “Pearland’s easy access to Houston area amenities just off Texas highways paired with more affordable hotels appeals to event organizers such as TAAF. Our reputation to host events of this caliber help to grow Pearland as a destination,” according to Sinistore.

Mark your calendar, as the Pearland Convention & Visitors Bureau will kick off National Travel and Tourism Week, May 6-13 with a 5-year anniversary Travel Rally Block Party on Friday, May 4th at the Pearland Town Center starting at 11 a.m. “Travel Then and Now” is the 2018 theme of National Travel and Tourism Week. Visit Pearland will celebrate with food trucks, interactive stations of local activities & attractions, and an awards ceremony honoring local hospitality and tourism superstars. Annually the Pearland Convention & Visitors Bureau continues to host and sponsor events designed to draw visitors to the City such as Kanzi Fest, Beerster and Oktoberfest. HURRICANE HARVEY

Firefighters, police officers and public works helped citizens escape flooded homes and neighborhoods with impassible streets, and got them safely to shelters or into other forms of temporary housing. Since the storm hit Pearland, local government personnel have been working with the Federal Emergency Management Agency (FEMA) and the State to make sure taxpayer-funded facilities, equipment and roads are brought back to their pre-Harvey condition. City officials submitted a Request for Public Assistance (RPA) to FEMA immediately following the storm, paving the way to cover the costs of removing 55,000 cubic yards of debris from residential right-of-ways in the City, and that will help with the uninsured portions of costs to repair buildings and vehicles damaged by the storm. Pearland weathered Hurricane Harvey comparatively well. Although there were specific areas that had house flooding, which is very impactful to those properties, those areas, mostly built in the unincorporated county prior to being brought into the city. The City of Pearland weathered well, even with the incredibly large scale growth and development thanks to major public drainage improvements invested over the years and new construction that is permitted and inspected to the building and drainage code requirements.

After almost ten years without a major disaster hitting Pearland, Hurricane Harvey found its way to our community in late August of 2017. Category 4 hurricane force winds made landfall between Port Aransas and Port O’Conner, in Rockport, Texas, two days prior to shifting course towards the Houston metropolitan area. While the hurricane status of the storm had diminished, gale force winds and 50 inches of torrential rainfall made their way to Pearland, causing substantial damage to more than 1,400 homes, 20 or more City-owned buildings and countless cars and trucks owned by area residents. Over 50 vehicles in the City’s fleet were damaged, but nothing like the loss of cars and trucks Pearland residents incurred. Flooding affected the Twin Creek area of town the most, but the amazing volunteerism of the people of Pearland, coupled with Pearland’s well-equipped local government disaster management, helped all of those in harm’s way avoid loss of life or major personal injuries. The City’s Emergency Operations Center (EOC) was activated shortly after Mayor Tom Reid issued the City’s official Disaster Proclamation on August 24, and the local Incident Command Structure (ICS) quickly became operational in an effort to initiate the emergency coordination, safety, volunteer, public communications, and resource management priorities needed to protect the community.

GENERAL ELECTIONS SCHEDULED A General Election will be held for electing Councilmember Position No. 2 and Councilmember Position No. 4 on Saturday, May 5, 2018. The positions will serve a three-year term. Residents in Brazoria County should vote at one of the County’s Voting Centers. A voting center is a polling place that combines multiple precincts allowing voters to choose which location to vote. The programs allow voters to vote at any polling place location within the City of Pearland and Brazoria County on Election Day. For more information on the election, visit pearlandtx.gov/election .

IMPORTANT STORMWATER INFORMATION FOR RESIDENTS The Municipal Storm Sewer System permit (MS4) by the Texas Commission on Environment Quality (TCEQ) allows the City of Pearland to discharge into surface water of the state. The City’s second five-year for Stormwater Management Plan was approved by TCEQ in 2015 which is available to the public through the City’s Stormwater Management webpage. The Stormwater Management Plan basically deals with the ways to improve the surface water quality using various Best Management Practices (BMPs). There are a number of ways that a home/business owner can help to reduce the chemical, biological, and physical pollutants off the ground and out of the storm sewer system. Some BMPs include: • Limit the use of fertilizers and pesticides. • Keep sewage from being disposed of in storm drains. • Pick up after your pets.

Flood insurance protects you financially If your home or business is in the floodplain or an area where stormwater collects, flood insurance is recommended. Flood damage is not covered by your standard property insurance policy or your renter’s policy. Some mortgages require you to buy flood insurance, but you can buy a policy even if your lender doesn’t require it. Most insurance agents can sell you a policy. This important financial protection can pay for cleanup costs and to repair damage to your building. Be sure to ask about coverage to help replace your personal belongings or building contents. Note! There is a 30-day waiting period before coverage takes effect – don’t wait for the next storm to protect your family. Just because you haven’t had flood damage in the past doesn’t mean you will be safe the next time the water rises. Don’t make a big mistake and think that disaster assistance or federal loans will be your best solution. After a flood If your home or business is damaged, you may be required to get a permit to make repairs. If repairs cost more than 50 percent of the market value of your building, FEMA regulations require you to bring the building “into compliance” with the floodplain regulations. This could mean elevating the building on a higher foundation or other measures to satisfy the rules. If you experience increased cost of compliance (ICC) and are covered by flood insurance, in addition to the regular insurance payment you may be eligible for up to $30,000 more. This money is to pay for property protection and compliance. In addition, please remember to save all documents such as receipts and photos associated with flood damage repair which will be helpful for your flood damage claim and flood mitigation insurance. Call the City for a damage estimate and remember to apply for a permit in order to qualify for this money. Learn more at pearlandtx.gov/floodplain.

• Clean vehicles at a wash station or in the grass. • Never dispose toxic chemicals down the storm drain. • Do not throw trash into the storm drain. • Properly dispose of trash/yard waste. • Never dispose of fats, oils, or grease down the drain. Pearland’s floodplains You can learn more about the flood risk at your property by reviewing flood maps. Stop by the Pearland Branch of Brazoria County Library or visit the Engineering Division at 3519 Liberty Drive. Everyone who wants to look at the flood maps will be helped. The floodplain map was prepared by the Federal Emergency Management Agency (FEMA). However, these are not the only areas that may flood. Some of our flood-prone areas are not shown on the flood map because they are due to local storm drainage problems. During heavy rain storms, drainage problems may cause flooded roads, local ponding, and/or overflowing ditches. Our worst and most frequent flooding occurs along Clear Creek, but other waterways also rise out of their banks and can flood homes.

Event Description: Keep Pearland Beautiful is hosting this composting demonstration to show you how easy it is to start a compost pile in your backyard. REGISTER TODAY Registration begins on April 30 for members and May 7 for the public . City of Pearland Parks & Recreation has made it easy for you to get registered for the class of your choice. A participant may not register more than seven days after a class has started. Classes will not be prorated for an individual registering after a class has begun. There are two ways for you to submit your registration : 1. ONLINE You must have a City of Pearland Parks & Recreation Department account in our database in order to register online at pearlandparks.com . Online service is available 24 - hours a day and is the preferred method of registration for the majority of program participants. 2. WALK - IN Walk – in registrations are accepted at the Pearland Parks & Recreation Department Office (4141 Bailey Rd.) from 8 a.m. - 5 p.m., Monday - Friday. Registration is also available at the Westside Event Center (2150 Countryplace Pkwy.) while the facility is open for programs and classes. For facility hours of operation, call 281.412.8900.

SWIM TEST Cost: $10 Age: 4 years and up Location: RCN

Need to know what swim lesson level to enroll your child? Need a specific swim card to go to camp? Each participant will be evaluated based on the American Red Cross Learn- to-Swim exit skills assessments for the level being tested. The highest-level certificate will be awarded upon successful completion. After this test participants will be grouped and tested for specific swim skills required by various camps.

BAY AREA STARS DIVING TEAM Introduces fundamental diving skills to participants. These include forward and backward take off, entries and dive positions. An effort is made to inform all divers about participation in various Amateur Athletic Union meets. We strive to have fun, get in shape and be safe. Prerequisite: all participants must become a member of AAU, display an excellent attitude and be able to swim down to the bottom and sides of a 12.5 - foot pool. Aquatic programs for infants are available at the Recreation Center & Natatorium by two independent contractors. This is not a learn-to-swim program, but the course focuses on survival skills. The objective of these programs is to provide infants with skills to remain safe in aquatic environments. The minimum age for this class is 6 months. For those interested in registering with Infant Aquatics email ashleygoolsby@gmail.com . For those interested in registering with Infant Swimming Resource with its Self- Rescue™ program contact m.kerlegan@infantswim.com .

PARENT AND CHILD AQUATICS Cost: $50 resident / $62.50 non - resident Age: 18 months - 3 years Location: RCN

Designed for children 18 months to 3 years of age, and their parents. Participant will: practice blowing bubbles; explore submerging the mouth, nose, eyes and head completely; explore buoyancy on the front and back; gliding on the front and back with assistance; explore submerging in a rhythmic pattern; begin swimming using combined arm and leg actions on the front and back with assistance; changing body position in the water. Children must wear a swim diaper with a swimsuit over it until they are potty trained. Children ages 9 months - 17 months may register for the class, however the curriculum will be geared to ages 18 months to 3 years.

ADULT LESSONS Cost: $75 resident / $93.75 non - resident Age: 16 - 99 years Location: RCN

Designed to develop confidence in the adult swimmer and is geared toward the needs of the class. Comfort and flotation in the water, basic survival, front crawling, back crawling, treading water and basic water safety are just a few of the skills taught. Classes consist of eight 45 - minute lessons.

PRESCHOOL AQUATICS

Cost: $50 resident / $62.50 non - resident (Level 1 - 3) Age: 4 - 5 years Location: RCN Preschool Aquatics Level 1 During this introductory course, students will work on blowing bubbles, submerging their mouth, nose, eyes and entire body, and will learn about safety around water. Students will explore buoyancy, submerging in a rhythmic pattern and changing body position in the water. Full, hands on support is given for the following skills: back and front float and recovery; roll from front float to back float, and back float to front float; glide on front and back; kick on front and back; swim with arms on front and back; combined arm and leg action on front and back. Classes consist of eight 25 - minute lessons. Preschool Aquatics Level 2 Students continue to learn simultaneous arm and leg actions on the front and back. Students will also gain greater proficiency in all skills so that longer lengths of time and distances can be achieved. The following skills will be practiced: back and front float and recovery; roll from front float to back float, and back float to front float; glide on front and back; kick on front and back; swim with arms on front and back; combined arm and leg action on front and back. Classes consist of eight 25 - minute lessons. Preschool Aquatics Level 3 Students must be able to swim 3 body lengths independently, but may have assistance standing back up. Students must also be able to perform Preschool Level 2 skills with assistants starting or ending the skill. Participants work to master skills learned in Preschool Level 2, so that they can be performed without physical assistance from the instructor. Classes consist of eight 25 - minute lessons.

LIFEGUARD CERTIFICATION CLASS Cost: $175 resident / $218.75 non-resident Age: 15+ Location: RCN

The purpose of the American Red Cross Lifeguarding course is to provide entry-level lifeguard participants with the knowledge and skills to prevent, recognize and respond to aquatic emergencies and to provide care for breathing and cardiac emergencies, injuries and sudden illnesses until emergency medical services (EMS) personnel take over. Prerequisites for the class: • Swim 300 yards continuously demonstrating breath control and rhythmic breathing. Candidates may swim using the front crawl (freestyle), breaststroke or a combination of both, but swimming on the back or side is not allowed. Swim goggles may be used. • Tread water for 2 minutes using only the legs. Candidates should place their hands under the armpits. • Complete a timed event within 1 minute, 40 seconds: starting in the water, swim 20 yards. The face may be in or out of the water. Swim goggles are not allowed. Surface dive, feet first or head first, to a depth of 7 to 10 feet to retrieve a 10-pound object. Return to the surface and swim 20 yards on the back to return to the starting point with both hands holding the object and keeping the face at or near the surface so you are able to get a breath. Candidates should not swim the distance under water. Exit the water without using a ladder or steps. Certification Requirements : attend and participate in all class sessions, demonstrate competency in all required skills and activities, demonstrate competency in all required final rescue skill scenarios, pass both the Section 1-CPR/AED for the Professional Rescuer and First Aid and Section 2-Lifeguarding Skills final written exams with a minimum grade of 80 percent. 7840, June 5 - 7, 8 a.m. - 6 p.m.

Level 4 Stroke Improvement Develops student’s confidence in the strokes learned in Level 3 and improves other aquatic skills. Students will learn the following: headfirst entries from the side in the compact and stride position, swim underwater, feet- first surface dives, survival swimming, front crawl and backstroke open turns, to tread water using two different kicks. The class will focus on improvement in the basic swim strokes. Classes consist of eight 45 - minute lessons. (Prerequisite: Completion of American Red Cross Swimming Level 3) Level 5 Stroke Refinement Students refine all six strokes: the front and back crawl, elementary backstroke, breaststroke, sidestroke and butterfly, increasing the distances that they swim. Includes introduction to the following: shallow angle dives from the side and then glide and then begin a stroke on the front, tuck and pike surface dives (submerging completely), front flip and backstroke flip turns, proper sculling techniques. Classes consist of eight 45 - minute lessons. (Prerequisite: Completion of American Red Cross Swimming Level 4) Level 6 Swimming and Skill Proficiency Students work to refine strokes so that they are more efficient and effective over longer distances. Special emphasis on knee-dive, forward dive fall-in and standing dive from the pool side, as well as from the 1 meter diving board. Teaches students how to prevent aquatic emergencies in various aquatic environments, introduction to self-rescue, the HELP and huddle positions, survival float in deep water, back float in deep water, and survival swimming. Classes consist of eight 45 - minute lessons. ( Prerequisite: Completion of American Red Cross Level 5)

For first time and non-adjusted swimmers. The course will help students develop positive attitudes towards swimming and emphasizes the importance of good habits

and safe practices in and around the water. Classes consist of eight 45 - minute lessons. Level 2 Fundamental Aquatic Skills

Students learn to float without support and recover to a vertical position. This level marks the beginning of true locomotion skills and adds to the self-help and basic rescue skills began in Level 1. Classes consist of eight 45 - minute lessons. (Prerequisite: Completion of American Red Cross Swimming Level 1) Level 3 Stroke Development Builds on the skills in Level 2 by providing additional guided practice. This course teaches students how to coordinate the front crawl and back crawl, the elementary backstroke and fundamentals of treading water. Students will also learn safe diving rules and begin to dive from the side of the pool in deep water. Classes consist of eight 45-minute lessons. (Prerequisite: Completion of American Red Cross Swimming Level 2)
